Water Resources and Public Water Supply In developing a Water Cycle Study it is important to consider the regulatory system in which the water companies in England and Wales operate. Water resources are managed by the Environment Agency in England and Wales, in the form of granting (or refusing) abstraction licences to abstract water for various purposes. Once water has been abstracted from the environment the responsibility for public water supplies is transferred to the water undertakers who have a statutory duty to provide water supplies. There are two water undertakers who supply customers in the study area: Severn Trent Water and South Staffordshire Water. Water resources can constrain development at two levels. At a strategic level, the overall balance between demand for water and the amount of water that is available for supply must be managed to ensure that existing and new homes can continue to be supplied. More locally, the extent and condition of the existing supply infrastructure affects the water companies’ ability to distribute water more locally. Both of these issues are explored in this chapter in relation to the Derby HMA. 4.1 Water Resources Supply and Management Information on public water supply in this area has been taken from the companies’ draft Water Resource Management Plans (dWRMPs) and relevant changes made by the companies to these plans as part of the statutory consultation process that has occurred, as detailed in their respective Statements of Response. Additional data has also been made available specifically for the purpose of this study.
