As I am disposed to see this question settled as soon as possible, and am perfectly willing to have a final and conclusive settlement now, after what the Senator from New York [William Seward] has said, I think it not improper that I should attempt to bring the North and South face to face, and see what resources each of us might have in the contingency of separate organizations.

If we never acquire another foot of territory for the South, look at her. Eight hundred and fifty thousand square miles. As large as Great Britain, France, Austria, Prussia and Spain. Is not that territory enough to make an empire that shall rule the world? With the finest soil, the most delightful climate, whose staple productions none of those great countries can grow, we have three thousand miles of continental sea-shore line so indented with bays and crowded with islands, that, when their shore lines are added, we have twelve thousand miles. Through the heart of our country runs the great Mississippi, the father of waters, into whose bosom are poured thirty-six thousand miles of tributary rivers; and beyond we have the desert prairie wastes to protect us in our rear. Can you hem in such a territory as that? You talk of putting up a wall of fire around eight hundred and fifty thousand square miles so situated! How absurd.

But, in this territory lies the great valley of the Mississippi, now the real, and soon to be the acknowledged seat of the empire of the world. The sway of that valley will be as great as ever the Nile knew in the earlier ages of mankind. We own the most of it. The most valuable part of it belongs to us now; and although those who have settled above us are now opposed to us, another generation will tell a different tale. They are ours by all the laws of nature; slave-labor will go over every foot of this great valley where it will be found profitable to use it, and some of those who may not use it are soon to be united with us by such ties as will make us one and inseparable. The iron horse will soon be clattering over the sunny plains of the South to bear the products of its upper tributaries of the valley to our Atlantic ports, as it now does through the ice-bound North. And there is the great Mississippi, a bond of union made by Nature herself. She will maintain it forever.

On this fine territory we have a population four times as large as that with which these colonies separated from the mother country, and a hundred, I might say a thousand fold stronger. Our population is now sixty per cent. greater than that of the whole United States when we entered into the second war of independence. It is as large as the whole population of the United States was ten years after the conclusion of that war, and our own exports are three times as great as those of the whole United States then. Upon our muster-rolls we have a million of men. In a defensive war, upon an emergency, every one of them would be available. At any time, the South can raise, equip, and maintain in the field, a larger army than any Power of the earth can send against her, and an army of soldiers -- men brought up on horseback, with guns in their hands.

If we take the North, even when the two large States of Kansas and Minnesota shall be admitted, her territory will be one hundred thousand square miles less than ours. I do not speak of California and Oregon; there is no antagonism between the South and those countries, and never will be. The population of the North is fifty per cent. greater than ours. I have nothing to say in disparagement either of the soil of the North, or the people of the North, who are a brave and energetic race, full of intellect. But they

- 2 - produce no great staple that the South does not produce; while we produce two or three, and these the very greatest, that she can never produce. As to her men, I may be allowed to say, they have never proved themselves to be superior to those of the South, either in the field or in the Senate.

But the strength of a nation depends in a great measure upon its wealth, and the wealth of a nation, like that of a man, is to be estimated by its surplus production. You may go to your trashy census books, full of falsehoods and nonsense -- they tell you, for example, that in the State of Tennessee, the whole number of house-servants is not equal to that of those in my own house, and such things as that. You may estimate what is made throughout the country from these census books, but it is no matter how much is made if it is all consumed. If a man possess millions of dollars and consumes his income, is he rich? Is he competent to embark in any new enterprises? Can he long build ships or railroads? And could a people in that condition build ships and roads or go to war without a fatal strain on capital? All the enterprises of peace and war depend upon the surplus productions of a people. They may be happy, they may be comfortable, they may enjoy themselves in consuming what they make; but they are not rich, they are not strong. It appears, by going to the reports of the Secretary of the Treasury, which are authentic, that last year the United States exported in round numbers $279,000,000 worth of domestic produce, excluding gold and foreign merchandise re-exported. Of this amount $158,000,000 worth is the clear produce of the South; articles that are not and cannot be made at the North. There are then $80,000,000 worth of exports of products of the forest, provisions and breadstuffs. If we assume that the South made but one third of these, and I think that is a low calculation, our exports were $185,000,000, leaving to the North less than $95,000,000.

In addition to this, we sent to the North $30,000,000 worth of cotton, which is not counted in the exports. We sent to her $7 or $8,000,000 worth of tobacco, which is not counted in the exports. We sent naval stores, lumber, rice, and many other minor articles. There is no doubt that we sent to the North $40,000,000 in addition; but suppose the amount to be $35,000,000, it will give us a surplus production of $220,000,000. But the recorded exports of the South now are greater than the whole exports of the United States in any year before 1856. They are greater than the whole average exports of the United States for the last twelve years, including the two extraordinary years of 1856 and 1857. They are nearly double the amount of the average exports of the twelve preceding years. If I am right in my calculations as to $220,000,000 of surplus produce, there is not a nation on the face of the earth, with any numerous population, that can compete with us in produce per capita. It amounts to $16.66 per head, supposing that we have twelve millions of people. England with all her accumulated wealth, with her concentrated and educated energy, makes but sixteen and a half dollars of surplus production per head. I have not made a calculation as to the North, with her $95,000,000 surplus; admitting that she exports as much as we do, with her eighteen millions of population it would be but little over twelve dollars a head. But she cannot export to us and abroad exceeding ten dollars a head against our sixteen dollars. I know well enough that the North sends to the South a vast amount of the productions of her industry. I take it for granted that she, at least, pays us in that way for the thirty or forty million dollars worth of cotton and other articles we send her. I am willing to admit that she sends us considerably more; but to bring her up to our amount of surplus production -- to bring her up to $220,000,000 a year, the South must take from her $125,000,000; and this, in addition to our share of the consumption of the $330,000,000 worth introduced into the country from abroad, and paid for chiefly by our own exports. The thing is absurd; it is impossible; it can never appear anywhere but in a book of statistics, or a Congress speech.

With an export of $220,000,000 under the present tariff, the South organized separately would have $40,000,000 of revenue. With one-fourth the present tariff, she would have a revenue with the present tariff adequate to all her wants, for the South would never go to war; she would never need an army or a navy, beyond a few garrisons on the frontiers and a few revenue cutters. It is commerce that breeds war. It is manufactures that require to be hawked about the world, and that give rise to navies and

- 3 - commerce. But we have nothing to do but to take off restrictions on foreign merchandise and open our ports, and the whole world will come to us to trade. They will be too glad to bring and carry us, and we never shall dream of a war. Why the South has never yet had a just cause of war except with the North. Every time she has drawn her sword it has been on the point of honor, and that point of honor has been mainly loyalty to her sister colonies and sister States, who have ever since plundered and calumniated her.

But if there were no other reason why we should never have war, would any sane nation make war on cotton? Without firing a gun, without drawing a sword, should they make war on us we could bring the whole world to our feet. The South is perfectly competent to go on, one, two, or three years without planting a seed of cotton. I believe that if she was to plant but half her cotton, for three years to come, it would be an immense advantage to her. I am not so sure but that after three years' entire abstinence she would come out stronger than ever she was before, and better prepared to enter afresh upon her great career of enterprise. What would happen if no cotton was furnished for three years? I will not stop to depict what every one can imagine, but this is certain: England would topple headlong and carry the whole civilized world with her, save the South. No, you dare not make war on cotton. No power on earth dares to make war upon it. Cotton is king. Until lately the Bank of England was king; but she tried to put her screws as usual, the fall before last, upon the cotton crop, and was utterly vanquished. The last power has been conquered. Who can doubt, that has looked at recent events, that cotton is supreme? When the abuse of credit had destroyed credit and annihilated confidence; when thousands of the strongest commercial houses in the world were coming down, and hundreds of millions of dollars of supposed property evaporating in thin air; when you came to a dead lock, and revolutions were threatened, what brought you up? Fortunately for you it was the commencement of the cotton season, and we have poured in upon you one million six hundred thousand bales of cotton just at the crisis to save you from destruction. That cotton, but for the bursting of your speculative bubbles in the North, which produced the whole of this convulsion, would have brought us $100,000,000. We have sold it for $65,000,000 and saved you. Thirty-five million dollars we, the slaveholders of the South, have put into the charity box for your magnificent financiers, your ―cotton lords,‖ your ―merchant princes.‖

But, sir, the greatest strength of the South arises from the harmony of her political and social institutions. This harmony gives her a frame of society, the best in the world, and an extent of political freedom, combined with entire security, such as no other people ever enjoyed upon the face of the earth. Society precedes government; creates it, and ought to control it; but as far as we can look back in historic times we find the case different; for government is no sooner created than it becomes too strong for society, and shapes and moulds, as well as controls it. In later centuries the progress of civilization and of intelligence has made the divergence so great as to produce civil wars and revolutions; and it is nothing now but the want of harmony between governments and societies which occasions all the uneasiness and trouble and terror that we see abroad. It was this that brought on the American Revolution. We threw off a Government not adapted to our social system, and made one for ourselves. The question is, how far have we succeeded? The South, so far as that is concerned, is satisfied, harmonious, and prosperous, but demands to be let alone.

In all social systems there must be a class to do the menial duties, to perform the drudgery of life. That is, a class requiring but a low order of intellect and but little skill. Its requisites are vigor, docility, fidelity. Such a class you must have, or you would not have that other class which leads progress, civilization, and refinement. It constitutes the very mud-sill of society and of political government; and you might as well attempt to build a house in the air, as to build either the one or the other, except on this mud-sill. Fortunately for the South, she found a race adapted to that purpose to her hand. A race inferior to her own, but eminently qualified in temper, in vigor, in docility, in capacity to stand the climate, to answer all her purposes. We use them for our purpose, and call them slaves. We found them slaves by the

- 4 - common ―consent of mankind,‖ which, according to Cicero, ―lex naturae est.‖ The highest proof of what is Nature's law. We are old-fashioned at the South yet; slave is a word discarded now by ―ears polite;‖ I will not characterize that class at the North by that term; but you have it; it is there; it is everywhere; it is eternal.

The Senator from New York [William Seward] said yesterday that the whole world had abolished slavery. Aye, the name, but not the thing; all the powers of the earth cannot abolish that. God only can do it when he repeals the fiat, ―the poor ye always have with you;‖ for the man who lives by daily labor, and scarcely lives at that, and who has to put out his labor in the market, and take the best he can get for it; in short, your whole hireling class of manual laborers and ―operatives,‖ as you call them, are essentially slaves. The difference between us is, that our slaves are hired for life and well compensated; there is no starvation, no begging, no want of employment among our people, and not too much employment either. Yours are hired by the day, not care for, and scantily compensated, which may be proved in the most painful manner, at any hour in any street of your large towns. Why, you meet more beggars in one day, in any single street of the city of New York, than you would meet in a lifetime in the whole South. We do not think that whites should be slaves either by law or necessity. Our slaves are black, of another and inferior race. The status in which we have placed them is an elevation. They are elevated from the condition in which God first created them, by being made our slaves. None of that race on the whole face of the globe can be compared with the slaves of the South. They are happy, content, unaspiring, and utterly incapable, from intellectual weakness, ever to give us any trouble by their aspirations. Yours are white, of your own race; you are brothers of one blood. They are your equals in natural endowment of intellect, and they feel galled by their degradation. Our slaves do not vote. We give them no political power. Yours do vote, and, being the majority, they are the depositaries [sic] of all your political power. If they knew the tremendous secret, that the ballot-box is stronger than ―an army with banners,‖ and could combine, where would you be? Your society would be reconstructed, your government overthrown, your property divided, not as they have mistakenly attempted to initiate such proceedings by meeting in parks, with arms in their hands, but by the quiet process of the ballot-box. You have been making war upon us to our very hearthstones. How would you like for us to send lecturers and agitators North, to teach these people this, to aid in combining, and to lead them? . . . .

