Howland performed aerial mapping, ground topography, and as-built surveying. We also worked on setting controls and panels on existing ROWs, obtaining Right of Entry, running static on panels, and establishing ground controls. We obtained cross sections from field surveying and submitted all field surveying deliverables. Engineering services included storm water pollution prevention plan and traffic control plans. Richard Seitz, PE 109 Nolana, Suite 208 McAllen, Texas 78504 (956) 682-3677 [email protected] Budget: $50 Million+ Project Date: 2014 The Loop 20 Extensions project included overpasses for I-35, McPherson Rd., and International Blvd. Services included aerial mapping, obtaining Right of Entry, setting permanent controls with TxDOT, existing line work, setting traffic control measures, managing utility coordination, locating existing improvement surveys, and updating CAD drawings. Irma Montemayor 6557 Metro Court, Suite 2 Laredo, Texas 78041 +52 (81) 8154 0258 [email protected] Budget: $7.9 Million Project Date: 2020 Howland performed a geotechnical investigation and roadway design for the proposed extension of Beltway Drive (120' R.O.W.) and the new construction of Mercury Drive (80' R.O.W.) located approximately 1,000' west of the I. H. 35 and Beltway Drive intersection in north Laredo, Webb County, Texas. The street project consisted of extending the existing two-lane east and west bound Beltway Drive by approximately 345' from the current point of termination and to the proposed Mercury Drive which consisted of a two-lane north and south bound street and extended approximately 2,000' to the north from the Beltway intersection. The new roadway construction consisted of Hot Mix Asphaltic Concrete (HMAC) pavement with concrete curb and gutter, valley gutters, sidewalks and accessible ramps. Project was completed on time. San Isidro Parkway/Springfield Avenue, ROW San Isidro Management, LC Pat Murphy 9901 McPherson Rd., Suite 201 Laredo, TX 78041 (956) 796-1101 [email protected] Budget: ~$4.3 Million Project Date: 2007 Howland performed a geotechnical investigation and roadway design of road extensions to San Isidro Parkway and Springfield Avenue providing perimeter access to the planned land development of approximate 245 acres. The test boring locations were uniformly spaced at approximately one (1) borehole every 150' to make adequate preliminary coverage. The field and laboratory soil testing was accomplished to provide roadway pavement recommendations. The extensions of San Isidro Parkway and Springfield Avenue contain a 120' R.O.W. with four (4) lanes divided by a center median. The San Isidro Parkway and Springfield Avenue streets consist of flexible base and HMAC pavement with concrete curb and gutters. Project was completed on time. RFQ 2021-003 Engineering Services for Mangana-Hein Road Extension Project PROFESSIONAL SERVICES Howland's team performs alignment, boundary, and topographic survey(s), identifies existing right of ways, and the surveys for acquisition of any additional right of way as required for proper design and implementation of the project. Howland performs planning and platting services and will obtain and/or assist in permit acquisition, environmental clearances, and drainage mitigation required for the project. Based on gathered data, Howland will design and prepare construction plans and specifications in accordance and in compliance with standard specifications including right-of-way acquisition documentation, if any. In addition, Howland will prepare an engineer's cost estimate for the projects. Howland coordinates with utility companies and/or municipality agencies for all projects. Designs are in compliance with all City, State, and Federal regulations. Howland shall make site visits to ensure the construction phase services with the awarded contractor are being administered to comply with the plans and specifications. Howland maintains an on-site full service construction materials testing laboratory with certified personnel in Laredo, Texas, if needed. In addition, Howland will maintain a professional level of communication with all parties involved with the project to ensure the project is proceeding in a timely manner. Howland will assist in the bidding phase of the projects by providing plans and specifications to qualified contractors. Howland will submit all required data and the as-built mylar construction plans, if required, for the project’s acceptance of the improvements. Our team services also include review of contractor’s submittals, invoices, and assisting in project close out. AVAILABILITY Howland is ready to proceed immediately after receiving the authorization to proceed. Our current workload is such that we will be able to complete this project in the most expeditious time schedule. Our experienced staff assures reliability and rapid completion of work tasks involved. In times of employee sickness, attrition and periods of the firm’s increased workloads, Howland will allocate the on-going work for this project to available and capable members of the firm to ensure “zero” downtime during both the design and construction phases of the project. The Mayor presented the following: Mayor Saenz recognized Alejandro Flores, who recently celebrated his 100th birthday on January 10, 2020. Born in Nuevo Laredo, Mr. Flores has worked as a shoeshine, butcher, newspaper seller, and errand runner for hire. He grew up to join the National Railroad in Mexico in 1938. His dedication and performance developed into a leadership position with the railroad; he married Zulema Lugo and had 10 children, seven of whom are still living today. Mr. Flores has a total of 80 grandchildren and great-grandchildren. He is a Laredo resident and an avid domino player. Mayor Saenz commended Mr. Flores on his long accomplished life and his close-knit family. He presented him with a certificate of recognition. Elia Garcia, granddaughter of Mr. Flores, noted that the family recorded a video of her grandfather’s birthday celebration, which unexpectedly went viral. She thanked the staff of Peter Piper Pizza, whose corporate office liked the video. She recognized two Peter Piper Pizza employees who designed a pizza to surprise Mr. Flores and were in attendance. She noted that the video is online for public viewing. 1. Recognizing Anissa Mendez on her win as Miss Texas Teen USA 2020. Miss Anissa Mendez thanked Council for the invitation and recognition of her accomplishment. Winning Miss Texas Teen USA took much preparation, and she noticed that this win brought the title back to Laredo for the first time in seven years.
