IMAGE Theatre has been a permanent member among theatres of a unique Czech genre of black theatre. During its 25 years long existence it became an important part of Prague culture, well-known not only to Prague citizens and visitors, but also to audiences abroad. It has had over a hundred foreign trips around Europe, but also to the United Arab Emirates, Macau, South Korea, Hong Kong, India, Israel, Turkmenistan, Russia and Bahrain. Its creative work moved the development of the genre at the top level. Far from the original, simple form of black theatre, the contemporary one, synthetic and concentrated on clever and quality entertainment, has been reached. The ensemble has developed its own style. It brilliantly uses the technique of black theatre, elements of modern dance, original costumes, mime and non- verbal theatre, as well as contact with the audience. Mystifi cation, precise execution of visual tricks, playful authors, compelling performances by actors and dancers and the desire to have fun and entertain the viewer, all is aimed at achieving the goal set: to perform a live theatre for a live audience.

7 Karolinum Ovocný trh 560/5, Praha 1 www.cuni.cz

Shortly after the establishing of in 1348, the young institution encountered several organizational problems. One of the major complications was the lack of lecture and accommodation rooms for teachers and students. Emperor Charles IV, apparently inspired by the organization of the Sorbonne college in Paris and by the newly founded universities in Kraków (1364) and Vienna (1365), decided to donate to the school a new college. In 1366, the university received the house of the Jew Lazar, located in the Prague's Old Town. However, the school was donated really representative rooms only in the early 1380s by Wenceslaus, the son of Charles IV. For this purpose Wenceslaus chose a residence of the wealthy German merchant Johlin (Jan) Rotlev. Rotlev's son Martin (who fi nanced the second oldest German translation of Bible) was closely linked with the court and supported the reformist tendencies of the university. Though it is known that Martin Rotlev inherited the palace, the way by which it passed into the possession of the university remains unknown. The coat of arms of the Rotlev family is a part of the decoration of an oriel window of the college. In addition to the Rotlev Palace, King Wenceslaus also bought the surrounding buildings and rebuilt them for the purposes of the school. The architectural shape of Karolinum changed signifi cantly during its history. In the early 18th century, it was rebuilt in Baroque style, according to the plans of the architect František Maxmilián Kaňka. However, the reconstruction was only provisional and the structural condition of the building in the following decades was very bad. In 1786, during a visit in Karolinum, the Emperor Josef II expressed his dissatisfaction with the state of the "seat of muses". It was even planned to sell the building, but in 1802 it was decided that Karolinum would remain in the hands of the Charles University. The decision was apparently infl uenced by renewed romantic and patriotic enthusiasm, (regarding the historical building as a signifi cant monument for education in Bohemia). From 1879 to 1881, several parts of the building were rebuilt in the Neo-Gothic style by the architect Josef Mocker. Following the World War I and the establishment of the Czechoslovak state, the buildings of Karolinum remained a property of the Charles University. Karolinum is a National Cultural Monument of the Czech Republic. The offi cial publishing house of the Charles University is named Karolinum.

8 Piccolo coro & Piccola orchestra … are a combination of a mixed chamber choir and a chamber string orchestra, who rehearse/perform under the baton of Marek Valášek. The ensemble is based in Prague and has 43 stable members. Since its establishment in 1996, it has given hundreds of concerts both home and abroad. Piccolo coro & Piccola orchestra interpret compositions regardless of time period or genre. The line-up can be greater, according to the needs of individual music projects – be it chamber works or spectacular oratorios from the romantic period. Both the choir and the string orchestra also perform their own separate programs on a regular basis. Works of sacred music prevail; many of them date to the 20th and 21st century.

