SymbolsofprofoundchangeinthePaysdesÉcrins(1985-2009) ThePaysdesÉcrinscorrespondstoboththecantonofArgentière-la-BesséeandtheCom- munityofcommunesoftheArgentiérois,comprisingninecommunes2situatedtothe southofBriançon,intheFrenchHautes-Alpesdepartment.Fromageo-economicpoint ofview,thePaysdesÉcrinswasmarkedinthe20thcenturybythedevelopmentofa doublepolarity:large-scaleindustrialplantsandsmall-scaletraditionalactivitiesinthe Durancevalley,agricultureandtourismintheadjacentvalleysofVallouiseandFressi- nières. TheindustrialdeclineandreconversionofArgentière-la-Bessée,themarkettownofthe PaysdesÉcrins,hasalreadybeenthesubjectofdetailedstudy(CowburnandSciblo- Jaillet,1995;DonertandLightD.,1996)andwillthereforenotbedealtwithanyfurther here.LetussimplynotethatfinalclosureofthePechineyaluminiumplantin1986, whichhadbeentheeconomicandurbanheartoftheregion,ledtoadeepeconomic, demographic,socialandpoliticalcrisisaswellasoneoflocalidentity:directlossof334 jobs,declineof15%inthepopulationofthecommune3,andevenadeconstructionof themunicipalcouncilsincealargeproportionoftheelectedrepresentativesweremana- gersattheplant. This“endoftheworld”situationwasexacerbatedbythevirtualcompletefailure,inless thanthreeyears,ofthe70millionfrancindustrialreconversionplanfinancedbyPéchiney withthesupportofthepublicauthorities.Indeed,itwasthisbitterfailureandincreasing doubtsabouttheindustrialvocationofthecommunethatmadearedevelopmentproject topromotetourismandheritageactivitiesallthemorecredible.Previously,suchactivi- tieshadonlybeenmentionedinaveryhypotheticalmanner,givingrisetodisbeliefand distrustbymanyofthelocalpopulationaswellaslocalactorsandobservers.Fromthen on, thanks to strong leadership through from a new and younger municipal council, togetherwiththedynamismofanemerginggroupofnewlocaleconomicoperators(gui- des,hoteliersandinnkeepers,shopkeepers,publishers…),Argentière-la-Besséedelibera- telyrefocusseditsactivitiesonitsmountainenvironment.Thisapproach,embodiedin theformula“history,nature,sport”,wasbasedonaconsultant’sreportcommissionedin 1990andwasaimedatmakingArgentière“thegatewaytothehighmountains”bysyste- maticallytakingtheoppositecoursetothatofacenturyofvirtualindustrialmonoactivity andisolationwithrespecttothenearbymountains.Withintheframeworkofaplurian- nualtourismdevelopmentplanlaunchedatthebeginningofthe1990s,therefocusing ofArgentièreonthemountainswasthuslargelybasedondevelopingthepotentialofthe richandunexploitednaturalandculturalresourcesofferedbytheDurancevalley(gorges, runningwater),theFournelvalley(rocks,ice,canyons,miningandfloralheritage)and theproximityofpopulartouristmeccasintheVallouisevalley.

38 Inonedecade(1990-2000),thisdeliberaterefocusingtookonnumerousformsinthe areaoffacilityplanninganddevelopment,butalsofromasocio-economicandgeocultu- ralpointofview(seeinsertbelow). Againstabackdropofincreasinglydiversemountainsportsactivities,particularlyinthe summer,thegrowthofsportstourisminArgentière-la-Besséeduringthe1980-90period contributedtoaprofoundchangeinthelocalgeotouristicsystem.Thus,asinmostof themountainmassifs,thePaysdesÉcrinswasmarkedbythedevelopmentofrecreational activitiesthatwereperipheraltothehighmountainareas.Thedevelopmentofclim- bingsites,paragliding,viaferrata,adventureparksinforestareas,canyoningitineraries, andwhite-watercoursesenabledarecenteringofactivitiesthatbenefitedthevalleybot- tomsandthevillagesandareasaroundtheresortofPuy-Saint-Vincent.Insomecases, aswithriver-basedsportsormountainbiking,thisdevelopmentcouldbeexplainedby hydrographicalandtopographicfactors.Butsuchdevelopmentsandthesportsactivities underpinningthemwerealsorelatedtonewwaysoflookingatrecreationaltime-space, itssocialnatureanditsstyles(interestinsitesthatuntilthenhadbeenneglected,interest inpracticingactivitiesovershortertimeperiods,requiringshorteraccesstimes,multi- activities,morefamily-orientedactivities,andthosemorefocusedonbodymovements thanontheenvironment)whileatthesametimerespectingtherestrictionsimposedby theregulationsoftheÉcrinsNationalPark4.Thistourismoffer,whichwasbothcomple- mentaryandalternativetothosebasedontraditionalreasonsforvisitingthemountains, graduallybecameadecisivecomponentoflocaltourism.Withthehelpoftheconcerted effortstodeveloptourisminArgentière-la-Bessée,itcontributedtoamorebalancedspa- tialdevelopmentoflocaltourisminfavourofthedownstreamareas.
