EXECUTIVE SUMMARY

 Thamb Stone Mine is situated in Village - Thamb, P.O. – Dhabtham, P. S. - Chandwara, District : Koderma, Jharkhand over an area of 0.40 Hectares or 1.00 Acres [Plot no. – 73(P), 74(P), 75(P), 76(P), 82(P)].

 Thamb Stone Mine over an area of 0.40 Ha./1.00 Acres situated in Village - Thamb, P.O. – Dhabtham, Thana No. – 317, P. S. – Chandwara, Dist. – Koderma, Jharkhand, already holding mining lease in favour of M/s Dashrath Rana for a period of ten (10) years w.e.f. 13.03.2010. The mining lease will expire on 12.02.2020.

 The entire lease area is free from forest, so therefore no forest clearance is required. But at present it is mandatory to take Environmental clearance.

 The proposed quarry will be developed as opencast for the production of stone of 15538 Cum/annum or 51.79 Cum per day OR 548719.3 Cft./annum or 1829.06 Cft./day OR 41952.6 MT/annum or 139.84 MT/day. The estimated project cost is Rs. 18.55 Lakhs and the project is economically viable. The expected life of mine is 2.7 years. This mining project falls under Category “B2” project as per EIA Notification 2006.

 The lease for minor mineral is situated in the Village - Thamb, P. O. – Dhabtham, Thana No. - 317, P. S. – Chandwara, Dist. – Gumla, (Jharkhand). The area is located in Survey of Toposheet No. - 72H/7 (Ref: Key Plan - Plate No. - III) and bounded by Latitude: 24° 24' 11.14'' N to 24° 24' 15.46'' N & Longitude: 85° 24' 56.47'' E to 85° 24' 59.07'' E.  The lease area is approachable from Chandwara through NH-31. The mining lease area is located in west direction from NH – 31 at a distance of 7 km. The mining lease village, Thamb can also be approachable from Chandwara-Bachhisi road by travelling a distance of 2.75 km towards North. The major railway station is Koderma, Jhumri Railway station which is located at a distance of about 17 km in South direction. Birsa Munda Airport at State Capital Ranchi is located at 151 km apart from the lease area in South direction.

 Electricity connection is not taken as it is an isolated area. However a DG set (250KVA) is installed to meet the power requirement

 Stone is used for a wide variety of purposes. Almost all the construction and infrastructural activity, Stone required as one of the measure ingredient.

 In order to obtain environmental clearance as per the EIA Notification 2006 the prefeasibility report is being submitted along with the application Form – I for the project under consideration.

 The drinking water requirement shall be met from bore wells and for other purposes water requirement shall be met from nearby water bodies. Potable – 02 KLD, Dust Suppression – 03 KLD and Green belt - 03 KLD. Total - 8 KLD.  Sized stone chips will be transported by dumpers to consumers.  Production will be stared after getting EC.

2. INTRODUCTION OF THE PROJECT / BACKGROUND INFORMATION.

i) Identification of Project and Project Proponent Dashrath Rana, Proprietor is authorized Signatory for M/s Dashrath Rana and has already holding Mining Lease for a period of 10 years in favour of M/s Dashrath Rana for a period of ten (10) years w.e.f.13.03.2010. The mining lease will expire on 12.03.2020. Communication details of the project proponent are as under;

ii) Brief description of nature of the project:-

The present Pre-Feasibility Report has been prepared for the Thamb Stone Mine of M/s Dashrath Rana over an area of 0.40 Hectares or 1.00 Acres [Plot no. – 73(P), 74(P), 75(P), 76(P), 82(P)] in Village - Thamb, P.O. – Dhabtham, P. S. - Chandwara, District - Koderma, Jharkhand. In order to obtain environmental clearance as per the EIA Notification 2006 the prefeasibility report is being submitted along with the Form I for the project under consideration. The project is categorized as Category B2.

iii) Need for the project and it’s important to the country and or region. Construction material is one of the minor mineral deposits occurring in the majority portion of Jharkhand. It has played a great role in development of civilization and industrialization. The production has important role in the local infrastructural development.

iv) Demand Supply Gap. It is an essential constituent infrastructural development projects like road, dams, bridges and building.

v) Imports vs. Indigenous production. Stone shall be used for the purpose of road construction project.

vi) Export Possibility. Not explored

vii) Domestic / export Markets. Domestic market for stone as infrastructural development material is well established.

viii) Employment Generation (Direct and Indirect) due to the project. It is proposed to employ the local population wherever possible in the proposed project activities. Direct employment will be about 14 Persons and same no will be the indirectly benefited.

3. PROJECT DESCRIPTIONS

i) Type of project including interlinked and Interdependent project, if any.

The proposed project is quarry by opencast manual method of mining, there is no interlinked and Interdependent project.

