District Updates DACA/Immigration Task Force On Thursday, October 12, 2017, Los Angeles Community College District (LACCD) Trustees Gabriel Buelna and Steve Veres joined Chancellor Francisco Rodriguez for the first DACA Immigration Task Force meeting of the academic year. The Task Force meeting was followed by a special DACA Student Informational Meeting at Los Angeles City College. Task Force members received a presentation from Ms. Ruby Nieto, Student Financial Aid Programs Specialist for the California State Chancellor’s Office on the $7.0 million One-time Emergency Aid Funding available in the 2017-18 Budget for Dreamer students. The Task Force also received a legal update by LACCD General Counsel Jeffrey Prieto. 2017/18 Goals for the upcoming year were shared and include: (1) engaging with active federal advocacy for the Dream Act and/or legislation that provides a permanent solution and a pathway to citizenship for Dreamers/DACA; (2) supporting Dream Centers at all LACCD campuses; (3) supporting statewide legislation for undocumented students, including state work-study; (4) strengthening communication on existing district policies and procedures designed to help undocumented students; (5) developing standardized training for LACCD faculty and staff; (6) building a communications plan to engage, support and retain incoming undocumented students and students who have left our district; (7) establish clear protocols and expectations with our Sheriff’s Department; and (8) provide opportunities for networking among LACCD undocumented/DACA student advocates.

Immediately following the business meeting, the Task Force hosted an LACCD DACA Student Informational Meeting at the LA City College Student Union Building, Multipurpose Room. Special guests included Ms. Ana Figueroa, District Director for Congresswoman Lucille Roybal-Allard; Ms. Vanessa Alderete, Constituent Services Representative for U.S. Senator Kamala D. Harris; Apolonio (Polo) Morales, Political Director at Coalition for Humane Immigrant Rights of Los Angeles (CHIRLA); and Rigoberto Reyes, Acting Executive Director with the County of Los Angeles Office of Immigrant Affairs. The panel gave updates on DACA/Dreamer advocacy efforts, services, programs and funding available at the local, state and federal levels. Over 100 students and staff from all 9 colleges attended the informational gathering. The Trustees and guest speakers encouraged students, communities and organizations to engage in the democratic process to support improved policies, better access to services, and to advocate for a permanent pathway to citizenship for immigrants.

Foundation for the Los Angeles Community Colleges The Foundation disbursed STEM scholarship awards for $2,000 each to 5 students at Trade Tech and 5 students at West LA College. A $20,000 gift from a donor advised fund of the Robert R. Sprague Foundation, at the California Community Foundation funded the scholarships. On October 10 the Foundation Board met. Trustee Buelna joined the group for the meeting. Foundation Board member and Former Trustee Mona Field is working with an ad hoc committee to review and revise the bylaws for the Foundation. Five firms submitted proposals as a result of The Foundation’s investment advisor Request for Qualifications. A Board Committee met and chose two of the firms for follow up interviews. Follow up meetings are scheduled with the firms, Capital Group and Payden & Rygel to determine the best firm to serve the Foundation’s short and long-term investment needs. From the new online application for the Vicky Chang Grant for Nurses, 24 students from Southwest College have received awards for $500 each, demonstrating a successful implementation of the new awarding process. Vicky Chang visited the nursing department at Harbor College with Chancellor Rodriguez and Michael Fuller on Tuesday, October 24. They then joined the Asian and Pacific Islander Council co-chaired by Trustee Fong and Chancellor Rodriguez for lunch.

II. Fall 2017 Enrollment Update As of Day 42 of the Fall semester, comparing Fall 2017 (10/9/17) to Fall 2016 (10/10/16): • Headcount is 5% lower, • Duplicated Enrollment is 7% lower, • Credit Section Count is 3% lower, and • Enrollment per Section is 4% lower.

There has been a modest increase in both credit headcount and duplicated enrollment since the census point as enrollments in short-term classes have increased. (Credit headcount and duplicated enrollment were both 10% lower as of Day 14).

From Fall 2016 to Fall 2017: • First-time students increased by 1,407 (8%) and the percentage of new students in district-wide enrollment increased from 12.8% to 15.2%.