Transient and temporary causes have thus far been your preservation. The great West has been open to your surplus population, and your hordes of semi-barbarian immigrants, who are crowding in year by year. They make a great movement, and you call it progress. Whither? It is progress; but it is progress toward Vigilance Committees. The South have sustained you in great measure. You are our factors. You fetch and carry for us. One hundred and fifty million dollars of our money passes annually through your hands. Much of it sticks; all of it assists to keep your machinery together and in motion. Suppose we were to discharge you; suppose we were to take our business out of your hands; -- we should consign you to anarchy and poverty. You complain of the rule of the South; that has been another cause that has preserved you. We have kept the Government conservative to the great purposes of the Constitution. We have placed it, and kept it, upon the Constitution; and that has been the cause of your peace and prosperity. The Senator from New York says that that is about to be at an end; that you intend to take the Government from us; that it will pass from our hands into yours. Perhaps what he says is true; it may be; but do not forget -- it can never be forgotten -- it is written on the brightest page of human history -- that we, the slaveholders of the South, took our country in her infancy, and, after ruling her for sixty out of the seventy years of her existence, we surrendered her to you without a stain upon her honor, boundless in prosperity, incalculable in her strength, the wonder and admiration of the world. Time will show what you will make of her; but no time can diminish our glory or your responsibility.

DRAPETOMANIA, OR THE DISEASE CAUSING NEGROES TO RUN AWAY.

It is unknown to our medical authorities, although its diagnostic symptom, the absconding from service, is well known to our planters and overseers. . . . In noticing a disease not heretofore classed among the long list of maladies that man is subject to, it was necessary to have a new term to express it. The cause in the most of cases, that induces the negro to run away from service, is as much a disease of the mind as any other species of mental alienation, and much more curable, as a general rule. With the advantages of proper medical advice, strictly followed, this troublesome practice that many negroes have of running away, can be almost entirely prevented, although the slaves be located on the borders of a free state, within a stone's throw of the abolitionists.

If the white man attempts to oppose the Deity's will, by trying to make the negro anything else than ―the submissive knee-bender,‖ (which the Almighty declared he should be,) by trying to raise him to a level with himself, or by putting himself on an equality with the negro; or if he abuses the power which God has given him over his fellow-man, by being cruel to him, or punishing him in anger, or by neglecting to protect him from the wanton abuses of his fellow-servants and all others, or by denying him the usual comforts and necessaries of life, the negro will run away; but if he keeps him in the position that we learn from the Scriptures he was intended to occupy, that is, the position of submission; and if his master or overseer be kind and gracious in his hearing towards him, without condescension, and at the same time ministers to his physical wants, and protects him from abuses, the negro is spell-bound, and cannot run away.

According to my experience, the ―genu flexit‖--the awe and reverence, must be exacted from them, or they will despise their masters, become rude and ungovernable, and run away. On Mason and Dixon’s line, two classes of persons were apt to lose their negroes: those who made themselves too familiar with them, treating them as equals, and making little or no distinction in regard to color; and, on the other hand, those who treated them cruelly, denied them the common necessaries of life, neglected to protect them against the abuses of others, or frightened them by a blustering manner of approach, when about to punish them for misdemeanors. Before the negroes run away, unless they are frightened or panic- struck, they become sulky and dissatisfied. The cause of this sulkiness and dissatisfaction should be inquired into and removed, or they are apt to run away or fall into the negro consumption. When sulky and dissatisfied without cause, the experience of those on the line and elsewhere, was decidedly in favor of whipping them out of it, as a preventive measure against absconding, or other bad conduct. It was called whipping the devil out of them.

If treated kindly, well fed and clothed, with fuel enough to keep a small fire burning all night-- separated into families, each family having its own house--not permitted to run about at night to visit their neighbors, to receive visits or use intoxicating liquors, and not overworked or exposed too much to the weather, they are very easily governed--more so than any other people in the world. When all this is done, if any one of more of them, at any time, are inclined to raise their heads to a level with their master or overseer, humanity and their own good require that they should be punished until they fall into that submissive state which it was intended for them to occupy in all after-time, when their progenitor received the name of Canaan or ―submissive knee-bender.‖ They have only to be kept in that state and treated like children, with care, kindness, attention and humanity, to prevent and cure them from running away.

DYSAETHESIA AETHIOPICA, OR HEBETUDE OF MIND AND OBTUSE SENSIBILITY OF BODY--A DISEASE PECULIAR TO NEGROES--CALLED BY OVERSEERS, ―RASCALITY.‖

Dysaesthesia Aethiopica is a disease peculiar to negroes, affecting both mind and body in a manner as well expressed by dysaesthesia, the name I have given it, as could be by a single term. There is both mind and sensibility, but both seem to be difficult to reach by impressions from without. There is a partial insensibility of the skin, and so great a hebetude of the intellectual faculties, as to be like a person half asleep, that is with difficulty aroused and kept awake. It differs from every other species of mental disease, as it is accompanied with physical signs or lesions of the body discoverable to the medical observer, which are always present and sufficient to account for the symptoms. It is much more prevalent among free negroes living in clusters by themselves, than among slaves on our plantations, and attacks only such slaves as live like free negroes in regard to diet, drinks, exercise, etc. It is not my purpose to treat of the complaint as it prevails among free negroes, nearly all of whom are more or less afflicted with it, that have not got some white person to direct and to take care of them. To narrate its symptoms and effects among them would be to write a history of the ruins and dilapidation of Hayti, and every spot of earth they have ever had uncontrolled possession over for any length of time. I propose only to describe its symptoms among slaves.

From the careless movements of the individuals affected with the complaint, they are apt to do much mischief, which appears as if intentional, but is mostly owing to the stupidness of mind and insensibility of the nerves induced by the disease. Thus, they break, waste and destroy everything they handle,--abuse horses and cattle,--tear, burn or rend their own clothing, and, paying no attention to the rights of property, steal others, to replace what they have destroyed. They wander about at night, and keep in a half nodding sleep during the day. They slight their work,--cut up corn, cane, cotton or tobacco when hoeing it, as if for pure mischief. They raise disturbances with their overseers and fellow-servants without cause or motive, and seem to be insensible to pain when subjected to punishment. The fact of the existence of such a complaint, making man like an automaton or senseless machine, having the above or similar symptoms, can be clearly established by the most direct and positive testimony. That it should have escaped the attention of the medical profession, can only be accounted for because its attention has not been sufficiently directed to the maladies of the negro race. Otherwise a complaint of so common an occurrence on badly-governed plantations, and so universal among free negroes, or those who are not governed at all,--a disease radicated in physical lesions and having its peculiar and well marked symptoms and its curative indications, would not have escaped the notice of the profession. The northern physicians and people have noticed the symptoms, but not the disease from which they spring. They ignorantly attribute the symptoms to the debasing influence of slavery on the mind without considering that those who have never been in slavery, or their fathers before them, are the most afflicted, and the latest from the slave-holding South the least. The disease is the natural offspring of negro liberty--the liberty to be idle, to wallow in filth, and to indulge in improper food and drinks.

Perhaps a few general facts will best illustrate the treatment this race receives at our hands. It is acknowledged that it increases at least as rapidly as the white. I believe it is an established principle, that population thrives in proportion to its comforts. But when it is considered that these people are not recruited by immigration from abroad, as the whites are, and that they are usually settled on our richest and least healthy lands, the fact of their equal comparative increase and greater longevity outweighs a thousand abolitionist falsehoods, in favor of the leniency and providence of our management of them. . . .

With regard to the separation of husbands and wives, parents and children, nothing can be more untrue than the inferences drawn from what is so constantly harped on by abolitionists. Some painful instances perhaps may occur. Very few that can be prevented. It is, and it always has been, an object of prime consideration with our slaveholders to keep families together. Negroes are themselves both perverse and comparatively indifferent about this matter. It is a singular trait, that they almost invariably prefer forming connections with slaves belonging to other masters, and at some distance. It is, therefore, impossible to prevent separations sometimes, by the removal of one owner, his death or failure, and dispersion of his property. In all such cases, however, every reasonable effort is made to keep the parties together, if they desire it. And the negroes forming these connections, knowing the chances of their premature dissolution, rarely complain more than we all do of the inevitable strokes of fate. . . .

As regards their religious condition, it is well known that a majority of the communicants of the Methodist and Baptist churches of the South are colored. Almost everywhere they have precisely the same opportunities of attending worship that the whites have, and besides, special occasions for themselves exclusively, which they prefer. . . . There are none, I imagine, who may not, if they like, hear the Gospel preached at least once a month—most of them twice a month, and very many every week. In our thinly settled country the whites fare no better. But in addition to this, on plantations of any size, the slaves who have joined the church are formed into a class, at the head of which is placed one of their number, acting as deacon or leader, who is, also, sometimes a licensed preacher. This class assembles for religious exercises weekly, semi-weekly, or oftener, if the members choose. In some parts, also Sunday schools for blacks are established, and Bible classes are orally instructed by discreet and pious persons. Now, where will you find a laboring population possessed of greater religious advantage than these? Not in London, I am sure, where it is known that your churches, chapels, and religious meeting houses, of all sorts, cannot contain one-half of the inhabitants.

I have admitted, without hesitation, what it would be untrue and profitless to deny, that slaveholders are responsible to the world for the humane treatment of the fellow-beings whom God has placed in their hands. I think it would be only fair for you to admit, what is equally undeniable, that every man in independent circumstances all the world over, and every government is, to the same extent, responsible to the whole human family for the condition of the poor and laboring classes in their own country and around them, wherever they may be placed, to whom God has denied the advantages he has given themselves. . . .

Now I affirm, that, in Great Britain, the poor and laboring classes of your own race and color, not only your fellow human beings, but your fellow citizens, are more miserable and degraded, morally and physically, than our slaves; to be elevated to the actual condition of whom, would be to these, your fellow citizens, a most glorious act of emancipation. And I also affirm, that the poor and laboring classes of our older free States would not be in a much more enviable condition but for our slavery. One of their own Senators has declared in the , ―that the repeal of the tariff would reduce New England to a howling wilderness.‖ And the American tariff is neither more nor less than a system by which the slave States are plundered for the benefit of those States which do not tolerate slavery. . . .

It is shocking, beyond endurance, to turn over your records, in which the condition of your laboring classes is but too faithfully depicted. Could our slaves but see it, they would join us in lynching abolitionists, which, by the by, they would not now be loth [sic] to do. We never think of imposing on them such labor, either in amount or kind. We never put them to any work under ten, more generally at twelve years of age, and then the very lightest. Destitution is absolutely unknown—never did a slave starve in America; while in moral sentiments and feelings, in religious information, and even in general intelligence, they are infinitely the superiors of your operatives. When you look around you, how dare you talk to us, before the world, of slavery? For the condition of your wretched laborers, you, and every Briton who is not one of them, are responsible before God and man. If you are really humane philanthropic and charitable, here are objects for you. Relieve them. Emancipate them. Raise them from the condition of brutes to the level of human beings—of American slaves, at least. Do not, for an instant, suppose that the name of being freemen is the slightest comfort to them . . . .

But after all, supposing that everything you say of slavery be true, and its abolition a matter of the last necessity, how do you expect to effect emancipation, and what do you calculate will be the result of its accomplishment? As to the means to be used, the abolitionists, I believe, affect to differ—a large proportion of them pretending that their sole purpose is to apply ―moral suasion‖ to the slaveholders themselves. . . . Their discourses . . . are all tirades—the exordium, argument and peroration, turning on the epithets, ―tyrants,‖ ―thieves,‖ ―murderers,‖ addressed to us. They revile us as ―atrocious monsters,‖ ―violators of the laws of nature, God, and man;‖ our homes the abode of every iniquity, our land a ―brothel.‖ We retort, that they are ―incendiaries‖ and ―assassins.‖ Delightful argument! Sweet, potent ―moral suasion!‖ What slave has it freed? . . . Supposing that we were all convinced, and thought of slavery precisely as you do, at what era of ―moral suasion‖ do you imagine you could prevail on us to give up a thousand millions of dollars in the value of our slaves, and a thousand millions of dollars more in the deprecation of our lands, in consequence of the want of laborers to cultivate them? Consider: were ever any people, civilized or savage, persuaded by any argument, human or divine, to surrender, voluntarily, two thousand millions of dollars? . . . Away, then, with your pretended ―moral suasion.‖ You know it is mere nonsense. The abolitionists have no faith in it themselves. Those who expect to accomplish anything, count on means altogether different. They aim, first, to alarm us; that failing, to compel us by force to emancipate our slaves, at our own risk and cost. To these purposes, they obviously direct all their energies. Our northern liberty men have endeavored to disseminate their destructive doctrines among our slaves, and excite them to insurrection. But we have put an end to that, and stricken terror into them. They dare not show their faces here. Then they declared they would dissolve the Union. Let them do it. The North would repent it far more than the South. We are not alarmed at the idea. We are well content to give up the Union sooner than sacrifice two thousand millions of dollars, and with them all the rights we prize. You may take it for granted, that it is impossible to persuade or alarm us into emancipation, or to making the first step toward it. Nothing, then, is left to try, but sheer force. If the abolitionists are prepared to expend their own treasure and shed their own blood as freely as they ask us to do ours, let them come. We do not court the conflict; but we will not and we cannot shrink from it. . . .

