About Mental Health in Tayside

Mental Health is a top priority for NHS Tayside and we have embarked upon an ambitious work programme to co-create, design and co-produce a Tayside Mental Health and Wellbeing Strategy that will:

o reduce health inequalities and improve health and healthy life expectancy o support people to live independently at home and receive support and services through integrated health and social care working o ensure access to community mental health services is the norm, avoiding admissions to hospital where possible and putting in place care plans that aim to return people home with sufficient care and support.

An Independent Inquiry published earlier this year made 51 recommendations to enhance services and the service users’ experience across Tayside. These are shaping the development of our Mental Health and Wellbeing Strategy and the Change Programme which will implement all 51 recommendations and result in significant improvements in mental health services and supports by 2024.

This is a unique opportunity for a skilled and passionate clinical leader to join NHS Tayside to lead and influence the co-creation of world class mental health services delivered through a system, where the people who receive, and the professionals who deliver care, are treated as equal partners. We are looking for a highly motivated Operational Medical Director who is committed to making a real difference to the mental health of the Tayside population by delivering new ways to improve the quality of experience, care and treatment people living with mental ill health and learning disability receive, to enhance their overall health and wellbeing. The successful candidate will have significant expertise, experience, and the highest level of specialist knowledge attained within the field of Mental Health. You will provide leadership to a team of Clinical Directors and Leads to support the work of specialist Mental Health and Learning Disability Services across Tayside and will work in partnership with Medical Leads in Integration Joint Boards and be a key member of the NHS Tayside Medical Leadership Team.

The role will involve making a significant contribution in the development, implementation and evaluation of strategies for Mental Health and Learning Disability services in Tayside; this will include service re-design, ongoing application of a quality improvement approach and implementation of associated, robust, medical workforce plans.

As a member of the Mental Health Integrated Leadership Group you will demonstrate critical and constructive behaviours of a senior clinical manager, promoting clear service vision and the acceptance of personal/professional responsibility for the delivery of high-quality care by all medical staff and clinical leaders from other disciplines through meaningful engagement, effective job planning, professional appraisal and performance management. This will include the deployment of staff to ensure high-quality and safe clinical cover in and out-of-hours, medical recruitment, and the establishment and maintenance of comprehensive, service orientated clinical job plans which reflect the wide range of added value opportunities required in the service – to include research, education, and service improvement.

1. Job Title Operational Medical Director - Mental Health and Learning Disabilities

2. JOB PURPOSE  Lead Medical Manager for Mental Health and Learning Disability Services  Lead and coordinate medical and other clinical input to the development of strategic and operational plans for Mental Health and Learning Disability Services across Tayside aligned to the implementation of “Living Life Well”, the Tayside Mental Health and Wellbeing Strategy.  Direct clinical activity to ensure the delivery of the highest standard of clinical care to achieve key strategic objectives in line with national and local standards (Quality Improvement and Care Governance).  Provide leadership and support to the Clinical Directors and Clinical Leads for specialist Mental Health and Learning Disability Services across Tayside.  Work in partnership with Associate Medical Directors in the Integration Joint Boards and Health and Social Care Partnerships; the Associate Medical Directors for CAMHS and for Psychiatry of Old Age; and be a key member of the NHS Tayside Medical Leadership Team

3. SCOPE AND RANGE Working with the Director for Mental Health and Learning Disability Services you will have shared leadership responsibilities for Mental Health Services across all of Tayside for the planning, development and delivery of services in line with the Tayside Mental Health and Wellbeing Strategy (published March 2021), with accountability to the Executive Medical Director and Board of NHS Tayside. You will be a member of the Integrated Mental Health Leadership Team for NHS Tayside, and will work closely within the senior leadership team for MH&LD services across Tayside, and have a shared clinical leadership role with the Associate Nurse Director for Mental Health and Learning Disability. The population of Tayside is approx. 400,000. NHS Tayside provides services to communities in three Local Authority areas: Angus (including , , and Montrose); Perth and Kinross (including Perth, Crieff, Pitlochry and Kinross); and the City of Dundee. All statutory organisations participate in the Tayside Mental Health Executive Partners - Strategic Leads Group including the Chief Executives of NHS Tayside and the 3 Councils (Angus, Dundee and Perth& Kinross); the Chief Officers from NHS Tayside and the 3 Integration Joint Boards (IJBs); and the Chief Officer for Police Scotland in Tayside. The operational management arrangements for Mental Health and Learning Disability services in Tayside are diverse and include services managed within the Integration Joint Partnerships / Health and Social Care Partnerships (IJBs / HSCPs), as well as within a number of directorates managed directly by NHS Tayside - in line with Scottish Government policy and guidance. In-patient Adult MH&LD services were relocated within NHS Tayside management in June 2020 following intervention from Scottish Government. The MH Integrated Leadership Group brings together senior managers and clinical leaders from the differing operational teams to plan and assure delivery of a comprehensive range of services to provide care at all levels, for all ages, across all of Tayside.

