Arsenal Hosts MABAS Triple R Exercise On April 27-28, the Mutual Aid Box Alarm System conducted a full- scale exercise at sites located in Patoka and Rock Island Arsenal, Illinois. The exercise evaluated the response of MABAS resources to a complex coordinated terrorist attack. The Rock Island Arsenal site involved the response of MABAS resources to an incident involving a statewide activation of specialized resources. For Rock Island Arsenal, MABAS activated its Rapid Resource Response (or Triple R). The Triple R task force consisted of a statewide deployable technical rescue team, a statewide deployable hazardous materials team, and small cadre of members of the Illinois Urban Search and Rescue Task Force 1 that serve in a command and control role. Several Triple R task forces worked continuously over the weekend. In addition, Rock Island area emergency management agencies, Rock Island Arsenal resources, MABAS Unmanned Arial Systems (UAS) and MABAS water rescue resources were involved. R.I. National Cemetery to Receive Craft Cremation Urns WOOD® Magazine will again host a charity build for attendees as part of the seventh annual Weekend with WOOD™, a sold-out three-day event attracting woodworkers of all skill levels from across the U.S. and Canada to Meredith headquarters in Des Moines, . During the charity event, more than 200 attendee volunteers will make 100 wood urns that will respectfully inter the cremains of indigent U.S. military veterans. Since 2017, volunteers have built more than 230 urns that bear laser-engraved emblems of the branches of the United States Armed Forces. This year the urns will be donated to Rock Island National Cemetery, Illinois, and Keokuk National Cemetery, Iowa. Previously, the urns have been donated to the Iowa Veterans Cemetery in Van Meter, Iowa, and to the Omaha, Neb. National Cemetery. “It is an incredible opportunity as well as an honor for the Rock Island and Keokuk National Cemeteries to participate in this year’s Weekend with WOOD charity build,” said Sue Nan Jehlen, director, Rock Island National Cemetery Complex and Keokuk National Cemetery. “The value that these urns will provide to the area veterans we serve cannot be overstated. With burial costs going up, we are seeing more of those who gave everything in service to their country not able to afford many burial services, so these urns will provide an enormous benefit.” Jehlen will speak at the event, as will Scott Moline, State Commander of the American Legion of Iowa. “The American Legion of Iowa is proud to be affiliated with the Weekend with WOOD charity build and support the outstanding work it is doing for American veterans,” said Moline.

Army Leadership Recognizes Efforts to Stop Sexual Assault, Empower Survivors Following the aftermath of Hurricane Maria in 2017, Army Corps of Engineers workers voiced their concerns to Dr. Alicia Case, a sexual assault response coordinator, after encountering unwanted advances during deployments to Puerto Rico. "A lot of employees came back and talked about being harassed -- being in hostile environments," said Case, who was recognized as the 2019 Exceptional Sexual Assault Response Coordinator of the Year during the annual Sexual Assault Awareness and Prevention Month Recognition Ceremony at the Pentagon Tuesday. From travelling to regions like the Caribbean and the Pacific, corps members must not only be cognizant of sexual harassment and assault in their work areas, but they must also remain wary of potential risks including working in proximity to sex trafficking, labor trafficking and prostitution, Case said. "A lot of times we have employees that go to areas where sex is the only currency that people may have," Case said. "When I started doing this, most people didn't realize what human trafficking was." New Voice-Bridging System to Streamline Communications with Allies The Army is developing a new device to simplify secure radio communications with allied partners. Known as the Radio Interoperability Capability-Universal, or RIC-U, the new device serves as an analog-to-digital voice bridge between allies and U.S. troops. All Soldiers need to do is incorporate the RIC-U into their voice communications network, said Robert DiCarlo, an engineer with the Combat Capabilities Development Command C5ISR Center at Aberdeen Proving Ground, Maryland. Once the RIC-U is connected, Soldiers will then select the radio they are using and the radio they are trying to communicate with through the device's computerized user interface. After the device is set up, Soldiers can start transmitting and receiving voice communications. (More: www.army.mil/article/221137)