I am well aware that a notable scheme has been set on foot to achieve abolition, by making what is by courtesy called ―free‖ labor so much cheaper than slave labor, as to force the abandonment of the latter. Though we are beginning to manufacture with slaves, I do not think you will attempt to pinch your operatives closer in Great Britain. You cannot curtail the rags with which they vainly attempt to cover their nakedness, nor reduce the porridge which barely, and not always, keeps those who have employment from perishing of famine. When you can do this, we will consider whether our slaves may not dispense with a pound or two of bacon per week, or a few garments annually . . . .

[Hammond now addresses the consequences of emancipation] At first they would all seek the towns, and rapidly accumulate in squalid groups upon their outskirts. Driven thence by the ―armed

- 9 - police‖ which would immediately spring into existence, they would scatter in all directions. Some bodies of them might wander toward the ―free‖ States, or to the western wilderness, marking their tracks by the depredations and their corpses. Many would roam wild in our ―big woods.‖ Many more would seek the recesses of our swamps for secure covert. Few, very few, of them could be prevailed on to do a stroke of work, none to labor continuously, while a head of cattle, sheep or swine, could be found in our ranges, or an ear of corn nodded in our abandoned fields. These exhausted, our folds and poultry yards, and barns and store-houses, would become their prey. Finally, our scattered dwellings would be plundered, perhaps fired and the inmates murdered. How long do you suppose we could bear these things? How long would it be before we should sleep with rifles at our bedsides, and never move without one in our hands?

Abolitionist Arguments

In the month of August, I issued proposals for publishing ―THE LIBERATOR‖ in Washington city; but the enterprise, though hailed in different sections of the country, was palsied by public indifference. Since that time, the removal of the Genius of Universal Emancipation [Benjamin Lundy's anti-slavery newspaper] to the Seat of Government has rendered less imperious the establishment of a similar periodical in that quarter.

During my recent tour for the purpose of exciting the minds of the people by a series of discourses on the subject of slavery, every place that I visited gave fresh evidence of the fact, that a greater revolution in public sentiment was to be effected in the free states -- and particularly in New- England -- than at the south. I found contempt more bitter, opposition more active, detraction more relentless, prejudice more stubborn, and apathy more frozen, than among slave owners themselves. Of course, there were individual exceptions to the contrary. This state of things afflicted, but did not dishearten me. I determined, at every hazard, to lift up the standard of emancipation in the eyes of the nation, within sight of Bunker Hill and in the birth place of liberty. That standard is now unfurled; and long may it float, unhurt by the spoliations of time or the missiles of a desperate foe -- yea, till every chain be broken, and every bondman set free! Let southern oppressors tremble -- let their secret abettors tremble -- let their northern apologists tremble -- let all the enemies of the persecuted blacks tremble.

I deem the publication of my original Prospectus unnecessary, as it has obtained a wide circulation. The principles therein inculcated will be steadily pursued in this paper, excepting that I shall not array myself as the political partisan of any man. In defending the great cause of human rights, I wish to derive the assistance of all religions and of all parties.

Assenting to the ―self-evident truth‖ maintained in the American Declaration of Independence, "that all men are created equal, and endowed by their Creator with certain inalienable rights -- among which are life, liberty and the pursuit of happiness," I shall strenuously contend for the immediate enfranchisement of our slave population. In Park-street Church, on the Fourth of July, 1829, in an address on slavery, I unreflectingly assented to the popular but pernicious doctrine of gradual abolition. I seize this opportunity to make a full and unequivocal recantation, and thus publicly to ask pardon of my God, of my country, and of my brethren the poor slaves, for having uttered a sentiment so full of timidity, injustice and absurdity. A similar recantation, from my pen, was published in the Genius of Universal Emancipation at Baltimore, in September, 1829. My conscience in now satisfied.

I am aware, that many object to the severity of my language; but is there not cause for severity? I will be as harsh as truth, and as uncompromising as justice. On this subject, I do not wish to think, or speak, or write, with moderation. No! no! Tell a man whose house is on fire, to give a moderate alarm; tell him to moderately rescue his wife from the hand of the ravisher; tell the mother to gradually extricate her babe from the fire into which it has fallen; -- but urge me not to use moderation in a cause like the present. I am in earnest -- I will not equivocate -- I will not excuse -- I will not retreat a single inch -- AND I WILL BE HEARD. The apathy of the people is enough to make every statue leap from its pedestal, and to hasten the resurrection of the dead.

It is pretended, that I am retarding the cause of emancipation by the coarseness of my invective, and the precipitancy of my measures. The charge is not true. On this question my influence, -- humble as

- 11 - it is, -- is felt at this moment to a considerable extent, and shall be felt in coming years -- not perniciously, but beneficially -- not as a curse, but as a blessing; and posterity will bear testimony that I was right. I desire to thank God, that he enables me to disregard ―the fear of man which bringeth a snare,‖ and to speak his truth in its simplicity and power. And here I close with this fresh dedication:

Oppression! I have seen thee, face to face, And met thy cruel eye and cloudy brow; But thy soul-withering glance I fear not now -- For dread to prouder feelings doth give place Of deep abhorrence! Men, brethren and fathers -- mothers, daughters and sisters, what came ye out for to see? A reed shaken with the wind? Is it curiosity merely, or a deep sympathy with the perishing slave, that has brought this large audience together? [A yell from the mob without the building.] Those voices without ought to awaken and call out our warmest sympathies. Deluded beings! ―they know not what they do.‖ They know not that they are undermining their own rights and their own happiness, temporal and eternal. Do you ask, ―what has the North to do with slavery?‖ Hear it -- hear it. Those voices without tell us that the spirit of slavery is here, and has been roused to wrath by our abolition speeches and conventions: for surely liberty would not foam and tear herself with rage, because her friends are multiplied daily, and meetings are held in quick succession to set forth her virtues and extend her peaceful kingdom. This opposition shows that slavery has done its deadliest work in the hearts of our citizens. Do you ask, then, ―what has the North to do?‖ I answer, cast out first the spirit of slavery from your own hearts, and then lend your aid to convert the South. Each one present has a work to do, be his or her situation what it may, however limited their means, or insignificant their supposed influence. The great men of this country will not do this work; the church will never do it. A desire to please the world, to keep the favor of all parties and of all conditions, makes them dumb on this and every other unpopular subject. They have become worldly-wise, and therefore God, in his wisdom, employs them not to carry on his plans of reformation and salvation. He hath chosen the foolish things of the world to confound the wise, and the weak to overcome the mighty.

As a Southerner I feel that it is my duty to stand up here to-night and bear testimony against slavery. I have seen it -- I have seen it. I know it has horrors that can never be described. I was brought up under its wing: I witnessed for many years its demoralizing influences, and its destructiveness to human happiness. It is admitted by some that the slave is not happy under the worst forms of slavery. But I have never seen a happy slave. I have seen him dance in his chains, it is true; but he was not happy. There is a wide difference between happiness and mirth. Man cannot enjoy the former while his manhood is destroyed, and that part of the being which is necessary to the making, and to the enjoyment of happiness, is completely blotted out. The slaves, however, may be, and sometimes are, mirthful. When hope is extinguished, they say, ―let us eat and drink, for tomorrow we die.‖ [Just then stones were thrown at the windows, -- a great noise without, and commotion within.] What is a mob? What would the breaking of every window be? What would the levelling of this Hall be? Any evidence that we are wrong, or that slavery is a good and wholesome institution? What if the mob should now burst in upon us, break up our meeting and commit violence upon our persons -- would this be any thing compared with what the slaves endure? No, no: and we do not remember them ―as bound with them,‖ if we shrink in the time of peril, or feel unwilling to sacrifice ourselves, if need be, for their sake. [Great noise.] I thank the Lord that there is yet life left enough to feel the truth, even though it rages at it -- that conscience is not so completely seared as to be unmoved by the truth of the living God.

Many persons go to the South for a season, and are hospitably entertained in the parlor and at the table of the slave-holder. They never enter the huts of the slaves; they know nothing of the dark side of the picture, and they return home with praises on their lips of the generous character of those with whom they had tarried. Or if they have witnessed the cruelties of slavery, by remaining silent spectators they have naturally become callous -- an insensibility has ensued which prepares them to apologize even for barbarity. Nothing but the corrupting influence of slavery on the hearts of the Northern people can induce them to apologize for it; and much will have been done for the destruction of Southern slavery when we have so reformed the North that no one here will be willing to risk his reputation by advocating or even excusing the holding of men as property. The South know it, and acknowledge that as fast as our principles prevail, the hold of the master must be relaxed. [Another outbreak of mobocratic spirit, and some confusion in the house.]

How wonderfully constituted is the human mind! How it resists, as long as it can, all efforts made to reclaim from error! I feel that all this disturbance is but an evidence that our efforts are the best that could have been adopted, or else the friends of slavery would not care for what we say and do. The South know what we do. I am thankful that they are reached by our efforts. Many times have I wept in the land of my birth, over the system of slavery. I knew of none who sympathized in my feelings -- I was unaware that any efforts were made to deliver the oppressed -- no voice in the wilderness was heard calling on the people to repent and do works meet for repentance -- and my heart sickened within me. Oh, how should I have rejoiced to know that such efforts as these were being made. I only wonder that I had such feelings. I wonder when I reflect under what influence I was brought up that my heart is not harder than the nether millstone. But in the midst of temptation I was preserved, and my sympathy grew warmer, and my hatred of slavery more inveterate, until at last I have exiled myself from my native land because I could no longer endure to hear the wailing of the slave. I fled to the land of Penn; for here, thought I, sympathy for the slave will surely be found. But I found it not. The people were kind and hospitable, but the slave had no place in their thoughts. Whenever questions were put to me as to his condition, I felt that they were dictated by an idle curiosity, rather than by that deep feeling which would lead to effort for his rescue. I therefore shut up my grief in my own heart. I remembered that I was a Carolinian, from a state which framed this iniquity by law. I knew that throughout her territory was continual suffering, on the one part, and continual brutality and sin on the other. Every Southern breeze wafted to me the discordant tones of weeping and wailing, shrieks and groans, mingled with prayers and blasphemous curses. I thought there was no hope; that the wicked would go on in his wickedness, until he had destroyed both himself and his country. My heart sunk within me at the abominations in the midst of which I had been born and educated. What will it avail, cried I in bitterness of spirit, to expose to the gaze of strangers the horrors and pollutions of slavery, when there is no ear to hear nor heart to feel and pray for the slave. The language of my soul was, ―Oh tell it not in Gath, publish it not in the streets of Askelon.‖ But how different do I feel now! Animated with hope, nay, with an assurance of the triumph of liberty and good will to man, I will lift up my voice like a trumpet, and show this people their transgression, their sins of omission towards the slave, and what they can do towards affecting Southern mind, and overthrowing Southern oppression.

We may talk of occupying neutral ground, but on this subject, in its present attitude, there is no such thing as neutral ground. He that is not for us is against us, and he that gathereth not with us, scattereth abroad. If you are on what you suppose to be neutral ground, the South look upon you as on the side of the oppressor. And is there one who loves his country willing to give his influence, even indirectly, in favor of slavery -- that curse of nations? God swept Egypt with the besom of destruction, and punished Judea also with a sore punishment, because of slavery. And have we any reason to believe that he is less just now? -- or that he will be more favorable to us than to his own ―peculiar people?‖ [Shoutings, stones thrown against the windows, &c.]

There is nothing to be feared from those who would stop our mouths, but they themselves should fear and tremble. The current is even now setting fast against them. If the arm of the North had not caused the Bastile of slavery to totter to its foundation, you would not hear those cries. A few years ago, and the South felt secure, and with a contemptuous sneer asked, ―Who are the abolitionists? The abolitionists are nothing?‖ -- Ay, in one sense they were nothing, and they are nothing still. But in this we rejoice, that ―God has chosen things that are not to bring to nought things that are.‖ [Mob again disturbed the meeting.]

