This assessment has been prepared for the owners of 19a The Avenue in order to consider the potential impact of a proposed replacement dwelling on nearby heritage assets.

The existing building is a mid C20th infill in the predominantly Victorian block. There are no nearby listed buildings, however the site is within the Clifton and Hotwells Conservation Area and the building opposite, the Preparatory School (main block) are noted as a building of local importance (ref. No 245 in The Local List September 2020). A plan of the Conservation Area can be found in Appendix 1.

The proposed development comprises demolition of the existing house and construction of a new dwelling.

Throughout this report, consideration has been given to Section 72 of the Planning (Listed Buildings and Conservation Areas) Act 1990:“In the exercise, with respect to any buildings or other land in a conservation area, of any powers under any of the provisions mentioned in subsection (2), special attention shall be paid to the desirability preserving or enhancing the character or appearance of that area.”

This assessment focusses on the impact of the proposals on the character and appearance of the conservation area, a designated heritage asset, and has been provided in accordance with the requirements of the NPPF, paragraph 189:

Para 189:In determining applications, local planning authorities should require an applicant to describe the significance of any heritage assets affected, including any contribution made by their setting. The level of detail should be proportionate to the assets’ importance and no more than is sufficient to understand the potential impact of the proposal on their significance. As a minimum the relevant historic environment record should have been consulted and the heritage assets assessed using appropriate expertise where necessary. Where a site on which development is proposed includes or has the potential to include heritage assets with archaeological interest, local planning authorities should require developers to submit an appropriate desk-based assessment and, where necessary, a field evaluation.

The Avenue is located approximately 3km northwest of the City Centre.

It is located in the block bounded by The Avenue, Pembroke Road, Guthrie Road and and is just north east of .

20.98 | 19a The Avenue | Heritage Statement | Rev A As with much of Clifton, the block dates from the mid-late C19th, as seen on the maps below: 1841 Tithe Map. Pembroke Road is on the line of the Gallows Acre Lane and the block boundary is defined as plots 191 - 196.

According to the Tithe Apportionment, plots 191-194 were owned by Francis Adams and occupied by Joseph Hemsley plots 195 and 196 were owned by The Society of Merchant Venturers of the City of Bristol and occupied by John Hurle (195) and Charles Orchard and George Cottle (196).

All plots are notes as gardens, or acreage.

1883 OS Town Plan.The development of the block was well-advanced with the semi- detached dwellings facing the re- named Pembroke Road, many with long gardens that stretched south west to The Avenue.

The Avenue is laid out as a tree- lined street that brings the planted aspect from The Downs to the north into the new developments.

The current site is shown in blue and was one of the long gardens plots.

1952 OS Plan shows 17 and 15 have been constructed to the south east of 19 (considered to be early C20th, matching the

1972 OS plan shows 19a constructed to the north west of 19.

Other infilling in The Avenue dates from the 1990’s and 2000’s.

The site itself is a similar footprint to the surrounding area and shares stone boundary walls with its neighbours on three sides.

It sits slightly lower than road level on the site, which accentuates its diminutive size; being just two storey to the prevalent 4 storey surrounding buildings.

The house itself is unremarkable; a typical mid-C20th design with a full hipped roman clay tile roof, white render walls, metal windows, a brick porch to the front and a glazed garden room to the rear, plus the garage has also been extended in to the garden, clad in timber. 20.98 | 19a The Avenue | Heritage Statement | Rev A 3.0 ASSESSMENT OF THE CONSERVATION AREA

Clifton and Hotwells Conservation Area (CA) was designated on 26 September 1972 and extended in February 1977 and February 1981. The Character Appraisal document was adopted in July 2010; the document is considered to provide an excellent overview of the area, its history and development.