Understandingterritorial“inventiveness”
THEPAYSDESÉCRINS:ACREATIVEOUTSIDER? AninventoryofthemostsignificantcreationsoverthepasttwentyyearsinthePaysdes Écrinsprovidesuswithalistofoperationsoreventsofvariablescalethatbearswitnessto theregion’sdistinctcapacityforlaunchingorwelcomingexperimentation: Creationoftheconceptofaviaferrataforsportsenthusiastswiththeintroductionofthe firstFrenchitinerarybytheguideLionelCondemineatFreissinières(1989),followedby thecreationofaseconditineraryatLesVigneaux(1992); SignatureofthefirstNatura2000conventionbetweentheStateandalocalauthority (valleyofFournel-LesBans,Argentière-la-Bessée,2002); PreliminarystudyofthefirstLocalAgenda21focusedonsportstourismwithscientific backingfromtheInstitutdeGéographieAlpine(Argentière-la-Bessée,2005-2006);

Apartfromareferencetothenotionofsustainabledevelopment,thecreativityobserved intheregionhasbeenaccompaniedbysubstantialreflectionnotonlyonthequestion ofobservingchange,butalsoontheunderstandingofthemeaningofactionandon thebestwaytomakeuseofexperienceacquired:conferenceon“Natura2000andlocal authorities”(2002),Dynalp2seminar“skiresorts:environmentalassessmentanddiver- sification”(2007),meetingsontransalpineroutes(2008),AlpineWeek(2008),support providedfornumerousFrenchandforeignuniversitystudies,commissioningofnume- rousauditsandassessmentsinnumerousfields:economy,environment,tourism,sport, heritage.Thislistcanbefurtherextendedbyaddingalltheanalyses,consultancystudies andparticipativeapproachesconductedbetween2005and2006withintheframework oftheSCOT6projectthathelpedorientthePaysdesÉcrinstowardsthemodelofa“lear- ningterritory”(Jambes,2003).Similarly,thedevelopmentsoughtencouragedopenness, exchangeandpartnershipwithentitiesoutsidetheterritory:membershipofAlliancedans lesAlpesnetwork,relationswithotheralpineregionswithintheframeworkofcross- bordercooperativearrangementsandInterregprojects,participationintheViaAlpina project,reception/welcomingofinternationalyouthworkshopsorresearchersandgroups ofFrenchandforeignstudents.

ANANALYSISINTERMSOFTHEREGION’SGEO-HISTORICALANDCULTURAL BACKGROUND Althoughconstructinganappropriatehistoricalframeworkisbeyondthescopeofthis study,itmayneverthelessbeobservedthatthepre-modernperiodofthePaysdesÉcrins wasmarkedbyatleasttwoeventswithastrongimpactonlocalcollectivememory:the Vaudoiseheresy,betweenthe13thand16thcenturies(Audisio,1998),andthepolitical autonomyoftheEscartons(14thto18thcenturies).Theinfluenceoftheseeventson localidentitymustbetakenintoconsideration,particularlyfromthepointofviewof acertainresistancetowhatisthenorm,institutionaloriginality,culturalwealthanda traditionofopennesstotheoutside–SwitzerlandandItalyfortheVaudois,Italyforthe Escartons.ThefirstEnglishmountaineerswhovisitedthevalleysofthePaysdesÉcrins inthe19thcenturywereguidedbythememoryoftheVaudoisandthepersecutionsthey suffered. Thiscontextofdissidenceandoriginalitylaterreappearsinotherexperiencessuchas thecreationofapioneertrainingcourseforteachersinDormillouse,intheFressinières valley,bythePastorFélixNeffbetween1826and1828(Siestrunk,2003)and,acentury later,thearrivaloflibertariancommunistteacher,CélestinFreinet,whoduringhishouse arrestinVallouisefrom1941to1944wrotefourworksthatlaidthefoundationsofhis alternativepedagogy,beforecreatingpioneer“snow”classesthereatthebeginningofthe 1960s(Lafon-Bottaro,1999).Inthe1970s,itwasacommunityexperienceinfluencedby LanzadelVastothatbroughtlifetothehamletofDormillouse,atthesametimethatthe entireBriançonnaisareawaswitnessingtheinfluxofapopulationof“neorurals”andwas withinthesphereofinfluenceofthecooperativeofanarchistorigin,LongoMai.Thenin the1990-2000period,thePaysdesÉcrinssawthearrivalofprofessionalsinthetourism tradewithecotourismactivities,aswellasasignificantdevelopmentofmarketgardening and“bio”produce.