• Transfer Students and Continuing and Returning Students declined by, respectively, 1,646 (11%) and 9,561 (10%), although the percentage of these student groups remained roughly unchanged.

• Concurrent High School Students declined by 3,830 (31%) and the percentage of students declined from 8.6% to 6.5%. Enrollments of concurrent high school students for Fall 2017 are incomplete and ongoing over the course of the semester.

III. Reports from the College Presidents Los Angeles City College • The LACC foundation received a $40,000 donation from the new Ruano & Franklin Endowed Scholarship. Additionally a $1,400 donation was received; the donation is to be awarded to a full-time student in the Guardian Scholars Program for the 2017/18 academic year.

• On October 19 a DACA Rights for Students workshop was held at the Student Union.

• A Non-credit partner meeting was held on October 20 with over 40 participants to increase enrollment.

• President Martinez met with Dr. Debra Duardo, LA County Superintendent of Schools, her team and Trustee Sydney Kamlager Dove on October 20 to discuss enrollment. • On October 20, President Martinez met with LAUSD Board Member Monica Garcia and Area Superintendent Roberto Martinez to discuss classes in Middle school.

• A Job Fair was held on October 27 with over 110 businesses participating.

• On October 30, City hosted the Accreditation Team visit with Dr. Anthony Bee, President of Santa Barbara College and James Mathews, Librarian, Chabot College.

Los Angeles Harbor College • LAHC Teacher Preparation Academy was presented the National Blue Ribbon Award for Excellence in Achieving high learning standards and making notable improvements in closing the achievement gap.

• LAHC was given a Commendation from Supervisor Hilda Solis’ Office for organizing the 1st Annual LACCD Veterans Wellness Day on October 6, 2017.

• Assembly member Mike A. Gipson gave LAHC a Certificate of Recognition for participating at the “National Drive Electric Week Event.”

• A “College to Career Industry Spotlight Event” was held on October 19. Ten companies attended, three of which have hired LAHC Students as interns.

Los Angeles Mission College • LAMC hosted a Ribbon-Cutting Ceremony on Friday, October 20 for the new Arts, Media and Performance Building, which will house the Music, Theatre Arts, Multimedia, and Art programs. More than 100 guests attended, including District leadership, elected officials, industry partners, and community members. The Music and Theatre Arts departments provided short performances.

• LAMC hosted a Late-Start Registration Day on Tuesday, October 10, students received assistance in adding late-start classes, met with counselors, and were provided with detailed information on course offerings.

• LAMC hosted the Annual Transfer Fair. Students were connected with representatives from more than 40 colleges and universities, including USC, UCLA, CSUN and Cal State L.A. More than 200 students attended the event.

• LAMC hosted a Manufacturing Day on Friday, October 27 with Congressman Tony Cardenas. The goal was to connect manufacturers with local high school students so they can learn about local job opportunities and career pathways. More than 300 students were in attendance.

• LAMC hosted the Sunland-Tujunga Open House on Friday, November 3 with Sen. Anthony Portantino to welcome the community and promote campus programs and services. Currently the Sunland-Tujunga campus operates Monday-Saturday with classes in the morning, afternoon and evening.

Los Angeles Valley College • LAVC hosted College Fest 2017 on, Saturday, October 17, 2017. More than 2500 students and families from LAUSD and LAVC attended the college fair and participated in workshops. Fifty nine colleges were represented including USC, UCLA, CSUN, CSULA, Woodbury, Cal Poly (SLO & Pomona), Cornell, Drexel, West Point and UOP. LAVC was represented with participation from 10 departments and special programs. Workshops included applying to the CCC, CSU, UC, Private Schools, and paying for college.

• LAVC held the 3rd annual National Manufacturing Day on Tuesday, October 17, 2017, which featured a facility tour, manufacturing expo, and a presentation with a focus on “Pathways to Apprenticeship.” The event was attended by approximately 125 high school students from Birmingham, Cleveland, Monroe, and East Valley high schools as well as 50 college students and members of the general public. Congressman Tony Cardenas kicked off the event and was followed by motivational speaker Jonathan Franklin of the LA Rams. Tracy DiFilippis from Goodwill Industries spoke about apprenticeships, and Jonathan Freesh (a former LAVC student) with Aerojet Rocketdyne was the keynote speaker. A total of 17 manufacturing firms showcased their products and the event was followed by a series of workshops as well as an Advanced Manufacturing Career Panel.