This document notes the location and setting of the CA as:

The Clifton & Hotwells Conservation Area is located in the west of the city of Bristol, immediately east of the Portway, north of the Floating Harbour and west of the city centre. The conservation area centres upon the development of terraces, crescents and streets that rise from Hotwells in the south before meeting the open landscape provided by and Clifton Down to the west and north. The area is characterised by its dramatic climb from 10m above sea level at the lowest point alongside the Floating Harbour, reaching up to 90m at the highest towards Clifton Park.

And its unique character and special interest as:

The unique character of Clifton & Hotwells is directly influenced by the local topography and geology, which has produced a residential townscape of grand contrasts and memorable settings. The principal streets follow the contours of the steep slopes that rise above the River and Floating Harbour at Hotwells, with terraces exploiting the landform and firm rock bed to gain panoramas and views across and beyond the City.

Built fabric and the relationship between buildings, streets and spaces in Clifton and Hotwells clearly reflects an evolution from the earliest scattered settlements to the planned Georgian and Victorian squares and terraces, and the redevelopments and infills that sit within this context. There is an extremely high quality of built fabric and townscape with more than 1200 listed buildings, 31% of the total in Bristol (33% of the streets contain listed buildings).

Adding to the conservation area’s special sense of place is its village-like atmosphere. In the main, the area is composed of imposing formal Classical terraces, areas of grand Victorian villas, interspersed with intimate mews, artisan and shopping streets. These are built back from the scenic edges, which accommodated the most prestigious houses.

Within this context of contrasts an overall harmony is derived from a broad consistency in scale and the use of Bathstone for main elevations; local stone rubble with Bathstone dressings; or render and colour washes, with timber joinery. Adding to the interest of the area are the distinctive architectural details and traditional townscape features.

In relation to the era of growth during which The Avenue block was constructed, the document notes:

The period of speculative building from the 1850s to the 1880s shows a change from Classical and Georgian styles to the Victorian Italianate, new-Tudor and Gothic. The Bristol area was rich in grey and red rubble stone for building, with quarries on and near The Downs. Slate for roofs came by boat from Welsh quarries and clay from Bridgwater for double-Roman tiles.

The 1860s were characterised by a new type of detached or semi-detached house as the speculations advanced towards The Downs. These new architect-designed villas were in the Italianate style. They were of local Brandon Hill rubble stone but used more costly stone in quoins, string courses and other details.

And in relation of mid C20th infill development:

Infill development from the 1960s has had has significant impact. Many developments are out of context with their domestically- scaled surroundings. Over-intensively developed sites have contributed to a population increase in parts of the conservation area.

The Character and Appraisal document is then separated into character areas; The Avenue is within Character area 2; The Zoo and College.

• Domestic buildings: large victorian villas of 3 storeys + basement, up to 4 storeys, detached semi- detached, two to three bays wide.

• Properties set back from pavement with front garden and low boundary wall, forming strong building line

Proportions & architectural treatment

• Pitched and gable roof

• late victorian, Italianate style

• round-headed windows

• Stone detailing

Material Palette

• main facades: limestone rubble, Pennant sandstone, with Bathstone detailing; occasional stucco render; limestone ashlar; brick infill

• Boundary treatments: Pennant sandstone with Bathstone gate piers; wrought iron gates (most original wrought iron railings lost)

• Joinery: timber victorian sashes and panelled doors

• roof coverings: natural slate, clay tiles; brick chimney stacks with clay pots

Several streets are individually assessed within the document, however The Avenue is not.

The prevalent style and appearance of the more historic buildings on The Avenue is tall residential blocks, generally 4 storeys, constructed in coursed Pennant Sandstone with Bathstone quoins and detailing and vertical emphasis to the fenestration, which is generally white painted timber.

Infill properties that are successfully integrated generally follow these principles; the exceptions are 19a and the short terrace at 3, 3a, 3b and 4, which date from the 1970’s and have a horizontal emphasis to their glazing and overall appearance.

The only render seen within the street is on 19a, the rear elevations of some of the modern properties and the upper storey of Southlands, the large apartment block to the north west end of the street.

