Parking is available at the front of the center, if this is full then on street parking in the nearby streets is available.

POOL ENTRY

All Players, Managers, and Coaches entry fees will be covered by WPNSW. - WPNSW issued pool passes to be collected by team officials from the pool desk on the first day of competition. All Players, Managers, Coaches and Spectators are to scan the Lambton Pool QR Code on entry.

FIELDS OF PLAY

SAFETY ON POOL DECK

Please be mindful of Covid-19 Safety practices at all times.

• If you are feeling unwell and have flu like symptoms, please do not attend the Centre/Tournament!

• If you have been exposed to a confirmed Covid-19 case in the last 14 days, please do not attend!

• All persons entering the Facility must sign in using the Service NSW QR Code.

• Regular use of Hand sanitizer

• 1.5 meters – Social distancing to be applied at all times

• Face masks at each person’s discretion

Other Safety Measures

• Please take care and be sun safe. Sunscreen is available at the Officials table.

• Ensure your team caps are in a safe condition with ear protectors securely attached.

• Ensure player nails (fingers & toes) are cleanly cut with no sharp/ragged parts.

• Keep up a regular intake of water throughout the event.

• If you notice any safety concerns, please raise them with any WPNSW Staff Member.

WATER POLO NSW POLICY STATEMENT – PHOTOGRAPHY

Any parent wishing to film or photograph their child/children will need to register with a WPNSW staff member. If a parent approaches you on deck escort them or direct them to the

Pool Lifeguards first call.

WPNSW First Aid qualified staff are second point of call. All incidents need to be reported to the Tournament Director.

WATER POLO AUSTRALIA CONCUSSION POLICY

Concussion is a well-recognised injury that may affect athletes involved in collision and contact sports. It is important that players, parents, coaches, and other officials are aware of this condition. They should be on the look-out for symptoms and signs that could indicate concussion; and be practiced in the way it should be managed. RECOGNISE Concussion must be suspected or recognised if a player has any of the following signs, symptoms or fails to answer any of the memory questions after a head or body collision.

SIGNS SYMPTOMS MEMORY (WHAT YOU MAY SEE) (PLAYER MAY REPORT) (QUESTIONS TO ASK)

• Loss of consciousness • Headache • “What venue are we at today?” • Dazed, blank or vacant look • Dizziness • “What is the score”? • Slow to get up • Mental clouding, confusion, or • “Which half is it now?” feeling slowed down • Unsteady on feet / • “Who scored last in this game?” • Visual problems balance problems • “What team did you play last • Confused / Not aware of • Nausea or vomiting week / game?” plays or events • Fatigue • “Did your team win the last game?” • Grabbing / clutching of • Drowsiness / feeling like “in a head fog“ • Seizure (fits) • Difficulty concentrating • More emotional / irritable • “Pressure in head” • Sensitivity to light or noise

RECOGNISE AND REMOVE IF IN DOUBT, SIT THEM OUT

TEAM DUTIES

It is each team’s responsibility to be provide one capable individual for the Team Duty table and a referee for the game immediately following their game. Failure to provide a capable individual will result in a $50 fine.

Round games will be pre-populated on revSPORT and printed by WPNSW. Scorecards Spare cards will be available from WPNSW officials. Blank scorecards will be available for finals matches if printing services are unavailable.

WHAT IF? PROTOCOL

No Referees at game WPNSW staff to fill in. Report made to the tournament director.

No table staff (duty) WPNSW staff to fill in. Report made to the tournament director.

No team(s) show up Technical Delegate will call a forfeit (as per rules)

No Scorecard Blank scorecard to be filled out by team managers at official’s table.

Injury First contact point is the on-duty pool lifeguard. Second contact is on-duty WPNSW staff member who will notify the tournament director and complete an incident report.

COMPETITION RULES

1. Tournament Director: The Tournament Director will be appointed by Water Polo NSW (WPNSW) and shall have operational control including having absolute discretion to administer any matters pertaining to the tournament plus determine any Judiciary incidents. If for any reason the Tournament Director is not present, the Technical Delegate shall have the same delegated authority (unless the Tournament Director has specifically appointed another person in a temporary capacity).

