Arrangements We are pleased to be back at the Crowne Plaza Hotel again this year. I think everyone would agree that last year’s Grand Session was a pleasant experience. Once again, we will have our hospitality suites open during the session for our guest. However, in order for everyone to enjoy our meals, the suites will close 30 minutes prior to all meals and reopen 30 minutes after all meals. Please drop by and enjoy the fellowship. Grand Secretary’s Report Grand York Rite Convention Account 2019 Our 2019 Grand York Rite Session was a great success. We had 58 members present, 24 ladies and 13 distinguished guests for a total of 95 in attendance. An accounting of the event follows: Bank balance on 1/1/2019 $6,960.38 Income: Registration $8,798.00 Hospitality auction $ 302.00 Total income $9,100.00 Expenses: Registration refunds $ 190.00 Hotel fees $8,171.99 Hospitality cost $ 173.63 Preprint $ 456.82 Total expenses $8,992.44 Net Income $ 107.56 Bank balance on 3/31/19 $7,067.94

South Central Conference Financial Report The Grand York Rite Bodies of Arkansas hosted the South Central Conference on September 20 & 21, 2019, at the Crowne Plaza Hotel in Little Rock. We had 188 members pre-register and with late 2 registration gave us a total of 195 registered. There were 179 in attendance. The president of the Conference this year was ME Charles Ferguson, IGM. He was assisted by Silas Wilson, GHP and Ronald Tucker, GC AND THEIR WIVES!! Most of the officers of the Grand Chapter, Council and Commandery of Arkansas attended. Brother Troy Cole served as registrar of the Conference. Friday morning was devoted to speakers that Arkansas provided. They included Justin Morris, James Graham, Joe Rouse and Steven Tiner. We also arranged for a recipient of a RARA grant to do a video conference presentation which was also well received. The following is a financial accounting of the Conference:

Note: the conference income and expenses were handled through our Convention account. This account was established to handle the transactions related to our Grand York Rite Sessions. On December 31, 2019 the balance in that account stood at $11,094.54. With no outstanding accounts payable or receivables. Fraternally submitted, Dick E. Browning Grand Secretary/Recorder Grand York Rite Audit Committee The Joint Audit Committee met on January 30, 2020 to audit the Grand York Rite’s Grand Secretary’s and Grand Treasurer’s financial records. The Audit Committee found the Grand Secretaries financial records organized, easy to review, all bank statements present and the records of the three bodies in separated books. All accounts were accurate, monies for all accounts balanced and no problems with the accounts were discovered. The Audit Committee also reviewed the Grand Secretary’s accounts for the Holy Land Pilgrimage, Eye Foundation, and Convention account. All financial records were in satisfactory condition. The Audit Committee also reviewed the Grand Treasurer’s financial record. All the bank statements and records were in proper order presenting no financial problems. There were only three checks written from each body and the financial records were in order.

Life Membership Fund Report The Life Membership fund had a good year in 2019. We had income from dividends and interest of $10,322.62. The value of our investments increased by $21,186.99. When taken together that represents a growth in the value of the fund of 11.3%. At 12/31/19 the corpus of the fund stood at $212,395.66. The total value of the fund which includes unrealized capital gains and non-distributed gains and earning from previous years was $279,310.03. As per the vote of the delegates at last year’s convention, the fund will also pay a bonus of $4,000 each year for the next five years to the local bodies. As a result of the changes made in the Fund plan by the delegates last year, we have been able to rebalance the fund to allow for better growth and income. But the biggest results of those changes are that we are allowed to pay out part of the capitol growth in addition to the income earned to the local bodies. The committee recommended and the presiding grand officers approved the payment of 7% dividend on Life Memberships for 2019. The committee recommends that the following changes be made to Life Membership Laws in Section (e) of each body as follows (delete what is in strike through and add that which is in italics: (e) Upon a companion’s death, his name will be removed to the Memorial Listing, and all monies paid by him will be retained in the fund ad infinitum as a memorial to him. The chapter will continue to receive the interest derived except for the 25 cents administrative cost and will be exempt from paying per capita upon him. continue to pay the per capita tax due on him at the time of his complete payment of the Life Membership fee. Magazine Inserts Report

Most Excellent Grand High Priest, Most Illustrious , Right Eminent Grand Commander and all Companions and Sir Knights of Arkansas: It has been my pleasure to serve as your editor for the “Arkansas Royal Arch” in the Royal Arch Magazine and for the “Arkansas Supplement” in the Knight Templar Magazine again this past year. I thank all of you who contributed information and/or photos this year. Especially, those Committee Chairmen who have submitted information for publication, and our late Grand High Priest, M.E. Companion Silas Wilson and our serving Grand High Priest, M.E. William Ronald Frizzell; Grand Master. M.I. Companion Charles Ferguson; and R.E. Grand Commander Ronald Tucker for their timely assistance. I feel our Grand Bodies should continue to support and participate in The Royal Arch Magazine. (Participation in The Knight Templar Magazine is part of our membership in the Grand Encampment.) To those who have been installed as local officers for the coming year, I encourage you to send information regarding your Chapter, Council and Commandery’s upcoming activities. For the “AR Royal Arch”, material should be sent at least 15 days prior to the first day of a quarter. For the “AR Supplement”, all materials must be received by the 20th of the second month prior to the month in which you wish to have your information appear. News and photos about activities that have already occurred are welcome as well. Please send all such information shortly after the event so that a timely article can be written. If you will send bare facts (or even call me with the info), and hopefully a picture or two, I will be glad to work with you to write a story about your event. Joint Recommendations Companions and Sir Knights, the following two recommendations are from the presiding officers of the Grand York Rite of Arkansas. They are made in this manner because they affect all three bodies and in order to be effective need to be enacted by all three.

Recommendation 1 - Bank account signatories In order to assure smooth financial operations of the Grand York Rite of Arkansas; the Grand Chapter, Grand Council, and Grand Commandary of Arkansas; and the Subordinate Chapters, Councils, and

Commandaries of Arkansas it is the recommendation of the Grand High Priest, Grand Master, and Grand Commander that:  A minimum of 3 (three) signatories be required on each Grand York Rite Checking account and investment account(s). Two of the signatories being the Grand Recorder and the Grand Treasurer. The third signatory being elected by the delegates and serving indefinitely.  The same action be taken for all Grand Chapter, Grand Council, and Grand Commandary checking and investment accounts. The third signatory being elected by the delegates to each body and serving indefinitely.  Each subordinate Chapter, Council, and Commandary be required to have a minimum of 3 (three) signatories on their checking and investment accounts. The signatories to be determined by election and serving indefinitely.