The campus covers the whole of the south west side of the street, incorporating all of the buildings, old and new. The campus also provides open areas, both planted and hard surface, for play.

The character of this side of the street is very different, however the setting of the NDHA must also be considered.

At present, its setting is compromised by the very bright games courts to the south that are not in keeping with the more subtle surrounding tones, however the building itself is a fine early C20th structure in limestone with Bathstone details and metal windows within stone surrounds.

The proposals are for a new dwelling to replace no. 19a the Avenue.

During the design process, consideration has been given to what makes the existing building negative and how this could be improved through the replacement; this includes a move from white render to pale brick to more closely match the existing materials, vertical emphasis to the fenestration, and an increase in height to 4 storey, from a lower ground floor level.

These features will ensure that the building harmonises more with its neighbours, yet is clearly of its time.

20.98 | 19a The Avenue | Heritage Statement | Rev A 5.0 IMPACT ASSESSMENT AND POLICY CONSIDERATIONS

The conservation area has been fully assessed through the CA appraisal and within this document and the important elements of The Avenue confirmed as the wide tree-lined appearance, the original buildings and the high quality infill. Its use character is mixed, with institutional use on the entire south west side and many on the properties on the north west side being residences associated with the College; the reminder are residential, either separated into flats and some single dwellings.

The existing building at 19a is an anomaly; neither respecting the qualities of the conservation area or being an exemplar of its time.

The proposed new dwelling will be more sympathetic to the characteristics of the existing conservation area through an increase in height, the use of a mellow brick on the principal elevations and a vertical emphasis of the fenestration. It will clearly be of its time and will provide interest to the street scene.

Considering the development in relation to heritage legislation and policy, section 72 of the Planning (Listed Buildings and Conservation Areas) Act 1990 states that special attention should be paid to the desirability of preserving or enhancing the character or appearance of a conservation area.

The existing house has been identified as making a negative contribution to the character and appearance of the conservation area and it is considered that the replacement dwelling will improve this situation. As such, the requirements of the primary heritage legislation are considered to be met.

The NPPF provides guidance on conserving and enhancing the historic environment in chapter 16 ad the paragraphs particularly relevant to this application are paragraphs 184, 192, 193, and 200.

184 . Heritage assets range from sites and buildings of local historic value to those of the highest significance, such as World Heritage Sites which are internationally recognised to be of Outstanding Universal Value. These assets are an irreplaceable resource and should be conserved in a manner appropriate to their significance, so that they can be enjoyed for their contribution to the quality of life of existing and future generations

192. In determining applications, local planning authorities should take account of:

a) the desirability of sustaining and enhancing the significance of heritage assets and putting them to viable uses consistent with their conservation;

b) the positive contribution that conservation of heritage assets can make to sustainable communities including their economic vitality; and

c) the desirability of new development making a positive contribution to local characterand distinctiveness.

193. When considering the impact of a proposed development on the significance of a designated heritage asset, great weight should be given to the asset’s conservation (and the more important the asset, the greater the weight should be). This is irrespective of whether any potential harm amounts to substantial harm, total loss or less than substantial harm to its significance.

200. Local planning authorities should look for opportunities for new development within Conservation Areas and World Heritage Sites, and within the setting of heritage assets, to enhance or better reveal their significance. Proposals that preserve those elements of the setting that make a positive contribution to the asset (or which better reveal its significance) should be treated favourably.

The designated Heritage Asset under consideration is the Clifton and Hotwells Conservation Area and the impact of the proposed redevelopment has been considered above. This impact has been demonstrated to be positive rather than harmful.

It is also considered that the proposed development will enhance the significance of the conservation area through the removal of a negative element and replacement with a structure that reflects it surroundings in a more appropriate way.

Paragraph 197 is relevant to this application in relation to the NDHA.