10 WELCOME ADDRESS

Welcome Address 1 Eunhye Park, Ph.D. World OMEP President

Many thanks and sincere congratulations to Dana Moravcová, Milada Rabušicová and the Organizing Committee for hosting the 70th OMEP World Assembly and International Conference. It is such an honor and so exciting to be in such a historical place as OMEP celebrates its 70th Anniversary. On January 23 and 24, 2018, I visited the archive in Prague to prepare the 70th anniversary celebration. I was deeply moved as I searched through 70 boxes of historical documents. I felt as if I were reading the stories of someone’s long life, from birth to age 70. I encountered the triumphs of OMEP members who fought so hard for children’s rights and contributed to the creation of the Convention on the Rights of the Child. I read about their frustrations and struggles to persuade societies around the world to work for the betterment of children’s lives. I read about the enjoyment they experienced as they worked with families and teachers. Each box also contained evidence of the deep and lasting friendships that developed among OMEP members and the projects that were created among colleagues from all corners of the world. Even as I felt the exhilaration of past accomplishments, I also realized that so much remains to be done. Children are still the most vulnerable when it comes to poverty inequalities, disease, wars, and violence. Sadly, social injustice and discrimination are increasing in some places, as indicated in the United Nations Sustainable Development Goals for 2015-2030. OMEP must continue to advocate for the world’s children, just as we have done for the past 70 years. We must conduct research and provide convincing evidence to the policy-makers and decision-makers in our own countries and at the global level. We must continue to share what we learn from one another and from the broader early childhood community about best practices. Our organization is only as strong as its national committees and the individual members of these committees. We can look to the past 70 years for inspiration as we look forward to the next 70 years of commitment to the rights, wellbeing, health, and education of the world's children. Here at the 70th OMEP World Assembly and Conference in Prague, we celebrate the past and embark on the future. The anniversary Conference program is full of exciting presentations and opportunities to share our visions and expertise and build personal and professional relationships with one another. Our full participation and engagement in this conference honors OMEP’s past and those who contributed to the organization’s visibility and eff ectiveness as a leading voice for children and their rights. With sincerest thanks to the Conference Organizing Committee, I invite all of you, members of OMEP, to the celebration of our 70th anniversary.

Eunhye Park, Ph.D. OMEP World President

11 Welcome Address 2 Ph.Dr. Dana Moravcová, Ph.D. President, OMEP Czech Republic

Dear guests, I am delighted that during my presidency of the Czech OMEP Committee I have the honour of welcoming you, conference participants from all over the world, here in Prague, to celebrate together the 70th anniversary of the establishment of OMEP, the World Organization for Early Childhood Education. In her seventies our organisation is becoming a reputable lady, at least in terms of her age, but in spirit she will forever remain a young lady, as the purpose for which the organisation was set up is still just as topical today. Although it has been 70 years since the OMEP was established, the aims for which the organisation was originally set up are still just as topical today. On the one hand, even in the 21st century there are still countries that are at war, countries in which children live in poverty, suff er malnutrition, do not receive an education and whose rights are not respected. On the other hand, there are countries in which children live in prosperity, receive an education, and their rights are respected, yet in neither case are the conditions for a child’s development wholly optimal. Children suff er both from shortage and from excess. Therefore, there is still the need to seek ways of ensuring optimal living conditions for children all over the world, and also to draw attention to situations where such conditions do not exist. The OMEP has been advocating this principle throughout the 70 years of its existence. The topic of the conference is therefore based on the idea that children’s living conditions around the world, their care, their upbringing and education, aff ect not only their future, but also the future of society as a whole. What we do for their individual and common development is therefore very important. I trust that our conference will manage to show, at least partly, how to ensure such conditions for children. Wishing everyone a successful conference.

Dana Moravcová, Ph.D. Chair of the Czech OMEP Committee

Welcome Address 3 Ing. Robert Plaga, Ph.D. Minister of Education

Dear teachers, dear conference participants, World Organization for Early Childhood Education is celebrating its seventieth anniversary. For me, as Minister of Education, Youth and Sports, it is a great honour that its World Assembly and International conference are symbolically held in Prague, where it was founded. In 1948, the organization defi ned its mission as striving to improve education and conditions for small children all over the world regardless of their race, gender, religion, nationality or social background. This is an ongoing and important goal, and I really appreciate that throughout your existence, your ideas and incentives have contributed to its achievement. I am very pleased to learn that the main theme of the Conference are the current conditions of early childhood education, as pre-school education is also one of the education system priorities in the Czech Republic. Establishing good quality conditions for children means setting conditions for their future quality of life. In my opinion, peace and security together with suffi cient incentives are crucial for the development of every child´s personality and creativity. I wish the conference and your discussions the atmosphere of mutual understanding. I also hope it will open up new opportunities for improving the lives of children around the world.