Recommendation 2 - Grand York Rite Joint Committee on Education The Grand York Rite of Arkansas amend its Bylaws as necessary to establish a Joint Committee on Education which will: Be responsible for: The development and maintenance of educational resources as needed The research of existing resources within the Jurisdiction and the Jurisdiction of other Grand York Rites Cataloging of resources, materials, and programs Development and maintenance of educational programs as needed Publication and dissemination of education materials Assisting the Blue Lodges of Arkansas with their educational needs Assist the of Arkansas with their educational needs Development of curricula and guides to assist in the advancement of officers and the brethren Will consist of six (6) members, two (2) members from each Grand Body (Grand Chapter, Grand Council, Grand Commandary) Members to be appointed by the highest-ranking Grand Officer of each body Members to serve five (5) year terms. The first five member terms being staggered such that at least one new member will be appointed each year Members should be masons with maturity and/or experience. Experience in masonic history, masonic philosophy, masonic law, parliamentary procedure, and business operations are preferred; and, Meet at least quarterly and report its activities to the Grand York Rite Delegates at the annual communication of the Grand York Rite of Arkansas Respectfully submitted, William R. Report of the Charters and Dispensations Joint Committee Charters: The companions of Damascus asked what was needed for them to form a Commandery. The information was passed along and Sir Knight TJ Henwood was appointed to assist. Hugh de Paynes has given approval to form that Commandery being that they are the nearest one. So far that is all that has taken place. On January 6, 2020, the York rite bodies of Bentonville voted to merge with the York rite bodies of Fayetteville. On January 15, 2020, the Fayetteville bodies voted to accept them. This merger was completed on January 21, 2020. Dispensations: Grand Commander’s dispensations All dealt with Time and Place and were within the scope of his authority. For details please refer to the Grand Commander’s report. Illustrious Grand Master’s dispensations All but one dispensation dealt with time and place and were within the authority of the Illustrious Grand Master. The other dealt with allowing a council to appoint a Pro Temp PCW after the elected PCW resigned due to health reasons. This is also allowable under the Illustrious Grand Master’s authority. Report of the Most Excellent Grand High Priest William R. Frizzell Companions: It was with a heavy heart that I assumed the position of Grand High Priest following the passing of our dear friend and companion MEGHP Silas Wilson. Since assuming his role I have tried to keep his wishes in mind and have tried to fulfill his year as he would have wanted. I want to take this opportunity to thank all of you for the prayers and support you have given me as we complete the 2019/2020 year. I especially want to thank our Grand Secretary MEPGHP Dick Browning, Illustrious Grand Master Charles Ferguson, and Right Eminent Grand Commander Ron Tucker for their support, advice, patience, and friendship. They have been true Principle Sojourners by leading me by ways I knew not and paths I have not known. Serving as your Grand High Priest has been an honor and a privilege. It has been a pleasure to have the opportunity to visit a few of our Chapters and see the good work being performed around the state. In my travels, I have thoroughly enjoyed the hospitality, good food, and companionship shown me by the committed companions. Thank you for being active and taking the time to attend your stated convocations. Your dedication and hard work are greatly appreciated and provide great encouragement and confidence that our Chapters will continue to prosper. To those not attending or active in their Chapter, I hope you will rededicate yourself. You are truly missing out on a great opportunity for fellowship, education, and service. The following are the actions and activities of MEGHP Silas Wilson of which I am aware. There may be others which have not come to my knowledge.

Actions: March 28, 2019 – A request to move the domicile for Lafayette Chapter #7 from its current location to 6877 Princeton Pike, Pine Bluff, AR, 71602 was granted. April 24, 2019 – An order was issued to have a memorial read, laid in the minutes of the Chapters of Arkansas, and that the Chapter alters be draped for 30 days in the name of MEPGHP Johnnie Dean Savage who passed away on April 21, 2019. April 29, 2019 – A request for dispensation to allow Union Chapter #2 to move the domicile for its summer stated convocations as follows: June – Big Rock Lodge #633 North Little Rock, July – Crescent Lodge #403 North Little Rock, and August – Iron Springs Lodge #342 south Little Rock. (I did not receive a written copy of the dispensation being granted but it is my assumption that it was granted) Decisions: October 1, 2019 – Grand High Priest Decision 1-2019: “I was asked how a Chapter could receive a petition for affiliation from a Companion who had belonged to an Arkansas Chapter, that is now defunct, and he does not possess a demit. I was told that upon a search of the membership records of the Grand Royal Arch Chapter of Arkansas, no record was found. I searched the Digest of Laws of the Grand Chapter of Arkansas and found no section of Law dealing with this exact question. However, Section 48, paragraph (f) speaks to the issue of a lost demit. It provides for a Secretary of the Chapter to issue another demit. This cannot happen since the Chapter is now defunct. This section goes on to say ‘or some evidence of his former membership which will satisfy the Chapter…’. Therefore, it is my decision that in cases like this, that the Secretary contact the Grand Secretary to see if any record of his membership exists. If none exists, the Companion, being known as a Master Mason, m[a]y certify that he was made a Royal Arch mason, giving the name of his Chapter and the approximate dated of exaltation. His certification will satisfy the demit requirement. Given under my hand this first day of October, 2019, and cause the Seal of the Grand Chapter to be affixed in the City of Little Rock, Arkansas [signture] Silas M. Wilson, Grand High Priest Attest: [signature] Dick E. Browning Grand Secretary” Activities: I am personally aware of MEGHP Wilson attending the Hot Springs festival and the South Central Conference, and an official visit to Union Chapter #2. This concludes the actions and activities of MEGHP Silas Wilson. The following summarizes the actions and activities I have undertaken since taking office as Grand High Priest. October 10, 2019 – Around 3:25 pm I was informed the MEGHP Silas Wilson had passed away. October 11, 2019 – I issued an order for the Grand Secretary Dick Browning to issue a memorial to be sent to all Arkansas Chapters informing them of the passing of MEGHP Wilson and ordering that the

12 memorial be read in the Chapter’s next stated communication and that the Chapter’s charter (should have been altar) be draped for 30 days in memory of Companion Wilson. October 14, 2019 – I attended the funeral of MEGHP Silas Wilson. That night, at the regular stated communication of Union Chapter #2, I took the oath of office as MEGHP. MEPGHP Steven Tiner REGK of the General Grand Chapter RAM International performed the installation with Paul Wilson serving as Marshall and MEPGHP Steve Gregory serving as Chaplain. October 15, 2019 – I asked the Grand Secretary to send a letter to all Grand Officers and Chapter Secretaries outlining the events that had taken place since MEGHP Wilson’s passing and my expectations for the remainder of his term. January 2, 2020 – I issued an order for the Grand Secretary to issue a memorial to be sent to all Arkansas Chapters informing them of the passing of MEPGHP Earl Tubbs (1982) and ordering that the memorial be read in the Chapter’s next stated communication and that the Chapter’s charter (should have been altar) be draped for 30 days in memory of Companion Tubbs. Actions: October 14, 2019 – I appointed MEPGHP Michael Lockhart to serve as Grand Scribe for the remainder of the year December 6, 2019 – I directed the Grand Secretary to make a $50 memorial donation to RARA in the name of MEGHP Silas Wilson. The funds to come from the Grand Chapter Contingency Fund. December 7, 2019 – I approved request by Grand Secretary to donate $250 to the Building Endowment (Double Eagle) fund. January 9, 2020 – I directed the Grand Secretary to make a $50 memorial donation to RARA in the name of MEPGHP Earl Tubbs. The funds to come from the Grand Chapter Contingency Fund. Decisions: January 23, 2020 – “On January 16, 2020 I was informed by the Grand Secretary that the Bentonville York Rite Bodies had voted to merge with the Fayetteville York Rite Bodies on January 6, 2020. He had received the minutes and noticed that the Council (Bentonville Council #79) had opened with the Commandery and Chapter declaring open for joint business. The question he had was the minutes reflected only 7 members in attendance, which is adequate for the Council and Commandery he did not know if it was adequate for the Chapter and asked my ruling. Article III, Section 3 of the Grand Royal Arch Chapter of Arkansas By-Laws allow for opening in one Body and declaring the other Bodies open. It does not address a required number needed for the Chapter. This law was enacted when the required number to open any of the three York Rite Bodies was the same. At the 2019 Grand Sessions the Council and Commandery change the required number to open to conduct business to 5; the Chapter chose not to change their law. For several months the Bentonville Bodies have been trying without success to get enough members to a meeting to merge. They followed all the requirements to notify the membership and set a meeting date in December; only 3 were present. They set another meeting for January 6, 2020, and at that meeting 7 members attended. They have been diligent in doing what is the right thing for York Rite Masonry in their community and in my opinion have made extensive efforts to get the required number to meet.