West Los Angeles College • WLAC received a donation of $22,694 from the Charles S. and Mary Louise Remy Charitable Remainder Unitrust to be used for the Chuck Remy, Jr. Scholarship Fund.

• WLAC has been focusing on development of community partnerships with such entities as the Metro Boys and Girls Club and the Culver-Palms YMCA. The College is also spearheading a three-way partnership with the Exchange Club of Culver City and the City of Culver City to develop a community leadership program.

• The current exhibit in the art gallery is the donation to the College by Ernie and Elaine Nagamatsu of significant works by California artists. Their kind gift serves as the nucleus of the College’s permanent collection.

• Dr. Shalamon Duke, Dean of Student Services, was recently awarded the Education Partner Award by the Wiley Center, which provides services to autistic children and young adults. As the result of Dr. Duke’s leadership and outreach over the past several years, West Los Angeles has provided college-level courses through its College to Career program for students who are participating in the Center’s activities and services. West is the only College in the District that provides this opportunity for students affiliated with the Wiley Center.

• As part of its comprehensive approach to addressing enrollment issues, WLAC will hold a “process retreat” on November 7. At this retreat, faculty, staff, and students will work together to “track” a student from point of application to actually being enrolled in a class in order to identify where in West’s pipeline students may drop off, get inadequate information, or be misinformed. An outcome of the retreat will be the development of specific action items to address deficiencies in the College’s processes.

IV. Community Engagement & Partnerships Chancellor and Executive Staff community outreach for October and November: DATE EVENT October 12 Trustees Buelna and Veres were joined by Chancellor Rodriguez at the DACA/Immigration Task Force at LA City College.

October 13 Chancellor Rodriguez provided remarks at the 2017 Disability Summit.

October 13 Chancellor Rodriguez participated as panelist at the CASE Community College Executive Symposium in Anaheim. The panel was titled, Executive Transitions and Advancement: Starting and Finishing Strong.

October 16 Chancellor Rodriguez and CFO Jeanette Gordon conducted bond- rating interviews with Moody’s Standard & Poors.

October 17 Chancellor Rodriguez was interviewed by La Opinion newspaper to discuss LACCD, DACA, and AB19.

October 19 Chancellor Rodriguez attended a lunch discussion with Congressman Adam Schiff, which was hosted by the LA Coalition for Jobs and Economy.

October 20 Chancellor Rodriguez attended the LATTC and LAUSD Local District South Partnership Dual Enrollment Agreement (AB288) Pathway Partnership ceremony. Over 300 students were in attendance.

October 20 Chancellor Rodriguez visited with the college Vice Presidents at the District Administrative Council meeting. The meeting was held at the ELAC Corporate Center.

October 20 Chancellor Rodriguez attended the Arts, Media and Performance Building Ribbon-Cutting Ceremony at LA Mission College. October 23 State Chancellor Eloy Oakley hosted a national call-in conference on the College Promise. Chancellor Rodriguez served as one of the presenters and discussed the LA College Promise.

October 24 Chancellor Rodriguez and Michael Fuller visited LAHC for a campus tour with Ms. Vicky Chang.

October 25 UCLA hosted the 13th Annual UCLA Day in Downtown LA Reception at City Hall, where Chancellor Rodriguez was honored as this year’s 7

UCLA Tom Bradley Local Leader of the Year for his leadership and support of public higher education and UCLA.

October 26 Chancellor Rodriguez and Administrative Officer Maria Veloz attended a legislative study session hosted by the McCallum Group with Chancellors from Foothill-DeAnza, Peralta, San Francisco, San Diego and Sacramento. That afternoon, the group also visited with the Department of Finance to discuss 2017/18 budget priorities.

October 30 Chancellor Rodriguez met with Dr. Helen Benjamin for an interview with the ACCJC Committee.
