THOMPSONI THE NATURE OF THE PROBLEM Exploitation of natural resources is a major preoccupation of gov- ernments. Industrial nations seek to ensure a full flow of raw ma- terials; newly developing nations seek to provide the underpinnings of an industrial economy. In the United Nations, symposiums have focused attention on resource development.' These studies have sought to place the exercise of sovereignty over resources in proper perspective to foster a balance of interests between the developer and the country whose re- sources are exploited.2 In balancing these interests, sovereignty and se- curity of tenure are opposite sides of the scale. In the name of "sover- eignty,"' a country claims to control resource development as the national interest may dictate from time to time; in the name of "security of ten- ure," developers claim to exercise their acquired rights unimpeded and undiminished. -

PART FOUR Chapter Seven Group Settlements in Australia and Overseas Chapters Five and Six, ‘Hope’ and ‘Despair’, revealed men on the group soldier settlements in the County of Cumberland believed initially they could succeed at small-scale farming. They knew they had few options open to them to earn a living post-war, affected physically or psychologically by their war experiences. The opportunity to own a home and land, be self-sufficient and recover their health working in the open air had great appeal. This study has revealed however, that the social experiment of group settlement, at least those close to Sydney, soon became unsuccessful. Earlier chapters have described the reasons why the New South Wales government, under Labor Premier Holman, decided to heavily promote group soldier settlement in this state, believing it was not only advantageous for inexperienced ex-servicemen but possible failures would be minimised because of on-site supervision. It was argued the state would benefit because this policy allowed for large numbers of men to be placed quickly on the land in order to meet their obligation to settle in excess of 8,000 men, and provided a workable solution to New South Wales’ lack of available Crown lands for agricultural use. It has also been shown in this thesis that this land policy was not innovative, with similar ventures only a generation earlier across Australia having largely failed. 314 However, group soldier settlement was not unique to New South Wales. Group soldier settlement was also implemented in some parts of Australia and in other countries. -

Farmers under the age of 35 are leaving farming at twice the rate of the general farm population. As a result, Canada faces a crisis of generational renewal on its farms. This article explores the factors that mitigate against young people taking up farming. Using an analytical framework in part derived from the work of Henry Bernstein and applied to Statistics Canada data, the article demonstrates that there is an ongoing income crisis, a growing problem of farmland accessibility and costs associated with farm machinery, unrestrained increases in the power and profit-share of agribusiness transnationals, and a retreat of governments from public-interest regulation. In doing so, the article provides an evidence-based analysis of the structural factors and forces driving Canada's crisis of generational renewal on its farms. Abstract The Great War was a formative event for men who came of age between 1914 and 1918. They believed the experience forged them into a distinct generation. This collective identification more than shaped a sense of self; it influenced understanding of the conflict’s meaning. Canadian historians, however, have overlooked the war’s generational impact, partly because they reject notions of a disillusioned Lost Generation. Unlike European or American youths, it is argued that Canadian veterans did not suffer postwar disillusionment. Rather, they embraced the war alongside a renewed Canadian nationalism. -

Asper School of Business University of Manitoba Winnipeg Copyright © 2017 by Jiayue Xu Abstract The continuous growth of international trade and development of containerization bring about the emergence and development of inland ports- inland sites performing seaport functions that do not require waterways (also called dry ports). However, so far inland/dry port research has paid very limited attention to Canadian inland ports. CentrePort Canada, located in Winnipeg where manufacturing is the largest industry, is the first Canadian inland port with three transportation modes and foreign trade zone status and is endeavoring to attract more businesses especially in manufacturing. This thesis thus aims to investigate whether CentrePort Canada, especially the North part, is an attractive site for manufacturers to locate their businesses. Attractiveness is measured by matching CentrePort Canada features with the location factors considered by specific manufacturers. Eight case studies involving in-depth interviews are conducted to explore manufacturers’ perspectives on site selection factors and CentrePort Canada (North). Three groups of manufacturers are included: established companies located in CentrePort Canada South, new companies located in CentrePort Canada North, and established firms located elsewhere in Winnipeg. This thesis concludes that CentrePort Canada North is so far attractive to Winnipeg-based companies having plans to relocate within the city and outside manufacturers distributing to new markets. -