We often hear the question asked, ―What shall we do?‖ Here is an opportunity for doing something now. Every man and every woman present may do soinething by showing that we fear not a mob, and, in the midst of threatenings and revilings, by opening our mouths for the dumb and pleading the cause of those who are ready to perish.

To work as we should in this cause, we must know what Slavery is. Let me urge you then to buy the books which have been written on this subject and read them, and then lend them to your neighbors. Give your money no longer for things which pander to pride and lust, but aid in scattering "the living coals of truth" upon the naked heart of this nation, -- in circulating appeals to the sympathies of Christians in behalf of the outraged and suffering slave. But, it is said by some, our ―books and papers do not speak the truth.‖ Why, then, do they not contradict what we say? They cannot. Moreover the South has entreated, nay commanded us to be silent; and what greater evidence of the truth of our publications could be desired?

Women of Philadelphia! allow me as a Southern woman, with much attachment to the land of my birth, to entreat you to come up to this work. Especially let me urge you to petition. Men may settle this and other questions at the ballot-box, but you have no such right; it is only through petitions that you can reach the Legislature. It is therefore peculiarly your duty to petition. Do you say, ―It does no good?‖ The South already turns pale at the number sent. They have read the reports of the proceedings of Congress, and there have seen that among other petitions were very many from the women of the North on the subject of slavery. This fact has called the attention of the South to the subject. How could we expect to have done more as yet? Men who hold the rod over slaves, rule in the councils of the nation: and they deny our right to petition and to remonstrate against abuses of our sex and of our kind. We have these rights, however, from our God. Only let us exercise them: and though often turned away unanswered, let us remember the influence of importunity upon the unjust judge, and act accordingly. The fact that the South look with jealousy upon our measures shows that they are effectual. There is, therefore, no cause for doubting or despair, but rather for rejoicing.

It was remarked in England that women did much to abolish Slavery in her colonies. Nor are they now idle. Numerous petitions from them have recently been presented to the Queen, to abolish the apprenticeship with its cruelties nearly equal to those of the system whose place it supplies. One petition two miles and a quarter long has been presented. And do you think these labors will be in vain? Let the history of the past answer. When the women of these States send up to Congress such a petition, our legislators will arise as did those of England, and say, ―When all the maids and matrons of the land are knocking at our doors we must legislate.‖ Let the zeal and love, the faith and works of our English sisters quicken ours -- that while the slaves continue to suffer, and when they shout deliverance, we may feel the satisfaction of having done what we could.

Fellow Citizens, I am not wanting in respect for the fathers of this republic. The signers of the Declaration of Independence were brave men. They were great men too -- great enough to give frame to a great age. It does not often happen to a nation to raise, at one time, such a number of truly great men. The point from which I am compelled to view them is not, certainly, the most favorable; and yet I cannot contemplate their great deeds with less than admiration. They were statesmen, patriots and heroes, and for the good they did, and the principles they contended for, I will unite with you to honor their memory....

...Fellow-citizens, pardon me, allow me to ask, why am I called upon to speak here to-day? What have I, or those I represent, to do with your national independence? Are the great principles of political freedom and of natural justice, embodied in that Declaration of Independence, extended to us? and am I, therefore, called upon to bring our humble offering to the national altar, and to confess the benefits and express devout gratitude for the blessings resulting from your independence to us?

Would to God, both for your sakes and ours, that an affirmative answer could be truthfully returned to these questions! Then would my task be light, and my burden easy and delightful. For who is there so cold, that a nation's sympathy could not warm him? Who so obdurate and dead to the claims of gratitude, that would not thankfully acknowledge such priceless benefits? Who so stolid and selfish, that would not give his voice to swell the hallelujahs of a nation's jubilee, when the chains of servitude had been torn from his limbs? I am not that man. In a case like that, the dumb might eloquently speak, and the ―lame man leap as an hart.‖

But such is not the state of the case. I say it with a sad sense of the disparity between us. I am not included within the pale of glorious anniversary! Your high independence only reveals the immeasurable distance between us. The blessings in which you, this day, rejoice, are not enjoyed in common.ÑThe rich inheritance of justice, liberty, prosperity and independence, bequeathed by your fathers, is shared by you, not by me. The sunlight that brought light and healing to you, has brought stripes and death to me. This Fourth July is yours, not mine. You may rejoice, I must mourn. To drag a man in fetters into the grand illuminated temple of liberty, and call upon him to join you in joyous anthems, were inhuman mockery and sacrilegious irony. Do you mean, citizens, to mock me, by asking me to speak to-day? If so, there is a parallel to your conduct. And let me warn you that it is dangerous to copy the example of a nation whose crimes, towering up to heaven, were thrown down by the breath of the Almighty, burying that nation in irrevocable ruin! I can to-day take up the plaintive lament of a peeled and woe-smitten people!

―By the rivers of Babylon, there we sat down. Yea! we wept when we remembered Zion. We hanged our harps upon the willows in the midst thereof. For there, they that carried us away captive, required of us a song; and they who wasted us required of us mirth, saying, Sing us one of the songs of Zion. How can we sing the Lord's song in a strange land? If I forget thee, 0 Jerusalem, let my right hand forget her cunning. If I do not remember thee, let my tongue cleave to the roof of my mouth.‖

Fellow-citizens, above your national, tumultuous joy, I hear the mournful wail of millions! whose chains, heavy and grievous yesterday, are, to-day, rendered more intolerable by the jubilee shouts that reach them. If I do forget, if I do not faithfully remember those bleeding children of sorrow this day, ―may my right hand forget her cunning, and may my tongue cleave to the roof of my mouth!‖ To forget them, to pass lightly over their wrongs, and to chime in with the popular theme, would be treason most scandalous and shocking, and would make me a reproach before God and the world. My subject, then, fellow-citizens, is American slavery. I shall see this day and its popular characteristics from the slave's point of view. Standing there identified with the American bondman, making his wrongs mine, I do not hesitate to declare, with all my soul, that the character and conduct of this nation never looked blacker to me than on this 4th of July! Whether we turn to the declarations of the past, or to the professions of the

- 16 - present, the conduct of the nation seems equally hideous and revolting. America is false to the past, false to the present, and solemnly binds herself to be false to the future. Standing with God and the crushed and bleeding slave on this occasion, I will, in the name of humanity which is outraged, in the name of liberty which is fettered, in the name of the constitution and the Bible which are disregarded and trampled upon, dare to call in question and to denounce, with all the emphasis I can command, everything that serves to perpetuate slavery – the great sin and shame of America! ―I will not equivocate; I will not excuse‖; I will use the severest language I can command; and yet not one word shall escape me that any man, whose judgment is not blinded by prejudice, or who is not at heart a slaveholder, shall not confess to be right and just.

But I fancy I hear some one of my audience say, ―It is just in this circumstance that you and your brother abolitionists fail to make a favorable impression on the public mind. Would you argue more, an denounce less; would you persuade more, and rebuke less; your cause would be much more likely to succeed." But, I submit, where all is plain there is nothing to be argued. What point in the anti-slavery creed would you have me argue? On what branch of the subject do the people of this country need light? Must I undertake to prove that the slave is a man? That point is conceded already. Nobody doubts it. The slaveholders themselves acknowledge it in the enactment of laws for their government. They acknowledge it when they punish disobedience on the part of the slave. There are seventy-two crimes in the State of Virginia which, if committed by a black man (no matter how ignorant he be), subject him to the punishment of death; while only two of the same crimes will subject a white man to the like punishment. What is this but the acknowledgment that the slave is a moral, intellectual, and responsible being? The manhood of the slave is conceded. It is admitted in the fact that Southern statute books are covered with enactments forbidding, under severe fines and penalties, the teaching of the slave to read or to write. When you can point to any such laws in reference to the beasts of the field, then I may consent to argue the manhood of the slave. When the dogs in your streets, when the fowls of the air, when the cattle on your hills, when the fish of the sea, and the reptiles that crawl, shall be unable to distinguish the slave from a brute, then will I argue with you that the slave is a man!

For the present, it is enough to affirm the equal manhood of the Negro race. Is it not astonishing that, while we are ploughing, planting, and reaping, using all kinds of mechanical tools, erecting houses, constructing bridges, building ships, working in metals of brass, iron, copper, silver and gold; that, while we are reading, writing and ciphering, acting as clerks, merchants and secretaries, having among us lawyers, doctors, ministers, poets, authors, editors, orators and teachers; that, while we are engaged in all manner of enterprises common to other men, digging gold in California, capturing the whale in the Pacific, feeding sheep and cattle on the hill-side, living, moving, acting, thinking, planning, living in families as husbands, wives and children, and, above all, confessing and worshipping the Christian's God, and looking hopefully for life and immortality beyond the grave, we are called upon to prove that we are men!

Would you have me argue that man is entitled to liberty? that he is the rightful owner of his own body? You have already declared it. Must I argue the wrongfulness of slavery? Is that a question for Republicans? Is it to be settled by the rules of logic and argumentation, as a matter beset with great difficulty, involving a doubtful application of the principle of justice, hard to be understood? How should I look to-day, in the presence of Americans, dividing, and subdividing a discourse, to show that men have a natural right to freedom? speaking of it relatively and positively, negatively and affirmatively. To do so, would be to make myself ridiculous, and to offer an insult to your understanding. There is not a man beneath the canopy of heaven that does not know that slavery is wrong for him.

What, am I to argue that it is wrong to make men brutes, to rob them of their liberty, to work them without wages, to keep them ignorant of their relations to their fellow men, to beat them with sticks, to flay their flesh with the lash, to load their limbs with irons, to hunt them with dogs, to sell them at

- 17 - auction, to sunder their families, to knock out their teeth, to burn their flesh, to starve them into obedience and submission to their masters? Must I argue that a system thus marked with blood, and stained with pollution, is wrong? No! I will not. I have better employment for my time and strength than such arguments would imply.

What, then, remains to be argued? Is it that slavery is not divine; that God did not establish it; that our doctors of divinity are mistaken? There is blasphemy in the thought. That which is inhuman, cannot be divine! Who can reason on such a proposition? They that can, may; I cannot. The time for such argument is passed.

At a time like this, scorching irony, not convincing argument, is needed. O! had I the ability, and could reach the nation's ear, I would, to-day, pour out a fiery stream of biting ridicule, blasting reproach, withering sarcasm, and stern rebuke. For it is not light that is needed, but fire; it is not the gentle shower, but thunder. We need the storm, the whirlwind, and the earthquake. The feeling of the nation must be quickened; the conscience of the nation must be roused; the propriety of the nation must be startled; the hypocrisy of the nation must be exposed; and its crimes against God and man must be proclaimed and denounced.

What, to the American slave, is your 4th of July? I answer; a day that reveals to him, more than all other days in the year, the gross injustice and cruelty to which he is the constant victim. To him, your celebration is a sham; your boasted liberty, an unholy license; your national greatness, swelling vanity; your sounds of rejoicing are empty and heartless; your denunciation of tyrants, brass fronted impudence; your shouts of liberty and equality, hollow mockery; your prayers and hymns, your sermons and thanksgivings, with all your religious parade and solemnity, are, to Him, mere bombast, fraud, deception, impiety, and hypocrisy -- a thin veil to cover up crimes which would disgrace a nation of savages. There is not a nation on the earth guilty of practices more shocking and bloody than are the people of the United States, at this very hour.

Go where you may, search where you will, roam through all the monarchies and despotisms of the Old World, travel through South America, search out every abuse, and when you have found the last, lay your facts by the side of the everyday practices of this nation, and you will say with me, that, for revolting barbarity and shameless hypocrisy, America reigns without a rival....