Ing. Robert Plaga, Ph.D. ministr školství, mládeže a tělovýchovy ČR

12 Welcome Address 4 Prof. MUDr. Tomáš Zima, DrSc., MBA Rector of Charles University

Dear colleagues, Dear participants, I am very pleased that the organising committee has chosen Charles University in Prague as the venue for the international conference of OMEP. For Prague is not just the symbolical heart of Europe, the historical centre of European scholars, but it is also the place where, seventy years ago, the fi rst international conference dedicated to preschool education took place, and following its close, an international NGO for preschool education was founded. The Czech Republic played a very important part in the history of OMEP thanks to the activities of Marie Bartušková, the headmistress of an experimental kindergarten, who arranged contacts with foreign experts and was entrusted with the organisation of the fi rst international conference. It is undisputable that preschool pedagogy has a long tradition in the Czech Republic which reaches back to the 17th century when J. A. Comenius introduced a new view of the child, of the value of the child. In his work Schola materni gremii (The School of Infancy), he laid the foundations for the science of pre-school children education. The following words of J. A. Comenius were selected as the main motto of the conference: “The general corruption of the world began in its very roots. Thus, the general restoration of the world must begin therein, too”. Comenius’ legacy, his respect towards the human being, was the source of his respect to the child, childhood and the protection of the rights of children. The legacy of Comenius shows us the path we have to follow as educators of the youngest generation. It is the way of a secure family environment and the natural way of situations encountered in real life, within which the child participates joyfully and curiously. It is a great joy for me that the alma mater perceives and honours this legacy, and that it does so through more than just its pedagogical faculty. I wish you, the participants of the OMEP conference, a pleasant stay in Prague, a lot of success during the sessions and, above all, further success in your future work. “Quod bonum, faustum, felix, fortunatumque sit”. Prof. MUDr. Tomáš Zima, DrSc., MBA Rector of Charles University

Welcome Address 5 Dr. Nektarios Stellakis Regional VP for Europe

I would like to personally welcome each of you to the 70th OMEP World Assembly and Conference, which is held in one of the most beautiful cities in Central Europe, Prague. This year our Organization celebrates its 70th Anniversary. This is a great opportunity for us to turn back and give honor to our founders, who founded in this city an Organization devoted to promotion to children’s right to the best possible quality Early Childhood Education and Care. Secondly, our anniversary gives us the chance to observe and refl ect on our work throughout seven decades. Doubtless we can be proud of what we have achieved. There is no worldwide or international debate about Early Childhood Education and Care taken place without our participation. The main strength of OMEP is that, based on its democratic tradition, can highlight the voice of children, their parents and the people who support their development, socialization and learning. Lastly, the return to Prague is a chance to dream about the future and design our next initiatives. Our world is confronting a time of many challenges: poverty, inequality not only of income but, also, of opportunity, various confl icts, immigration, dominance of neoliberal ideas in welfare services and education, populism, the impact of ICT to society and democracy to mention only a few. OMEP members and friends are coming to Prague to discuss, share ideas, debate and renew our founders’ decision to work for a better world for every child and its family, who can enjoy access to quality education. I am sure that the distinguished delegation and guests from all over the world will boost the discussions on the interconnected challenges of sustainable development and will renew our common vision for a peaceful and democratic world, with equitable, inclusive and universal access to early childhood education. This Assembly and Conference will strengthen the attempts for a global consensus around the pivotal role of early childhood education and support the argument that ECEC should be set as a priority and will emphasize that it is our shared responsibility to fulfi ll our promises to the children of the whole world. This is why, I am looking forward to meeting you in Prague at what promises to be a most stimulating, fruitful and enjoyable anniversary World Assembly and Conference! Dr. Nektarios Stellakis, Regional VP for Europe