OPM Issues New Rules for Feds on Religious Holidays The Office of Personnel Management published new rules Monday governing how federal employees can earn paid time off for religious observances that do not coincide with a federal holiday. In final regulations posted in the Federal Register, OPM stated that beginning on May 29, federal workers will be able to take paid days off for religious holidays, provided they work overtime in the weeks before and after the observance at their normal rate of pay. In a memo to agency heads, acting OPM Director Margaret Weichert said that employees may bank time for a religious observance by working extra hours within the 13 pay periods before or after the holiday—effectively a one-year window. But there is no time limit on when already accrued hours of time off can be used. “If the earned hours are not used as planned, they remain to the employee’s credit until used or the employee’s separation or transfer,” she wrote. Morel Mushroom Hunting Prohibited on Arsenal Island Due to operational security, liability, and safety issues, Morel mushroom hunting and picking is prohibited throughout Arsenal Island. This includes both the general public, the Arsenal Island workforce, and RIA housing residents. Morels are one of the most desired wild mushrooms in the world. They are not farmed like most grocery store mushrooms, Cremini, Portobello, Oyster, etc. but gathered in the wild. The part that we eat is the fruiting body of the underground organism called mycelium that has a complex symbiotic relationship with trees. Every spring mushroom enthusiasts, foraging chefs, and an ever growing group of commercial harvesters hunt these little forest treasures. Morels vary tremendously in appearance. Their shape can be oblong to bulbous. Their color can be blonde to grey. Their size can be smaller than your fingertip to larger than your hand. Their most identifiable characteristic is what’s typically described as a honeycomb like exterior. Bees are more methodical though. The ‘combs’ or pits on the outside of morels can be tight or loose and form an imperfect pattern. The inside of morels are hollow and white'ish and up close you can detect a goosebump-like texture. The base of the cap joins to a white'ish stem which can be short or tall and the hollow of the cap runs continuous into the stem (this is important to distinguish it from some false morels).

Personal Property Peak Season FY19 The busiest time of year for personal property movement within the Department of Defense is quickly approaching. More than 65 percent of moves occur May 15 through Aug. 31. The moving process begins with orders so immediately upon receipt of orders schedule a counseling appointment with your local transportation office. Doing so will afford Transportation representatives the best opportunity to meet your expectations. Generally, three weeks are required between the counseling and requested pack/pick-up dates. The Transportation office is in Building 102, located on the 1st floor, NE wing. Transportations counselors are available at 309-782-1360 or 1378. Hours of operation are 7:30 a.m. to 3 p.m. Monday through Friday. GRB Platform Replacing EBIS Effective April 19, the current Employee Benefits Information System (EBIS) program began transitioning to the new Government Retirement and Benefits (GRB) Platform. During the transition, EBIS is no longer available. The GRB Platform full functionality began April 22.  The URL remains the same, https://www.ebis.army.mil.  The GRB Platform will continue to provide the same basic functionality as EBIS, but with more user-friendly features.  The GRB Platform eliminates the need for a USERNAME and PIN. Users will be able to log-in with their Common Access Card (CAC).

Free Boating Safety Classes The U.S. Army Corps of Engineers Project announces they will be offering multiple opportunities to attend a free boating safety education class. The classes will be held on Saturday, April 27, and Saturday, May 11 and 18. Each class will run from 8 a.m. - 4:30 p.m., and only one 8-hour class is required to complete your certification. This class is recommended for people who are new to boating, families that enjoy weekend boating adventures, or seasoned boaters who would like to brush up on their safe boating knowledge. Anyone age 12 and over can be certified. This is a classroom based safety course and will not include any on-the-water experience. Upon successful completion of the class and exam, participants will be issued an Illinois DNR Boat Safety Certification which is honored in both Iowa and Illinois. These classes will be held at the Mississippi River Project Office at Locks and Dam 14 in Pleasant Valley, Iowa. Pre-registration is required, space is limited, and the classes fill quickly. Remembering Our Fallen National Touring Memorial Exhibit A very emotional memorial exhibit, "Remembering Our Fallen," will be on display in the North lobby of the Isle Casino Hotel at 1777 Isle Parkway in Bettendorf, Thursday, May 2, through Sunday, May 12. This national memorial of Remember Our Fallen and the state memorial of Remembering Our Fallen from Iowa reminds Americans of the ultimate sacrifice made by those who died from wounds suffered in Iraq and Afghanistan while wearing our country's uniform. The free exhibit will be open to the public each day from 6 a.m. to 10 p.m. "We're extremely proud to host this incredible exhibit at the Isle Casino Hotel," says Nancy Ballenger, Vice President and General Manager, Isle Casino Hotel. "Our veterans and fallen soldiers have done their duty to defend our freedom. Many have given a lot, while countless others have given all. It's our duty to honor them." The memorial includes 31 tribute towers with military and personal photos of more than 5,000 of our nation's Fallen since Sept. 11, 2001. This memorial was unveiled nationally at the steps of the Lincoln Memorial in Washington, D.C. on Thursday, Sept. 7, 2017. "We are humbled to have an opportunity to remember our country's heroes through the Remembering Our Fallen National Touring Exhibit," said Dave Herrell, President and CEO, Visit . "The sacrifices made by so many brave men and women is a sobering reminder that our freedom and hope for a better nation is built by the ultimate sacrifice by patriots. We are extremely grateful for the partnership with Patriot Productions, the Isle Casino Hotel, and the City of Bettendorf as we display this exhibit for visitors and Quad Citizens to pay tribute and remember these brave Americans." During the Remember Our Fallen memorial exhibit, the Vietnam veterans reunion will take place at the Isle Casino Hotel from May 2-5. A Vietnam veteran's memorial will also be on display during the reunion in the same location. Several hundred veterans from across the United States will be coming to the Quad Cities for the reunion. Additionally, from May 9-12 the Army Divisions Association of Military Reunion Planners will stay at the Isle Casino Hotel for a Quad Cities familiarization tour. The association represents 26 military divisions. During their visit, they will tour the Quad Cities and Rock Island Arsenal to learn more about our area to host future military reunions here. Isle Casino Hotel, Visit Quad Cities, and the City of Bettendorf look forward to hosting our military in the Quad Cities, remembering the sacrifices our men and women in uniform have made for us and our country, and showing our pride for our U.S. military.