...Allow me to say, in conclusion, notwithstanding the dark picture I have this day presented, of the state of the nation, I do not despair of this country. There are forces in operation which must inevitably work the downfall of slavery. ―The arm of the Lord is not shortened,‖ and the doom of slavery is certain. I, therefore, leave off where I began, with hope. While drawing encouragement from ―the Declaration of Independence,‖ the great principles it contains, and the genius of American Institutions, my spirit is also cheered by the obvious tendencies of the age. Nations do not now stand in the same relation to each other that they did ages ago. No nation can now shut itself up from the surrounding world and trot round in the same old path of its fathers without interference. The time was when such could be done. Long established customs of hurtful character could formerly fence themselves in, and do their evil work with social impunity. Knowledge was then confined and enjoyed by the privileged few, and the multitude walked on in mental darkness. But a change has now come over the affairs of mankind. Walled cities and empires have become unfashionable. The arm of commerce has borne away the gates of the strong city. Intelligence is penetrating the darkest corners of the globe. It makes its pathway over and under the sea, as well as on the earth. Wind, steam, and lightning are its chartered agents. Oceans no longer divide, but link nations together. From Boston to London is now a holiday excursion. Space is comparatively annihilated. -- Thoughts expressed on one side of the Atlantic are distinctly heard on the other.

The far off and almost fabulous Pacific rolls in grandeur at our feet. The Celestial Empire, the mystery of ages, is being solved. The fiat of the Almighty, ―Let there be Light,‖ has not yet spent its force. No abuse, no outrage whether in taste, sport or avarice, can now hide itself from the all-pervading light. The iron shoe, and crippled foot of China must be seen in contrast with nature. Africa must rise and put on her yet unwoven garment. ―Ethiopia shall stretch out her hand unto God.‖ In the fervent aspirations of William Lloyd Garrison, I say, and let every heart join in saying it:

God speed the year of jubilee The wide world o'er! When from their galling chains set free, Th' oppress'd shall vilely bend the knee, And wear the yoke of tyranny Like brutes no more. That year will come, and freedom's reign, To man his plundered rights again Restore.

...we have two objects in view; the first is to open the eyes of the non-slaveholder of the South, to the system of deception, that has been so long practised upon them, and the second is to show slaveholders themselves—we have reference only to those who are not too perverse, or ignorant, to perceive naked truths—that free labor is far more respectable, profitable, and productive, than slave labor. In the South, unfortunately, no kind of labor is either free or respectable. Every white man who is under the necessity of earning his bread, by the sweat of his brow, or by manual labor, in any capacity, no matter how unassuming in deportment, or exemplary in morals, is treated as if he were a loathsome beast, and shunned with disdain. His soul may be the very seat of honor and integrity, yet without slaves-himself a slave -he is accounted as nobody, and would be deemed intolerably presumptuous, if he dared to open his mouth, even so wide as to give faint utterance to a three-lettered monosyllable, like yea or nay, in the presence of an august knight of the whip and the lash.

There are few Southerners who will not be astonished at the disclosures of these statistical comparisons, between the free and the slave States. That the astonishment of the more intelligent and patriotic non-slaveholders will be mingled with indignation, is no more than we anticipate. We confess our own surprise, and deep chagrin, at the result of our investigations. Until we examined into the matter, we thought and hoped the South was really ahead of the North in one particular, that of agriculture; but our thoughts have been changed, and our hopes frustrated, for instead of finding ourselves the possessors of a single advantage, we behold our dear native South stripped of every laurel, and sinking deeper and deeper in the depths of poverty and shame; while, at the same time, we see the North, our successful rival, extracting and absorbing the few elements of wealth yet remaining among us, and rising higher and higher in the scale of fame, fortune, and invulnerable power. Thus our disappointment gives way to a feeling of intense mortification, and our soul involuntarily, but justly, we believe, cries out for retribution against the treacherous slaveholding legislators, who have so basely and unpatriotically neglected the interests of their poor white constituents and bargained away the rights of posterity. Notwithstanding the fact that the white non-slaveholders of the South are in the majority, as six to one, they have never yet had any uncontrolled part or lot in framing the laws under which they live. There is no legislation except for the benefit of slavery, and slaveholders. As a general rule, poor white persons are regarded with less esteem and attention than negroes, and though the condition of the latter is wretched beyond description, vast numbers of the former are infinitely worse off. A cunningly devised mockery of freedom is guaranteed to them, and that is all. To all intents and purposes they are disfranchised, and outlawed, and the only privilege extended to them, is a shallow and circumscribed participation in the political oven that usher slaveholders into office.

We have not breathed away nine and twenty years in the South, without becoming acquainted with the demagogical maneuverings of the oligarchy. Their intrigues and tricks of legerdemain are as familiar to us as household words; in vain might the world be ransacked for a more precious junto of flatterers and cajolers. It is amusing to ignorance, amazing to credulity, and insulting to intelligence,' to hear them in their blustering efforts to mystify and pervert the sacred principles of liberty, and turn the curse of slavery into a blessing. To the illiterate poor whites made poor and ignorant by the system of slavery-they hold out the idea that slavery is the very bulwark of our liberties, and the foundation of American independence! For hours at a time, day after day, will they expatiate upon the inexpressible

- 20 - beauty— and excellences of this great free and independent nation; and finally with the most extravagant gesticulations and rhetorical flourishes, conclude their nonsensical ravings, by attributing all the glory and prosperity of the country, from Maine to Texas, and from Georgia to California, to the ―invaluable institutions of the South!‖ On the part of the intelligent listener, who cherishes a high regard for truth and justice, it requires no small degree of patience and forbearance to rest quietly under the incoherent, truth- murdering declamations of these subtle-tongued champions of slavery.

The lords of the lash are not only absolute masters of the blacks, who are bought and sold, and driven about like so many cattle, but they are also the oracles and arbiters of all non-slaveholding whites, whose freedom is merely nominal, and whose unparalleled illiteracy and degradation is purposely and fiendishly perpetuated. How little the "poor white trash," the great majority of the Southern people, know of the real condition of the country, is, indeed, sadly astonishing. The truth is, they know nothing of public measures, and little of private affairs, except what their imperious masters, the slave-drivers, condescend to tell, and that is but precious little, and even that little, always garbled and onesided, is never told except in public harangues; for the haughty cavaliers of shackles and handcuffs will not degrade themselves by holding private converse with those who have neither dimes nor hereditary rights in human flesh. Whenever it pleases, and to the extent it pleases, a slaveholder to become communicative, poor whites may hear with fear and trembling, but not speak. They must be as mum as dumb brutes, and stand in awe belief that agriculture is not one of the leading and lucrative pursuits of the free States, that the soil there is an uninterrupted barren waste, and that our Northern brethren, having the advantage in nothing except wealth, population, inland and foreign commerce, manufactures, mechanism, inventions, literature, the arts and sciences, and their concomitant branches of profitable industry—miserable objects of charity—are dependent on us for the necessaries of life.

Next to Virginia, Maryland is the greatest Southern hay-producing State; and yet, it is the opinion of several of the most extensive hay and grain dealers in Baltimore, with whom we have conversed on the subject, that the domestic crop is scarcely equal to one-third the demand, and that the balance required for home consumption, about two-thirds, is chiefly brought from New York, Pennsylvania and Massachusetts. At this rate, Maryland receives and consumes not less than three hundred and fifteen thousand tons of Northern hay every year; and this, as we are informed by the dealers above-mentioned, at an average cost to the last purchaser, by the time it is stowed in the mow, of at least twenty-five dollars per ton; it would thus appear that this most and valuable provender, one of the staple commodities of the North, commands a market in a single slave State, to the amount of seven million eight hundred and seventy-five thousand dollars per annum. In this same State of Maryland, less than one million of dollars' worth of cotton finds a market, the whole number of bales sold here in 1850 amounting to only twenty- three thousand three hundred and twenty-five, valued at seven hundred and forty-six thousand four hundred dollars. Briefly, then, and in round numbers, we may state the case thus: Maryland buys annually seven millions of dollars' worth of hay from the North, and one million of dollars' worth of cotton from the South. Let slaveholders and their fawning defenders read, ponder and compare. The exact quantities of Northern hay, rye, and buckwheat flour, Irish potatoes, fruits, clover and grass seeds, and other products of the soil, received and consumed in all the slaveholding States, we have no means of ascertaining; but for all practical purposes, we can arrive sufficiently near to the amount by inference from the above data, and from what we see with our eyes and hear with our ears wherever we go. Food from the North for man or for beast, or for both, is for sale in every market in the South. Even in the most insignificant little villages in the interior of the slave States, where books, newspapers and other mediums of intelligence are unknown, where the poor whites and the negroes are alike bowed down in heathenish ignorance and barbarism, and where the news is received but once a week, and then only in a Northern- built stagecoach, drawn by horses in Northern harness, in charge of a driver dressed cap-a-pie in Northern habiliments, and with a Northern whip in his hand-the agricultural products of the North, either crude, prepared, pickled or preserved, are ever to be found.

Mortifying as the acknowledgment of the fact is to us, it is our unbiased opinion-an opinion which will, we believe, be indorsed by every intelligent person who goes into a careful examination and comparison of all the facts in the ca s-that the profits arising to the North from the sale of provender and provisions to the South, are far greater than those arising to the South from the sale of cotton, tobacco and breadstuff- to the North. It follows, then, that the agricultural interests of the North being not only equal but actually superior to those of the South, the hundreds of millions of dollars which the commerce and manufactures of the former annually yield, is just so much clear and independent gain over the latter. It follows, also, from a corresponding train or system of deduction, and with all the foregoing facts in view, that the difference between freedom and slavery is simply the difference between sense and nonsense, wisdom and folly, good and evil, right and wrong.

Any observant American, from whatever point of the compass he may hail, who will take the trouble to pass though the Southern markets, both great and small, as we have done, and inquire where this article, that and the other came from, will be utterly astonished at the variety and quantity of Northern agricultural productions kept for sale. And this state of things is growing worse and worse every year. Exclusively agricultural as the South is in her industrial pursuits, she is barely able to support her sparse and degenerate population. Her men and her domestic animals, both dwarfed into shabby objects of commiseration under the blighting effects of slavery, are constantly feeding on the multifarious products of Northern soil. And if the whole truth must be told, we may here add, that these products, like all other articles of merchandise purchased at the North, are generally bought on credit, and, in a great number of instances, by far too many, never paid for-not, as a general rule, because the purchasers are dishonest or unwilling to pay, but because they are impoverished and depressed by the retrogressive and deadening operations of slavery, that most unprofitable and pernicious institution under which they live.

Mr. President and Gentlemen of the Convention.

If we could first know where we are, and whither we are tending, we could then better judge what to do, and how to do it.

We are now far into the fifth year, since a policy was initiated, with the avowed object, and confident promise, of putting an end to slavery agitation.

Under the operation of that policy, that agitation has not only, not ceased, but has constantly augmented.

In my opinion, it will not cease, until a crisis shall have been reached, and passed.

―A house divided against itself cannot stand.‖

I believe this government cannot endure, permanently half slave and half free.

I do not expect the Union to be dissolved -- I do not expect the house to fall -- but I do expect it will cease to be divided.

It will become all one thing or all the other.

Either the opponents of slavery, will arrest the further spread of it, and place it where the public mind shall rest in the belief that it is in the course of ultimate extinction; or its advocates will push it forward, till it shall become alike lawful in all the States, old as well as new -- North as well as South.

Have we no tendency to the latter condition?

Let any one who doubts, carefully contemplate that now almost complete legal combination -- piece of machinery so to speak -- compounded of the Nebraska doctrine, and the Dred Scott decision. Let him consider not only what work the machinery is adapted to do, and how well adapted; but also, let him study the history of its construction, and trace, if he can, or rather fail, if he can, to trace the evidence of design and concert of action, among its chief architects, from the beginning.

But, so far, Congress only, had acted; and an indorsement by the people, real or apparent, was indispensable, to save the point already gained, and give chance for more.

The new year of 1854 found slavery excluded from more than half the States by State Constitutions, and from most of the national territory by congressional prohibition.

Four days later, commenced the struggle, which ended in repealing that congressional prohibition.

This opened all the national territory to slavery, and was the first point gained.

This necessity had not been overlooked; but had been provided for, as well as might be, in the notable argument of “squatter sovereignty,” otherwise called “sacred right of self government,” which latter phrase, though expressive of the only rightful basis of any government, was so perverted in this attempted use of it as to amount to just this: That if any one man, choose to enslave another, no third man shall be allowed to object.

That argument was incorporated into the Nebraska bill itself, in the language which follows: “It being the true intent and meaning of this act not to legislate slavery into any Territory or state, not to exclude it therefrom; but to leave the people thereof perfectly free to form and regulate their domestic institutions in their own way, subject only to the Constitution of the United States.”