Colonize that light tonight. Introduction Eleven years since 9/11, the day the world changed. I remember sitting down to write 'The day the world changed.', the emotions, the feelings. I remember the fall of 2003 when I took Madmoose.ca off the net, the events that occurred over that christmas, the spring of 2004, how I got to Troll Ski Resort, the chaos after, then finally getting to Smithers and skiing, rekindling my 1st love. Then building rwnelmes.ca, exploring the country side over the summer, learning how to build a cabin, discovering new interests, a love for my backyard. All the events that have occurred to me have been connected to 9/11. It has become a very important day. I still believe in what I wrote, it still applies today. Not only due to irrational religious fundamentalism, but also organized crime and its connection to terrorism, drugs and cyber crime. So much good is occurring in science today, in the world, genetics, energy research pieces are coming together, but we as a world are not really talking and understanding one another the way we should be. The cities have become fenced communities, our beliefs have become fenced commiunities, the internet has become a fenced community, when I first began using the internet, there were no fences, it was open to everyone, that is no longer the case. -

However, it can accurately be stated that the federal government does not ever plan to transfer ownership in these resources. With regard to the ownership of natural resources and their transfer, Professor A. R. Thompson of the Faculty of Law, The University of Alberta, prepared and submitted an excellent brief which was all but ignored by the Carrothers Commission. With regard to Professor Thomp son's submissions, the Commission said the following: These submissions have been considered, but we consider that it would be pre mature to express an opinion on this question. 14 In the end, therefore, and assuming that all of the recommendations of the Carrothers Commission are enacted into law ( which is not likely) , the North would continue at best to be a colony of the federal govern ment with a Commissioner appointed by the Minister of Indian Affairs and responsible to the said Minister, not the legislature. If the evolution recommended by the Carrothers Commission does in fact occur, it can be hoped that it occurs within the next 100 years of Confederation. The people of the North are unfaltering in their celebration of the Centennial. It is true that the North is part of Canada, but it is not part of Confederation. H Id., at 208. IMPACT BENEFIT AGREEMENTS BETWEEN ABORIGINAL COMMUNITIES AND MINING COMPANIES: THEIR USE IN CANADA Irene Sosa and Karyn Keenan October, 2001 FOREWORD This report is part of an ongoing collaborative effort between the Environmental Mining Council of British Columbia, the Canadian Environmental Law Association and CooperAcción: Acción Solidaria para el Desarrollo. The purpose of this collaboration, which has been supported with funding from the Canadian International Development Agency (CIDA) and the Weedon Foundation, is to build capacity among communities affected by mining in Peru and Canada, based on the belief that, by exchanging information and experiences between these communities, they will be better equipped to defend their rights and interests vis-à-vis mineral development projects. In the past, such projects have proved to have significant adverse environmental, social, cultural and economic effects. The report presents an overview of impact and benefit agreements (IBAs). These agreements are signed between mining companies and First Nation communities in Canada in order to establish formal relationships between them, to reduce the predicted impact of a mine and secure economic benefit for affected communities. IBAs are increasingly used by First Nations in Canada to influence decision making about resource exploitation in their lands. In negotiating and implementing these agreements, communities are learning important lessons that can help others in Peru or elsewhere in Canada. Soldiers, Settlement and Development in British Columbia, 1915-19301 PAUL M. KOROSGIL One of the major problems that confronted Canadian leaders after the Great War was the reabsorption of discharged servicemen into civilian life. To resolve the problem the federal and provincial governments co operated in establishing a national policy on returned soldiers. British Columbia was instrumental in initiating the development of the national policy and implementing a unique provincial soldier settlement program. The purpose of this paper is to assess the impact of one policy, the British Columbia Land Settlement and Development Act of 1917, on the settlement of returned soldiers. This act was created under the province's own soldier settlement program. The main objective of the act was to provide the government with the power to acquire potential agricultural land that could be brought into production by the returned soldier. Two aspects of the act will be considered: "Settlement Areas" and "Develop ment Areas." The former are defined as areas where agricultural produc tion was being retarded by reason of lands remaining undeveloped, the latter as heavily timbered areas on which soil conditions were highly favourable to agricultural production. The analysis will explain the rise and decline of soldier settlements in British Columbia under these two aspects of the Act between 1915 and 1930. Background to the Establishment of the Land Settlement and Development Act In October 1915 the Canadian government organized a meeting in Ottawa where representatives from the Military Hospital Commission and the provincial governments discussed the potential problems that the soldiers would face on their return to Canada. -