13 Welcome Address 6 Mgr. Adriana Krnáčová, MBA Mayor of the Capital City of Prague

Dear guests, Let me welcome you to the capital city of the Czech Republic on behalf of the Prague City Hall. It is an honour for me to welcome OMEP members from all around the world and to celebrate the anniversary of the creation of your organisation, the fi rst world organisation for preschool education, established in Prague seventy years ago. I have become familiar with the global OMEP “Education for a sustainable development” project, whose eff orts are focused on the education of children to care about their country. It is not only about nature, social relations, environmental care, but also about fi nding the balance between countries with diff erent social groups. I am glad that our nurseries are involved in this project. It’s important to gain the knowledge about the everyday life and conditions of children in diff erent parts of the world. Children are brought up not only to care about the environment, but they become familiarized with life around us within games. In every country there are diff erent preschool education conditions and systems, yet all of them have something in common – they are trying to secure equal rights for all children in accordance with the Declaration of the Rights of the Child, the objective of which is to secure a happy childhood for children, while enjoying rights and freedoms specifi ed therein for their own benefi t as well as for the benefi t of society. Nursery represents the fi rst educational institution, the objective of which is to set the basis for the lifelong education of each individual and to bring up children to become aware of their obligations, rights and their own responsibilities at the same time. The objective is focused on the creation of adequate conditions that could help us to achieve these objectives. It is not easy, but I believe that the conclusions at your conference will bring us one step closer. I wish you a successful conference and a happy childhood for every child in this world.

Mgr. Adriana Krnáčová, MBA Mayor of the Capital City of Prague

Audrey Curtis

Former World President OMEP. Retired Head of Early Childhood Education, Institute of Education, University of London.

Annotation: Refl ections on the role of OMEP 1948-2018 The world today is diff erent in many ways from when OMEP was founded with one of its main objectives the education and support of young children, particularly those orphaned and homeless after the second world war. Today the world presents diff erent problems, but a major challenge is still how can OMEP support the many thousands of displaced children and their families. Over the decades OMEP has grown from an organisation based mainly in Europe and the USA to an international concern involving countries from every continent and many diff erent cultures. Not only has the organisation evolved but over the years in many countries the care and education of children has passed into the hands of the state and become subject to the rules of government offi cials whose ideas are not necessarily similar to ours. Research has highlighted the importance of the earliest years of life. In refl ecting on the role of OMEP since its inception we need to consider how the organisation has adapted to these changes over the years and to question whether our existing approach is the best way to support the aims of the organisation. Today OMEP faces an international challenge with very many young children in the fi ve OMEP World Regions suff ering from various forms of oppression. How can OMEP deal with the situation? …as it did in 1948?

Annotation: It is time to do the right things The role of Early Childhood Education for a sustainable society We are now living in the Anthropocene period, where the state of Planet Earth to a high degree is determined by us humans. And the diagnosis is not good, in many aspects the Earth is heading towards disaster. To reach sustainability, we all have to rethink what is important and to reorient the ways we are living our lives. For individuals, systems and organisations, new values, attitudes and behaviours need to be promoted and introduced already from an early age. As these processes start already from Birth, Early Childhood Education plays an important role in creating cultures of sustainability. Within OMEP, Early Childhood Education for Sustainability has been of highest priority since 2009. Many local projects from all regions of the world show how ECE can make a diff erence towards sustainability within the boundaries set by the planet. OMEP has played and will continue playing an important role in this process of rethinking and reorientation. ECE is now one of the goals within the UN Agenda 2030 process for sustainable development. Accordingly, ECE must take action. When young children together participate in playful opportunities to observe, explore and act, they become empowered and may choose the most appropriate alternative for a common future.