ANANALYSISINTERMSOFPERIPHERALINNOVATION Thetheoreticalandempiricalcontributionsofstudiesofatypicalformsofinnovation underlinethefactthatbeyondthenumerousconstraintsonthemobilisationofresources, abordering,peripheralormarginalpositionbenefitsfromanattenuationofthefactors ofcoherencethatdefinethelegitimateformsofactioninaterritory(Antheaumeand Giraut,2005).This“disengagement”fromthenormsmayprovetobeverycreativein thatitstimulatesthecapacityoftheactorsconcernedtofindcultural,economic,institu- tional,oridentityarrangements,tonegotiatedispensationsortoundertakeexperiments tofindalternativesolutions.Thisbringsusbacktotheanalysisthatpresentsinnovation asaformofdeviancefromthe“everyday”byindividualsandgroupswhoareoftenaty-
41 picalandevendissident,whocontravenerulestoreachobjectivesthatarenotlegitimate andmayinthiswaycontributetoareversalofthenorms(Alter,2000). Thestimulatingeffectsandnon-conformistcreativitylinkedtothisprocessmaybefound inthetermoutsider–withthedoublemeaningofamaverickandachallenger–which veryoftendefinesthestatusofthePaysdesÉcrinswithrespecttodifferentprojectsand events:creationofanationalmountaineeringcentreoftheFederationofFrenchalpine clubsinPelvoux(2006),organisationoftheAlpineWeek(2008),candidatureforthe WinterOlympicGames(2009).
ANANALYSISINTERMSOF“CREATIVECRISIS” Thede-industrializationofArgentière-la-Besséeattheendofthe1980swasreflectedin aprofounddestabilisationoftheeconomic,demographic,socialandpoliticalsystemas wellastheshocktolocal,andtoacertainextent,cantonalidentity.Theplanadopted toconfrontthecrisiscorrespondsperfectlytothedecisionaltypeofmodeladoptedfor tourismdevelopmentintheAlps(Bozonnet,GuérinetHerbin,1986).Tourismisthus mobilisedasaconsensualareaofinterventionforlocalauthoritiesinthatisbasedonan ideologyofprogress,islikelytoproduceextensivespin-offeffectsondifferentsectorsof theeconomyandjobswhileatthesametimehelpingstrengthenlocalidentity. Followingthislineofreasoning,thedirectandindirecteffectsofacrisisprovideroomto manoeuvreforaregenerationandrequalificationoftheregion.InArgentière,thisprocess wasmainlyreflectedintheincreasedavailabilityoflandandrealestateproperty.Pechiney companyhousingwasthusboughtbythecommuneforasymbolicfrancandthenresold atareasonablepricetobuyersoriginatingfromtheBrianconnaisregion.Thedemogra- phicimpactwasconsiderableandwasreflectedfirstofallinanincreaseinpopulation, withthenumberofinhabitants(2375)inthecommunein2008climbingbacktoalmost 1982levels.Thechange,however,wasalsoreflectedinaclearsocio-demographicrenewal duringthe1990-1999period,withaverystronggrowthinmiddle-classprofessions(+ 47,1%)andthemanagerialandupperintellectualprofessions(+25%)7.Inadditionto itsimpactonhousepricesanddemographictrends,thisnewpopulationalsoprovided overwhelmingsupportforthecommuneredevelopmentprojectbyhelpingtoreinforce it. Thearea’sresiliencewasalsoreflectedintermsofresources:theneedtoadaptandcreate imposedbythecrisisgaverisetoare-examinationofthepotentialofspacethatmani- festeditselfnotonlyinaredeploymentofspacewithinanenlarged“usefulspace”(valley oftheFournelriver,oldsilvermines,Durancegorges,RocherdesHermes…)butalso byatranspositionandreorganisationofculturalandphysicalresources.Althoughthese

42 resourcesdidnotchange,theywere“remobilised”withinacontextofnewuses:therock changeditsstatusfromthatofamineraltooneofsupportforclimbers,whilewaterchan- gedfromanelectricalpowerresourcetoonesupportingiceclimbingorcanoekayaking.