2. Registration: All players must be currently registered with an affiliated regional club/association for the current season (or respective State Association affiliated with WPA for invited teams/players). All players must provide details as and when requested by WPNSW for the purposes of entry into Rev Sport.

3. Player Age Eligibility: U14 – Born 07/08/09 U16 – Born 05/06/07 Players who are outside of the above listed age group will only be eligible on basis of ability (ie: State or National identified). It is the team’s responsibility to ensure eligibility requirements are met. Association/District and/or Club Registrars can be called on to provide records verifying player eligibility upon request by WPNSW.

• Players must have played in 50% of available games in their local open competition prior to the commencement of the competition.

• To be eligible to play in the Finals series of the tournament, players are required to have participated in 2 of the preliminary round games, unless exceptional circumstances apply (where the Tournament Director shall make a ruling based upon the circumstances).

4. Teams: Clubs can enter two teams per division with up to fifteen (15) players per team allowed to participate during the Tournament (limited to 13 players per game). Additional teams from a Club require approval by WPNSW. Teams cannot include members from other regions other than approved composite teams or as provided via the draft administered by WPNSW.

5. Starting Times: Scorecards must be checked and teams ready to commence at least 5 minutes prior to the scheduled commencement time. Players are to enter the water for warm up with caps being worn and team talks conducted. Games will commence strictly at scheduled times and after breaks on the referee’s whistle.

6. “Think. Act. Play.” Handshake (post Game) – to assist games running on schedule, all players shall immediately exit the field of play on the ‘Team Bench’ side of the pool and line up for exchange of handshake with the opposition team. Players for the next scheduled game shall enter the field of play for warmup from the ‘Officials Table’ side of the pool.

7. Caps & Balls: The first named team shall wear white caps and start from the left side of the officials table (Officials POV). Clubs are to supply their own caps. WPNSW will supply game balls which are to be returned to buckets after each game. Men: Size 5 for U16 Boys & Ladies: Size 4 for U16 Girls, U14 Boys & U14 Girls.

8. Playing Conditions: Official FINA Rules shall apply except where they differ from Tournament & WPNSW rules. Where any inconsistency between rules are found, Tournament rules followed by WPNSW rules shall be given greater priority than FINA rules when resolving any inconsistency. The Tournament Director shall make a determination with absolute discretion.

9. Table Officials: Each team is required to provide the following people who must be available at the scheduled start times of each games. Infringement penalties apply per incident if people are not available at the required time. • One (1) competent table official for the game following your own to act as time keeper or secretary. All nominated persons are required to read the WPA Table Officials Teaching

10. Referees: One (1) suitably qualified and competent referee for the game following your own OR as per the prescribed duty roster. • WPNSW will provide referees for the first game of the day. • Referees are to be appropriately attired including wearing a navy shirt, pants (not a towel or gathers), and footwear (including thongs).

Any club failing to provide the required official will be fined $50 infringement.

11. Match Times: • Round, & Minor Round Robin Games: 4 x 5-minute running time with no time outs and no extra time allowed if game drawn, no penalty shootout. 1-minute breaks at each quarter and 2 minutes at half time. Total time allocated per game = 30 minutes • Cross-Overs, Semi-Finals, Playoff Games: 4 x 5-minute running time with 1 minute at quarter time and 2 minutes at half time + 1-time out allowed per team. Penalty shootout to occur if game drawn at end of normal time. Total time allocated per game 30 minutes • Medal Matches: 4 x 7-minute running time with 1 minute at quarter time and 2 minutes at half time + 2-time outs allowed per team. Penalty shootout to occur if game drawn at end of normal time. Total time allocated per game = 45 minutes.

Please note Match Times are subject to change for each Tournament at the discretion of WPNSW as this will be dependent on the number of teams entering the event.

12. Last Minute Substitutions (Last Quarter): no ‘dead time’ substitutions shall be allowed in the last minute of play in any game. The only exception shall apply for an injured player in which case the game shall be stopped by the referee and the player substituted for the remainder of the game. If this rule is breached the referee shall award a 5- metre penalty.