If this is combined with variables such as the distance from urban centers, belonging to an indigenous community and lack of basics resources, the quality of the educational off ers suff ers and presents challenges to be met. How can teachers transform those characteristics, that appear to be adverse, in favor of an appropriate, pertinent proposals, respectful of the educational requirements of the child under six years old? Have children in rural areas less possibilities than in urban areas? What aspects cannot be waived (“non-renounceable aspects”) when thinking about the quality of early childhood education? The possibility of sharing successful experiences of countries of the Region, allows us to defi ne some criteria to be consider when discussing the design of the teaching practices, emerged in these particular contexts, but with the potential to be transferable to another environment. Kathy Sylva is Honorary Research Fellow and Professor of Educational Psychology at the University of Oxford. After a doctorate in Developmental Psychology at Harvard, she moved to England for post-doctoral research with Jerome Bruner at the University of Oxford Department. Her research interests fall into two themes. She has conducted several large-scale studies on the eff ects of early education and care on children’s development, acting as a lead researcher on the Eff ective Pre-school and Primary Education study (EPPE/EPPSE) which followed 3,000 children from pre-school entry to the end of compulsory schooling. She co-led the national Evaluation of Children’s Centers in England, another large scale study on the eff ects of early childhood services on development. Her second interest is in programs aimed at enhancing parents’ capacity to support their child’s learning and behavior. She has led three randomized controlled trials to evaluate parenting interventions. Kathy has published seven books and 200 papers/technical reports on early education/care, early literacy, and support for families. She was awarded the Order of the British Empire (OBE) in 2008 and in 2014 the British Education Research Association’s Nisbett Award for outstanding contribution to educational research.

Annotation: Beyond school readiness: Fostering foundational skills in Early Childhood Education There is a rich tradition in Europe of child-centered Early Childhood Education (ECE) based fi rmly on free play. This tradition has been challenged by research studies showing large discrepancies in school-entry profi les of children from diff erent social and cultural backgrounds. Despite widening participation of poor and marginalized children in ECE, there remains a disturbing gap in pre-literacy and pre-numeracy skills at entry to primary school. Why has ECE failed to narrow the social gap, and what kinds of curriculum and pedagogy can enhance the development of children from disadvantaged backgrounds? Using data from the UK Eff ective Preschool, Primary and Secondary Education study (EPPSE) and the EU study CARE, this presentation will demonstrate the contribution of process quality to the development of ‘pre-academic’ skills such as letter recognition as well as ‘executive function’ skills such as self-regulation. More importantly, children whose mothers had low levels of education benefi tted more from preschool attendance than children of better educated mothers. Next, project CARE asked researchers and practitioners ‘what should be the goals of ECE?’ They found widespread agreement on the value of nurturing 21st century skills in young children such as self-regulation and task-focus. The two research studies make a powerful case for the importance of high quality ECE in narrowing the developmental gap at entry to school for children from diff erent social backgrounds. In this second decade of the century, we now know that the gap is in executive skills and not only in pre-academic ones — all the more reason to concentrate on a broad range of ‘foundational’ skills and not just ‘school readiness’.

Annotation: ECEC in neoliberal times: the realities and polarities This presentation looks at the global application of the neoliberal agenda in preschool education. It is applied in both developed and developing countries by revising government preschool education documents so they incorporate the supranational economizing discourse. This discourse has also entered the academic debate, teacher education and administrative side. It is not, however, a one-way process. In many countries it comes up against resistance from the sphere of practice and everyday teaching, while at times it is as if the world of neoliberal education policies has created a parallel world distinct from everyday teaching. It therefore produces tensions in some places, but not in others. The social and cultural determinants of a country’s ECEC institutions play a crucial role here. To bring greater clarit on the complexity of the neoliberal transformation of ECEC, the presentation will refer to examples in developed and developing countries

History of the castle 13th Century - The story of the Chateau St. Havel begins ... The fi rst written records of the estate are found in the register of the Vyšehrad priory of 1273. At that time it was a fort providing safe haven for local peasants from an armed attack. The Hussites lead by Jan Žižka of Trocnov took it in 1420 while rallying to the defence of Prague against Emperor Sigmunds army. The premises then passed into the ownership of the city of Prague, frequently changing occupiers throughout the 16th century. This may have caused its considerable neglect and by 1620 it was reported as deserted and derelict.

