(DMA) was passed by Congress to emphasize the need for mitigation planning to reduce vulnerability to natural and human- caused hazards. DMA 2000 amended the Robert T. Stafford Disaster Relief and Emergency Assistance Act (Stafford Act; 42 United States Code 5121 et seq.) by repealing the act’s previous Mitigation Planning section (409) and replacing it with a new Mitigation Planning section (322). To implement the DMA 2000 planning requirements, the Federal