2. Constitution, Bylaws, and Digest of Laws: It be the standard practice of each Chapter in Arkansas to provide each newly made Companion a copy of the Constitution, Bylaws, and Digest of Laws at the time of their exaltation.

3. Per Capita: The decreasing numbers in membership experienced over the last few years and the increase in cost of operations has created a need to increase the per capita. Currently the per capita collected is $13.65 plus the per capita for the General Grand Chapter ($3.00) making the current per capita $16.65. In order to meet the current and immediate future operating obligations for the Grand Chapter of Arkansas: I recommend the per capita be increased by $5.00 making the total per capita be $21.65 effective for the billing year 2020.

4. That the Grand York Rite of Arkansas amend its By Laws as necessary to establish a Joint Committee on Education Which will A. Be Responsible for; The Development and Maintenance of educational resources as needed The research of existing resources within the jurisdiction and the jurisdiction Of other Grand York Rites Cataloging of resources, Materials, and programs Development and maintenance of educational programs as needed Publication and dissemination of education materials Assisting the Blue Lodges of Arkansas with their educational needs Assist the Grand Lodge of Arkansas with their Educational needs Development of curricula and guides to assist in the advancement of Officers and the brethren B. Will consist of (6) six Members, (2) two members from each Grand Body Grand Council Members to be appointed by the Highest Grand Officer of each body. Members to serve for a (5) year term. The first (5) five members term being Staggered such the Members should be Masons with maturity and/or experience. Digest and Ritual Committee

The Digest and Ritual Committee recommend the following change to the Digest of Laws and the addition to the Ritual book upon its reprinting.

To Section 24 add to that paragraph: “A Chapter may open to conduct business only with five (5) members entitled to vote and an officer authorized to open and conduct the business of the Chapter. When this is done, the opening shall be by declaration and consist of purging the Chapter, tyling the Chapter, displaying the Great Lights, pledge of allegiance to the flag of the United States and an opening prayer.” . The Grand Chapter reaffirms the requirement of nine (9) to open a chapter for the purpose of conferring the Royal Arch Degree, 8 for the Mark Master and 7 for the Past Master and Most Excellent Master degrees. REPORT OF THE COMMITTEE ON JURISPRUDENCE GRAND CHAPTER Most Excellent Grand High Priest, Grand Officers and Companions: We, the Committee on Jurisprudence, commend the Grand High Priest in particular for assuming the position of Grand High Priest after the untimely death of MEGHP Silas Wilson and our Grand Secretary and MEPGHP Dick Browning for providing the Committee with the Grand High Priest’s report and the resolutions to be considered by this Grand Convocation in a timely manner. We found the Actions MEPGHP Silas Wilson on March 28, 2019, April 24, 2019 and on April 29, 2019 were within the Scope of his Authority. On Decisions: October 1, 2019 – Grand High Priest, “was asked how a Chapter could receive a petition for affiliation from a Companion who had belonged to an AR Chapter, that is now defunct, and he does not possess a demit….” After adequate research, MEGHP Wilson decided that in cases like this, that the Secretary contact the Grand Secretary to see if any record of his membership exists. If none exists, the Companion, being known as a Master Mason, may certify that he was made a Royal Arch mason, given the name of his Chapter and the approximate date of exaltation. His certification will satisfy the demit requirement. This committee finds this decision appropriate according to these circumstances.

The Activities of MEGHP Wilson attending the Hot Springs festival and the South Central Conference, and official visit to Union Chapter #2 within the Scope of his Authority.

The Actions listed in the MEGHP’s report were appropriate, however there was question about which fund the $250 for the donation to the Scottish Rite Building Endowment (Double Eagle) fund came from.

This committee reviewed the Decisions, Dispensations, Visits and Recommendations and determined that they contained nothing that was outside his prerogative as MEGHP and required no action of this committee.

This committee will also review questions concerning the reinstatement of two expelled Master Masons who were reinstated as Masons at large by the delegates to the 177th annual communication of the Grand Lodge of AR. The question was when the two Masons are eligible for reinstatement in the Chapter. These will be review previous to our Grand Session.

Illustrious Grand Master’s Report MI Charles H. Ferguson

Past Grand Masters, Grand Council Officers, Companions all: Thank You for the privilege of allowing me the opportunity of being elected to the bottom of the Grand Council line several years ago and allowing me to progress up the Grand Line to this position of Most Illustrious Grand Master. Without you dedicated Companions across this great state of Arkansas the Grand York Rite would not exist. To all of you I say Thank You and ask you as Companions to keep up your good works and to continue to ask your Masonic Brethren to come join you as we watch York Rite grow in our state. As we move forward in 2020, let us continue to support our General Grand King and soon to be elected General Grand High Priest Steven Tiner, in September 2020, in his work and endeavors as he reaches the top position in our General Grand Chapter and that we support all that he stands for and WHO he stands for in his usual vocation. As I tried to travel across the State, I did not get to make it to all of the Councils, due to some untimely illnesses with me and my wife. With some medicine changes, a minor surgery and doctor's appointments I am getting better and thru the grace of GOD we are on the mend. I want to say a big THANK YOU to my wonderful lady Louise for her support throughout the years of my journey in the Grand York Rite lines; Louise Thank You! To all the great ladies of York Rite, all over the state of Arkansas, who allow your husbands to attend their York Rite meetings. To those of you who helped the ladies in the hospitality rooms I can’t say enough, but to just say from the bottom of my heart Thank You. As you all know the Grand York Rite bodies of Arkansas hosted the South-Central York Rite Masonic Conference here in Little Rock at the Crown Plaza Hotel, it was well attended by all of the states in the South-Central conference. It was two days of York Rite information. The food was great, the fellowship was great and the hospitality was outstanding. Next year’s conference will be in Kansas. I also want to say thank you to MEPGHP Dick Browning for his counsel and guidance out of the Grand York Rite Office as he helped keep our journeys on course, thank you Dick. As I retire as your Most Illustrious Grand Master, my challenge is to all Councils in our great State is to contact your membership and invite them back to Council meeting. It's as easy as a simple phone call, e-mail or personal visit, will you except the challenge? I pray you will. To all the companions who worked in the degrees at your Councils thank you for learning the ritual work. You are the back bone of your council and, for some, learning the ritual is a joy. To hear good ritualist is inspiring. Some of the ritual parts are not easy to learn, which is not to say that all companions are not good ritualist.

Dispensations

1. On March 27th2019 I received a request from English Council #14 to move their Domicile to 6877 Princeton Pike immediately so as to be able to meet in their new building. Dispensation was granted.

2. On April 29th 2019 I received a request from the Recorder T J Henwood of Occidental Council #1 for a Dispensation to change the time and date of May 16th @ 6:30 PM to May 23rd @ 5:30 PM to allow time for the Hugh De Payne Commandry Ascension Service. This was granted.

3. On July 25th 2019 I received an e-mail from companion Robert Gipson the Recorder of F D Goza a request as to what they needed to do in his Council after receiving a request from companion Ralph Boen who is their sitting Principle Conductor of the Work who wishes to resign because of health reasons. I instructed companion Gipson to pro temp the station with another companion until the next yearly election of officers and elect a new PCW. He agreed.

4. On October 8th 2019 I had a conversation with companion Bobby Bennett the Recorder of Giblim Council #61 requesting that Giblim Council #61 could make Jim L Rorie an Honorary Thrice Illustrious Master the Request was granted.

