As a result of our analysis of these comments, we have made changes in the margin calculations, including corrections of certain inadvertent errors from the preliminary determination. We recommend that you approve the positions we have developed in the “Discussion of the Issues” section of this memorandum for this final determination. Comment The United States Arms Embargo Against South Africa: An Analysis of the Laws, Regulations, and Loopholes Raymond Paretzkyt Introduction With reports of violence and unrest in the Republic of South Africa a daily feature in American newspapers, public attention in the United States has increasingly focused on a variety of American efforts to bring an end to apartheid.. Little discussed in the ongoing debate over imposi- tion of new measures is the sanction that the United States has main- tained for the past twenty-three years: the South African arms embargo. How effective has this sanction been in denying South Africa access to items with military utility? Are there ways to strengthen the arms em- bargo so that it achieves greater success? An evaluation of the embargo is complicated by the fact that there is no one place in which the laws implementing it can be found. Rather, the relevant regulations have been incorporated into the existing, com- plex scheme of U.S. trade law. This article offers a complete account of the laws and regulations implementing the embargo, analyzes the defects in the regulatory scheme, and recommends ways to strengthen the em- bargo. The first part outlines the background of the imposition of the embargo, while the next three parts examine the regulations that govern American exports to South Africa and explore the loopholes in these reg- ulations that hinder their effectiveness. Composites with 60~90% of tungsten are used in liners of some specialty shaped charges. The penetration is enhanced by a factor against copper for homogeneous steel target. Tungsten powder based shaped charge liners are also especially suitable for oil well completion. In this study, WCu composites manufactured by different process are used for testing of dynamic tensile extrusion (DTE) behaviour. One samples were made by copper infiltrated method. The other samples were manufactured by metal injection molding methods with reduced tungsten copper composite powder. DTE tests were carried out by launching the sphere samples (Dia. 7.62mm) to the conical extrusion die at a speed of ~375m/s. The DTE fragmentation behaviour of tungsten copper composites after soft-recovered were examined and compared with each other. 1 Introduction to each other through DTE test. MCWP 3-15.5 (CD) MAGTF Antiarmor Operations Chapter 3 MAGTF Antiarmor Weapons and Techniques The MAGTF possesses a vast array of weapons systems with anti armor capabilities. While later chapters will address the proper integration of these weapons systems in a combined arms role, it is imperative that the reader understand the capabilities and limitations of each weapon system against a tank or other types of armored vehicles. Since improvement of weapon capabilities and armor is ongoing and information is often classified, the reader should consult the unit S-2 for timely updates on this subject matter. Section I. Antiarmor Weapons Systems 3101. Weapons Systems The M1A1 main battle tank is powered by a gas turbine engine rated at 1,500 hp, with a 23.8 hp/ton ratio. This MBT has a maximum speed of 42 mi/h and a cruising range of 275 miles. The MlA1 has a laser range finder, optical day sight, and a thermal imaging night sight. With the fording kit, it is capable of moving in water at turret roof depth. The M1A1 fires only Sabot (kinetic energy round) and the high explosive antitank (HEAT) (high explosive [HE] shaped charge), and the Mult-purpose Anti-Tank (MPAT) which is an air/ground fused version of the HEAT round. A cumulative explosion presses a capsule with nuclear fuel up to 100 thousands of atmospheres, the explosive electric generator heats the capsule/pellet up to 100 million degrees and a special capsule and a special cover which keeps these pressure and temperature in capsule up to 0.001 sec. which is sufficient for Lawson criteria for ignition of thermonuclear fuel. Major advantages of these reactors/bombs is its very low cost, dimension, weight and easy production, which does not require a complex industry. The mini thermonuclear bomb can be delivered as a shell by conventional gun (from 155 mm), small civil aircraft, boat or even by an individual. Introduction It is common knowledge that thermonuclear bombs are extremely powerful but very expensive and difficult to produce as it requires a conventional nuclear bomb for ignition. In stark contrast, the Mini Thermonuclear Bomb is very inexpensive. Moreover, in contrast to conventional dangerous radioactive or neutron bombs which generates enormous power, the Mini Thermonuclear Bomb does not have gamma or neutron radiation which, in effect, makes it a ―clean‖ bomb having only the flash and shock wave of a conventional explosive but much more powerful (from 1 ton of TNT and more, for example 100 tons).
