The primary goal of this conference is to cover issues pertaining to many different aspects of early years public health and children's services policy listed below. With an emphasis on the commissioning landscape for the health and wellbeing of children 0-5 years, and the high impact areas.

Govconnect aim is to provide a platform to highlight best practice across the country whilst ensuring information around future allocations and policy are cascaded down from senior officials and leading departments and agencies.

We believe that our diverse and dynamic group of speakers and contributors will provide in-depth insight and analysis on current policy and legacy, as well as, actionable and practical tools, engagement models, methods and mechanisms to help all achieve their personal and organisational goals.

Govconnect is a social enterprise dedicated to assisting the wide range of organisations in the UK & EU challenged with delivering health and social care policy. We seek to ensure that the vision for health and care is delivered upon across all UK and European geographies and administrations.

Through a series of strategic conferences and accompanying digital and social engagement strategies, Govconnect will provide a platform to drive greater collaboration. It is our hope that through improved communication and continuous engagement, models of care can be improved upon, partnerships strengthened and that the quality of patient experi- ence, safety, and care is enhanced.

The UK Government is committed to improving the health outcomes of our children and young people so that they become amongst the best in the world.

As part of this vision, the responsibility and funding for commissioning 0-5 children's public health services transferred from NHS England to Local authorities in October 2015 and from April this year all public health grant allocations, as advised by ACRA, included money for all public health responsibilities transferred to local authorities since April 2013. These crucially included a provision for 0-5 public health services to provide local authorities in England with the funding required to discharge the public health functions for their respective geographic areas.

The 2016/17 grants are paid in quarterly instalments throughout the period 15th April 2016 to 13th January 2017 during the lead up to our conference. Each authority shall then prepare a return setting out how the grant has been spent using the Revenue Outturn (RO) form at the end of the financial year covering the period 1 April 2016 to 31 March 2017. In accordance with existing practice, this will be submitted to DCLG who will share the information with PHE.

One of the benefits of councils commissioning 0-5 services is that it offers a variety of opportunities to link with wider systems, such as housing, early years education providers and enables children's services to work better together.

Local Authorities have therefore embraced the prevention agenda and are in theory better placed to assess local needs and prioritise and deploy resources accordingly in managing these new responsibilities. It is however important that local authorities are supported in their work with a fair distribution of resources that reflects their relative needs, this will be one of the many aspects debated by our delegation and wider stakeholders in the lead up to and during the conference, along with best practice approaches to commissioning which are currently being adopted across the country.

NHS England and the Child and Maternal Health Intelligence Network have developed a health profile of public health outcomes related to early years. The Child Health Profiles provide a snapshot of child health and wellbeing for each local authority using key health indicators. This enables comparison locally, regionally, and nationally and encourages insight and knowledge transfer to occur around commissioning and partnership approaches.

The latest Child Health profiles (March 2016) however highlight the requirement for greater collaboration in meeting these new responsibilities as whilst there are in part some great successes, many authorities of varying sizes are performing below the national average. This vital conference will review these results and the subsequent others during the coming months and in February 2017 examine progress to date. It will seek to ensure that continuous improvement occurs across all local authorities, particularly in areas that are currently underperforming.

It is in turn hoped that through this provision of insight and knowledge transfer from across the country’s leading practitioners, policy leads and governing bodies, our children's public health outcomes are continually improved and as a consequence a strong population health foundation can be created for future generations.

Early Years - Children's Health, Transition to Transformation will provide plenary and breakout sessions covering issues pertaining to many different aspects of early years public health and children's services policy listed below. With an emphasis on the commissioning landscape for the health and wellbeing of children 0-5 years, and the high impact areas:

• Transition to parenthood and the early weeks • Maternal mental health • Child & adolescent mental health • Breastfeeding • Healthy weight, healthy nutrition increasing physical activity, reducing obesity • Non elective hospital attendance/admissions • Family nurse partnership service • Health, wellbeing and development of the child aged two, and school readiness • Safeguarding arrangements • The transformed health visiting service, targeted and universal • Child health information systems

It is clear to all that the October 2015 transfer presented an unprecedented opportunity to transform outcome based commissioning for children.

Our Early Years conference and the accompanying pre conference debate process will seek to highlight best practice across the country whilst ensuring information around future allocations and policy are cascaded down from senior officials and leading departments and agencies.