5. On December 8th 2019 I received a request from T J Henwood Recorder of Occidental Council #1 for a dispensation to open their chapter @ 5:30 PM to conduct their business and allow more time for Hugh De Payne Commandery’s Christmas observance program. This was granted.

Recommendations

1. On December 18th 2019 in order to assure a smooth financial operation of the Grand York Rite of Arkansas the Grand Council; and the Subordinate Councils of Arkansas it is the Recommendation of the Grand Master that A minimum of (3) three signatories be required on each Grand York Rite Checking Accounts (2) of the Signatories being the Grand Recorder and the Grand Treasurer. The Third signatory being elected by the delegates and serving indefinitely. 2. The same action be taken by each subordinate Councils across the state of Arkansas be required to have (3) three signatories on their checking accounts. The signatories to be determined by election and serving indefinitely 3. That the Grand York Rite of Arkansas amend it’s By Laws as necessary to establish a Joint Committee on Education Which will C. Be Responsible for; The Development and Maintenance of educational resources as needed The research of existing resources within the jurisdiction and the jurisdiction of other Grand York Rites Cataloging of resources, Materials, and programs Development and maintenance of educational programs as needed Publication and dissemination of education materials Assisting the Blue Lodges of Arkansas with their educational needs Assist the Grand Lodge of Arkansas with their Educational needs Development of curricula and guides to assist in the advancement of Officers And the brethren D. Will consist of (6) six Members, (2) two members from each Grand Body Grand Council Members to be appointed by the Highest Grand Officer of each body. Members to serve for a (5) year term. The first (5) five members term being Staggered such the Members should be Masons with maturity and/or experience. Experience in Masonic history, Masonic Philosophy, Masonic Law, Parliamentary procedure, and business operations are preferred; and Meet at least quarterly and report its activities to the Grand York Rite Delegates at the annual Communication of the Grand York Rite of Arkansas.

4. Per Capita: The decreasing numbers in membership experienced over the last few years and the increase in cost of operations has created a need to increase the per capita. Currently the per capita collected is $11.35 plus the per capita for the General Grand Council ($2.50) making the current per capita $13.85. In order to meet the current and immediate future operating obligations for the Grand Council of Arkansas: I recommend the per capita be increased by $8.00 making the total per capita be $21.35 effective for the billing year 2020.

Travel

1. On March 18th 2019 I Traveled to English Council # 14 at Pine Bluff for their stated meeting and all three Grand York Rite heads of bodies were present.

2. On April 16th 2019 I Traveled to Damascus Arkansas for a Most Illustrious Master’s degree and to install Illustrious Monty Fulmer in the Grand Council Line as Grand Sentinel.

3. On June 15th, 2019 I traveled to Hot Springs to join in on the 150th Celebration of Hot Springs York Rite and watch the Chapter degrees for 4 new Companions.

4. On July 13th 2019 I traveled to Jonesboro to the to enjoy the Chapter & Council Degrees on 8 new Companions.

5. On January 13th 2020 I traveled to Texarkana York Rite Bodies for their meeting night and enjoyed a outstanding Meal and fellowship.

6.On January 15th 2020 I Traveled to Fayetteville York Rite Bodies for their Meeting and enjoyed a very Delicious Meal and while I was there, they voted to accept the Bentonville York Rite Bodies to Merge their Membership with Fayetteville at which they had voted earlier to merge with Fayetteville.

7. On February 11th I plan to visit Batesville Chapter # 9 for their stated meeting and to join in on their Fellowship.

As I close this Most Illustrious Grand Master’s Report, let me say to all Companions across this great State thank you for the honor you have given me and to this Great office to which I had the privilege to hold this past year. Let the Great Light of Masonry shine in your life; may the God of Abraham, Isaac and Jacob, that God in whom you have put your trust, still sustain and guide you throughout your Masonic Life. I cannot close this report without remembering that I lost a dear friend and Companion Most Excellent Silas M. Wilson. Rest in peace my Brother, rest in Peace.

Report of the Committee on the Super Excellent Master Full-Form Conferral

Most Illustrious Grand Master, Grand Officers and Companions of the Grand Council, Royal and Select Masters of Arkansas: In consultation with Grand Master Charles Ferguson, it was determined not to have a State sponsored exemplification of the full form of the Super Excellent Master Degree in 2020. The exemplification in 2019 at the Temple was attended by only one Companion who had not seen the full form of the degree before. (There were several others in the audience, and a full cast.) It is the hope of this Committee that there will be sufficient interest among those Companions who have been Greeted since January of 2019 that a full-form exemplification will be feasible in January of 2021. Grand Commander’s Report Greetings Sir Knights, I want to take this opportunity to thank each Sir Knight for allowing me to serve as your Grand Commander. It was an honor and a pleasure to be able to represent the Grand Commandery of Arkansas. We had a fairly good year knighting several new Knights. However, our hearts were saddened at the loss of several good men. I’m unable to name all of our departed brethren but the ones I can name are Past Grand Commander Johnny Savage who passed away on the 23rd of April, Grand High Priest Silas Wilson on October 10th. Both were an important part of our York Rite Bodies. We also lost out of the Grand Encampment our Past Department Commander Douglas F. Mitchell. It is my prayer that God lift up the families of these men and protect and give them strength. I would like to thank our Grand Secretary Dick E. Browning without his help I would have been lost. Sir Knight Dick was always there to guild me and to give me support during this year. I would also like to thank our Grand Treasurer T.J. Henwood for his help as well. I made three General Orders this year to be effective immediately on the date it was recommended. May 2, 2019 GENERAL ORDER 1-2019 TO: All Commanderies in Arkansas FROM: R:.E:. Grand Commander SUBJECT: Class B Opening

Effective today the Class B Opening, as usually practiced in Arkansas, is no longer authorized. Commanderies are to use the standard opening(s) currently in our ritual book. This order is effective only during my term of office and is to be emailed to all Commandery recorders. Fraternally, Ronald Tucker Grand Commander Grand Commandery of Arkansas My thought is that not only are the Commanderies having trouble performing the opening they rarely have enough Sir Knights to do it. Therefore, it is my order to cease using the Class B. It is also not sanctioned by the Grand Encampment. This order is only during my term in office. General Order 2 – 2019 That the Grand Master of any grand jurisdiction, recognize by the Grand Lodge of Arkansas, is to be received under an Arch of Steel the same as the Grand Commander. This is to be done at the time of reception and introduction of grand officers or the Grand Commander. Grand Commander’s Travels April 16, 2019, I traveled with the Grand High Priest Silas Wilson and Most Illustrious Grand Master of the Council Charles Ferguson to Ananias # 156 at Damascus for a stated meeting of the Royal Arch. April 19, 2019, I visited Damascus Commandery #8 for their Easter observances. April 26, 2019, I along with the Grand Secretary traveled to West Helena, Arkansas to attend the funeral services of Past Grand Commander of Arkansas Johnny Savage. May 13, 2019, I made an official visit to St. Elmo # 13 at Batesville, Sir Knight Troy Cole, Grand Warder, accompanied me. May 23, 2019 Visited Hugh De Paynes Commandery # 1 and observed their Ascension meeting performed by E Grand Prelate Steven J. Tiner. After the Ascension service, I was introduced and received under an Arch of Steel. July 15, 2019, I Visited Gethsemane #31 at El Dorado, again accompanied by Sir Knight Troy Cole along with Sir Knight Bobby Turner. There were 9 in attendance and the Commandery was open in due form. This was the first time the Commandery had been open since October 13,2018, due to not having enough officers present. I advised them they could now open the Commandery with 5 members and business could be conducted, however no Rituals could be performed. August 24, 2019, I traveled to Little Rock and visited Hugh de Paynes for a Commandery Festival. There were 13 Knighted, TJ and the other officers did a fantastic job. Well done. There was a total of 30 Knights present and I was received under an Arch of Steel. January 13, 2020. Made an official visit with the Sir Knights of Cour de Leon Commandery. All was well, The GHP Ronnie Frizzell, M.I. Grand Master of the Council, Charlie Ferguson and Troy Cole the Grand Warder accompanied me on the trip. Had a good time and each Grand Office was able to speak about their Charities. January 15, 2020 The M.I. Grand Master, Troy Cole and myself traveled to Fayetteville Baldwin #4 and spoke with the Sir Knights. Fayetteville had just merged with Rogers #24 Bentonville which had several Sir Knights presents. There was a total of 20 Sir Knights a good turnout. The M.I. Grand Master and myself were introduced and were allowed to speak on our Charites. The Grand Warder spoke on the KTEF and how to be a life member. Commander’s Actions: March 19,2019, I spoke with Grand Secretary Dick E. Browning who informed me that we were having a conflict with the Crowne Plaza Hotel and that we would not be able to hold our Grand York Rite Conference on the second week of March. We discussed maybe moving it to the first week of March we would have to look into it. March 19, 2019, I spoke with our Department Commander of Knights Templar Jack Harper. He advised that no two (2) Grand Commanderies in the region can hold their Grand Concave on the same week of the same month. Since Louisiana holds theirs on the first week in March, we would need to move our Concave on the third or fourth week of the Month, we chose the 3rd week of the month, GS confirmed it with the Hotel.