The Operational Medical Director for MH&LD post will be based within the in Dundee and may involve travel to all parts of Tayside should the need arise. Specialist Mental Health Services are provided through multidisciplinary Community Mental Health Teams (CMHTs) managed in the 3 Health and Social Care Partnerships (HSCPs) – Angus (2 CMHT); Dundee (2 CMHT); and Perth and Kinross (3 CMHT). In-patient services are provided at Carseview Centre, Dundee (General Adult Psychiatry x3 wards, IPCU, Crisis Care, and Learning Disability Assessment Unit); at , Perth (GAPx1 ward, Rehabilitation, Forensic, and IP substance misuse); and at Strathmartine Hospital, Dundee (IP and Day services for Adult Learning Disability). Learning Disability Community Services are provided within each of the 3 HSCPs

The Operational Medical Director for MH&LD does not have line management responsibility for either CAMHS and YPU services which are managed within the Women, Children and Families directorate, and Psychiatry of Old Age services which are jointly managed by Old Age Medicine directorate and the 3 HSCPs. The post does however offer opportunities to revisit current organisational relationships and to continue to build on the integrated approach to MH care that is being articulated in the Tayside Mental Health and Wellbeing Strategy.

4. MAIN DUTIES/RESPONSIBILITIES The opportunity for clinical work is encouraged and will be discussed as part of the job plan on an individual basis – all speciality interests can be accommodated

Support and contribute to delivery against Scottish Government Mental Health Strategy ambitions and commitments Make a significant contribution in the development, implementation and evaluation of strategies for Mental Health and Learning Disability services in Tayside as agreed by NHS Tayside Board and the Tayside MH Executive Partners Strategic Leads Group; this to include service re-design, ongoing application of quality improvement approach and implementation of associated, robust, medical workforce plans. Take a lead role in management of the senior medical staff appraisal / revalidation / job planning process across Mental Health and Learning Disability services To take a lead responsibility, along with colleagues appointed by NES / UoD to promote Mental Health training across Mental Health and Learning Disability Services in Tayside To support the management of clinical governance, clinical effectiveness and risk management processes consistent with NHS Tayside clinical governance and quality improvement strategy and policies. To guide and support the Clinical Directors and Clinical Leads across MH&LD services in their contribution to deliver corporate objectives, engagement with accredited quality Improvement activities and the achievement of learning from Adverse Event Review and other feedback. The post may be offered as a shared role – to allow one or both parties to combine management/ leadership time with a larger continuing role in clinical service delivery. The different areas of responsibility across 2 posts will be agreed in consultation with the Executive Medical Director of NHS Tayside.

6. DEMANDS OF THE JOB (psychological, emotional, physical)

Psychological demands:

 The ability to work flexibly in terms of time, location and tasks undertaken.  Excellent listening and communication skills required to deal with complex issues within a whole system, all ages, multi-professional, multi-agency context.  Ability to deliver both professional advice, and all clinical management / leadership responsibilities timeously and effectively.  To ensure a coherent, strategic approach across teams and services given the diverse geographical, managerial and organisational alignments.  Balance competing demands within and outwith the MH & LD Service including those from NHS Tayside, Scottish Government, HSCP’s, and Partner Agencies.  The ability to respond to tight deadlines for both clinical and non clinical services including complaints, service and financial targets, staffing issues. Emotional demands:

 In context of need for significant service change to manage staff who can be challenging and resistant to change.  Need to provide support for colleagues in managing patient, public and professional expectations through changes to how services are delivered.  The postholder will be asked to manage professional and personal issues for senior medical staff, including performance matters, absence and sickness management. Physical demands

 The post will involve prolonged periods of concentration within an environment that offers many distractions. This will include working on PC/laptop/tablet as well as chairing meetings at many different levels.  The hours of work needed each day will vary greatly and may lead to a need for flexibility around when breaks for refreshment can be taken.

7. KNOWLEDGE, TRAINING AND/OR EXPERIENCE REQUIRED TO DO THE JOB

 The post is open to a medically qualified individual who would normally have worked as a Consultant or equivalent level; and a period of working at a senior leadership level within Mental Health or Learning Disability services.  The MD must have current registration with the GMC and hold a valid License to Practise.  In-depth understanding of the nature and complexity of contemporary Mental Health and Learning Disability issues and a drive and enthusiasm to promote greater integration of Mental Health / Learning Disabilities Services with Community, Primary Care and Social Care Services.  Understanding and experience of organisational development and the creation of effective, high performance team.  An ability to blend clinical, managerial and political judgements.  Excellent interpersonal and communications skills to support effective negotiation, influencing involvement and encouragement.  Strategic and operational management capabilities including Information Management and Technology, and Financial Management skills.  Significant expertise and experience is required plus the highest level of specialist knowledge attained within the field of Mental Health. Summary of Conditions of Service

General

The post is subject to NHS Scotland Terms and Conditions of Service and NHS Tayside’s employment policies.

Remuneration

Salary: £84,984 – £112,925 per annum + a Responsibility Allowance. Entry point on the salary scale will take account of previous experience.

Hours of work

This post is full-time. Staff holding executive office should be prepared to work such hours as are necessary for the full performance of their duties and responsibilities.

Annual leave

Candidates on a consultant contract will be entitled to 6.6 weeks annual leave plus 8 public holidays. Part time staff will receive a pro-rata entitlement for annual leave and public holidays combined.

Pension scheme

The appointment is superannuable under the NHS (Scotland) Superannuable Scheme, unless you opt out in favour of some other scheme or are ineligible to join. Your remuneration will be subject to deduction of superannuable contributions in accordance with the scheme. Sick pay Sickness allowance depends on the length of continuous service and is on a scale ranging from one month’s full pay plus two months’ half pay during the first year of service, up to six months’ full pay plus six months’ half pay after completing five years of service.

Relocation

Relocation expenses may be payable to the successful candidate in accordance with the Board’s policy. NHS Tayside will pay up to £8,000 towards removal expenses.

Induction