Coming May 4: myPay Streamlined and Mobile-Friendly You already know that myPay is the most convenient way to manage your DFAS military, civilian employee, or military retired or annuitant pay account and get the tax documents you need. This spring, myPay will change, making it simpler and more convenient to use. When you use myPay after tax season this year, you will see some big differences. The most striking difference will be the appearance of the myPay home page, which will look more like other online financial sites you are used to seeing, with the login area on the right side instead of the left, a banner area with important information, and quick links at the top. The home page will also appear more modern. When you log in to myPay after the change, you will also see a streamlined navigation menu. The same menu choices will be available, but they will be organized into categories and the menu will appear on the left side on every page. Public Service Recognition Week 35 Years of Honoring Public Servants and Connecting Citizens with Their Government Public Service Recognition Week is a week dedicated to honoring our public servants. Since 1985, Public Service Recognition Week has been celebrated the first week of May, beginning on the first Sunday of the month. PSRW will be observed from Sunday, May 5, until Saturday, May 11, this year. Public Service Recognition Week (PSRW) is organized annually by the Public Employees Roundtable, and its member organizations to honor the men and women who serve our nation as federal, state, county and local government employees. Public Service Recognition week is included in National Military Appreciation Month. Throughout the country, mayors, governors, agency leaders, communities and public service organizations participate in PSRW by issuing proclamations; hosting award ceremonies and special tribute events; and delivering messages about the value of public service. Public Service Recognition Week encourages government leaders and public servants from all backgrounds to participate, by showing appreciation to their employees and colleagues and by sharing their stories of excellence in public service.