March 21, 2019, I sent 5 names to the Grand Secretary to have them as Grand Representatives of other States near Arkansas. Those names are Troy Cole to the State of Texas, Billy Britt to Tennessee, Doug McConnell to South Carolina, Phillip McConnell to Missouri and Ronnie Frizzell to California. April 2, 2019, I received General Order-5 from the Grand Encampment of Knight Templar advising to appoint a Membership Committee and a Membership Chairman to the Grand Commandery. I had already appointed a Chairman David Ponder, with Chad Hogue and Monty Fulmer completing the committee. The Very Eminent Deputy Commander Paul Craig was advised to start working on putting in place a membership committee in each Commandery. September 19, 2019, I attended the South-Central Conference held at the Crowne Plaza Hotel here in Little Rock. We had 179 in attendance and had a great meeting. The Hospitality room was ran by our ladies, which did an awesome job, well done ladies. The ladies in charge were Louise Ferguson, Pat Wilson and my lady Lisa Tucker. October 3, 2019, I was informed by the Grand Secretary that the Past Department Commander Douglas F. Mitchell had left this world and passed into that Celestial Lodge above. It is the order of the Grand Encampment that all Charters be draped in his memory. I complied and asked the Grand Secretary to notify all recorders of each Commandery to drape their Charters as directed. October 4, 2019, I was contacted by Thomas Flowers of Ananias Chapter who stated they would like to start a new commandery and asked what needed to be done. As this was new to me, I advised Brother Flowers that I would look into it and get back with him. I contacted the Grand Secretary and asked him what needed to be done to start a new Commandery. He stated he would also look in to it. October 12, 2019, I learned that the Grand High Priest Silas Wilson had passed away. Silas was the Grand High Priest of the Grand Chapter, Past Most Illustrious Grand Master of Council of Royal and Select Master of Arkansas. He was also a devoted member and a Past Commander of Damascus # 8 in Pine Bluff. He will surely be missed. It is my recommendation that the Charters of all Commanderies in Arkansas be draped and remain draped for one month or until their next, Stated Meeting. October 22, 2019, I received from the Grand Secretary the following information concerning what needs to be done to open a new Commandery. A petition for Dispensation for a new Commandery may be signed by a Knight Templar residing within the territorial Jurisdiction of the proposed new Commandery. Petitioners who are members of a Commandery need not dimit but secure from the Recorder of their respective Commandery a Certificate of Good Standing under the Seal of the Commandery showing that the member has paid his dues. Under the Digest of Law Section 150 and 151 speaks of establishing a new Commandery. A: A petition for a new Commandery requires the signature of nine petitioners. B: A certificate of good standing issued by the Commandery in which they belong. C: All members of a Commandery U.D. at the time the Charter is granted become members of the new Commandery. D: The Commandery closest to them will have to send a consent and recommendation to allow the new Commandery. Since Hugh de Payens #1 was the closest, I informed T.J. to look into this and see what he could do to help this to happen.

October 12, 2019, I appointed T.J. Henwood my personal Liaison Officer to help establish a new Commandery in Damascus, Arkansas. October 16, 2019, T.J. informed me that there is a universal enthusiasm for starting a new Commandery. October 22, 2019, Hugh de Payens #1 consented to allow the York Rite in Damascus to start a new Commandery. A letter was sent to the Grand Secretary by e-mail. December 3,2019. The Grand Secretary informed me that the Grand Commander of Virginia informed us that the Representative of Arkansas near Virginia had resigned and asked that Edward Lingston Creecy be appointed to that position. I granted the request and advised the Grand Secretary. December 10, 2019, I received from Grand Secretary that Bentonville York Rite wanted to merge with Fayetteville due to not having enough members coming to the meetings. No action was taken on my part. A decision will be made by the delegates at the Grand York Rite Convention in March 2020. Grand Commander’s Decision Decision No: 1, To all Subordinate Commanderies I encourage each to have and observe Easter program during the Month of April. Decision No: 2, To drape Charters for the Loss of Silas Wilson the Grand High Priest. Decision No:3, on December 18, 2019 I sent out an edit to all Commanderies of Arkansas to celebrate this Joyous occasion we call Christmas. Remember the reason for the season is to celebrate the birth of our Savior Jesus Christ. DISPENSATION March 27, 2019, I granted Damascus # 8 a dispensation to move their Domicile from Sulphur Springs to their new address at 6901 Princeton Pike in Pine Bluff. May 1, 2019, I granted a dispensation to Hugh de Paynes #1 for them to move their date and time to accommodate the Grand Prelate ESK Steven Tiner so that he may lead an Ascension Service. December 6, 2019, I received a request from Hugh de Payens No:1 for a Dispensation to open early to accommodate the Commandery Christmas observance. I honored this request RECOMMENDATION 1. It is my recommendation that all Commanderies have three (3) signature on all checks, all CD’s and all accounts and all other written instruments under their Ownership. This is to avoid any interruption in case someone leaves or dies and the bodies need money or checks to close and pay their bills including their per capita. This would apply to the Grand Commandery of Arkansas’ accounts held with the Grand Secretary. The Grand Secretary and Grand Treasurer being the first to signatures with the other elected and the annual communications.

2. Per Capita: The decreasing numbers in membership experienced over the last few years and the increase in cost of operations has created a need to increase the per capita. Currently the per capita collected is $12.40 plus the per capita for the Grand Encampment of ($9.00) making the current per capita $21.40. In order to meet the current and immediate future operating obligations for the Grand Chapter of Arkansas: I recommend the per capita be increased by $5.00 making the total per capita be $26.40 effective for the billing year 2020.