Then opened the roar of loose declamation in favor of ―Squatter Sovereignty,‖ and ―Sacred right of self-government.‖

―But,‖ said opposition members, ―let us be more specific -- let us amend the bill so as to expressly declare that the people of the territory may exclude slavery.‖ ―Not we,‖ said the friends of the measure; and down they voted the amendment.

While the Nebraska Bill was passing through congress, a law case involving the question of a negroe's freedom, by reason of his owner having voluntarily taken him first into a free state and then a territory covered by the congressional prohibition, and held him as a slave, for a long time in each, was passing through the U.S. Circuit Court for the District of Missouri; and both Nebraska bill and law suit were brought to a decision in the same month of May, 1854. The negroe's name was ―Dred Scott,‖ which name now designates the decision finally made in the case.

Before the then next Presidential election, the law case came to, and was argued in, the Supreme Court of the United States; but the decision of it was deferred until after the election. Still, before the election, Senator Trumbull, on the floor of the Senate, requests the leading advocate of the Nebraska bill to state his opinion whether the people of a territory can constitutionally exclude slavery from their limits; and the latter answers: ―That is a question for the Supreme Court.‖

The election came. Mr. Buchanan was elected, and the indorsement, such as it was, secured. That was the second point gained. The indorsement, however, fell short of a clear popular majority by nearly four hundred thousand votes, and so, perhaps, was not overwhelmingly reliable and satisfactory.

The outgoing President, in his last annual message, as impressively as possible, echoed back upon the people the weight and authority of the indorsement.

The Supreme Court met again; did not announce their decision, but ordered a re-argument.

The Presidential inauguration came, and still no decision of the court; but the incoming President, in his inaugural address, fervently exhorted the people to abide by the forthcoming decision, whatever might be.

Then, in a few days, came the decision.

The reputed author of the Nebraska Bill finds an early occasion to make a speech at this capital indorsing the Dred Scott Decision, and vehemently denouncing all opposition to it.

The new President, too, seizes the early occasion of the Silliman letter to indorse and strongly construe that decision, and to express his astonishment that any different view had ever been entertained.

At length a squabble springs up between the President and the author of the Nebraska Bill, on the mere question of fact, whether the Lecompton constitution was or was not, in any just sense, made by the people of Kansas; and in that squabble the latter declares that all he wants is a fair vote for the people, and that he cares not whether slavery be voted down or voted up. I do not understand his declaration that he cares not whether slavery be voted down or voted up, to be intended by him other than as an apt definition of the policy he would impress upon the public mind -- the principle for which he declares he has suffered much, and is ready to suffer to the end.

And well may he cling to that principle. If he has any parental feeling, well may he cling to it. That principle, is the only shred left of his original Nebraska doctrine. Under the Dred Scott decision, ―squatter sovereignty‖ squatted out of existence, tumbled down like temporary scaffolding -- like the mould at the foundry served through one blast and fell back into loose sand -- helped to carry an election, and then was kicked to the winds. His late joint struggle with the Republicans, against the Lecompton Constitution, involves nothing of the original Nebraska doctrine. That struggle was made on a point, the right of a people to make their own constitution, upon which he and the Republicans have never differed.

The several points of the Dred Scott decision, in connection with Senator Douglas's ―care-not‖ policy, constitute the piece of machinery, in its present state of advancement. This was the third point gained. The working points of that machinery are:-

First, that no negro slave, imported as such from Africa, and no descendant of such slave, can ever be a citizen of any State, in the sense of that term as used in the Constitution of the United States. This point is made in order to deprive the negro, in every possible event, of the benefit of that provision of the United States Constitution, which declares that: ―The citizens of each State shall be entitled to all privileges and immunities of citizens in the several States.‖

Second, that ―subject to the Constitution of the United States,‖ neither Congress nor a Territorial legislature can exclude slavery from any United States Territory. This point is made in order that individual men may fill up the Territories with slaves, without danger of losing them as property, and thus to enhance the chances of permanency to the institution through all the future.

Third, that whether the holding a negro in actual slavery in a free State makes him free, as against the holder, the United States courts will not decide, but will leave to be decided by the courts of any slave State the negro may be forced into by the master. This point is made, not to be pressed immediately; but, if acquiesced in for a while, and apparently indorsed by the people at an election, then to sustain the logical conclusion that what Dred Scott's master might lawfully do with Dred Scott, in the free State of Illinois, every other master may lawfully do with any other one, or one thousand slaves, in Illinois, or in any other free State.

Auxiliary to all this, and working hand in hand with it, the Nebraska doctrine, or what is left of it, is to educate and mold public opinion, at least Northern public opinion, not to care whether slavery is voted down or voted up. This shows exactly where we now are; and partially, also, whither we are tending.

It will throw additional light on the latter, to go back, and run the mind over the string of historical facts already stated. Several things will now appear less dark and mysterious than they did when they were transpiring. The people were to be left ―perfectly free,‖ subject only to the Constitution. What the Constitution had to do with it, outsiders could not then see. Plainly enough now, it was an exactly fitted niche, for the Dred Scott decision to afterward come in, and declare the perfect free freedom of the people to be just no freedom at all. Why was the amendment, expressly declaring the right of the people, voted down? Plainly enough now: the adoption of it would have spoiled the niche for the Dred Scott decision. Why was the court decision held up? Why even a Senator's individual opinion withheld, till after the presidential election? Plainly enough now- the speaking out then would have damaged the perfectly free argument upon which the election was to be carried. Why the outgoing President's felicitation on the indorsement? Why the delay of a re-argument? Why the incoming President's advance exhortation in favor of the decision? These things look like the cautious patting and petting of a spirited horse, preparatory to mounting him, when it is dreaded that he may give the rider a fall. And why the hasty after-indorsement of the decision by the President and others?

We cannot absolutely know that all these exact adaptations are the result of preconcert. But when we see a lot of framed timbers, different portions of which we know have been gotten out at different times and places, and by different workmen- Stephen, Franklin, Roger, and James, for instance-and when we see these timbers joined together, and see they exactly matte the frame of a house or a mill, all the tenons and mortices exactly fitting, and all the lengths and proportions of the different l pieces exactly adapted to their respective places, and not a piece. too many or too few,-not omitting even scaffolding-or, if a single piece be lacking, we see the place in the frame exactly fitted and prepared yet to bring such piece in-in such a case we find it impossible not to believe that Stephen and Franklin and Roger and James all understood one another from the beginning and all worked upon a common plan or draft drawn up before the first blow was struck.

It should not be overlooked that, by the Nebraska Bill, the people of a State, as well as a Territory, were to be left ―perfectly free,‖ ―subject only to the Constitution.‖ Why mention a State? They were legislating for Territories, and not for or about States. Certainly the people of a State are and ought to be subject to the Constitution of the United States; but why is mention of this lugged into this merely Territorial law? Why are the people of a Territory and the people of a State therein lumped together, and their relation to the Constitution therein treated as being precisely the same? While the opinion of the court, by Chief-Justice Taney, in the Dred Scott case and the separate opinions of all the concurring judges, expressly declare that the Constitution of the United States neither permits Congress nor a Territorial legislature to exclude slavery from any United States Territory, they all omit to declare whether or not the same Constitution permits a State, or the people of a State, to exclude it. Possibly this is a mere omission; but who can be quite sure, if McLean or Curtis had sought to get into the opinion a declaration of unlimited power in the people of a State to exclude slavery from their limits, just as Chase and Mace sought to get such declaration, in behalf of the people of a Territory, into the Nebraska Bill-I ask, who can be quite sure that it would not have been voted down in the one case as it ad been in the other? The nearest approach to the point of declaring the power of a State over slavery is made by Judge Nelson. He approaches it more than once, using the precise idea, and almost the language, too, of the Nebraska Act. On one occasion, his exact language is, ―except in cases where the power is restrained by the Constitution of the United States the law of the State is supreme over the subject of slavery within its jurisdiction.‖ In what cases the power of the States is so restrained by the United States Constitution is left an open question, precisely as the same question, as to the restraint on the power of the Territories, was left open in the Nebraska Act Put this and that together, and we have another nice little niche which we may ere long see filled with another Supreme Court decisions declaring that the Constitution of the United States does not permit a State to exclude slavery from its limits. And this may especially be expected if the doctrine of ―care not whether slavery be voted down or voted up,‖ shall gain upon the public mind sufficiently to give promise that such a decision and be maintained when made.

Such a decision is all that slavery now lacks of being alike lawful in all the States. Welcome, or unwelcome, such decision is probably coming, and will soon be upon us, unless the power of the present political dynasty shall be met and overthrown. We shall lie down pleasantly dreaming that the people of Missouri are on the verge of making their State free, and we shall awake to the reality instead, that the Supreme Court has made Illinois a slave State. To meet and overthrow the power of that dynasty is the work now before all those who would prevent that consummation. This is what we have to do. How can we best do it? There are those who denounce us openly to their own friends and yet whisper us softly, that Senator Douglas is the aptest instrument there is with which to effect that object. They wish us to infer all from the fact that he now has a little quarrel with the present head of the dynasty; and that he has regularly voted with us on a single point, upon which he and we have never differed. They remind us that he is a great man, and that the largest of us are very small ones. Let this be granted. But "a living dog is better than a dead lion." Judge Douglas, if not a dead lion, for this work, is at least a caged and toothless one. How can he oppose the advances of slavery? He does not care anything about it. His avowed mission is impressing the "public heart" to care nothing about it. A leading Douglas Democratic newspaper thinks Douglas's superior talent will be needed to resist the revival of the African slave trade. Does Douglas believe an effort to revive that trade is approaching? He has not said so. Does he really think so? But if it is, how can he resist it? For years he has labored to prove it a sacred right of white men to take negro slaves into the new Territories. Can he possibly show that it is less a sacred right to buy them where they can be bought cheapest? And unquestionably they can be bought cheaper in Africa than in Virginia. He has done all in his power to reduce the whole question of slavery to one of a mere right of property; and as such, how can he oppose the foreign slave trade-how can he refuse that trade in that ―property‖ shall be ―perfectly free‖-unless he does it as a protection to the home production? And as the home producers will probably not ask the protection, he will be wholly without a ground of opposition.

Senator Douglas holds, we know, that a man may rightfully be wiser today than he was yesterday-that he may rightfully | change when he finds himself wrong. But can we, for that reason, run ahead, and infer that he will make any particular change, of which he, himself, has given no intimation? Can we safely base our action upon any such vague inference? Now, as ever, I wish not to misrepresent Judge Douglas's position, question his motives, or do aught that can be personally offensive to him. Whenever, if ever, he and we can come together on principle so that our cause may have assistance from his great ability, I hope to have interposed no adventitious obstacle. But clearly, he is not now with us-he does not pretend to be-he does not promise ever to be.

Our cause, then, must be intrusted to, and conducted by, its own undoubted friends-those whose hands are free, whose hearts are in the work-who do care for the result. Two years ago the Republicans of the nation mustered over thirteen hundred thousand strong. We did this under the single impulse of resistance to a common danger, with every external circumstance against us. Of strange, discordant, and even hostile elements, we gathered from the four winds, and formed and fought the battle through, under the constant hot fire of a disciplined, proud, and pampered enemy. Did we brave all them to falter now?- now, when that same enemy is wavering, dissevered, and belligerent? The result is not doubtful. We shall not fail-if we stand firm, we shall not fail. Wise counsels may accelerate, or mistakes delay it, but, sooner or later, the victory is sure to come.

South Carolina’s Declaration of Secession, 1860

The people of the State of South Carolina, in Convention assembled, on the 26th day of April, A.D., 1852, declared that the frequent violations of the Constitution of the United States, by the Federal Government, and its encroachments upon the reserved rights of the States, fully justified this State in then withdrawing from the Federal Union; but in deference to the opinions and wishes of the other slaveholding States, she forbore at that time to exercise this right. Since that time, these encroachments have continued to increase, and further forbearance ceases to be a virtue.

And now the State of South Carolina having resumed her separate and equal place among nations, deems it due to herself, to the remaining United States of America, and to the nations of the world, that she should declare the immediate causes which have led to this act.