ANANALYSISINTERMSOFCREATIVE“ENTRE-DEUX” Therhetoricalfigureof“entre-deux”(betweentwo)developedbyDanielSibonypro- videsabasisforrethinkingthefunctionsofsecantlinkswithinwhichnewpathsand passagesdevelopbetweenthetwotermsthatmakeuparelationship(Sibony,1991).This perspectivecorrespondswelltothenotionofbetweennessproposedbyNicholasEntri- kin(Entrikin,1991).LittlereferredtobyFrenchgeographers,the“entre-deux”concept indeedappearsasaparticularlycreativemeansforexploringandtranslatingthemany socio-spatialandsocio-territorialrelationalschemaswhicharecharacterisedbydualities, ambiguitiesorhybridizationswheredifferencesareplayedoutagainandfrontiersbecome blurredinawaythatischaracteristicofterritorialpostmodernity:touristic-non-touris- ticplace,town-mountain,resort–outsideofresort,sport–heritage,holidaystay–resi- dence,summer-winter,protection-development(Bourdeau,2007). Fromthisperspective,thePaysdesÉcrinsseemsveryillustrativeofacertainnumber of emerging figures, of transitional and temporary situations that throw light on the reorganisation and creativity at work at different geographical scales and on different registers:“betweenlavenderandglaciers”8,NorthernAlpsandSouthernAlps,Briançon- nais-Embrunaisregions,Duranceandtributaryvalleys,upstreamanddownstream,resort andvillages,industryandtourism.Byintegratingsportsactivitiesintotheheartofthe town(climbingcompetitiononartificialblocks)orinitsimmediateperiphery(climbing, viaferrata,whitewater),asinmarkingoutaheritageroutethroughtheheartofpastand presentindustrialinstallations,itisonceagain“betweenness”thatisbeingreinforced.
Concludingremarks The path followed by the Pays des Écrins over the past twenty years provides useful insightsintotheconditionsunderwhichamountainareafacedwiththeuncertaintyof changeandamajorcrisiscanmobiliseitshistorical,heritage,cultural,socialandpolitical resourcestoreconstructanidentityandavisionofthefuturethatisbothsharedwithin theareaandrecognisedoutsideit.Thiscasestudysuggeststhatalthoughinnovationis clearlypartofacontextofchange,itisalsobasedoncontinuity,andsometimesonthat whichispermanent,whichmobilisestheconstitutiveelementsofaterritoryoveralong period.Takingintoaccountthesocio-historicalandculturalbackground–evenifforgot- tenorneglectedbylocalmemory-isthereforeimportantsinceitisasignificantelement inanalysingthecapacityofaterritorytoproduce,diffuseorintegrateformsofcreativity thatcaninterpretedintermsofinnovation.

43 InthefairlyimpressivelistofexamplesofcreativityfromthePaysdesÉcrinsregion,how thendoyoudistinguishbetweenwhatistheproductofinnovation–inthecanonical senseofnoveltyvalidatedbyawidediffusion–andasimpleinvention?Ifweadoptthis limiteddefinition,onlytheinventionoftheconceptofviaferrataforsportspurposes seemstoresultfromaconvincinginnovationprocess.Althoughtheimpactofthiscrea- tionisfarfromnegligibleintermsofthenumberofvisitorstothePaysdesÉcrinsorits image,simplyconsideringitasaninnovationonlypartiallytakesintoaccountthelocal dynamicsthatfindsexpressionmoreintermsofexperimentationandappropriationof originalandinventivesolutions,basedonasubstantialarrayofformulasandlocal,natio- nalandEuropeanmeasures:Natura2000,Interreg,Agenda21,SCOT,centreofrural excellence,carbonbalance,etc.Inthisregard,thecontributionofthePaysdesÉcrins toaninnovativeprocessseemsnotonlytorestonitscapacitytodiffusenovelties(via ferrata…)butalsotoimportandimplementpioneeringdevicesandpractices,anobser- vationthatappearstobecharacteristicoftheinnovativemilieusstudiedbyterritorial economics(MaillatetAl.1993). TheremarkablepathofArgentière-la-Bessée,intermsofitsidentityaswellasitsacti- vities,maybeseenasakeyelementinthechangesobservedinthePaysdesÉcrinsover thepasttwentyyears:from“l’Argentière-la-noire”(industrialpollutionofthe1970s)to “l’Argentière-la-Bessée”(deindustrializationofthe1980s)and“l’Argentière,portedela hautemontagne”(Argentière,gatewaytothehighmountains),thesloganadoptedin 