SUMMARY

At the end of April 2014, major rehabilitation of the westerly section of the Gardiner Expressway commenced. The work comprises three major construction projects including the replacement of the west deck of the elevated section generally between Strachan Avenue and Bathurst Street, the replacement of the median on a portion of the at-grade section, and bridge structural rehabilitation. The replacement of the west deck will be undertaken in two stages, with a two-month break in July/August 2015 during the Pan Am Games, and will be completed by December 2016. These works require the closure of one lane of traffic in each direction and, as a result, some motorists seek alternate routes for their daily commutes to avoid the traffic delays on the Gardiner Expressway.

King Street is one convenient alternative connection providing access to and from the west via The Queensway. In order to improve traffic flow on King Street and enhance the vehicle capacity of the east-west corridor in the southern portion of the city, it is recommended that the peak period parking and traffic restrictions that currently exist on King Street between Bathurst Street and Jarvis Street (7-10 a.m. and 3-7 p.m.) be extended westerly from Bathurst Street to Roncesvalles Avenue and easterly from Jarvis Street to Parliament Street. These changes will not only help vehicular traffic flow on King Street but also improve the King Street streetcar operations and service, which is the TTC's busiest surface transit route carrying approximately 60,000 passengers on an average weekday.

RECOMMENDATION

Transportation Services recommends that:

1. City Council approve the extension of the hours of the traffic and parking regulations on King Street between Bathurst Street and Roncesvalles Avenue and between Jarvis Street and Parliament Street to encompass 7:00 a.m. to 10:00 a.m. and 3:00 p.m. to 7:00 p.m. as contained in Appendix 2 of the report (June 2, 2014) from the Director, Transportation Infrastructure Management, Transportation Services.

Financial Impact

The cost of implementing all signage changes associated with the introduction of extended peak period traffic and parking restrictions along King Street as recommended in this report, is estimated to be approximately $20,000. These funds are available in Transportation Services' 2014 Capital Budget in account CTP714-27 (Signs and Markings Asset Management).

The extended peak period parking restrictions on King Street between Roncesvalles Avenue and Parliament Street are expected to result in a reduction in the revenue generated by the metered parking along this section of King Street. The Toronto Parking Authority (TPA) has estimated a maximum potential revenue loss of $138,000 per year based on the full utilization of these parking meters during these additional restricted periods. In addition, the TPA will incur a one-time capital cost to implement the new metered parking hours estimated at $13,000.

The Deputy City Manager and Chief Financial Officer has reviewed this report and agrees with the financial impact information.

COMMENTS

On an average weekday, approximately 20,000 motor vehicles use King Street through the central section of the city. With the replacement of the Gardiner Expressway west deck in the vicinity of Exhibition Place, the replacement of the median between Ellis Avenue and Dufferin Street, the rehabilitation of three bridges between Humber River and Park Lawn Road, and the required closure of one lane of traffic in each direction to facilitate these works, King Street is serving as an alternate route for some motorists. The increase in traffic volumes on King Street has resulted in greater travel times and delays for motorists. It has also affected the service and operations of the King Street streetcar which is the TTC's busiest surface transit route carrying approximately 60,000 passengers on an average weekday.

The City has implemented a number of mitigating measures to minimize the disruption associated with the west deck replacement of the Gardiner Expressway (e.g., signal timing changes and coordination on parallel arterial streets). Further measures are being

considered and assessed to determine whether additional relief to traffic and transit can be provided on King Street.

In early March, extended peak period parking/stopping and turn restrictions were introduced on the central section of King Street as a result of the congestion reduction measures recommended in the Downtown Transportation Operations Study (DTOS). The restrictions were extended to 7 to 10 a.m. in the morning and to 3 to 7 p.m. in the afternoon to reflect the growth in traffic volumes during the "shoulder" periods. The limits of the DTOS study area were Bathurst Street in the west and Jarvis Street in the east. However, a recent review of traffic operating conditions west of Bathurst Street and east of Jarvis Street indicate that congested conditions during the shoulder periods also exist in these areas. Recent surveys also indicate that streetcar travel times have increased by approximately 10 to 15 percent during these periods.

On the basis of this review, it is recommended that existing peak period turning prohibitions, and parking and stopping restrictions in these areas (westerly from Bathurst Street to Roncesvalles Avenue and easterly from Jarvis Street to Parliament Street) be extended to 7:00 a.m. to 10:00 a.m. and 3:00 p.m. to 7:00 p.m. to be consistent with the peak period restrictions in the central area between Bathurst Street and Parliament Street.

All amendments to Toronto Municipal Code Chapter 950 (Traffic and Parking) and Chapter 910 (Parking Machines) required to implement this change are outlined in Appendix 2.
