Health & Safety

0 LTI’s to date. LTI free days are currently good in all areas of the plant. Significant near hits to date are 6. Near Hit reporting is currently low and there is to be a site drive to increase this with the reporting structure being revamped.

Hanson Cement continues to encourage Health and Wellbeing and Mental Health Awareness with Lynn Greaves recently becoming our first trained Mental Health First Aider

Environmental;

Complaints – February 1 x Valid (Litter from SRF Lorry Pit Lane), 4 x Invalid (Yew Pollen), March 1 x valid transport (Lorries parking in the Crescent), 1 x valid other (Fence line Quarry Security), April 1 x valid dust, May 2 x valid (Dust from Sharde Building & noise from smoke alarm, 3 invalid.

Alternative Fuel Discussion ensued regarding emissions and Alternative Fuels. BEFESSA Alumina a waste from smelting Aluminium will continue and the plan is to replace the Lagoon PFA with this. PU Foam is an insulating foam recovered from the de-fragging of fridges and freezers which is currently being looked at as an additional fuel. A potential 3 month trail is being looked at for the re- carbonation of the kiln bypass dust which can be used as a soil conditioner or light weight aggregate.

Quarry & Estates;

Quarry LTI’s – 4949 working days since the last LTI in 2015

Drilling and Blasting – 120 blasts to date in 2019, four of which we investigated after being contacted by local residents and each event was compliant with Schedule 4 & 5. Residential monitoring was also undertaken at two properties with the results showing no trigger at No.1 and 0.5mm/sec at No. 2.

2 Empingham Road Project Constraints

No access to F19W which prevents any extraction of lower LSF and also stable oxides of iron. Restricted access into F11 reduces available sources of CaCO3. F12 S/W and C3 faces are still being worked for mixed clays and Al2O3 with consistent yields of where the full sequence remains exposed.

Empingham Road Diversion

Various delays – The Rockhead for the bridge abutments required final trims, the drainage layer as specified by Highways for graded 6H1 stone required certification and lab testing for strength/angular profiles/friction bonding and the loss of a full week due to monsoon weather resulting in 40-60mm of rainfall has led to the project falling behind schedule.

Ecology/Biodiversity – The male Osprey returned to the nesting platform which was erected in line with Rutland Water last year but sadly the female paired with a different male, fingers crossed that our male will find a mate next year. Seven breeding pairs of our most protected bird species have been recorded within the quarry and 27 active nest holes of the sand martins. An artificial badger sett built specifically for a badger family has also attracted unwanted attention from badger baiters and their dogs, an illegal activity against a protected species, this area is being monitored closely

5.0 Environment Agency

The EA has carried out 3 inspections this year concentrating on surface water drainage, surface water interceptor and settlement ponds, audit on oil tank bunding across the plant and quarry and a high level review of the Companies Environment Management System and operational procedures. 2 non- compliances were recorded in some of the oil tank bunds and the company is required to undertake an inspection of all the oil tank bunds to ensure they comply with the standard for integrity. There were 2 complaints to the EA during the first six months of the year. In April a dust complaint was made and in May a complaint referring to plastic waste blowing around. The Company investigated both complaints, there was no dust to test and insufficient and no obvious deposits of Profuel waste outside of the site. Monitoring data for emissions for the plant during the first quarter were compliant with the exception of a NOx spike in February which was caused due to a hotter than usual flame during a kiln start-up. During the first 6 months the EA received 5 part A notifications for potential breeches of the permit conditions, of which 2 were noteworthy, discussions are taking place to identify remedial actions.

6.0 Rutland County Council

3 GB commented that the Pit Lane development had raised concerns with Mr Levin (The Firs) regarding ownership of Pit Lane (Hanson owns the road from KSP onwards to the Quarry entrance, but there seems to be no ownership of the area from KSP to the junction with the main road which RCC are responsible for. Hanson confirmed traffic speed on Pit lane is regularly monitored by Hanson Security. GB would be interested to see stats from this monitoring, Hanson also confirmed that lorry traffic on Pit Lane is mostly contractors bringing profuel onto site. Concerns had been made regarding a large articulated lorry making a left turn from Pit Lane onto the main road, causing main road traffic to stop whilst this maneuverer was carried out. Projected number of daily deliveries to be sent to GB Action TF

RCC Local Plan consultations regarding housing development of St Georges and other areas along with an application for the development at Woolfox are now on the RCC website. Recommendations will be made later in the year to the cabinet.

7.0 Ketton Parish Council

It has been noted that Lorries are still parking on the cycle path between Ketton & Tinwell Layby/Turning Point. A letter was shown to the committee that Hanson had sent to its contractor hauliers. It was noted that Lorries from MQP have not been keeping to the village speed limit and also travelling in convoy, Hanson will liaise with MQP regarding these issues.

8.0 Tinwell Parish Council

No Issues – just for info a planning application has been submitted for the Dutch barn on Casterton Lane which will include 4 affordable houses. Vehicle speed is an issue on Casterton Lane, GB commented that this was being looked at and poor signage needed improving. Tinwell will be holding its annual memorial service for the airmen who perished when 2 Dakota aircrafts collided and crashed in the village during the 2nd World War.

9.0 Any Other Business

Copy of Hauliers letter from Hanson to be included in the minutes and information on deliveries to site on a weekly basis to also be included. Action TF/TM