2019 Iowa Vietnam Veterans Recognition Day The Iowa Department of Veterans Affairs will host the 11th Annual Iowa Vietnam Veterans Recognition Day Ceremony on Tuesday, May 7. The ceremony will begin at 11 a.m. at the Vietnam Veterans Memorial located south of the Iowa State Capitol building in Des Moines. Dan Gannon, Chair of the Iowa Commission of Veterans Affairs, will officiate, and Ambassador Kenneth Quinn, President of the World Food Prize Foundation, and highly decorated for exemplary service in South Vietnam and Cambodia during the Vietnam War, will be the Honored Keynote Speaker. Governor Kim Reynolds and Lt. Governor Adam Gregg will also be speaking. This year’s 50th Commemorative Ceremony will honor all those who have served in the Vietnam War Era, and especially those “spouses and families”, that have lost loved ones, whether during their service in Vietnam, or later who have died as a result of their service, which has been defined as the “hidden casualties of Vietnam” whose names are not eligible for inscription upon the Wall: these casualties are honored by the Memory Plaque, dedicated on the Vietnam Wall grounds. Following the ceremony, Disabled American Veterans (DAV) will host a free luncheon at the Community Choice Credit Union Convention Center (Veterans Memorial Auditorium) located at 833 5th Ave, Des Moines. All are welcome to attend. Present and available at this lunch will be Secretary of State Paul Pate’s staff, the VA Regional Office, Central Iowa VA Health Care System – Eligibility and My Healthy Vet, as well as the Daughters of the American Revolution and DAV. Iowa Workforce Development and others have recently joined the lineup as well. Also at the Vets Auditorium, DAR will be assisting with the handing out to all Iowa Vietnam Era Veterans, who have not received, the Iowa Vietnam War 50th Commemoration “A Time To Honor” Book. DAR will also be distributing, the 50th Commemorative lapel pins, and for the first time, will be distributing specially designed lapel pins and certificates for all spouses and families, who have lost loved ones during the Vietnam War or died later as a result of their service in Vietnam. “Today, we welcome them all home with honor and gratitude. So now, it is critical that we not let this 50th Commemoration slip by without trying to right that wrong of 50 years ago when America neglected to welcome home our millions of warriors,” said Dan Gannon, Chair of the Iowa Commission of Veterans Affairs. Memorial Day Flag Placement Cemetery volunteers are needed for placement of American flags on Thursday, May 23. The Rock Island National Cemetery is seeking volunteers to place American flags at the headstones of fallen service members in honor of Memorial Day. Work to place the flags will begin at 4 p.m., Thursday, May 23, rain or shine. Please plan to arrive early due to the incredible support from the greater Quad Cities area, which will result in high traffic into the Cemetery. In the event of severe weather, flag placement will be 4 p.m., Friday, May 24. All volunteers need to show up inside the cemetery to receive flags and instructions. Show Support for National Poppy Day The American Legion Family has called upon Congress to designate May 24, 2019, as National Poppy Day to expand awareness and provide support everywhere for all who have served and sacrificed in the U.S. armed forces. “The American Legion is pleased to bring Poppy Day to the United States, joining countries around the world who use the symbolic flower to remember our fallen and support the living,” American Legion National Commander Charles E. Memorial Day Ceremony A Memorial Day Ceremony will begin at 10:45 a.m., Monday, May 27, at Rock Island National Cemetery. There will be no parking at the cemetery for this ceremony except for individuals who are wheelchair bound. Parking for all others will be behind Memorial Park in the large lot. Buses will be transporting people from the parking lot to the cemetery and will run 9 a.m. to 1 p.m. Visitors should arrive early to ensure enough time to park their vehicles and be transported to the cemetery. Memorial Day represents a day of national awareness and reverence, honoring the military men and women who gave their lives in defense of the nation and its values. Memorial Day honors fallen service members while Veterans Day is an opportunity for Americans to publicly recognize living military veterans. Memorial Day was originally known as Decoration Day. It was first widely observed on May 30, 1868, to commemorate the sacrifices of Civil War Soldiers and a day to honor the nation's Civil War dead by decorating their graves. Maj. Gen. John A. Logan, commander-in-chief, Grand Army of the Republic, proclaimed May 30 as Decoration Day by General Order No. 11. The Uniform Monday Holiday Act moved Memorial Day from May 30 to the last Monday in May. The law took effect in 1971 at the federal level. In 2000, Congress established the National Moment of Remembrance on Memorial Day.

Honor Flight of the Quad Cities Honor Flights are free to veterans who served during a time of conflict (such as WWII, Korea and Vietnam). CVMA 39-4 Annual Patriot Ride On June 15, the Combat Veterans Motorcycle Association, Chapter 39-4 will be raising money for veterans and their families in the Quad City area. The motorcycle ride will be an all-day event and end with a silent auction, live band, gun raffle, food, and drink. Arsenal Traffic/Construction

 Installation Service Status Due to flooding in downtown Davenport, the Government Bridge and the Davenport Gate are closed until further notice. All inbound and outbound traffic entering and exiting the Arsenal on the west side of Island will have to use Rock Island Gate. To enter the Rock Island Gate all vehicle traffic will have to use Highway 92. The Arsenal viaduct and Fort Armstrong will be open to Arsenal traffic only, all other traffic should use a different route. Fort Armstrong with be closed at the intersection of Beck and Fort Armstrong and vehicle traffic will not be allowed to cross the Government into Iowa. The Rock Island Gate will open Monday through Friday at 4:30 a.m. for inbound and outbound traffic and close at 8 p.m. The Rock Island Gate will be open normal hours on Saturday and closed on Sunday. Blunt Road is closed until further notice. The Arsenal Island workforce is directed to access the Arsenal Inclement Weather page at: https://home.army.mil/ria/index.php/about/directions/Inclement_Weather ...and reference the "Installation Service Status" for the latest available details in regard to the bridge, gate, and road closure/impacts due to the current high water and flooding.

