A change application is necessary when a water right owner wants to move the location of a well — the point of diversion — from its pres- ent location. Change applications are vital in Tooele Valley as the val- ley is closed to new water rights, so people needing to acquire water can only do so by purchasing an existing right and moving the point of diver- sion to their location. The new policy will allow points of diversion within Tooele Valley to move north or south along lines perpendicular to the underground flow, they may move westward in direction, and any eastward move- ment will be limited to no more than three miles and no point of diversion will be allowed to cross over into the eastward zone.