13. Shot clocks: As per Fina Rules – 20 & 30 second possession will be applied.

14. Points: Win = 3 points, Draw = 2 points, Loss = 1 point. Forfeit/Disqualified = 0 points. In the event of a forfeit/disqualification the result will be 5-0 unless a match is played, and the margin is greater.

15. Penalty Shootout: Conducted as per FINA regulations.

16. Scorecard Notation: a. Only players ready to play the game are to be listed on the scorecard. All other names of players not at the pool are to be removed from the scorecard. b. Table Officials from both Clubs are to count, before the commencement of the game, the number of players of both teams ready to play and must notify the referee of any differences with the number listed on the scorecard.

17. Late Arrival of Players: where a player arrives after the commencement of the game: a. Players who arrive prior to commencement of the third quarter are allowed to participate as per usual. b. All other late arrivals will NOT be able to participate in the game.

18. Finals Eligibility: to be eligible to play in any Finals & playoff games, players must have participated in at least 2 of the round games. The only exception is where specific exemption is granted by the Tournament Director.

19. ‘Round’ Games: all games (except for those specified as being Finals or positional playoff games of the overall tournament) shall be classified as round games and competition points from all phases of the tournament shall follow the team throughout the tournament, unless otherwise specified herein or determined by the Tournament Director.

20. Infringement Penalties/Fines: Clubs not fulfilling obligations in accordance with the rules or as instructed by the Tournament Director shall receive a fine as directed in the conditions of entry/Operations Manual.

21. “Think. Act. Play.” Principles – all participants and supporters are to be aware of the “Think. Act. Play” principles as detailed in the Tournament Program or displayed on the WPNSW website.

22. Member Protection Policy – WPNSW policy shall apply during the Tournament.

23. Ladder Positions: will be decided on competition points received from all game results. Where an uneven number of games played per teams exists, percentage of competition points (win ratio) shall be used instead of competition points to determine ladder positions. It is the responsibility of teams to highlight to the Tournament Director as soon as practicable any queries, discrepancies, disputes that may arise from the strict application of these rules.

24. Protests/Appeals: • Notification of all protests and/or appeals must be in writing to the Tournament Director along with a non-refundable fee of $50, within one (1) hour of offender being notified of the charge and automatic penalty. The Tournament Director shall provide the charged person or party protesting with copies of all reports on hand within 30 minutes of notification being lodged. • The party protesting/appealing shall be provided no less than 1 hour to prepare a defence or protest which is to be submitted in person or in written form. • The Tournament Director may request additional reports from any party. • The Tournament Director shall hear and determine decision at his discretion as soon as practicable. • Tournament Director shall consider the best interests of the tournament when making ruling. • The Tournament Director may convene a Judiciary/Disciplinary Panel to assist in making a ruling.

25. Judiciary Incidents: Tournament Director shall decide on any suspensions and where deemed necessary may convene a Judiciary Panel to assist in hearing any appeals. Judiciary provisions of WPNSW Rules shall be used as guidance to determine suspensions and working of the Judiciary. a. Reports: a report on the appropriate form must be completed immediately after the conclusion of the game for persons receiving a red card for exclusion of the remainder of the game OR any persons reported for inappropriate behaviour. The report is to be provided to the Tournament Director as soon as practical after completion. The person charged shall make themselves known to the Tournament Director within 30 minutes of the relevant game or incident to confirm the charge and associated penalty. b. All reports may be provided to the relevant controlling body of the Sport associated with the applicable person at the discretion of the Tournament Director or upon request. c. The Tournament Director, in consultation with person reporting, shall determine the grading of charge. d. No person can participate in any game until charge and penalty has been accepted, or appeal determined. e. The Tournament Director has discretion to apply part of or additional penalties as ‘suspended’ over time. f. Penalties for Violence or Brutality Charges which are not able to be served fully during the tournament shall be reported to the relevant controlling body of the Sport with the recommendation for the remaining penalty to be served in the relevant local competition. Alternatively, the Tournament Director can determine that any remaining penalty to be carried to future tournaments under WPNSW control. g. The Tournament Director may review, at their sole discretion, any video footage available to make rulings.