Blunt Road Continued Closure during High Water Because of high water river levels on the Mississippi River, the Directorate of Public Works is continuing the closure of Blunt Road and the levee along Blunt Road to all pedestrians, bicyclist and non-emergency vehicle traffic until further notice. There is no imminent danger, but this closure provides another level of safety and helps ensure the integrity of the levee is maintained. Dyke Road from the Tank Test Track located behind the cemetery and Cannon Flats to the Moline Arsenal Bridge is also closed because of high water. These areas will remain closed until further notice.

Repairs to Building 110 Northeast Entrance Steps Effective May 1, the Directorate of Public Works began a project to repair the northeast entrance steps to Bldg. 110. The steps have been closed since last fall due to safety reasons. The project will include demolition of the current steps and installation of new steps and a handicap ramp. The project is scheduled to be completed by Tuesday, July 9, dependent on weather.

Viaduct Work Affects RIA Gate Hours, Traffic Effective April 22 through Thursday, Aug. 1, repair work will be done on the Rock Island viaduct. The viaduct will be closed nightly for repair work during the week from 8 p.m. until 5 a.m., Sunday night through Thursday night. The viaduct will be open for normal operations between 5 a.m. on Friday morning through 8 p.m. Sunday evening. The work includes removal and replacement of the parapet wall and street lighting. Both the Davenport and Rock Island gates will be opened at 4:30

Rock Island Viaduct Sidewalk Remains Closed to Pedestrians "Sidewalk Closed" signs remain at either end of the Rock Island Viaduct sidewalk. These signs were placed because of the tripping hazard that the condition of the sidewalk presents. The suggested alternative route is using the American Discovery Trail and Pedestrian Bridge, which will be the sole way for pedestrians to transit across the bridge as this summer's viaduct repairs will eliminate the sidewalks from the bridge entirely.

Temporary Parking Space Closure for Building 106 On April 22 through Friday, May 3, the Directorate of Public Works (DPW) temporarily closed the courtyard and the parking on the east and west sides of the Building 106 for contract personnel to continue cleaning and treating the exterior stone as part of the project to clean and treat Building. During the closure, barricades and signage are positioned as required. All of the affected parking isn't closed at the same time, but only the area required as the contractor moves equipment around the building. When one area is completed, that parking will be opened back up. Dates may change due to weather delays.

Traffic, Gate Hours Change Due to 1-74 Bridge Construction There are now major detours, a lane closure on the bridge, and a thru-traffic bypass demanding the most of motorists' patience. On Arsenal Island, the gate hours at the Moline Gate are unchanged (open 24 hours, seven days a week). The Rock Island Gate hours of operation are extended by one hour and will close at 9 p.m. Monday through Friday (4:30 a.m. - 9 p.m.) and remain the same on Saturdays (8 a.m. – 7 p.m.) and on Sundays (closed). The Davenport Gate hours remain unchanged (Monday through Friday: inbound 5:30 a.m. - 8:15 a.m.; outbound 2-5:30 p.m.; Saturday and Sunday: closed). Traffic changes resulting from the I-74 Bridge Construction include:  Iowa-bound Interstate 74 through-traffic are detoured to I-80 and I-280.  Traffic heading to downtown Moline cannot use Interstate 74 north of Avenue of the Cities. Traffic are instead routed off the interstate and onto 19th Street, which runs parallel to and just east of the interstate. Local traffic can access the one open westbound (Iowa-bound) lane of the existing bridge from River Drive. The other downtown ramp are not accessible.  All on- and off-ramps for Illinois-bound traffic will remain open during the 2019 season.  Local traffic on the Iowa-bound span must exit at Grant Street/U.S. 67 in Bettendorf.  Through May, traffic in Bettendorf is rerouted from Grant Street to 14th Street to Kimberly Road, then Middle Road, to continue westbound. The traffic-pattern changes have long been planned to accommodate the remaining interstate lane expansions in the corridor in addition to the bridge construction. But Iowa DOT officials in charge of the project also are dealing with unexpected developments. The erection of the basket-handle arch is essential to the opening of the westbound span. Until the arch is finished, the contractor cannot lay the road surface on the portion of bridge between the arches. The agreement with lead contractor Lunda Construction had targeted this spring for completion of the arch, which would have made the new Iowa-bound span ready for use in November. But last year's flooding, the anticipated flooding this spring, snows storms, extreme cold and ice in the river have delayed

progress on the arches. Under the circumstances, the new target is to have the westbound span open by the middle of 2020. The plan is to move local traffic onto the new lanes before the opening of the westbound span to through-traffic.