3. That the Grand York Rite of Arkansas amend it’s By Laws as necessary to establish a Joint Committee on Education Which will E. Be Responsible for; The Development and Maintenance of educational resources as needed The research of existing resources within the jurisdiction and the jurisdiction of other Grand York Rites Cataloging of resources, Materials, and programs Development and maintenance of educational programs as needed Publication and dissemination of education materials Assisting the Blue Lodges of Arkansas with their educational needs Assist the Grand Lodge of Arkansas with their Educational needs Development of curricula and guides to assist in the advancement of Officers And the brethren F. Will consist of (6) six Members, (2) two members from each Grand Body Grand Commandery Members to be appointed by the Highest Grand Officer of each body. Members to serve for a (5) year term. The first (5) five members term being Staggered such the Members should be Masons with maturity and/or experience. Experience in Masonic history, Masonic Philosophy, Masonic Law, Parliamentary procedure, and business operations are preferred; and meet at least quarterly report its activities to the Grand York Rite Delegates at the annual Communication of the Grand York Rite of Arkansas.

Before closing I would like to take this opportunity to thank our Department Commander R.E. Jack Harper for all of his help, which was greatly appreciated. I would also like to thank my wife Lisa for her understanding and help she has given to me over the past few years. Without her help I could not have served as your Grand Commander. But most of all I thank my God for giving me the spiritual help needed to carry on. It has been a great opportunity to serve you all. Thank you, my friends and Brothers, and Sir Knights. KT Education Fund Committee Report This is a transition year for the Education Committee. The 2018 Committee awarded scholarships for the fall of 2019 and spring of 2020. Because of the changes made at the last Grand Commandery Session, the next available scholarships will be for the fall of 2020 and spring of 2021. The deadline for the fall is June 1 and for the spring is October 1. Because of these changes it is no longer required for the Grand Commandery to vote to approve the scholarships; the committee’s decision is all that is required. The Grand Commandery of Arkansas made substantial changes in the Education Fund awarding and administration of scholarship at the annual meeting in 2019. In 2018 the Grand Commandery voted to move the Educational Trust Fund to the management of the Grand Encampment which this year had a return on investment of 12.1%. KT Eye Foundation Report At the request of the Grand Commander, the Committee for the 52st Annual AR Knights Templar Eye Foundation Volunteer Campaign met and wishes to report the following:

 There are 765 active members in the AR Grand Commandery giving a total of $ 4,140 to the Knights Templar Eye Foundation.  Arkansas ranks 34th of all the 56 Grand Commandries worldwide.  The active member per-capita average for Arkansas Sir Knights (SK) is $5.41 each.  Of the 765 Arkansas Sir Knights there are 373 Life Sponsors or 48.8% of the Arkansas SK being Life Sponsors of the Templar Eye Foundation.  There are two Commanderies (Chandos and Ivanhoe) that have 96% of their members as Life Sponsors.  There are 5 AR Commanderies that have given over $400 to the KT Eye Foundation: Jacques DeMolay, Baldwin, Chandos, Ivanhoe, and Hot Springs (which donated $925).

Our Grand Commander’s goal is to increase the number of Life Sponsors in AR by requesting all the Commanderies add $30 to the new candidates’ fees. Also, he requests the Commanderies enclose a Life Sponsor form with their members annual dues notice and continue to remind the Commanderies of their obligation to contribute to the Knight Templar Voluntary Campaign. Holy Land Pilgrimage Grand Commandery of Arkansas The committee received two notices of interest for the trip to the Holy Lands with the following results. One from North East Arkansas wanting to take his wife with him. When advised that this was not possible, he hung up the phone! Another request was from South Arkansas wanting the committee to provide transportation to New York for he and his wife. He was informed that his Commandery would need to pay his way, however his wife would be unable to join him on the trip because it is for

Commandery members only. It is our suggestion that the incoming Grand Commander appoint a committee to establish rules to govern the policy for those attending. Funds available for this program are held in an non-interest bearing account at Simmons Bank. We had a balance as of 1/1/19 of $6,955.89. During the year we received two donations, one from Chivalry Commandery #38 for $200.00 and one from Arkansas Council of Knight Masons for $500. Grand Commandery Membership Committee Report 2020

Greetings Sir Knights, As you know, each commandery takes its own approach to increasing membership. Some of the following steps have been reported as having success and have been recommended to other Commanderies.  Having their blue lodge dogma promote York Rite during their visits and they make sure they have plenty of petitions to pass out  Coordinating efforts for a Public Servants and families Appreciation Dinner each year  Veterans and Widows of Veterans & family Appreciation Dinner each year  Putting up large banners in their dining hall for York Rite  Getting out in public more  Also, some have altered their agenda in doing business. Legally it can’t be changed, so they’ve just added to it. This has created some pretty good interest. Some of the items they bring up every meeting, some quarterly, some tri-annually, etc. In reading the minutes, they’re trying to mention any particular companion or sir knight that are Past HP, Past TIM, Past EC, etc.  Providing all Past presiding officers with a patent they will be proud to display in their home or office. This seems to be appreciated by the attendees.  Sending an e-mail a few days ahead to notify the membership of meetings and afterwards send text messages.  Social Media closed groups for members only. This has proven to be most valuable to the membership with regards to invitations, pictures with candidates and cast, providing a way maintaining contact, and just generally informative. And finally, there has been discussion about a statewide golf tournament being held at Hot Springs in 2020. Nothing has been finalized at this point, but the outlook at this time is favorable. Grand York Rite of Arkansas

Dear Secretary,

This is to serve as the official CALL for the 2020 Annual York Rite of Arkansas meeting. The meeting will be held beginning at 8:00 a.m., via ZOOM, on Saturday, August 29. ZOOM is a virtual meeting platform that the Grand York Rite has purchased to enable us to meet. This method has been approved by the Grand Master of Masons in Arkansas, M:.W:. David Bradley.

Please inform your delegates of this meeting and how the dais officers and past presiding officers can log on to participate. The pandemic has caused us to change the way we conduct our business. So, this meeting will be different that any of us have ever experienced. The Grand Presiding Officers have been working hard to make sure this is a pleasant experience and one that is worthwhile. We will be conducting all the business we normally do in our regular session. Please make every effort to attend this meeting.

I have mailed the 2020 Preprint, which you would normally get when you attend the annual meeting, to all secretaries, grand line officers and sitting presiding officers of subordinate bodies; it should arrive within a week. If you have others in your bodies who need a copy, it can be downloaded from our website at www.aryorkrite.org under the registration information for the Grand Session. The “2020 Preprint” has almost all the business we will conduct in it. Please read and be ready to ask your questions and vote. It is very important we have a good turnout for this meeting. It should be our largest meeting ever!! Why? Because there is no cost to you, no travel time, no meals to buy. Encourage your members to take part it this first-time event. (Be especially forgiving to your old Grand Secretary! I’m sure I’ll forget things, but we’ll make it happen).

Attached to this email are the “Supplement Reports” of the Grand High Priest, Illustrious Grand Master and the Grand Commander. These will be discussed and voted on at the meeting as well.

Here is how it will work. On Thursday 8/27 the secretaries, presiding officers, Grand officers, Grand committee members, and past grand presiding officers will receive an email from me ([email protected]) with an invitation to join the Grand York Rite Zoom meeting on Saturday, August 29. There will be a link to the meeting and a password. Click on the link or copy and paste it into your browser. You will need the password to join. If you have not already downloaded Zoom to your computer, the link should do that (it takes about 10 minutes) or you can go their website and download anytime prior to the meeting, IT IS FREE, www.zoom.us. You will be able to join the meeting anytime after 7:15 am on that Saturday. REMEMBER – we will “rap the gavel” at 8:00 a.m. sharp!