It is in turn hoped that through increased engagement at this conference, improved commissioning approaches and reduced variations in health and wellbeing outcomes will be achieved. Sally Burlington Head of Policy, Local Government Association

Sally has had a wide ranging career in policy and strategy development in the Civil Service, particularly focusing on policies to tackle poverty and disadvantage. She spent 6 years in HM Treasury and a year at Kent County Council during which time she reviewed the council's procurement of social care and negotiated one of the first innovative Local Public Service Agreements with the Government. She was instrumental in developing the original Sure Start policy, and led work on the Social Exclusion Unit's Breaking the Cycle Report. From 2004-07 She led the secretariat for Sir Michael Lyons' Inquiry examining local government and how it is funded. Sally joined DCSF in 2007 to lead on Children in Care and Adoption, including implementation of the Care Matters White Paper and the programme of reform to improve the experiences of looked after children. From 2010 until summer 2012 she led policy on Sure Start and Early Intervention the Department for Education. Sally joined LGA in 2012 and led on policy for children and then adults. She is now Head of Policy for "people" issues, supporting the LGA's work and lobbying on children's issues, social care and health, fire, community safety and regulatory services.

Kenny Gibson Head of Public Health Commissioning, NHS England

Kenny started his NHS-career as a laundry assistant in 1981 before training as a nurse from 1982. He qualified as a nurse and midwife in Scotland and got the learning bug using the internet. He is now a perpetual learner using social media about all things relating to clinical practice and our health care systems – especially how to get the public engaged with their own health and well-being. He has worked across hospitals, care homes, communi- ty services, peoples’ homes and even on the streets where he volunteers with the homeless. He still works clinically with people affected by mental health & learning disabilities. His academic studies have led to his PhD in emotional intelligence and is an urban-apiculturist (bee-keeper in Brixton)

Carey Oppenheim Chief Executive, Early Intervention Foundation

Carey has been Chief Executive of the Early Intervention Foundation, a charity and What Works Centre for early intervention for children and families since 2013. Carey’s previous roles include Co-director of the Institute of Public Policy Research, Special Advisor to Tony Blair in the Number 10 Policy Unit between 2000-05, specialising in employment, social security, childcare and poverty. Carey has also been a senior lecturer in social policy at the South Bank University, deputy director and head of research at the Child Poverty Action Group, chaired the London Child Poverty Commission and advised the Treasury on welfare reform, and the Department for Education on childcare and early years strategy. She recently trained to be a teacher and taught history and politics at an inner-city London school for three years.

Ailsa Swarbrick Director, Family Nurse Partnership National Unit

Ailsa has led the Family Nurse Partnership (FNP) National Unit since 2012, and is currently taking forward a significant programmes of development to increase impact, cost effectiveness and fit with local context and priorities. She has previously overseen FNP’s expansion, and led the Unit from the Department of Health to a consortium led by the Tavistock and Portman NHS Foundation Trust, the Dartington Social Research Unit and Impetus-PEF. She joined the Unit in 2008, impressed by the powerful impact FNP (an evidence based, public health programme led by specially trained nurses) can have on outcomes for vulnerable families. Before that she worked in civil service policy roles, focusing on children’s issues, addressing inequalities and policy implementation. SPEAKERS

Dr Philip Thompson GP Lead for Children, NHS South Worcestershire CCG

Dr Philip Thompson has lead the development of a set of guidelines which have now been rolled out across Worcestershire, looking at the identification and best practice management of the most common childhood presentations for urgent care. Philip has previously worked in a number of acute paediatrics departments as a junior doctor and is passionate about providing outstanding, evidence-based care to children and young people. Philip works closely with South Worcestershire CCG on a number of paediatrics projects, currently aiming to reduce the number of short stay admissions to hospitals in the area.

Dr Patricia Mucavele OBE Head of Nutrition , Children`s Food Trust

Tricia has been at the forefront of the Children's Food Trust's work over the last decade developing national school food standards and the first national, voluntary guidelines to support nurseries, children’s centres, pre-schools and childminders with helping young children eat better. Tricia has been with us for almost ten years, leading our work to develop and implement nutritional standards for children of all ages. She is a registered nutritionist (public health) and a qualified food technology teacher. She joined us in 2006, having spent the previous 17 years living abroad working for the United Nations and non-government organisations in the Caribbean, Central America, Southern Africa and Europe on food security and nutrition. As well as her work for the Trust, she also lectures on nutrition at Kings College London.

Bridget Halnan Early Years Committee Member , National Institute for Health and Care Excellence (NICE)

I qualified as a Health Visitor in 1984 and have always worked in the arena of supporting new families to achieve best health outcomes for their Infants and Children. My career has included working in research as well as teaching, but always having contact with families. As a research health visitor. I worked with Professor Lynne Murray in the Department of Psychiatry at Cambridge University in the early 1990’s, on maternal depression and the effects on Infant development. I then took a Master’s degree at the University in Clinical effectiveness. I am currently a senior lecturer in Health Visiting, but also have held NHS clinical appointments in Infant feeding, Prescribing (within Health visiting) as well as a Clinical Practice Teacher of Health Visitors. I was awardeda Fellowship from the Institute of Health Visiting in 2015 and have sat on the NICE Standards Committee for Maternal and Infant Nutrition (QS37) as well as the NICE Standards Committee on the Health and wellbeing of the under 5’s. I have also briefly worked at Pubic Health England and the Department of Health, mainly advising about the role of the Health Visitor. Papers I have published in professional journals have generally been related to the practice of Health Visiting and up until very recently, I was a columnist on a local paper, commenting on current health issues for a general public audience. My main interest remains in supporting families to make “informed” choices, to allow them to take decisions about parenting in a commercially free environment.