26. Behaviours: the following behaviours during games shall be adhered to with Referees providing initial warning followed by yellow & red cards as applicable if instructions not followed. • Coaches can provide instructions but shall not shout continually or provide commentary throughout the game. • Assistant Coaches and Team Managers must remain seated on the team bench during games and can provide encouragement and instructions to players. They are specifically not allowed to engage in any dispute or commentary with the referees or anyone other than players on their own team. • Coach of the defending team shall remain seated while attacking team coach may stand within (6) metre line. • Coaches are responsible for the behaviour of all persons on the bench plus any identified team spectators. • Coaches are not allowed to make disparaging gestures or comment (either deliberate or sarcastically) reflecting on or referring to the standard of refereeing during the game. • Coaches are not permitted to make comments in any language other than English. Comments made in a foreign language shall be deemed to being unacceptance with referee taking appropriate action as deemed appropriate. • All players and authorised persons (manager and assistant coach) other than the coach must always remained seated on the team bench during the game other than when in the field of play. • All persons on the team bench shall not verbally intervene or make any comments or gestures towards the referee. • All athletes and team officials must abide by the restricted areas of the pool deck. • Spectators are not allowed on pool deck. • All Coaches, Players, Team Officials and Spectators shall adhere to the Think.Act.Play. values plus Codes of Conduct published in the Tournament Program or as displayed on the WPNSW website.

Other Rules: all other WPNSW and FINA rules apply. Any inconsistencies between rules, the tournament rules shall prevail followed by WPNSW Rules. CODE OF CONDUCT

PLAYERS BEHAVIOUR 1. Play by the rules at the direction of your coach and the referees. 2. Never argue with an Official. If you disagree, have your coach or manager to organise a time to discuss with the Official for clarification after the game. 3. Control your temper. Verbal abuse or disrespect of Officials and sledging or deliberately distracting or provoking opponents are not acceptable and in breach of the rules of the sport. 4. Work equally hard for yourself and/or your team. Your team’s performance will benefit so will your own performance. 5. Be a good sport. Acknowledge good play when possible. 6. Treat all participants as you like to be treated. Do not bully or take unfair advantage of another competitor. 7. Participate for your enjoyment and benefit not just to please coaches or family members. 8. Do not use foul language, sledge or harass any persons. 9. Respect the rights, dignity and worth of all participants regardless of their gender, ability, cultural background or religion. 10. Fully adhere to the principles of the Think.Act.Play program.

SPECTATORS BEHAVIOUR 1. Remember players participate for their enjoyment and benefit, not yours. 2. Applaud good performances and efforts from all individuals and teams. 3. Congratulate participants and Officials on their performance regardless of the game’s outcome. 4. Respect the decisions of Officials. Parochial support is encouraged but disrespect of Officials is not acceptable.

5. Never ridicule any players of Official. Remember that positive comments motivate improved performances. 6. Condemn the use of violence in any form and by any person. 7. Do not use foul language, sledge or harass any persons. 8. Respect the rights, dignity and worth of all persons participants regardless of their gender, ability, cultural background or religion. 9. Fully adhere to the principles of the Think.Act.Play program.

COACHES’ AND OFFICIALS BEHAVIOUR 1. Ensure that athlete’s time spent at your direction is positive. All athletes are deserving of attention and opportunities within the team unit. 2. Treat each athlete as an individual. Respect the talent, development stage and individual goals. 3. Be fair, considerate and honest. 4. Have a professional manner and accept responsibility for your actions. Language, manner, punctuality, preparation and presentation should display high standards. 5. Display control respect, dignity and professionalism to all persons – including opponents, coaches, officials, administrators, media, spectators, and family members of athletes. 6. Any physical contact with athletes should be appropriate to the situation and necessary for skill development. 7. Refrain from any form of personal abuse (verbal, physical or verbal) to any person. Be alert to any forms of abuse from indirect sources or any person whilst under your care or control. 8. Show concern and caution towards sick and injured athletes. Encourage medical advice to any athlete when required. 9. Be a positive role model for your sport and athletes. 10. Refrain from any inappropriate behaviour towards athlete, spectators, family members of athletes, and any other persons involved or connected with the game under your control. 11. Respect the rights, dignity and worth of all persons participants regardless of their gender, ability, cultural background or religion 12. Fully adhere to the principles of the Think.Act.Play program.