Some good information to know: 1. This is a tyled meeting – act just like you would in the annual meeting. 2. Dress appropriately – no t-shirts, ball caps, etc. While you don’t have to wear a suit, remember this is our annual meeting. It is important Masonic Work. 3. When you enter the meeting your microphone will be muted. You can un-mute and visit with the Companions and Sir Knights, however when notice is given that we are about to start, please mute your mic. 4. To address the “tyled meeting” topic again, please use a room in your home where “you”!!! will be the . Also, a room that is free of noise such as a radio, TV, or barking dog. 5. When you wish to address the delegates, un-mute your mic and address the presiding officer. Remember this is different for all of us, it could take some time to “get the swing of things” so relax and enjoy the meeting.

We will begin at 8:00 a.m. with the Joint Opening; when that has been concluded we will take a 10-minute break and then Open the Grand Chapter. When the Grand Chapter has finished all it’s business it will go to refreshment and we will take another 10-minute break and then Open the Grand Council. When the Grand Council finishes, we will take a 10-minute break and Open the Grand Commandery. When the Grand Commandery is finished we will take a 7-minute break and do the installation of Officers for 2020-2021. While we don’t know, I would suspect that somewhere in one of those Grand Session “lunch time” will come around; when noon comes, we will take a 30-minute lunch break and resume where we left off. DO NOT LOG OUT OF THE SESSION during the breaks. We want you to be comfortable so you can have a bathroom break when you need it, or coffee break, etc. I would encourage you to have a light, easy to fix lunch ready. You will be able to un-mute your mic and talk to the other delegates until we resume labor at 12:30.

We realize that there may be many who have not used the ZOOM platform, it is really very easy. In order to give anyone a chance to “practice attending a ZOOM meeting” I will hold two practice meetings, one on Thursday, August 20 at 7:00 pm and the other on Tuesday, August 25 at 7:00 pm. Invitations will be sent to the same group two days prior to the meeting and will be posted on our website.

Supplemental Report of the Most Illustrious Grand Master Companions All: Decisions: On February 11, 2020, I was asked a question concerning the reinstatement of two expelled Master Masons at large by the delegates at the 177th annual communication of the Grand Lodge of Arkansas. The question was when the two Masons were eligible for reinstatement in the York Rite Council? It is therefore my decision that before a Master Mason at large has a membership in a Regular Arkansas Lodge and has a Membership in a regular Arkansas Royal Arch Chapter that his membership in a Council cannot be obtained until these prerequisites are obtained. After his reinstatement into an Arkansas Blue lodge is obtained and after he is reinstated into an Arkansas Royal Arch Chapter he will be automatically reinstated in an Arkansas Council. You cannot go from a Master Mason and join a Council and bypass the Royal Arch Chapter. Therefore, I ruled that the steps from the original steps in Masonry should be followed and the principle be followed in this case. To prohibit Councils From meeting until further Notice Grand York Rite Session: Due to the Covid 19 outbreak the following decision were made concerning the 2020 Grand York Rite Session March 12, 2020, I signed a letter with the leaders of the Grand Chapter and the Grand Commandery to cancel the March 19-21 Grand York Session and reschedule it for June 18-20, 2020. March 17th 2020, I along with the Grand High Priest and Right Eminent Grand Commander jointly decided to move the dates for Arkansas Grand York Rite Session to August 27-29, 2020, due the Covid 19 Pandemic. May 13, 2020, I attended a meeting with the Grand Officers of the Grand York Rite to discuss future steps concerning the Grand Session. The Meeting resulted in a decision to cancel the hotel Contract and attempt to hold a virtual Grand Session meeting on August 29, 2020. The Grand Recorder was Authorized to pay $50.00 dollars for the Grand Councils portion of the subscription fee to Zoom which is the platform to be used to conduct the virtual Grand Session. Edicts: Edict #1 - On May 28, 2020, I Issued the following edict addressing the reopening of Subordinate Councils due the Covid 19. To: All Royal and Select Councils of Arkansas Subject: Reopening of Councils of Arkansas On May 14, 2020, Grand Master David Bradley issued a directive allowing Masonic Meetings to resume starting June 1, 2020. The directive also outlined the precautions to be adhered to for al Masonic Meetings. As we prepare to resume our Council stated meetings, it has occurred to me that due to our opening and closing practices additional precaution are in order. Therefore, I issued the following edict for opening of Council meetings in Arkansas. Until further notice the following directives apply to all Royal and Select Councils of Arkansas. 1. Grand Master’s David Bradley’s directives from his May 14, 2020, directive: *Commencing June 1, 2020, Lodges may hold Stated Meetings for the purpose of conducting regular business appropriate to a stated meeting. *NO handshaking will be permitted during this time until further notice. *Lodges may NOT hold special (called) meeting until further notice. *NO degrees will be conferred until further notice as social distancing cannot b maintained during a degree. *No meals will be cooked or consumed at the Stated Meeting within the walls of the lodge until further notice. HOWEVER, meals may be consumed and served in an outside environment outside the lodge. For example, such as a picnic style setting. *Strict social distancing rules as established by Governor Hutchinson will be followed, including the following:

1. All masons Must keep a 6-foot distance from other masons 2. Masons are strongly urged, but not required, to wear face masks. 3. Lodges are encouraged to have hand sanitizer available throughout the Lodge building. 4. Masons are encouraged to only attend their own respective Lodges, and not visit other Lodges a t this time. ONLY EXCEPTION to this is for the DDGM’s when they are on an official visit or on official business as directed o hen by the grand Master. 5. Most importantly, all Arkansas Masons are strongly encouraged Not to attend Lodge is they have any signs of illness or do not feel comfortable, at the present time, with attending. You are the sole decision maker as to whether you should attend Lodge. There is nothing more important at this time than the health and well-being of our Arkansas Masons. Please consider you brothers and help protect them. On July 28, 2020, I issued the following edict to update the May 28, 2020, edict and address the grand Master’s edict allowing degree work to resume. Edict #2 To: All Royal and Select Master’s Councils of Arkansas Sub: May 28, 2020, Edict #1 update All directives from Edict #1 of May 28, 2020, are still n effect with the following exception: Councils may now hold called meetings by following the same precautions as for a state meeting. On July 23, 2020, Grand Master David Bradley issued the Edict #7 allowing to resume conducting degree work. Due to the number of individuals required, the involvement, and their close proximity required in the degrees of the Royal and Select Masters Councils and based on wise council, and much thought and prayer, the following directive will continue to be in effect for all Royal and Select Councils of Arkansas. No degree work will be conducted until further notice. This was not an easy decision to make and it was nor taken lightly, however with the current virus situation and for the safety of our Companions it is the best step to take at this time. Hopefully in the near future this directive can be lifted. Once the pandemic shows signs of abating, hopefully by the first quarter of 2021, the Grand High Priest, Grand Commander and I are planning to hold a state-wide festival in order to help with the back log of degree work.

Actions: May 5, 2020 – At the request of the Grand Secretary, I authorized the Grand Treasurer to transfer $6,000 to the Grand Secretary to allow him to maintain the operations of the Grand Council. July 21, 2020 – I, along with the Grand High Priest and Grand Commander, requested a dispensation from the Grand Master of Masons in Arkansas to hold a virtual meeting for the 2020 Grand York Rite Session. Recommendations: That Section 2 of the General Regulations – General Grand Council be amended to read as follows: Sec. 2. This Grand Council shall have a Triennial Fund, held and funded by the Grand Treasurer, in the amount of $900.00 per Triennial period. From this fund will be paid the expenses not to exceed $900.00 for two delegates to the Triennial Assembly of the General Grand Council of Cryptic Masons International; $600.00 to the ranking Principle Officer who attends, or the proxy of the same if none of these attend, and $300.00 to the Grand Recorder as a permanent representative to the General Grand Council Triennial. (Pro. 1993, p. 40). (a). deleted This action will bring the Grand Council funding of attendance to the Triennial the same amount of money as the Grand Chapter and Grand Commandery.

