1 Harmonization of National legislation key points • Conception of developing of water resources (Parlament, 2003) • New version of Water Law harmonized with Water Framework Directive 2000/60 UE, which stipulates principles of Integrated Water Resources Management in river basins (from 2006) • Now is examine by Government RM • to be adopted by Parliament of Republic of Moldova in 2011. y Creation of two territorial - hydrographical districts: 1. Dniester 2. - (Cogilnic, Ialpug, Cahul and other transboundary small rivers flowing in Danube lakes) y Elaborating management plans y Creating Water Councils (Comities) till 2014-2015.

2 Lower Danube-Prut baseline transboundary cooperation • Danube Convention (Sofia, 1994) and Protection of transboundary watercourses and lakes (Helsinki,1992) • Agreement in water management cooperation on Prut and lower Danube between Agency “Apele Moldovei” and ANAR “Apele Romaniei” ( 1993). • New Agreement between Government of Romania and Government R.Moldova in cooperation and sustainable developing of water management and protection and of Danube and Prut rivers (Chisinau, June 2010). Entering in force 3 November 2010. Main stakeholders Ministries of Environment and Agency “Apele Moldovei” and ANAR “Apele Romaniei” ). • Existing Agreement between Government of RM and Cabinet of Ministers of on common watermanagment and protection of transboundary watercourses (Chisinau, 1994). Working group on Danube lakes.

4 Baseline watermanagement in lower Danube and Prut • Ministry of Environment, State Ecologic Inspectorate and rayonal Inspectorates (Cantemir, Cahul, , Taraclia), Agency of “Apele Moldova” and local subdivisions tehnological irigation stations (STI “Cahul”, “Vulcanesti”) • new subdivision of Agency “Apele of Moldovei” - State Enterprise “Basin Water Management Department” created by Government Decision from March 2009 Activites: 1. Coordination of authorization water permit for all kinds of water users in Prut and Danube territorial hydrographical districts. 2. State evidence of water use, Water Cadastre (data collecting, proceeding and reporting for ME, National Bureau of Statist on compartment of “water use” (“vodhoz”) conjointly with State Hydrometerological Service and Agency on Geology and Mineral Resources. 3. Executing river management plans

5 Strategy of UE on Danube Region 2010 GoRM adopted Government Decision nr.694 from 04.08.2010 proposals of RM in Strategy of UE on Danube Region Environment protection and management of water resources • Thus it is necessary to keep the river Danube as the harmonious and not polluted space for residing, protecting its biological variety and ecological equilibrium.

• Five Priority actions:

6 Action # 1.

The prevention of pollution Danube basin/ ecological safety: - Inventory of sources of pollution of water; - The prevention of anthropogenous risks; - Improvement of monitoring in the Danube basin by introduction online of systems of data transmission; y Maintenance of monitoring of quality of factors of an environment (atmospheric air, transboundary superficial waters, atmospheric adjournment, deposits, etc.), including in real time, equivalent and operative information interchange at a level of basin; - Reduction of all dumps of sewage; - Improvement of management of firm waste products; - Development together with Romania and Ukraine of the plan of management of a hydrographic river basin Prut and the Danube lakes!!! y

7 Priority action #2 y The prevention and reduction of consequences of natural disasters: - Development together with Romania of plans of emergency actions in case of acts of nature and models of management of risk of flooding in a river basin Prut; - Increase of efficiency of operation of hydraulic engineering unit Costedti-Stinca on the river Prut;

8 Priority Action # 3 y Protection of a biological variety and transboundary natural areas: - Creation biosphere reservations; - Protection, preservation and restoration natural ecosistems, in particular damp zones; - Creation / restoration of protective strips of the rivers in the Danube basin; - Drawing up of a cadastre and monitoring of rare species, including sturgeon;

9 Priority action #4 Mitigation of consequences of climatic changes: - Development of cooperation on a deepening of a technological transfer in sphere of mitigation of a phenomenon of climatic changes by introduction of technologies, friendly to an environment, and reductions of issues of hotbed gases; - Promotion of sources of renewed energy and model of "green" development as engine of economic growth and steady development of region;

Creation of uniform legislative base of preservation of the environment and water resources management in the Danube pool and consolidation of transboundary cooperation in the field of an environment: - Unification of the quality standards; - Perfection of legal base of bilateral cooperation; - Adaptation of the national legislation to Instructions of the European Union on environment; - Ratification by the Danube countries of existing multilateral agreements in the field of environment; - Cooperation between bodies of the control and intervention and mutual information interchange about all actions undertaken in the given area

11 Future steps Strategic point of view 1. To start planning have water management plans for sustainable planning of lower Danube 2. Delimitation of water bodies after WFD 3. Involving all stakeholders, public participation 4. New water quality standards in monitoring 5. Hydrological monitoring (flood prevention and protection, small rivers sanitary flows, water scarcity etc.) 6. Developing GIS 7. Effective Cooperation between basin neighbouring states Republic of Moldova, Ukraine and Romania