Melanie Gregory CEO, The Ear Foundation

Melanie Gregory is the CEO of The Ear Foundation. She has 20 years’ experience working with families, children and adults with hearing loss. Her area of interest is person-centred practice and rehabilitative audiology. She has written numerous articles on motivational engagement, the patient journey and person-centred practice. Professor Sally Kendall Professor of Community Nursing and Public Health, University of Kent

Sally Kendall is currently Professor of Community Nursing and Public Health at the University of Kent. She became a health visitor and family planning nurse in 1982 and worked in SW London until taking up a research post at Kings College, London University and at the same time commenced her doctoral studies on the health visitor-client interaction. She gained her PhD from Kings College London in 1991 and took up a lecturing post in Buckinghamshire. In 1999 she moved to the University of Hertfordshire as Professor of Nursing and in 2001 was also appointed as the Director of the Centre for Research in Primary and Community Care (CRIPACC) and Associ- ate Dean Research in 2012. Her main research interest is in community nursing and public health and especially in client/patient experience and in family health research, particularly parenting, having developed the TOPSE tool for measuring parenting self-efficacy and published widely in this area (www.topse.org) She currently manages the NIHR/HEE funded Mentorship programme for Academic Clinical Careers. She was also the Principal Investigator on the Burdett Trust funded project on Empowerment of Health Visitors – the online Community of Practice for HVs, and co-PI on the NIHR Policy Research Programme study reviewing the acceptability and utility of the ASQ-3 as a single measure of child development at 2-2.5 years, now endorsed by the Department of Health. Sally has supervised 21 doctoral studies to completion. She is the co-editor of Primary Health Care Research and Development and the co-chair of the International Collaboration of Community Health Nursing Research, a UK charity that supports international community nursing research dissemination around the world (www.icchnr.org). She is also a founding Trustee of the Institute of Health Visiting, a Visiting Research Fellow Murdoch University, Perth, and a Fellow of the Queen’s Nursing Institute.

Adrian Turner Director, Total Swimming Ltd

Adrian Turner is a former British Olympic swimmer, known for winning silver and bronze medals representing England at the 2002 . At the in , he represent- ed England in the 200m individual medley finishing in silver medal position and the 400m individual medley finishing with bronze. Adrian also competed at the 2004 Athens Olympic Games where he swam both individual medley events and reached the semi-final stage of the 200m. After his retirement from swimming he set up Total Swimming with fellow Olympian, Steve Parry, with their mission to: “Revolutionising Swimming, Changing Lives”. We don’t want to just teach people how to swim - we want to enhance lifestyles.” 10 years down the line they are the market leader in demountable pools and have delivered over 40 projects for local authorities, leisure trusts and private leisure providers innovative pool technology for cost effective modular pools.

Alison Burton Maternity and Early Years Lead, Public Health England

Alison is the National Lead for Maternity and Early Years in Public Health England. Alison started her career as a nurse working in City of London and Hackney before moving to Oxfordshire. She went on to train as health visitor and then a school nurse. Alison has worked in clinical practice for over 20 years and moved into public health in 2004 as the lead for children and young people’s public health programmes. In 2008 she was awarded a Masters degree in Child Public Health from the Institute of Child Health University College London. Before moving to her national role in PHE, Alison held a regional post in NHS England commissioning public health programmes including screening, immunisations, Health Visiting and Family Nurse Partnerships for the Thames Valley.

Clair Rees Executive Director, Parent Infant Partnership (PIP) UK

Dementia 2020 - April 2017

The Challenge on Dementia 2020 contains over 50 commitments that together aspire to make England the best country in the world for dementia care and support, for people with dementia to live; and to conduct dementia research. The 50 commitments are split across four themes: risk reduction, health and care, awareness and social action, and research.

The Implementation Plan published on 6th March 2016 sets out how these commitments will be met.

This conference will review and assess the actions included in the Dementia 2020 Implementation plan, providing the necessary transparency to ensure that its actions – and later updates – make a real and lasting difference to people with dementia, their families and their carers.

Mental Health - September 2017

The Five Year Forward View for Mental Health has made an unarguable case for transforming mental health care in England, a single programme, but one which contains numerous different, related elements across the health system for all ages.
