  • Locating Helicopter Emergency Medical Service Bases to Optimise Population Coverage Versus Average Response Time Alan A
Garner and van den Berg BMC Emergency Medicine (2017) 17:31 DOI 10.1186/s12873-017-0142-5 RESEARCH ARTICLE Open Access Locating helicopter emergency medical service bases to optimise population coverage versus average response time Alan A. Garner1* and Pieter L. van den Berg2 Abstract Background: New South Wales (NSW), Australia has a network of multirole retrieval physician staffed helicopter emergency medical services (HEMS) with seven bases servicing a jurisdiction with population concentrated along the eastern seaboard. The aim of this study was to estimate optimal HEMS base locations within NSW using advanced mathematical modelling techniques. Methods: We used high resolution census population data for NSW from 2011 which divides the state into areas containing 200–800 people. Optimal HEMS base locations were estimated using the maximal covering location problem facility location optimization model and the average response time model, exploring the number of bases needed to cover various fractions of the population for a 45 min response time threshold or minimizing the overall average response time to all persons, both in green field scenarios and conditioning on the current base structure. We also developed a hybrid mathematical model where average response time was optimised based on minimum population coverage thresholds. Results: Seven bases could cover 98% of the population within 45mins when optimised for coverage or reach the entire population of the state within an average of 21mins if optimised for response time. Given the existing bases, adding two bases could either increase the 45 min coverage from 91% to 97% or decrease the average response time from 21mins to 19mins.

From: Brian Cavanagh [[email protected]] Sent: Friday, 14 February 2020 5:42 PM To: DPE PSVC Central Coast Mailbox Subject: Warnervale Airport (Restrictions) Act 1996 Review Categories: Reply Sent The Director Central Coast and Hunter Region Department of Planning, Industry and Environment PO Box 1148 GOSFORD NSW 2250 Email: [email protected] Dear Director, Submission in relation to the Warnervale Airport (Restrictions) Act 1996 review. I understand and agree that my submission will be made public. The statement below represents my personal opinion pertaining to the act review: This airport is a vital facility in training young people taking their first steps to a career in aviation . The pilot of that A330 started their journey at airfields located close to their home. Removing a community asset such as this will disenfranchise the opportunity to explore aviation both for business purposes and as a source of Recreation. If this airfield were to be subject of sever restrictions to aircraft movements persons would need to travel outside of the central coast to be able to learn to fly or carry out aviation related activity in any form. Another point to note is the distribution of airfields along the coast from Newcastle to Sydney. There are just three , Lake Macquarie airport, Warnervale and well south of the central coast is Bankstown. Warnervale is the last place a light aircraft can put down due to a flight emergency prior to entering Sydney airspace. It should be understood that light aircraft overfly local airfields so that if there is an emergency they have a chance of making a safe landing on one of those airfields.

This is only the second opportunity the Central Coast Airport Resistance Group (CCARG) has had to present the arguments for retention of the Warnervale Airport restrictions Act 1996 (Act) to an independent body, in person. The previous occasion was to the Review team at the community forum on 28 February 2020. The CCARG are sure that in any proper independent forum the facts would ensure Act would be retained. The CCARG’s overall submission comes in the form of our main 38 page submission with attachments, our response to Minister Stokes Repeal Bill second reading speech, our response to Mr Crouch’s Repeal Bill debate speech, our letter to the Central Coast Council CEO regarding the proposed decapitating of E2 protected EEC trees to the north of the runway, our submission to the Central Coast Council Local Strategic Planning Statement 2020 and our submission to the Central Coast Council Long Term Economic Development Strategy. The CCARG apologise for any repetition in these documents. Many members of the CCARG were formerly members of the Central Coast Airport Action Group who fought for eight years to limit the expansion of Warnervale Airport.