Supplemental Report of the Most Excellent Grand High Priest William R. Frizzell

Companions: Since my January 22, 2020 report the following activities and actions have occurred: Decisions: February 11, 2020, I issued the following decision: On February 10, 2020 I was asked a question concerning the reinstatement of two expelled Master Masons who were reinstated as Masons at large by the delegates to the 177th annual communication of the Grand Lodge of Arkansas. The question was when the two Masons are eligible for reinstatement in the Chapter. My research of the Grand Chapter Bylaws particularly the Regulations for Subordinate Chapters resulted in the following pertinent sections: Article IV, Sec. 1 – requires petitioners to be “in good standing of some regular lodge” Article VII, Sec 44a – states: “Membership in a chapter should be dependent upon and co- existent with membership in a Lodge of Master Masons.” Article VII, Sec 52 – states: “When a chapter Mason is expelled or suspended by his Symbolic Lodge, either for Un-Masonic conduct or for non-payment of dues, it is not necessary to prefer charges against him in the chapter. On receipt of the proceedings of the lodge, duly certified by the Secretary of said Lodge, his membership in the chapter shall cease until he is reinstated by his lodge.” Article VII, Sec 52a – states: “When a member of a chapter has been suspended by his lodge, and no proceedings have been instituted in the chapter of which he was a member, nor in the Grand Chapter, his restoration to membership in the lodge restores him to all his rights in the chapter.” In my opinion, Article IV Sec. 1, Article VII Sec 44a and Article VII Sec 52 clearly indicate a Mason must be a member of regular lodge prior to being considered for membership or reinstatement. Article VII Sec 52a clearly states that once a Mason is restored to membership in the lodge all of his rights in the chapter are also restored. It is therefore my decision that the restoration of a Master Mason in a chapter is predicated on membership in a regular lodge and a Master Mason must be a member of a regular lodge before being restored in a chapter. Given under my hand this 11th day of February, 2020, and cause the Seal of the Grand Chapter to be affixed in the City of Little Rock.

Browning, Grand Secretary To prohibit Chapters from meeting until further notice Grand York Rite Session: Due to the Covid 19 outbreak the following decisions were made concerning the 2020 Grand York Rite Session: March 12, 2020 – I signed a joint letter with the leaders of the Grand Council and Grand Commandery to cancel the March 19-21 Grand York Rite Session and reschedule it for June 18-20, 2020. March 17, 2020 – I along with the Most Illustrious Grand Master and Right Eminent Grand Commander jointly decided to move the dates for the Arkansas Grand York Rite Session to August 27-29, 2020 due to the Covid-19 pandemic. May 13, 2020 – I attended a meeting with the primary officers of the Grand York Rite to discuss future steps concerning the Grand Session. The meeting resulted in a decision to cancel the hotel contract and attempt to hold a virtual Grand Session meeting on August 29, 2020. The Grand Secretary was authorized to pay $50 for the Grand Chapter’s portion of the subscription fee to Zoom which is the platform to be used to conduct the virtual Grand Session.

Dispensations: I received and granted the following: February 25, 2020 – A request by Union #2 to change their March 9 stated convocation time from 7:00 to 6:30 pm. February 29, 2020 – A request by Iris #151 to change their March 11 stated convocation time from 7:00 to 6:00 pm. This concludes my supplemental report. William R. Frizzell William R. After submitting my Grand Commander’s report, it came to my attention that the Grand Encampment had a new medal that could be issued to a worthy member of the commandery. Researching the medal, I believe that it would be a great asset to our Commanderys. The medal is the Meritorious Service Medal and it is an award that could be issued to any Sir Knight of any Commandery but only one medal per person and per commandery. As Grand Commander I spoke with the V.E. D. Commander and decided that the criteria should be that a Sir Knight must be a past Commander of his Commandery, must have been in the Commandery for at least 10 years and that he should have continues service in the commandry without any interruption in his service. That is to say for example (the Sir Knight could not have been suspended for non-payment of dues and then reinstated later after paying his dues). On March 10th, 2020 I received from the Grand Encampment of Knights Templar General Order No: 11 from the Most Eminent Grand Master Jeffrey N. Nelson. Sir Knight Nelson postponement of the Stated Conclave of a Grand Subordinate, or Constituent Commandery, due to the coronavirus. COVID-19. Sir Knight Nelson has authorized the Grand Commander or his designee to convene the Stated Conclave by means of teleconference or webcast provided that the necessary facilities are widely available to the members of the Grand Commandery and the Stated Conclave be conducted in full compliance with the requirements of Section 37 through 39 of the Constitution. However, on March 13th just 3 days later the Grand Master of Arkansas M:.W:. David Bradley suspended all Masonic activities in the state until March the 18th but later extended it until March 30th, and again later the Grand Master of Arkansas extended the date of suspension until April 20th. Therefore, causing this Commander to suspend the March Conclave of the Grand Commandery here in Little Rock until further notice. On May 4th, I received General Order No: 12 from the Grand Encampment of Knight Templars Most Eminent Grand Master Jeffery N. Nelson, stating that all in - person Conclaves of Grand Constituent or Subordinate Commanderies be prohibited until further notice. Furthermore, any such Conclave currently scheduled is hereby cancelled, this prohibition has no exceptions. Sir Knight Nelson has authorized the Grand Commander or his designee to convene the Stated Conclave by means of teleconference or webcast provided that the necessary facilities are widely available to the members of the Grand Commandery and the Stated Conclave be conducted in full compliance with the requirements of Section 37 through 39 of the Constitution. No ritual shall be performed and No Orders be conferred during any such telephonic or webcast Conclave. This supersedes General Order No:11 in its entirety, signed by Jeffery N. Nelson Grand Master of the Grand Encampment of Knights Templar. Upon receiving this order, I made General Order no: 4. GENERAL ORDER NO: 4-2020 I advised the Grand Secretary Brother Dick E. Browning of the Grand York Rite to send to each Secretaries of each Suborante Commandery the copy of General Order No: 12. Issued from the Grand Encampment of Knight Templar the Grand Master. Due to the cancelling of the Grand Communications I advised the Grand Treasure T.J. Henwood of the Grand York Rite to issue monies to the Grand Secretary to help finish out the budget for this year until August the 29th, 2020 , when a new budget will be voted on. On May the 14th the Grand High Priest, the Grand Illustrious Master, the Grand Secretary, the Grand Treasurer along with the VEGM, Paul Craig of the Grand Commandery and the Deputy Grand Master of the Grand Council of Royal and Select Master Richard Shotzman and myself met together to discuss having a Zoom meeting. In that meeting we decided to having a Zoom meeting in August on the 29th, 2020 to hold our Annual Communications. July 3, 2020 I learned that our dearly beloved past Grand Commander David Bassett passed away. On July 7, 2020 I attended the grave side service of Companion Bassett at Yellville, AR. Masonic Rites were performed by Mountain Home Lodge #225 F&AM. He was given Military Honors by the U.S. Navy, the Alley-White American Legion Post #52, and Military Honors by the Knights Templar Commandery. Brother David will surely be missed by all. It is my order as Grand Commander of Knights Templar of Arkansas that the memorial for Past Grand Commander David Bassett to be read at the next stated communications of each Commandery in Arkansas, laid in full upon the minutes of the Commandery and that the Charter be draped in his memory. On August the 29, 2020 the Grand Commandery of Arkansas will participate alone with the Grand Chapter and the Grand Council in a Zoom meeting to do conduct business that was schedule for the Grand York Rite in March of 2020.
