    The Power of Partnership Li Ka Shing Foundation gift and Alberta Government funding help establish virology institute at U of A April 23, 2010 Edmonton — The University of Alberta (U of A) will take a big step forward in its efforts to treat and cure virus-based diseases thanks to a C$28-million (HK$214 million) gift from the Li Ka Shing (Canada) Foundation and C$52.5 million (HK$403.1 million) in new related funding from the Government of Alberta. The donation — the largest cash gift in the university’s history — will help establish the Li Ka Shing Institute of Virology and add the U of A to an elite global health science research network facilitated by the Li Ka Shing Foundation (LKSF). “This generous gift, along with the funding from the Government of Alberta, represents a truly transformative moment in the U of A’s history,” said Indira Samarasekera, president and vice- chancellor of the university. “Our researchers have been at the forefront of virology research for decades, including Dr. Lorne Tyrell and his work developing a treatment for hepatitis B. Keynote Lecture Research in infectious disease: past, present and future Keynote Lecture: K2 Professor Joseph Sung Vice-Chancellor and President Associate Dean, Faculty of Medicine The Chinese University of Hong Kong, Hong Kong Professor Joseph Sung is the Vice-Chancellor and President of The Chinese University of Hong Kong (CUHK). Professor Sung received his MBBS degree from the University of Hong Kong in 1983, and was conferred a PhD by the University of Calgary in 1992 and a MD by CUHK in 1997. Besides, he holds fellowships and memberships from many professional societies and associations. As a renowned scientist in gastroenterology, Professor Sung’s research interests include intestinal bleeding, Helicobacter pylori, peptic ulcer, hepatitis B, and colorectal cancer. He has published over 680 full scientific articles in leading journals, edited or authored more than 15 books, and also refereed for more than 15 prestigious journals. His contributions to the advancement of medical sciences and academic development have been recognised with awards such as the Distinguished Award for Fighting SARS (RTHK and Ming Pao), Silver Bauhinia Star (HKSAR Government, 2004), Cheung Kong Achievement Award (Ministry of Education, The People’s Republic of China (PRC) and Li Ka Shing Foundation, 2006), The Most Outstanding Contribution Award (Clinical Therapeutics) (Food and Health Bureau, HKSAR Government, 2007), and State Scientific and Technological Progress Award (Second- Class Award, National Office for Science and Technology Awards, PRC, 2007). A legislator has identified flaws in the present law and recommended changes. The proposed recommendations, however, do not consider the unique characteristics of Hong Kong. If implemented, they would not address the existing problems adequately. In order to tame the Asian Dragon, this article proposes an alternative model: self-regulation, which relies on the work of charity watchdogs. I. Introduction “The great personal freedom granted modern men has meant that one can be free and rich, or free and just getting by, or free and poor or destitute—and with no master to fall back on.”1 The charitable landscape in Hong Kong, formally known as the Hong Kong Special Administrative Region, is unique. The Hong Kong people feel a responsibility toward their communities based on traditional Chinese thoughts and perceptions. In 2012, almost US$1.3 billion (HK$10 billion) was donated by the local people, with the largest donation amounting to US$257 million (around HK$1.9 billion). If the numbers are to be trusted, the charitable landscape is remarkably vibrant. However, charitable organizations act in a legal vacuum, without clear regulation. In recognition of the problem, the Law Reform Commission of Hong Kong initiated a review of charity law in September 2007. It recently published its comprehensive review, including eighteen generally modest recommendations.

According to Forbes, Li Ka-shing is the 23rd richest person in the world, with an estimated net worth of cUS$37b as of January 2018. His businesses span the globe, encompassing such diverse areas as ports and related services, retail, infrastructure, energy, telecommunications, property development and investment, hospitality, aircraft leasing and life sciences. Nicknamed as “Superman” and one of the most influential businessmen in Asia, Li Ka-shing has an incredible and inspiring life story. Born to poor parents in mainland China Canton, he fled to Hong Kong as a refugee during the World War II with his family in 1940 when he was twelve. When Li Ka-shing was just 15 years old his father became ill with tuberculosis and died. Li was forced to drop out of school and take up a job as a salesman in a plastic factory to support his family. He worked very hard, often working 16 hours a day, with seven days a week. Intelligent, hardworking and determined, he was promoted to be the Factory Manager at 18. After gaining valuable experience in the plastic industry, Li was able to form his own business, a plastics company named Cheung Kong in 1950, at the age of 22.