Building/Space Closures

 Work to Resume on Project to Re-point Stone Shops, Buildings 102-104 and 108-110 Effective April 1, contract personnel began replacing mortar at the SW corner of Building 102, to complete the final stage of the re-point project. As the contractor moves around the buildings, the areas of work will be fenced off. As work proceeds above doorways, access will be curtailed, exterior barricades will be placed and interior signage will be placed notifying occupants of emergency exit only. Emergency Services will have access to doors at all times and in the case of an emergency, the contractor will cease operation to allow for safe egress of employees. The contractor will erect scaffolding over accessible entrances in order to keep them open during the project. The project completion date is Friday, May 31, but may be extended due to weather or other unforeseen site issues.

NMAM honors the current and former members of the U.S. Armed Forces, including those who have died in the pursuit of freedom. The month of May is characterized by six national observances which highlight the contributions of those who have served. The six national observances during National Military Appreciation Month are:  Loyalty Day o Date: Wednesday, May 1 o About: Loyalty Day kicks off our Nation’s month-long celebration of military appreciation. It is a day set aside for the reaffirmation of loyalty to the United States, and to reflect on the proud heritage of our American freedom.  Public Service Recognition Week (PSRW) o Date: Sunday, May 5 – Saturday, May 11. Celebrated the first full week in May. o About: A time set aside to honor the men and women who serve our Nation as federal, state, county and local government employees and ensure that our government is the best in the world.  Victory in Europe Day AKA V-E Day or VE Day o Date: Wednesday, May 8 o About: May 8, 1945, is the day when Germans throughout Europe unconditionally surrendered to the Allies. This day marked the end of World War II in Europe.

Celebrated the third Saturday in May every year. o About: A single holiday for citizens to come together and thank our military members for their patriotic service in support of our country. This day honors everyone serving in the U.S. Military branches; Air Force, Army, Coast Guard, Marines, Navy. There is also Armed Forces Week which typically leads up to Armed Forces Day, although it is not an official observance, many activities are planned nonetheless during the week.  Memorial Day o Date: Monday, May 27. A federal holiday observed on the last Monday in May. o About: A remembrance of our veterans. Commemorates the men and women who died while in military service. History of NMAM – In 1999 Senator John McCain introduced legislation to designate the month of May as National Military Appreciation Month. Both the Senate and House of Representatives adopted resolutions calling for Americans to recognize and honor U.S. Service Members during NMAM. These proclamations also urge the President to issue a proclamation calling on the people of the United States to observe NMAM.

Military Spouse Appreciation Day The Army will celebrate Military Spouse Appreciation Day on Friday, May 10, and recognize Army spouses for their tremendous loyalty, strength, and commitment to Soldiers and today's Army. Military Spouse Appreciation Day as part of the National Military Appreciation Month is an annual observance. This day is an opportunity for the Army to reaffirm its unwavering support to Army spouses for their contributions to readiness. On May 23, 1984, President Ronald Reagan issued the first Military Spouse Day proclamation. The proclamation recognized the profound importance of a military spouse's commitment to the readiness and well-being of Service members. The Secretary of Defense later standardized the date by declaring the Friday before Mother's Day as Military Spouse Appreciation Day. In 1999, Congress made Military Spouse Appreciation Day a part of National Military Appreciation Month. Army Spouses are an important part of the Army Family and contribute to readiness by enabling Soldiers to remain focused on their missions. For more than 243 years, spouses have supported Soldiers on the field and on the home front. Army spouses are vital to the strength, resilience, and readiness of the Soldiers and military communities. They are actively engaged in the local communities while helping the Soldiers serve, reintegrate, and remain strong.

Youth Sports April is National Youth Sports Safety Months and it’s the perfect time to talk about youth sports. Youth sports is huge, year-round, and so are the injuries that comes with the sports. According to the Centers for Disease Control and Prevention (CDC), more than 2.6 million children aged 19 and under are treated in the emergency department each year for sports and recreation-related injuries. Children who play collision or contact sports such as football, basketball, baseball, and soccer are at a higher risk of getting injured. The force children can generate and the intensity of play also plays a factor in the severity of their injury. Here are steps coaches, parents, and children can take to prevent sports and recreation-related injuries:  Before playing sports, make sure children receive a pre-participation physical exam by a doctor. Doing so will help rule out potential medical conditions that may place children at risk.  Participate in activities that are supervised by an experienced or trained coach who understands and enforces game rules.  Make it a habit to bring water-filled water bottle to practices and games and encourage children to stay well hydrated before, during, and after play.  Make sure children have the right protective gear for their activities, the gear is in good working condition, and that it fits appropriately and worn correctly at all time.  Be informed and effectively communicate to children the type of injuries they can get from playing sports and ways to lower their chances of getting hurt.  Allow time for children to warm up and gradually adjust to the field’s temperature.  Be a good model. Serve as a model of safe behavior and communicate positive safety messages to children.

