SCOPE OF WORKS / SPECIFICATIONS
1. Introduction

2. Works
The Works to be performed by the Contractor include the following:
Supply all necessary manpower, tools and transport to carry out Street Lighting Maintenance works
Execute repair of all defective/faulty parts installed in the street lightings as necessary
This tender covers the following areas:
(a) Zone A (i) Sarikei, Bintangor, Julau and Pakan areas
(b) Zone B (i) Belawai and Tanjung Manis areas
(c) Zone C (i) Paloh areas (ii) Sebenak, Ng Semah and Penasu areas
A minimum of TWO (2) Competent Persons holding valid SEB Competency and Authorization Certificate (CAC) in Low Voltage Overhead Lines up to 1kV preferably for Street Lighting Works, are required for this contract.

3. Specifications
I. Scope of Work
(a) Street lighting patrol. (b) Carry out trouble-shooting as well as confirmation and isolation of faulty street lighting cable, control cabinet mains wiring and switch wire on O/H line and at shophouse/ building. (c) Replacement of parts installed in the street lighting system which are defective/faulty including the replacement of lantern if necessary and restore defective lighting point to full operating condition. (d) Adjustment and maintenance of all street lighting components inclusive of control box, meter box, time switches/photocell and contactors that control the switching ON or OFF of the street lighting and restore the street light control cabinet to full operating condition. (e) Checking insulation resistance of wirings and repairing as necessary (f) General cleaning of all street lighting components e.g. lantern covers/bowls, control boxes, brackets, columns etc. (g) Clearing of branches obstructing or interfering with column type street lighting and removal of creepers at columns if necessary. (h) Provision of temporary or alternative source of supply to all affected street lighting in the event of street lighting cable fault and theft. (i) To carry out load balancing/alteration of phase if required. (j) To carry out load measurements for all outgoing feeders from the control box housing time switch/photocell. (k) Replace/relocate damaged street lighting columns (per unit rate). (l) Erect and uplift sinking column (per unit rate). (m) Repair slanting column (per unit rate). (n) Replacement of control cabinet inclusive of replacing/reinstalling the components and accessories which are damaged beyond repair and/or poses immediate danger to general public (per unit rate). (o) Street lighting cable trenching, laying and cable jointing (per unit rate). (p) Replacement of twin twisted overhead conductor for street lighting and re-erection of slanting street lighting pole (per unit rate).
II. Competency and Contractor Pass
All Contractor’s site supervisor(s) who are working for the Company and in the Company’s premises must be competent person(s), holding the relevant valid competency certificate issued by Electrical Inspectorate Unit (EIU) and the Company, before they can commence work on site.

Tender submission shall not be considered for adjudication for those tenderer(s), who do not submit a list of minimum number of competent person(s), holding:-
(a) Valid CAC competency certificate for Low voltage overhead lines up to 1kV preferably in street lighting works and
(b) Valid Contractor Pass.
The competent person(s) is required to produce the Contractor Pass on site when requested by the company’s representatives. For the first offence where the Contractor or Contractor’s workers fail to comply with this requirement, “STOP WORK” notice and a letter of warning will be issued to the Contractor.
For the second offence, apart from issuing “STOP WORK” notice and warning letter to the Contractor, the Contractor can be suspended for one week, up to a maximum of three months period if necessary, pending on the jurisdiction of the Authorized Officer. The Company reserves the right to employ other contractor(s) to carry out the Works for that period and the Company shall be entitled to recover from the Contractor any of the cost thereof or deduct the same from any monies due or that become due to the Contractor.
For the third and subsequent offence, apart from issuing “STOP WORK” notice, the Company reserves the right to terminate the Contract and to bar the Contractor from participating in any distribution service tender for a period of one year.
If the appointed tenderer(s) is to submit names of competent persons registered under another company other than their own, a letter of commitment from the competent person or MOU is required.
III. Supervision of Works
The Contractor shall provide competent supervisor(s) who shall be responsible for efficient supervision of LT repair works after receiving Electrical Permit-to-Work (EPTW) from SEB’s switching personnel.
A minimum of two (2) numbers of competent persons having CAC certificates for:
a) Low voltage overhead lines up to 1kV preferably in street lighting works
The Contractor shall provide a complete list of competent workers and fill in all their names in Part II, Section 2, Tender Appendix C - Schedule B: Schedule of Skilled Technicians and Labourers.

10. Clause 24.1 Pricing Method Not a lump sum tender but based on rates in the Pricing Appendix.
11. Clause 25 Currencies of Tender In Malaysian Ringgit Offer
12. Clause 28.1 Value of Tender Unless waived by the Employer (such as by Security reason of Tenderer being deemed a Sarawakian Tenderer), all Tenderers shall submit the Tender Security if estimated tender sum is above RM 2,000,000.00, and the value of the Tender Security shall be 2% of the tender sum subject to a maximum of RM 100,000.00.
13. Clause 29.1 Performance Bond The Tenderer will be required to submit a Performance Bond.
Value of Performance Bond Contracts
Above 2.5% of the Contract Sum RM 100,000 to RM 500,000
Above 5% of the Contract Sum RM 500,001 to RM 1,000,000
Above 5% of the Contract Sum with RM 1,000,000 condition that Sarawak Energy reserves the right to demand from the contractor for an increase in the performance bond of up to 10% of the contract price.