The lease for minor mineral is situated in the Village - Thamb, Thana No. - 317, P. S. – Chandwara, Dist. – Koderma, Jharkhand. The area is located in Survey of India Toposheet No. – 72 H/7 (Ref: Key Plan - Plate No. - III) and bounded by Latitude: 24° 24' 11.14'' N to 24° 24' 15.46'' N & Longitude: 85° 24' 56.47'' E to 85° 24' 59.07'' E. The Lease area of Thamb Stone mine exhibits pediplain land topography in nature and mainly it represents gentle slope towards Southwest direction. The highest elevation point of the lease area is at 406 m and the lowest elevation point in the Southwest side is about 402 m above M.S.L.

iii) Details of alternate sites considered and the basis of selecting the proposed site, particularly the environmental consideration gone into should be highlighted. The project is a site specific and has to be undertaken at the place of the occurrence of the Stone and hence no alternative sites explored.

iv) Size or magnitude of operation. The proposed quarry will be developed as opencast for the production of 15538 Cum/annum or 51.79 Cum per day.

v) Project description with process details (a schematic diagram/ flow chart showing the project layout, components of the project etc. should be given). This Stone is building material as it possesses most of the required characteristic. The applicant has already holding Mining lease for a period of 10 years in favour of M/s Dashrath Rana for a period of ten (10) years w.e.f. 13.03.2010. The mining lease will expire on 12.03.2020.The proposed quarry will be developed as opencast manual method of mining for the production of Stone of 15538 Cum/annum or 51.79 Cum per day. The Stone quarried will dispatched by road through Dumpers/trucks.

vi) Raw material along with estimated quantity, likely source marketing area of final products, mode of transport of raw material and Finished product. There is no requirement of raw material in this project. Mode of transport of extracted building material is surface transport by road.

vii) Resource optimization / recycling and reuse envisaged in the project, if any, should be briefly outlined. There is no waste material generation. Only marginal quantity of waste as OB to be generated shall be used for road making.

viii) Availability of water its source, Energy / power requirement and source should be given. The water requirement for drinking purpose shall be met from bore wells of nearby village. No electricity is required for the mining. Diesel is required.

ix) Quantity of waste to be generated (liquid and solid) and scheme for their Management /disposal.

Solid Waste: There will generation of solid waste in small quantity which will be used in maintaining/construction of mine road.

Liquid Effluent: There is no effluent generation. The proposed quarry will not intercept the water table hence only rain water will be accumulated in the pit during monsoon.

The EIA will include an assessment of the potential impacts envisaged as an effect of the project, during the operation of the quarry. The assessment will be based on a consideration of the individual components of the project.

4. SITE ANALYSIS

i) Connectivity. The lease area is approachable from Chandwara through NH-31. The mining lease area is located in west direction from NH – 31 at a distance of 7 km. The mining lease village, Thamb can also be approachable from Chandwara-Bachhisi road by travelling a distance of 2.75 km towards North. The major railway station is Koderma, Jhumri Tilaiya Railway station which is located at a distance of about 17 km in South direction. Birsa Munda Airport at State Capital Ranchi is located at 151 km apart from the lease area in South direction.

ii) Land use and Land ownership.

The land is Non-Forest Govt. land (0.40 Ha/1.00 Acres) and it is marked on the Khasra Map as Plate - II in approved mining Plan.

vi) Soil classification. The lease area exhibits pediplain land topography with unfertile weathered soil.

vii) Climatic data from secondary sources. The calendar year may be divided into three main seasons in the district of Koderma. The winter season starts form November to February. The summer season is from March to May and the rainy season is from June to October. In winter early mornings and nights are cold. Night temperature falls down to 50 0C or even lower. To the contrast summer is hot and unpleasant, the temperature rising up to 440C. The annual average rainfall is 1126 mm. Koderma region receives more rainfall and it gradually decrease in east direction. The temperature of the district varies between mean minimum temperature of 10 0C in winters and mean maximum temp. of 40 0C in summer. Temperature varies between 4 0C to 46 0C in general.

Nearest village Nawada lies at a distance of 1.75 km from lease area in north-west direction. The manpower of about 16 persons required for the project in which more than 14 persons shall be engaged from the nearby village(s) and hence influx of population to the area is not anticipated.

iii) Land use planning (breakup along with green belt etc.).

The proposed project will require roads for the transport of the stone which is adequate, besides it will require manpower to operate the proposed quarry.

Proper site services such as First Aid, temporary shelter, drinking water will be provided to the miners.

9. ANALYSIS OF PROPOSAL FINAL RECOMMENDATIONS:-

i) Financial and social benefits with special emphasis on the benefit to the local people including tribal population, if any, in the area.

The proposed mine will bring economic benefits to the state by the way of Royalty for stone and to the local people by way of direct and secondary employment opportunities. The mining activities as proposed are the backbone of all construction and infrastructure projects as the raw material for construction is available only from such mining. The stone material is high demand at the local market for real estate industry. The project will bring about socio-economic improvement of the area and will prove beneficial to the area. It is proposed to employ the local population wherever possible in the proposed project activities directly or indirect.