The theme for this year is Beyond Religious Boundaries, Learning From The Holocaust. During this commemoration, the Army community joins the nation to remember not only the millions of victims and survivors of the Holocaust, but also the heroes whose actions saved incalculable lives. Witnesses to the atrocities of Nazi occupied Europe were faced with the choice of helping their neighbors and fellow countrymen or standing by in acquiescent silence. The Army honors the American Soldiers who liberated the Nazi concentration camps and bore witness to horrors that many would try to deny.

Mikhayla will discuss how the pressures of school work, social life, traumatic life events, and other activities, combined with a relentless social media culture, is leading to increased anxiety and mental health issues in our teens. Hear from Mikhayla as she shares her own story of her challenges and how she overcame them, which led to her becoming a mental health and suicide awareness advocate.

Five Love Languages for Couples Growing a successful marriage is no easy task, especially when you add in the stressors of a military life. Join the discussion on Tuesday, May 21, 6-8 p.m., in Heritage Hall, Bldg. 60, to learn more about the Five Love Languages and how to speak your partner's love language. The discussion will be led by Jocelyn Green, the co-author of the Military Edition of Gary Chapman's Five Love Languages series. Green will be focusing on how to use the languages amidst deployments and separations of couples. Open to all in the Rock Island Arsenal community, to include family members. Deadline to Transfer GI Bill Benefits Coming This July Soldiers with over 16 years of service who want to transfer their Post-9/11 GI Bill to a dependent must do so before July 12, or risk losing the ability to transfer education benefits. Last year, the Department of Defense implemented a new Post-9/11 GI Bill Transfer of Education Benefits, or TEB, eligibility requirement, which instituted a "six- to 16-year cutoff rule," said Master Sgt. Gerardo T. Godinez, senior Army retention operations NCO with Army G-1. Further, Soldiers who want to transfer their education entitlement must have at least six years of service, he said. All Soldiers must commit to an additional four years of service to transfer their GI Bill. However, Soldiers who are currently going through the medical evaluation board process cannot transfer GI Bill benefits until they are found fit for duty under the new DOD policy. Transfer of Post 9/11 GI Bill Education Benefits, DODI 1314.13 Change 1 The Office of the Secretary of Defense (OSD) released a change to the Transfer of Post 9/11 GI Bill Education Benefits (TEB) instructions, implementing new eligibility requirements in order to transfer benefits to qualifying dependents. There is no change to current provisions. Service members must have at least six years of qualifying service to apply to transfer benefits and must make a four-year commitment in the Armed Forces. However, effective July 12, eligibility to transfer Post-9/11 GI Bill education benefits will be limited to service members with at least six years, but not more than 16 years, of total creditable service. The intent of the changes is to align policy with 38 USC 3319, “to promote recruitment and retention in the uniformed services.”

Value of the Benefit: Survey Lists Commissaries among Best Grocery Stores Commissary patrons know the value of their benefit so much so that those who participated in a recent magazine survey rated commissaries among the best grocery stores in the U.S. In the April 16 edition of Consumer Reports, the Defense Commissary Agency’s stores were ranked 12th out of 96 grocery chains rated in a readership survey, a result that confirms the value of the benefit, said retired Rear Adm. Robert J. This talk will explore newly discovered information about the house, discuss some of its residents, shed light on rumors and folklore surrounding the house's history, and share a few historical stories regarding the house being haunted.

This Week in Rock Island Arsenal History – May 1-7 On May 1, 1870, ground breaking on the RIA Commanding Officer's Quarters known as Quarters One began. In May 1874, the guard house building at the main gate entrance on the western portion of the Island was completed. In May 1962, the RIA established a Tool and Equipment Division. The tool and equipment engineering activities were removed from the RI Ordnance Depot. On May 4, 1836, the U.S. Army troops garrisoned at Fort Armstrong evacuated the post. The RIA received an order on May 5, 1898, two weeks after the U.S. declared war on Spain, for 54,000 outfits of infantry equipment, 5,000 outfits of cavalry accounterments, and 5,000 sets of horse equipment. On May 6, 1856, the Steamer "Effie Afton" crashed into the railroad bridge at Rock Island setting the boat and bridge on fire. This incident led to the famous court room clash between steamboat and railroad interests.

