NYSDEC Certifies Cleanup Requirements Achieved at Off-site Brownfield Site

The New York State Department of Environmental Conservation (NYSDEC) has determined that the cleanup requirements to address contamination related to the Queens Plaza Residential Development Site A-Offsite site (“site”) located at 28-02 Jackson Avenue, Long Island City (Queens County) have been or will be met. Please see the map for the site location.

The cleanup activities were performed by the responsible party with oversight provided by the NYSDEC.

Final Engineering Report Approved NYSDEC has approved the Final Engineering Report, which:

1) Describes the cleanup activities completed. 2) Certifies that cleanup requirements have been or will be achieved for the site. 3) Describes any institutional/engineering controls to be used. 4) Certifies that a site management plan for any engineering controls used at the site has been approved by NYSDEC.

Institutional and Engineering Controls (IC/EC) Institutional controls and engineering controls are designed to reduce or eliminate exposure to contaminants of concern. An institutional control is a non-physical restriction on use of the site, such as a deed restriction, when contamination left over after the cleanup action makes the site suitable for some, but not all uses. An engineering control is a physical barrier or method to manage contamination such as a cap or vapor barrier.

The following engineering controls have been or will be put in place on the site:

Background Location: The Queens Plaza Residential Development Site A - Off-Site is located at 28-18 Jackson Avenue in Long Island City (Queens County). This site is a rectangle-shaped parcel bounded on the north by Jackson Avenue; to the west and south by Queens Plaza Residential Development Site A (C241105); and to the east by Transit subway electrical switching station.

Site Features: Prior to demolition in late 2014, the site contained one 5-story building. The site is currently unoccupied and under construction; the northern half of the property will be developed into a 45-story residential building. The building straddles both the Queens Plaza Residential Development Site A property and the Queens Plaza Residential Development Site A Off-Site property.

Current Zoning and Land Use: The site is currently unoccupied and under development. The site is zoned M1-6/R10 (Manufacturing and Residential) under the special Long Island City Mixed Use District. According to the NYC Department of City Planning website, “The Special Long Island City Mixed Use District (LIC) promotes the development and expansion, at varying densities, of the longstanding mix of residential, commercial, industrial and cultural uses found in its four subdistricts—Court Square, Queens Plaza, Hunters Point and Dutch Kills.”

Past Use of the Site: The site was historically occupied by a blacksmith, wagon and carpenter shops in the 19th century. The now razed 5-story brick building was built circa 1915 and was occupied primarily by commercial occupants including a battery and ignition service, a paint store, a , a liquor store and an exterminator. The site was also used for residential purposes from the 1960s to the 1990s.

Site Geology and Hydrogeology: A surface fill layer approximately 5 - 10 feet thick is present on-site. The fill is a mixture of sand, silt and gravel with traces of brick, cinders, concrete, cobbles, and wood. The fill is underlain by silty sand with lenses of silt and clay. Additionally, a glacial till layer is present over much of the site beginning from approximately 20 feet below grade and extends to the top of bedrock. Bedrock consists un-weathered to moderately-weathered gray gneiss at depths ranging from 10 - 40 feet below grade.

Groundwater flow is to the southwest and is approximately 10 - 12 feet below grade.

Page 2 Brownfield Cleanup Program: New York's Brownfield Cleanup Program (BCP) encourages the voluntary cleanup of contaminated properties known as "brownfields" so that they can be reused and redeveloped. These uses include recreation, housing, business or other uses.

Offsite Contamination: For Brownfield Cleanup Program (BCP) sites where the work is being performed by a non-responsible party (volunteer), the volunteer is not required to investigate or remediate contamination which may have migrated offsite. If contamination migrates offsite, and the site is considered a significant threat to public health and/or the environment, the remedial program is performed by NYSDEC or a responsible party (6 NYCRR Part 375-1.11(c)).