In the year 1765, that portion of the British Empire embracing Great Britain, undertook to make laws for the government of that portion composed of the thirteen American Colonies. A struggle for the right of self-government ensued, which resulted, on the 4th of July, 1776, in a Declaration, by the Colonies, ―that they are, and of right ought to be, FREE AND INDEPENDENT STATES; and that, as free and independent States, they have full power to levy war, conclude peace, contract alliances, establish commerce, and to do all other acts and things which independent States may of right do.‖

They further solemnly declared that whenever any ―form of government becomes destructive of the ends for which it was established, it is the right of the people to alter or abolish it, and to institute a new government.‖ Deeming the Government of Great Britain to have become destructive of these ends, they declared that the Colonies ―are absolved from all allegiance to the British Crown, and that all political connection between them and the State of Great Britain is, and ought to be, totally dissolved.‖

In pursuance of this Declaration of Independence, each of the thirteen States proceeded to exercise its separate sovereignty; adopted for itself a Constitution, and appointed officers for the administration of government in all its departments-- Legislative, Executive and Judicial. For purposes of defense, they united their arms and their counsels; and, in 1778, they entered into a League known as the Articles of Confederation, whereby they agreed to entrust the administration of their external relations to a common agent, known as the Congress of the United States, expressly declaring, in the first Article ―that each State retains its sovereignty, freedom and independence, and every power, jurisdiction and right which is not, by this Confederation, expressly delegated to the United States in Congress assembled.‖

Under this Confederation the war of the Revolution was carried on, and on the 3rd of September, 1783, the contest ended, and a definite Treaty was signed by Great Britain, in which she acknowledged the independence of the Colonies in the following terms: ―ARTICLE 1-- His Britannic Majesty acknowledges the said United States, viz: New Hampshire, Massachusetts Bay, Rhode Island and Providence Plantations, Connecticut, New York, New Jersey, Pennsylvania, Delaware, Maryland, Virginia, North Carolina, South Carolina and Georgia, to be FREE, SOVEREIGN AND INDEPENDENT STATES; that he treats with them as such; and for himself, his heirs and successors, relinquishes all claims to the government, propriety and territorial rights of the same and every part thereof.‖

Thus were established the two great principles asserted by the Colonies, namely: the right of a State to govern itself; and the right of a people to abolish a Government when it becomes destructive of the ends for which it was instituted. And concurrent with the establishment of these principles, was the fact, that each Colony became and was recognized by the mother Country a FREE, SOVEREIGN AND INDEPENDENT STATE.

In 1787, Deputies were appointed by the States to revise the Articles of Confederation, and on 17th September, 1787, these Deputies recommended for the adoption of the States, the Articles of Union, known as the Constitution of the United States.

The parties to whom this Constitution was submitted, were the several sovereign States; they were to agree or disagree, and when nine of them agreed the compact was to take effect among those concurring; and the General Government, as the common agent, was then invested with their authority.

If only nine of the thirteen States had concurred, the other four would have remained as they then were-- separate, sovereign States, independent of any of the provisions of the Constitution. In fact, two of the States did not accede to the Constitution until long after it had gone into operation among the other eleven; and during that interval, they each exercised the functions of an independent nation.

By this Constitution, certain duties were imposed upon the several States, and the exercise of certain of their powers was restrained, which necessarily implied their continued existence as sovereign States. But to remove all doubt, an amendment was added, which declared that the powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States, respectively, or to the people. On the 23d May , 1788, South Carolina, by a Convention of her People, passed an Ordinance assenting to this Constitution, and afterwards altered her own Constitution, to conform herself to the obligations she had undertaken.

Thus was established, by compact between the States, a Government with definite objects and powers, limited to the express words of the grant. This limitation left the whole remaining mass of power subject to the clause reserving it to the States or to the people, and rendered unnecessary any specification of reserved rights.

We hold that the Government thus established is subject to the two great principles asserted in the Declaration of Independence; and we hold further, that the mode of its formation subjects it to a third fundamental principle, namely: the law of compact. We maintain that in every compact between two or more parties, the obligation is mutual; that the failure of one of the contracting parties to perform a material part of the agreement, entirely releases the obligation of the other; and that where no arbiter is provided, each party is remitted to his own judgment to determine the fact of failure, with all its consequences.

In the present case, that fact is established with certainty. We assert that fourteen of the States have deliberately refused, for years past, to fulfill their constitutional obligations, and we refer to their own Statutes for the proof.

The Constitution of the United States, in its fourth Article, provides as follows: ―No person held to service or labor in one State, under the laws thereof, escaping into another, shall, in consequence of any law or regulation therein, be discharged from such service or labor, but shall be delivered up, on claim of the party to whom such service or labor may be due.‖

This stipulation was so material to the compact, that without it that compact would not have been made. The greater number of the contracting parties held slaves, and they had previously evinced their estimate of the value of such a stipulation by making it a condition in the Ordinance for the government of the territory ceded by Virginia, which now composes the States north of the Ohio River.

The same article of the Constitution stipulates also for rendition by the several States of fugitives from justice from the other States.

The General Government, as the common agent, passed laws to carry into effect these stipulations of the States. For many years these laws were executed. But an increasing hostility on the part of the non- slaveholding States to the institution of slavery, has led to a disregard of their obligations, and the laws of the General Government have ceased to effect the objects of the Constitution. The States of Maine, New Hampshire, Vermont, Massachusetts, Connecticut, Rhode Island, New York, Pennsylvania, Illinois, Indiana, Michigan, Wisconsin and Iowa, have enacted laws which either nullify the Acts of Congress or render useless any attempt to execute them. In many of these States the fugitive is discharged from service or labor claimed, and in none of them has the State Government complied with the stipulation made in the Constitution. The State of New Jersey, at an early day, passed a law in conformity with her constitutional obligation; but the current of anti-slavery feeling has led her more recently to enact laws which render inoperative the remedies provided by her own law and by the laws of Congress. In the State of New York even the right of transit for a slave has been denied by her tribunals; and the States of Ohio and Iowa have refused to surrender to justice fugitives charged with murder, and with inciting servile insurrection in the State of Virginia. Thus the constituted compact has been deliberately broken and disregarded by the non-slaveholding States, and the consequence follows that South Carolina is released from her obligation.

The ends for which the Constitution was framed are declared by itself to be ―to form a more perfect union, establish justice, insure domestic tranquility, provide for the common defence, promote the general welfare, and secure the blessings of liberty to ourselves and our posterity.‖

These ends it endeavored to accomplish by a Federal Government, in which each State was recognized as an equal, and had separate control over its own institutions. The right of property in slaves was recognized by giving to free persons distinct political rights, by giving them the right to represent, and burthening them with direct taxes for three-fifths of their slaves; by authorizing the importation of slaves for twenty years; and by stipulating for the rendition of fugitives from labor.

We affirm that these ends for which this Government was instituted have been defeated, and the Government itself has been made destructive of them by the action of the non-slaveholding States. Those States have assume the right of deciding upon the propriety of our domestic institutions; and have denied the rights of property established in fifteen of the States and recognized by the Constitution; they have denounced as sinful the institution of slavery; they have permitted open establishment among them of societies, whose avowed object is to disturb the peace and to eloign the property of the citizens of other States. They have encouraged and assisted thousands of our slaves to leave their homes; and those who remain, have been incited by emissaries, books and pictures to servile insurrection.

For twenty-five years this agitation has been steadily increasing, until it has now secured to its aid the power of the common Government. Observing the forms of the Constitution, a sectional party has found within that Article establishing the Executive Department, the means of subverting the Constitution itself. A geographical line has been drawn across the Union, and all the States north of that line have united in the election of a man to the high office of President of the United States, whose opinions and purposes are hostile to slavery. He is to be entrusted with the administration of the common Government, because he has declared that that ―Government cannot endure permanently half slave, half free,‖ and that the public mind must rest in the belief that slavery is in the course of ultimate extinction.

This sectional combination for the submersion of the Constitution, has been aided in some of the States by elevating to citizenship, persons who, by the supreme law of the land, are incapable of becoming citizens; and their votes have been used to inaugurate a new policy, hostile to the South, and destructive of its beliefs and safety.

On the 4th day of March next, this party will take possession of the Government. It has announced that the South shall be excluded from the common territory, that the judicial tribunals shall be made sectional, and that a war must be waged against slavery until it shall cease throughout the United States.

The guaranties of the Constitution will then no longer exist; the equal rights of the States will be lost. The slaveholding States will no longer have the power of self-government, or self-protection, and the Federal Government will have become their enemy.

Sectional interest and animosity will deepen the irritation, and all hope of remedy is rendered vain, by the fact that public opinion at the North has invested a great political error with the sanction of more erroneous religious belief.

We, therefore, the People of South Carolina, by our delegates in Convention assembled, appealing to the Supreme Judge of the world for the rectitude of our intentions, have solemnly declared that the Union heretofore existing between this State and the other States of North America, is dissolved, and that the State of South Carolina has resumed her position among the nations of the world, as a separate and independent State; with full power to levy war, conclude peace, contract alliances, establish commerce, and to do all other acts and things which independent States may of right do.

“McDonnell’s Confederate History Month Proclamation Irks Civil Rights Leaders,” Washington Post, 2010

Gov. Robert F. McDonnell, reviving a controversy that had been dormant for eight years, has declared that April will be Confederate History Month in Virginia, a move that angered civil rights leaders Tuesday but that political observers said would strengthen his position with his conservative base.

The two previous Democratic governors had refused to issue the mostly symbolic proclamation honoring the soldiers who fought for the South in the Civil War. McDonnell (R) revived a practice started by Republican governor George Allen in 1997. McDonnell left out anti-slavery language that Allen's successor, James S. Gilmore III (R), had included in his proclamation.

McDonnell said Tuesday that the move was designed to promote tourism in the state, which next year will mark the 150th anniversary of the start of the war. McDonnell said he did not include a reference to slavery because ―there were any number of aspects to that conflict between the states. Obviously, it involved slavery. It involved other issues. But I focused on the ones I thought were most significant for Virginia.‖

The proclamation was condemned by the Virginia Legislative Black Caucus and the NAACP. Former governor L. Douglas Wilder called it ―mind-boggling to say the least‖ that McDonnell did not reference slavery or Virginia's struggle with civil rights in his proclamation. Though a Democrat, Wilder has been supportive of McDonnell and boosted his election efforts when he declined to endorse the Republican's opponent, R. Creigh Deeds.

―Confederate history is full of many things that unfortunately are not put forth in a proclamation of this kind nor are they things that anyone wants to celebrate,‖ he said. ―It's one thing to sound a cause of rallying a base. But it's quite another to distort history.‖

The seven-paragraph declaration calls for Virginians to ―understand the sacrifices of the Confederate leaders, soldiers and citizens during the period of the Civil War.‖

McDonnell had quietly made the proclamation Friday by placing it on his Web site, but it did not attract attention in the state capital until Tuesday. April also honors child abuse prevention, organ donations, financial literacy and crime victims.

After a fall campaign spent focusing almost exclusively on jobs and the economy, McDonnell had been seen in recent weeks as largely ceding conservative ground to the state's activist attorney general, Ken Cuccinelli II. The proclamation could change that view among Republicans who believe appropriate respect for the state's Confederate past has been erased by an over-allegiance to political correctness, observers said.

―It helps him with his base,‖ said Mark Rozell, a political scientist at George Mason University. ―These are people who support state's rights and oppose federal intrusion.‖

Said Patrick M. McSweeney, a former state GOP chairman: ―I applaud McDonnell for doing it. I think it takes a certain amount of courage.‖

The Virginia NAACP and the state's Legislative Black Caucus called the proclamation an insult to a large segment of the state's population, particularly because it never acknowledges slavery.

―Governor McDonnell's proclamation was offensive and offered a disturbing revision of the Civil War and the brutal era that followed,‖ said Del. Kenneth Cooper Alexander (D-Norfolk), chairman of the Legislative Black Caucus. ―Virginia has worked hard to move beyond the very things for which Governor McDonnell seems nostalgic.‖

King Salim Khalfani, executive director of the Virginia State Conference of the NAACP, said his group will hold an emergency meeting Saturday to discuss a series of problems it has had with McDonnell since he was sworn into office in January.

Virginia has had a long, complicated history on racial relations -- long before Richmond served as the capital of the Confederacy during the Civil War. Many of its most prominent early residents, including future presidents, owned slaves, and the state openly fought desegregation, even closing schools instead of integrating them. But in 1989, the state made Wilder the first African American governor in the nation since Reconstruction.