1994,aterritorialrethinkingandrecompositionhastakenplacewithoutanymodifi- cationstothelimitsofthecommuneorcanton.Butthestimulusandsometimesthe motorprovidedbythetownhasbeenonlyoneoftheelementsactiveinaprocessin whicheachspecificentityofthePaysdesÉcrinshasparticipated:Fressinières,Puy-Saint Vincent,Vallouise-Pelvoux,communesoflaDurance–LaRoche-de-RameandSaint- Martin-de-Queyrières.FromaninitialdistinctfragmentationbetweentheDuranceand thesecondaryvalleys,downstreamandupstream,industryandtourism,andtownand village,agradualreorganisationhasoccurredresultinginamorebalancedsystemoflinks, functionsandidentityandanewsocio-spatialorganisationintermsofeverydaylife,resi- dentialpractices,economicactivityandterritorialidentity. Thus,lookingatthePaysdesÉcrinsregionasawholeovertheperiodoftimeconsidered, aquadrupletransitionappearstohavetakenplace: Fromareactivestrategy,causedbytheindustrialcrisisofArgentière-la-Bessée,toaproac- tive strategythat manifestsitself, for example,in the voluntary SCOT project or the candidaturefortheWinterOlympicGamesof2018; Fromone-offprojectscommissionedbythecommune(Argentière)tointercommunal projectscommissionedbytheCommunityofcommunesthatpromotessharedactionsat thescaleoftheterritoryasawhole; Fromexperimentalproceduresimplementedonanadhocandtrialbasis(aproject,a creation,anevent…),oftenbyindividualswiththeprofileofentrepreneur/developer, to organised systematic procedures, programmed and professionalized within the fra-
44 meworkoftheregionalauthorities(Centreofscientific,technicalandindustrialculture, Communityofcommunes,TourismBureauofPaysdesÉcrins…); Fromanendocentriccreativeprocedure,withdevelopmentfocusedonboostingthelocal economyandidentity,toanexocentricprocedurewiththefocusmoreonthecompeti- tivepositioningoftheregioninrelationtotheexterior(othertouristdestinations,other townsthatarecandidatesfortheOlympicGames). Throughitscapacitytoproduceandtoacceptanordinaryinnovationandtoimplement it in a project, the Pays des Écrins appears to be a suitable mountain region, among others,forobservingacomprehensivechangethattakestheformofasocio-economic transferfromindustrytowardsculturalandserviceactivities(heritage,tourism,training, publicbuildingsandworkssector),areorganisationofthescalesofoperation(fromcom- munetocommunityofcommunes),aswellasaredefinitionoftherespectivestatusof markettowns,resorts,valleysandtheirrelations.Intheend,theinnovationissuehardly seemstobeaquestionofthecreationoremblematicone-offoperationofanexperimen- talhitparadeofideas,albeitsubstantial,whetheritconcernsunexpectedsuccesses–via ferrata–orprojectsthathavenotyetproducedresults,suchaslocalAgenda21themes orSCOTprojects.Itseemstobemorepartoftheslowappropriation,transpositionand territorial“translation”ofaprocessofchangethatisgraduallynegotiated,sharedand workedonwithinaframeworkofprojectintercommunality,inwhichthemarkettown graduallyrediscoversitsplacethankstomultiplecreativeinitiatives,bytakingonnot onlypoliticalleadershipbutalsoawidearrayofpublicandprivateprofessionalskills. Inthisrespect,thecollectiveworkcarriedoutinpreparingthecandidatureofthePays desÉcrinsfortheWinterOlympicsof2018,beyonditstrivialappearanceoritsmedia dimension,seemstocrossanewthresholdnotonlyinthepreparationandstructuring ofterritorialintelligencebutalsointheregistrationoftheterritoryinacommontime frame–albeitfaroffandhypothetical–bygoingbeyondthedyschronies(Alter,2000)of thepresent.Inthisrespect,itseemstoconfirmthatif“thepresentdivides,thepastand thefutureunite”(Calame,1993).Finally,itshouldnotbeforgottenthatthechallenges ofcommunicationandterritorialmarketinggiverisetoanexcessofinnovationrhetoric, eventhoughitsmostconvincingandmostinterestingformsfromthepointofviewof sustainabledevelopmentdonotalwaysclaimtobeinnovations.Themanyexperiments andexperiencesreportedinthethirdReportonthestateoftheAlps(CIPRA,2008)bear witnesstothisineloquentfashion.
