Implementation Status and Key Decisions
Project Development Objective (PDO) is to provide better quality, capacity and safe roads to users in a sustainable manner, through enhanced institutional capacity of the Andhra Pradesh (and Telenagana) government in the road sector. Although, the project is being implemented within a reasonable threshold of the original cost estimates, the current pace of implementation of various major project activities, especially the six slow-moving upgradation packages (detailed below), indicates that the project is likely to fall moderately short of achieving its objective by the current closing date of the project, mainly w.r.t. the number of km envisaged to be upgraded. Implementation Progress: All components of the project are progressing satisfactorily except for the slow progress of six upgradation packages - of which five are in Andhra Pradesh (Kakinada-Rajahmundry, Pedana-Nuzvid-Vissannapet (PNV-08 and PNV-09) and Mydukuru-Jammalamadugu (MJ-03 and MJ-04) and one in Telangana (Kandi-Shadnagar). The slow progress across all these packages is mainly attributable to the lackadaisical performance on the part of the contractors and is further accentuated in PNV-08 because of the slow progress in LA and RR and delays in shifting of utilities. In view of the above, the ratings for the Implementation Progress has been downgraded to unsatisfactory and for the achievement of the Development Objective has been retained at moderately unsatisfactory.