McDonnell said Tuesday that people's thinking about civil rights and the role of the Confederacy in Virginia history have advanced to the point where ―people can talk about and discuss and . . . begin to understand the history a little better.‖

―I felt just as I've issued dozens and dozens of other commemorations, that it was something that was worthy of doing so people can at least study and understand that period of Virginia history and how it impacts us today,‖ he said.

The state's new governor campaigned relentlessly on improving the economy and creating jobs and received the strong backing of the business community. But the attention that Virginia will receive from the proclamation might take away from that focus.

Rozell said the proclamation is a ―distraction‖ from McDonnell's desire to attract companies to Virginia. Businesses might begin to perceive McDonnell's latest decision -- combined with Cuccinelli's decision to sue the federal government over health-care reform legislation and his advice to state colleges and universities that they remove sexual-orientation language from their anti-discrimination policies -- as a pattern of behavior not conducive to relocating in the state.

Allen caused a national uproar when he signed a proclamation drafted by the Sons of Confederate Veterans. It called the Civil War ―a four-year struggle for [Southern] independence and sovereign rights‖ and made no mention of slavery.

Gilmore modified the decree in 1998 by adding a condemnation of slavery, but it failed to satisfy either defenders of Confederate heritage or civil rights leaders. He later changed the proclamation by dropping references to Confederate History Month and instead designated April as ―Virginia's Month for Remembrance of the Sacrifices and Honor of All Virginians Who Served in the Civil War.‖

But in 2002, Mark Warner, Gilmore's successor, broke with their actions, calling such proclamations a ―lightning rod‖ that did not help bridge divisions between whites and blacks in Virginia. Four years later, Timothy M. Kaine was asked but did not issue a proclamation.

This year's proclamation was requested by the Sons of Confederate Veterans. A representative of the group said it has known since it interviewed McDonnell when he was running for attorney general in 2005 that he was likely to respond differently than Warner or Kaine.

―We've known for quite some time we had a good opportunity should he ascend the governorship,‖ said Brandon Dorsey of the Sons of Confederate Veterans.

Sen. Emmett W. Hanger Jr. (R-Augusta), who has spoken from the floor of the General Assembly about honoring Virginia's Confederate past with appropriate acknowledgments to its difficult racial past, said he believed Warner and Kaine ―avoided‖ the issue by failing to issue similar documents.

―It would be totally inappropriate to do one that would just poke a stick to stir up old wounds. But it is appropriate to recognize the historical significance of Virginia in that era,‖ he said. ―I think it's appropriate as long as it's not fiery.‖

McDonnell's proclamation comes just before the April 17, 1861, anniversary of the day Virginia seceded from the union.

“Virginia Governor: Is It So Wrong to Love the Old South?” Christian Science Monitor, 2010

After living through a decade of attacks against the Confederate battle flag and school administrators suspending students who wear Dixie regalia, Virginia Gov. Bob McDonnell (R) is, like a true Johnny Reb, fighting back.

By reinstating Confederate History Month after previous Democratic governors banned it in the Old Dominion, Governor McDonnell says he wants to remember the South's sacrifices ahead of sesquicentennial commemorations of the Civil War, which start next year. This is the state that housed the Confederate government in Richmond and where most of the Civil War, the country's bloodiest campaign, was fought.

But the designation by the Virginia governor for the month of April is bringing back ideas and symbols that many Americans – including many Southerners – find offensive and divisive. It could derail efforts to win favor among Democrats, not to mention Southern blacks, and it could drive a cultural wedge into the Republican Party as it looks for ways to win in November.

On the other hand, McDonnell's proclamation could also rally a substantial conservative base that's felt beleaguered by attempts to, if not rewrite, effectively banish Confederate history.

Some see those attempts as part of a political correctness movement. "If the proclamation does anything, it hopefully will be a nail in the coffin of political correctness," writes Brag Bowling, commander of the Virginia division of the Sons of Confederate Veterans.

The National Association for the Advancement of Colored People and other groups have for years fought against Southern states keeping Confederate symbols, especially on public lands such as capitol grounds and public colleges. To many, the Old South is a slave-holding blot on history and deserves to be demoted in the annals of history.

Indeed, most appalling to critics is McDonnell's decision to leave out references to slavery, which were included in a previous proclamation. McDonnell's declaration asks Virginians to ―understand the sacrifices of the Confederate leaders, soldiers and citizens during the period of the Civil War ....‖

He did not mention slavery, he told The Washington Post, because ―there were any number of aspects to that conflict between the states.‖ He continues, ―Obviously, it involved slavery. It involved other issues. But I focused on the ones I thought were most significant for Virginia.‖

―Confederate history is full of many things that unfortunately are not put forth in a proclamation of this kind, nor are they things that anyone wants to celebrate,‖ former Virginia Gov. L. Douglas Wilder, who is the first African-American to win the governor's office in Virginia, tells the Post. ―It's one thing to sound a cause of rallying a base. One backdrop to efforts like McDonnell's declaration is what Southern Legal Resource Center founder Kirk Lyons describes as a situation where Southerners are facing discrimination, harassment, humiliation, employment termination, and school suspensions ―simply because they're proud of their Confederate ancestry.‖

At the same time, some Southerners are starting to reclaim their heritage, in part by flying giant Confederate flags along Southern interstates.

McDonnell, who has been known as a staunch social conservative, avoided hot-button cultural issues during a governor's race that was seen as a repudiation of recent Democratic victories across the United States. But he has since waded into cultural issues such the gay rights debate and now Confederate commemorations.

Politically, McDonnell's move shows the tone-deafness of Republicans, writes Charles Johnson in True/Slant, an online news network. ―Republicans like McDonnell are reveling in their racism, and pandering to the most vile segments of US society,‖ he writes. ―And then they whine and complain when African Americans want nothing to do with them.‖

Shawn Rider, in a review of Tony Horwitz's ―Confederates in the Attic,‖ writes that the age-old pull between the darker meaning of the Civil War's symbols and the affection Southerners have for their ancestors who fought and died in the Civil War is an enduring American condition.

―[G]reat enthusiasm leads to reverence for ancestors that do not necessarily deserve it,‖ he concludes. ―Still, it is not as if any individual can decide for another which ancestors are worth revering… [W]e need the courage to confront our [past] head on ....‖

“Governor Rick Perry: Texas Could Secede, Leave Union,” Huffington Post, 2009

Texas Gov. Rick Perry fired up an anti-tax ―tea party‖ Wednesday with his stance against the federal government and for states' rights as some in his U.S. flag-waving audience shouted, ―Secede!‖

An animated Perry told the crowd at Austin City Hall -- one of three tea parties he was attending across the state -- that officials in Washington have abandoned the country's founding principles of limited government. He said the federal government is strangling Americans with taxation, spending and debt.

Perry repeated his running theme that Texas’ economy is in relatively good shape compared with other states and with the ―federal budget mess.‖ Many in the crowd held signs deriding President Barack Obama and the $786 billion federal economic stimulus package.

Perry called his supporters patriots. Later, answering news reporters' questions, Perry suggested Texans might at some point get so fed up they would want to secede from the union, though he said he sees no reason why Texas should do that.

―There's a lot of different scenarios,‖ Perry said. ―We've got a great union. There's absolutely no reason to dissolve it. But if Washington continues to thumb their nose at the American people, you know, who knows what might come out of that. But Texas is a very unique place, and we're a pretty independent lot to boot.‖

He said when Texas entered the union in 1845 it was with the understanding it could pull out. However, according to the Texas State Library and Archives Commission, Texas negotiated the power to divide into four additional states at some point if it wanted to but not the right to secede.

Texas did secede in 1861, but the North's victory in the Civil War put an end to that.

Perry is running for re-election against U.S. Sen. Kay Bailey Hutchison, a fellow Republican. His anti-Washington remarks have become more strident the past few weeks as that 2010 race gets going and since Perry rejected $550 million in federal economic stimulus money slated to help Texas' unemployment trust fund.

Perry said the stimulus money would come with strings attached that would leave Texas paying the bill once the federal money ran out.

South Carolina Gov. and Louisiana Gov. Bobby Jindal, also Republicans, have been outspoken against the federal economic stimulus spending and were supportive of tea parties in their states. The protests were being held throughout the country on federal income tax deadline day to imitate the original Boston Tea Party of American revolutionary times.

In an appearance at the Texas Capitol last week, Perry joined state lawmakers in pushing a resolution that supports states' rights protected in the 10th Amendment to the U.S. Constitution. He said the federal government has become oppressive in its size and interference with states.

Since then, Perry has been featured on the online Drudge Report, and other conservative commentators and citizens have latched on to his words.

After praising veterans in the cheering crowd Wednesday, he said: ―I'm just not real sure you're a bunch of right-wing extremists. But if you are, we're with you.‖

Perry said he believes he could be at the center of a national movement that is coordinated and focused in its opposition to the actions of the federal government.

―It's a very organic thing,‖ he said. ―It is a very powerful moment, I think, in American history.‖

For her part, Hutchison issued a newspaper opinion piece Wednesday criticizing the Democratic- led Congress for spending on the stimulus bill and the $1 trillion appropriations bill.

―On April 15 -- Tax Day -- some in Congress may need a reminder of just who is underwriting this spending: the American taxpayer. I am deeply concerned over the swelling tax burden that will be imposed on all Texas families,‖ she wrote.

The crowd at the Austin tea party appeared to be decidedly anti-Democrat. Many of the speakers were Republicans and Libertarians.

One placard said, ―Stop Obama's Socialism.‖ Another read, ―Some Pirates Are in America,‖ and it showed photographs of Obama, U.S. House Speaker Nancy Pelosi and Senate Majority Leader Harry Reid wearing pirate hats.

Rebecca Knowlton, 45, of Smithville, said she took the day off of home-schooling her three children and brought them to the rally to teach them about civic duty. Knowlton, a critic of the Social Security system and the United Nations, said she felt camaraderie at the demonstration.

―The movement is growing stronger,‖ she said. ―You're not alone.‖

“Texas Nationalist Group Rallies for Secession,” Houston Chronicle, 2011

The Texas Nationalist Movement marked Texas Independence Day with a rally on Saturday at the Capitol urging Texans to save the state by seceding from the United States.

A small but enthusiastic group of Texans gathered on the steps of the Capitol, as an assortment of massive Texas flags blew above them in the chilly afternoon breeze.

Outrage was spread evenly toward Democrats and Republicans as leaders of the movement expressed their disgust for the growing national debt and the federal government's treatment of Texas.

―Texas can take better care of itself than Washington,‖ said Lauren Savage, vice president of the movement. ―We are here to raise interest in the Legislature of the possibility of secession to cure the ills of America.‖

Members are demanding that state lawmakers introduce a bill that would allow Texans to vote on whether to declare independence.

Fed up with federal mandates, the burden of unsustainable taxes and disregarded votes, members say secession has been a long time coming.

―This is a cake that's been baking for 85 years,‖ said Cary Wise, membership director of the Texas Nationalist Movement. ―All this administration has done is light the candles.‖

Demonstrators said they have had enough of state leaders who are conservative in rhetoric but big government proponents in reality, calling out GOP Gov. Rick Perry as one of the biggest frauds.

―I would love to debate Rick Perry live because we could once and for all show that the guy is a big government fraud who claims to be conservative,‖ said Eric Kirkland, member of the Constitution Party of Texas.

Among shouts of agreement from the crowd, Kirkland added that he would love for Perry to walk out of the Capitol at that moment to engage in a debate.

Demonstrators said taxes are weighing down Texans and are ultimately unsustainable. Gerry Donaldson, host of Our Constitution: Foundation and Principles Radio Show, used bricks to demonstrate the burden dozens of taxes place on Texans throughout their lives.

―Washington is encroaching on us in greater levels day by day,‖ Donaldson said, as he piled bricks one by one into a bucket held by a fellow member. ―So, what do we do?‖

Secessionists stressed accountability for a government they say has become corrupted by power and distorted from the framers' original intent.

Donaldson said he is getting a committee together that will review every bill proposed by state lawmakers and determine if it is constitutional by the people.

Drawing largely from the Texas Bill of Rights, demonstrators said Texans have the responsibility to take power from the hands of a federal government that has gotten out of control.

―The only way is to secede and wipe the slate clean,‖ Donaldson said. ―We secede, and then we reform this government based on an absolute return back to basic principles.‖