17th Century - In the sign of the Carmelites ... Following a period of serving as a spiritual retreat to the St. Havel Church in the Old City of Prague, and receiving further damage from religious wars between Catholics and Protestants, the estate was revived in 1627 by the Carmelite Knights Order who acquired it into their ownership by Emperor Ferdinand IIs decree of 27th April of that year. The entire premises of the St. Havel fort and settlement were one of two real estates granted to the Order, the other being a church in Vienna. The purpose of this gift was to provide the Knights with suffi cient income to build a monastery attached to the St. Havel church. By then the Order had relaxed its strict rules and was allowed to own real estate. Their income from the estate, however, initially failed to provide adequate means and they were granted a ten-year permission to supplement their income by alms collection. A later improvement of their fi nances enabled the Carmelites to restore and enlarge their Krč estate and to establish their summer retreat here in impressive nature surroundings. A new chapel, built around that time, was dedicated to St. Havel and its religious services were open to the local population.

18th to 19 century - Austrian empire extends ... The Carmelite Knights monastery, however, was abolished under Emperor Josef IIs reforms in 1786 and the estate was assigned to a religious fund from whom it was bought in 1795 by Jan Gever of Ehrenberg. New service buildings were added to the main one, such as stables, sties, a barn and other types of farmhouses. There was a mill, a stream and a pond. The entire estate with all its additional buildings retained the St. Havel name given to it by the Carmelite Order. During the years 1840-1860 the estates new owner, Viennese lawyer Baron Schlosser, gave the main building its present shape, adding a new right wing with a hall. To open a full view of the Chateau the new owner demolished the right-hand side

55 farmhouse which can still be seen in the 1840 ground plan. The park was enlarged and cultivated in the English style. 20th century - Castle gets its present form ... Tomas Welzl, an important Prague entrepreneur who was instrumental in the development of the Krč suburb, bought the Chateau on 24th July 1880. The 1900 photographs already show the fully renovated estate with its well tended garden terraces. The Chateaus courtyard was dominated by a fountain embellished with a sculptural composition of two angels holding and open umbrella. The Welzel family wisely rejected all off ers to parcel the estate out for additional housing development. Following half a century of neglect, the Chateau has recently been successfully restructured and given a new lease of life as a luxury hotel. With its pond and park it off ers a quiet respite from the metropolis hustle and bustle, yet being only 20 minutes away and easily accessed by public transport.

Gaudeamus folk group

Gaudeamus folk group was founded in 1949 and works at the University of Economics in Prague. It consists of about 40 amateur musicians, singers and dancers - students and graduates of diff erent Prague universities. Gaudeamus presents folk dances, songs and traditions from the Bohemian region in both traditional and stylized ways and its repertoire contains a wide-range of performance styles, varying from simple dance pieces to thematic interpretations of emotive issues (e.g. Saint John’s Eve, Carnival and Lent or Christmas time of the year). The group makes an organic whole where music does not serve just as an accompaniment but also as an integral part of the performance. Among the instruments played by the band you will hear violins, viola, clarinets, fl utes, bass, traditional bagpipes and a percussion instrument called a vozembouch.

The group performs regularly at the University of Economics, at student events, for Czech and international companies, but especially at folk festivals both in the Czech Republic and abroad. Gaudeamus is proud of numerous awards for its artistic presentation of high quality received at domestic and international festivals and shows. In the past ten years, the group has visited for example Poland, Portugal, Turkey, France, Spain, Estonia, Ukraine or Slovakia. In 2018, Gaudeamus is invited to amous Chod festival in Domazlice or to the International folk festival in Plovdiv, Bulgaria.
