: Weekly Situation Report No. 5 As of 5 July 2021

This report is compiled by OCHA Nigeria in collaboration with humanitarian partners.

Calculation of IDPs does not include recent displacements from and Local Government Areas. Government estimates that about 54,000 IDPs from the two LGAs are still in the places of displacement across 11 LGAs in Yobe while an estimated 126,000 individuals have returned.

HIGHLIGHTS • Over 54,000 displaced persons are still in need of assistance, eight weeks after non-state armed group (NSAG) attacks triggered mass displacement in Geidam and Yunusari Local Government Areas (LGAs). Following a multi-sector needs assessment, engagement with local authorities and partners on scaling-up a multi-sector response focused on identified needs are ongoing. • OCHA is following up with stakeholders on priority needs including Food, NFIs and protection services. • Government and health partners deploy rapid response teams (RRTs) across vulnerable locations following cases of acute watery diarrhea (AWD) in LGA. • Partners resume critical services in LGA one week after armed fighters targeted and looted vital supplies from aid facilities. • Nearly 15,000 people reached with the second dose of COVID-19 vaccination across multiple locations, according to the ministry of health

SITUATION OVERVIEW Over 54,000 in need of urgent assistance eight weeks after displacement from Geidam and Yunusari LGAs

An estimated 54,000 people displaced as a result of multiple attacks by non-state armed group (NSAG) in Yunusari (Kanamma town) and Geidam LGAs in April-May, are in dire need of assistance and critical services across hosting sites and communities in 11 LGAs. While the majority of those displaced have moved back to different locations in Yunusari and Geidam (about 126,000 according to SEMA estimates), others, including the 54,000 are still unable to return mostly due to security concerns and are in urgent need of multi-sectoral assistance particularly food, NFIs and protection services. Based on findings from a recent multi-sectoral needs assessment (MSNA), OCHA continues to intensify engagements with Government and relevant sector partners to develop an operational plan that will guide the rapid scale-up of the multi-sectoral response.

Partners resume operations in Guja LGA after attacks and looting of vital supplies

INGO partners in Gujba town, Gujba LGA resumed normal operations and services at a nutrition stabilization center and women empowerment facility that were attacked and looted by NSAG operatives last week. The attack temporarily disrupted critical services, including the treatment of 38 children suffering from severe acute

malnutrition (SAM) on admission at the facility. Gujba is a major return area where partners have been supporting IDPs and returnees to help them stabilize and support them in their journey to rebuild their lives.

Ongoing response to cases of AWD in Bursari LGA and other vulnerable locations

Government and partners continued responding to cases of acute watery diarrhea (AWD) in Gadine community, Bursari LGA which remained at 24 cases including 4 deaths, with no new cases reported this week according to the State Ministry of Health (SMoH). Distribution of water, sanitation and hygiene (WASH) kits, active case search/testing, training of community health workers, and awareness/messaging on positive hygiene practices continued across communities in the LGA. State Rapid Response Teams (RRTs) are activating LGA response in densely populated/high-risk locations including Bade, , Nguru and to intensify risk mitigation and preparedness measures as the rainy season gathers momentum, bringing with it a potential increase of risk to water-borne diseases.

Nearly 15,000 reached with second dose COVID-19 vaccination according to the Ministry of Health

Rollout of the second dose of COVID-19 vaccination continued across locations in the State this week, with an estimated14,865 people so far reached since 29 May. The figure is about 54 per cent of the total number reached with the first dose and partners are intensifying awareness campaigns to ensure maximum turnout. Yobe has a total of 498 confirmed COVID-19 cases as of 27 June as the rate of new infections continues to decrease.

Preparedness: Some 30 members of the RRT teams from Bade, Nguru and Bursari LGAs were trained by SMoH and health partners on AWD preparedness measures, case investigation and response protocols for deployment in remote locations that are among the most vulnerable due to limited WASH infrastructure and health systems.

