Citizens placed Measure 60 on the ballot through the initiative process and then overwhelmingly approved it at the 1998 General Election. Over these past 20 years, we have realized the benefits of increased access and ease of access to the ballot, higher voter turnout, and improved election security because of our first in the nation vote-by-mail system. Today, those benefits continue as over 2.7 million Oregonians will receive a ballot in the mail beginning on October 17. I would like to congratulate the voters of Grant County who had the highest voter turnout at the Primary Election this past May.