 In The U.S., We Still Sit Way Too Much Most Americans continue to sit for prolonged periods despite public health messages that sitting increases the risk of obesity, diabetes, heart disease, and certain cancers, according to a new study. Researchers analyzed surveys of 51,000 people from 2001 to 2016 to track sitting trends in front of TVs and computers and the total amount of time spent sitting on a daily basis. Unlike other studies that have looked at sedentary behaviors, the new study is the first to document sitting in a nationally representative sample of the US population across multiple age groups—from children to the elderly—and different racial and ethnic groups. “In almost none of the groups we analyzed are the numbers going in the right direction,” says senior author Yin Cao, an epidemiologist and assistant professor of surgery in the public health sciences division at Washington University in St. Louis. “We want to raise awareness about this issue on multiple levels—from individuals and families to schools, employers, and elected officials.” (More: www.govexec.com/excellence/promising- practices/2019/04/us-we-still-sit-way-too-much/156515)

Preteens, Teens Target Audience for HPV Vaccine Donna, the mother of three children, kept hearing about a vaccine that health care experts recommend for preteens and teens. With her own twins approaching middle-school age, she wanted to learn more. So she did some research on the vaccine for human papillomavirus, or HPV. Donna discovered the HPV vaccine is safe and has few, if any, mild side effects. It's most effective for adolescents before they're exposed to the virus. Most significantly, Donna learned the vaccine is almost 100 percent effective in preventing HPV infections, which eventually may cause several types of cancer. Armed with this knowledge, Donna got her twins vaccinated at their local military treatment facility. She said she'll also ensure her youngest child receives the vaccine in a few years, as recommended. "This wasn't a difficult decision for me at all," said Donna, whose real name is not being used to protect her family's privacy. "The HPV vaccine is part of preventive health care."  VA Celebrates Women’s Health Week with Events at Medical Centers In celebration of National Women’s Health Week, May 12-18, U.S. Department of Veterans Affairs (VA) Medical Centers (VAMCs) across the country will host events to support women Veterans and connect them with VA’s health care services. “VA is serving nearly a half million women Veterans and we want to take care of even more,” said VA Secretary Robert Wilkie. “Events like these get them through the doors, so they meet VA health providers and learn firsthand about the comprehensive services and quality care VA provides to women who have served.” Women are among the fastest growing Veteran demographics, accounting for more than 30% of the increase in Veterans who served between 2014 and 2018. The number of women using VA health services has tripled since 2000, growing from about 160,000 to nearly 500,000 today. VA And Cigna Partner to Help Prevent Opioid Misuse and Improve Treatment of Veterans with Chronic Pain The U.S. Department of Veterans Affairs (VA) and Cigna, a global health service company, recently announced a new public private partnership to improve safety and quality of care for Veterans with chronic pain, who are at risk for opioid misuse. New Text Feature Available through VA’s Women Veterans Call Center The U.S. Department of Veterans Affairs (VA) added a text messaging feature to the Women Veterans Call Center on April 23, providing another convenient way for women to seek information about VA benefits, health care and available resources. Women Veterans can now text 855-829- 6636 to receive answers and guidance about VA services. “We want to make it as easy as possible for women Veterans to get answers about eligibility requirements, benefits, services and more,” said VA Secretary Robert Wilkie. “By offering new methods of communication, such as texting, we can reach more women Veterans and support their health care needs more quickly.” The Women Veterans Call Center is staffed by trained, compassionate female VA employees, who can provide and link callers to available resources, such as health care, benefits and cemetery information via phone, chat and now text. The new texting feature aligns this service with other VA call centers that provide information and assistance to Veterans who are in crisis, at risk for suicide and becoming homeless. VA and Microsoft Partner to Enhance Care, Rehabilitation and Recreation for Veterans with Limited Mobility Today, the U.S. Department of Veterans Affairs (VA) and Microsoft Corp. announced a new collaboration to enhance opportunities for education, recreation and therapy for Veterans with mobility limitations by introducing the Xbox Adaptive Controller — a video game controller designed for people with limited mobility — in select VA rehabilitation centers around the country.