HUMANITARIAN RESPONSE

Early Recovery

Needs: • About two thirds of the estimated 180,000 people who were displaced by NSAG attacks some eight weeks ago have returned to different parts of Geidam and Yunusari (Kanamma town) LGAs, necessitating the immediate scale-up of early recovery activities to help them stabilize and restart livelihood activities. Response: • The sector, in collaboration with Sector Coordinator in Maiduguri, is finalizing plans to conduct early recovery needs assessments in Geidam and Yunusari (Kanamma town) LGAs to guide the response strategy for over 126,000 IDPs who have returned in recent weeks.

Education

Response: • The State’s Ministry of Education with support from UNICEF conducted a school-based management committee (SBMC) training in Damaturu, Potiskum and Nguru LGAs to increase participation of parents in the management and support of their children’s school systems.

Emergency Telecommunications Needs: • Partners are following up with the Emergency Telecommunications Service (ETS) team on the request to develop an interactive application to facilitate real-time monitoring of critical infrastructure and enable communities and beneficiaries (including in remote locations) to report key issues for prompt response/resolution.

Response:

• An ETS team that visited Yobe State during the week proposed the establishment of a services for communities (S4C) facility in Kukareta host community, Damaturu LGA. The proposed facility will provide information and communication technology (ICT) spaces (to increase digital literacy among communities), free innovative green power sources to charge mobiles devices, and reliable voice connectivity services to improve two-way communications between partners and communities.

Health

Response: • The Rapid Response Team (RRT) led by the State Ministry of Health (SMoH) continues to monitor the situation across LGAs for any possible outbreak of water-borne diseases such as AWD and cholera to ensure prompt response. • The SMoH with the support of WHO and other partners continue to conduct disease surveillance activities to ensure strengthened alert and response measures targeted at seasonal diseases such as AWD, cholera, measles and yellow fever among others across all 17 LGAs in the state.

Protection

Response: • The sector is mapping service delivery across all partners to update referral pathways, especially for gender- based violence (GBV) and child protection issues. The sector is also coordinating with State authorities for the appointment of child protection focal points in all the 17 LGAs and linkages with women-led organizations.

GBV Sub-Working Group (GBV)

Response:

• Partners are working with the State government for the prompt passage of the “violence against persons prohibition” (VAPP) Act which aims to strengthen legal redress systems and services for survivors of GBV.

Shelter

Response: • Sector partners are finalizing plans to conduct a rapid needs assessment of the shelter situation and identify gaps across informal IDP settlements in the State. Sector Coordinators will be engaged in the coming week to finalize plans for the assessment.

Water, Sanitation and Hygiene Needs:

• The onset of the rainy season has increased the risk of water-borne disease outbreaks including AWD and cholera especially in remote locations where WASH infrastructure and health facilities are insufficient or dilapidated. AWD cases have already been reported in Bursari LGA, as partners and Government are intensifying efforts to contain the situation.

Response: • The sector facilitated a 3-day training for some 33 hygiene promotion focal points across Yobe State who will be deployed to Geidam LGA to conduct repair and maintenance works on water facilities as part of efforts to mitigate risks of AWD outbreak during the ongoing rainy season • Partners during the week identified a suitable site for the construction/drilling of a new solar-powered borehole in Gangamadi community, Geidam LGA, which has received large number of IDP returnees in recent weeks. The community has reported critical gaps in access to potable water, with many residents having to travel a distance of four kilometers to fetch water from open wells prone to contamination.

Coordination SEMA with the support of OCHA continues to rollout LGA level coordination mechanisms to address issues around mass displacement of civilians from Yunusari and Geidam LGAs, and also intensify multi-sectoral preparedness actions to mitigate the impact of flooding and increased risk of disease outbreaks during the rainy season.

Funding Overview Out of the $1.0 billion required for the 2021 humanitarian response in north-east Nigeria, $272 million is required for Yobe State.
