ADOPTION OF MINUTES Moved by Mayor Kronen to adopt the minutes from the Council Committee of the Whole meeting on December 2, 2014 as presented. CARRIED

DELEGATION

NEW BUSINESS

Advanced Heli-Flight Council reviewed the request for a letter of support for Robert Thorne to operate a Helicopter Limited Flight Training School and Charter Operation out of Mark Pilling’s hangar at the Airport. The letter was needed as part of the approval process with Transport Canada. Administration has already provided the letter in principle to allow Mr. Thorne to move forward with the approval process. Mr. Thorne will have to obtain a business license from the County as the Airport is in the County’s jurisdiction.

Cou. Bengry stated that this could lead to a flight training centre for fixed wing planes in the Cardston area. Cou. Bengry would like to see someone from the County on the Airport Committee. Administration stated that the Airport Committee will be discussing the draft bylaw at their next meeting. Administration also stated that as part of the Shared Services review, the County member appointment on the Airport Committee has been discussed and will be taken into consideration.

Southern Alberta Youth Council discussed the request from Cardston County to support the Youth Range Days 2015 Range Days that will be held July 14th-16th 2015 at Kimball Park.

Council asked if the Town had donated to this event in the past. Administration stated that they were not aware of any previous donation by the Town.

CCW MOTION 15-1 Moved by Mayor Kronen to recommend to Council to allocate $500 from the Donation Fund for the 2015 Southern Alberta Youth Range Days. CARRIED

Snow Removal – Council discussed the proposed changes to the snow removal priority map as submitted by the Proposed Changes Public Works department to better facilitate the removal of snow with the grader and blower.

Administration presented the proposed changes.

Cou. Peavoy arrived at 4:24pm

CCW MOTION 15-2 Moved by Cou. Bengry to recommend to Council to accept the new snow removal routes as presented. CARRIED

Cou. Bengry stated that there was some concern with the intersections being ploughed straight through, causing EMS services to go down the block to an open area to turn around. Administration stated that the Public Works department will try to leave the intersections open every couple blocks. It is more efficient to plough the snow in one continuous line so that the blower can just continue down the street.

Cou. Creed asked if it might help to number the sequence in the priority areas.

Mayor Kronen stated that the Town does well with the employees we have in removing the snow.

Mayor Kronen asked about the budget for snow removal. Jeff stated that in 2014 the Town spent about $25,000 for our labor and only $2,000 for outside contractors. The efficiency of the blower has helped in the snow removal budget. Marian stated that if there is a surplus in the snow removal budget, it is reserved for extraordinary years.

Cou. Bengry stated that the last two snow storms happened over the weekend and that Town crews had not been out to do snow removal. Marian stated that only a small crew had been out on the Saturday/Sunday to move snow during the last two storms. To limit the cost of snow removal, a full crew was not out until the Monday after the storms.

Campground Contract Council discussed the request from the campground contractors to renew their contract for Renewal another year.

Council stated that the current contractors have done a good job at the campground. Administration stated that the campground has been full during the peak months and the contractors have been very thorough in reporting their statistics to the Town.

Council discussed upgrading the electrical services to the camp sites in the campground. Administration stated that the Electrical department felt that they could upgrade 8-10 sites to a 50 amp service without having to do a major overhaul of the system. There will be discussion with the contractors to see which sites would be best for the upgrade.

CCW MOTION 15-3 Moved by Cou. Creed to recommend to Council to approve the proposed campground contract for 2015. CARRIED

CAO-Resignation and Council discussed the resignation of Marian Carlson as Chief Administrative Officer (CAO). Hiring Her last day of employment with the Town of Cardston will be January 23, 2015.

Marian thanked Council and the Town Staff for her time with the Town.

Council discussed the process going forward of hiring a new CAO and what will happen in the interim. Marian recommended that Jeff Shaw be appointed as Interim CAO and to hire a third party consultant to help in the hiring process of the CAO.

Council expressed thanks to Marian for all her work for the Town.

CCW MOTION 15-4 Moved by Cou. Bengry to recommend to Council to accept Marian’s resignation as CAO and to appoint Jeff Shaw as the Interim CAO effective January 23, 2015. CARRIED

Mormon Trail Council discussed attending the Mormon Trail Tourism Action Planning session that will be held on Wednesday January 14, 2015 from 9am-4pm at the Senior’s Centre.

Jeff stated that this session is part one of quite a comprehensive process to see how they want to move forward.

All Council members in attendance will attend this session.

CORRESPONDENCE

Alberta Human Services Letter from Alberta Human Services in response to Alexis Buzzee’s request from the Cardston – FCSS and District Family and Community Support Services (FCSS) to have an Alberta Supports Centre in Cardston. All funding for 2015 is allocated for Centres in Edmonton and Calgary, but Human Services will note that Cardston would like to be considered as a possible location in future years.

Alberta Historic Letter from Alberta Historic Resources Foundation regarding approval of a research grant in the Resources Foundation amount of $12,510 for the History of Cardston project. This grant will be used to have Dr. Don Godfrey do an academic History of Cardston.

Cou. Edmonds informed Council that the Historical Society has also received a grant in the amount of $30,750 to go against the $60,000 worth of repairs needed to the Museum.