The effect of an application on the significance of a non-designated heritage asset should be taken into account in determining the application. In weighing applications that directly or indirectly affect non-designated heritage assets, a balanced judgement will be required having regard to the scale of any harm or loss and the significance of the heritage asset.

The application will only indirectly affect the NDHA (development within its setting), however because the existing property does not contribute positively to this setting and the replacement dwelling will be more in keeping with the surrounding properties, it is considered that there would be no harm to this setting.

As such, the requirements of the relevant heritage paragraphs of the NPPF are considered to be met.

The Bristol Development Framework Core Strategy June 2011 contains policy BCS22 regarding the historic environment:

Policy BCS22: Development proposals will safeguard or enhance heritage assets and the character and setting of areas of acknowledged importance including:

* Scheduled ancient monuments;

* Historic buildings both nationally and locally listed;

* Historic parks and gardens both nationally and locally listed; Conservation areas;

* Archaeological remains.

This policy has been considered during the development proposals and in the preparation of this document to ensure that the characteristic features of the conservation area are safeguarded.

The Site Allocations and Development Management Policies Plan Document (2014) contains Policy DM31 that relates to heritage.

General principles:

Development that has an impact upon a heritage asset will be expected to conserve and, where appropriate, enhance the asset or its setting.

Conservation Areas:

Development within or which would affect the setting of a conservation area will be expected to preserve or, where appropriate, enhance those elements which contribute to their special character or appearance.

Conserving heritage assets:

Where a proposal would affect the significance of a heritage asset, including a locally listed heritage asset, or its wider historic setting, the applicant will be expected to:

i. Demonstrate that all reasonable efforts have been made to sustain the existing use, find new uses, or mitigate the extent of the harm to the significance of the asset; and

ii. Demonstrate that the works proposed are the minimum required to secure the long term use of the asset; and

iii. Demonstrate how those features of a heritage asset that contribute to its historical, archaeological, social, artistic or architectural interest will be retained; and

iv. Demonstrate how the local character of the area will be respected.

This policy has been considered during the development proposals and in the preparation of this document to ensure that the character and appearance of the conservation area is preserved and that the setting of the NDHA is maintained.

20.98 | 19a The Avenue | Heritage Statement | Rev A As previously noted, the Clifton and Hotwells Conservation Area Character Appraisal and Management Proposals provides advice on identifying potentially negative elements of the conservation area, and also advice on how these elements may be overcome.

Negative Feature - Unsympathetic infill and over intensive developments

Potential Action:

With applications for new development, encourage high-quality design and materials, sensitive to the character or appearance of the conservation area, through positive use of existing development management powers.

Seek enforcement action against any breach of planning permissions of conditions where there is a negative impact on the character or appearance of the conservation area.

Ensure that predominant scale, materials, details and building lines are respected in line with the BLP/ LDF policies and findings within the character appraisal.

Increase awareness of conservation issues and understanding of the character of the conservation area through promotion of the character appraisal.

These action have been considered during the design development for the proposed replacement dwelling to ensure that it will provide an enhancement to the conservation area.

20.98 | 19a The Avenue | Heritage Statement | Rev A 6.0 CONCLUSIONS

The purpose of this document has been to understand the significance of the Clifton and Hotwells Conservation Area and consider whether the proposed replacement dwelling at 19a The Avenue would be appropriate to the conservation area’s character and appearance, whether it would negatively the setting of the NDHA opposite and also whether it would meet the requirements of national and local heritage legislation, policy and guidance.

It has been undertaken in accordance with NPPF and Historic England guidance to provide an assessment of the existing heritage asset.

It is noted that the site comprises an unlisted building dating from the mid C20th, located amongst earlier buildings as well as some later, but more appropriately designed dwellings.

The proposed replacement dwelling would increase the height, change to a mellow brick and improve the fenestration, all of which are considered to be more appropriate to the prevalent character of the area.

The proposals have been considered in relation to national and local planning legislation, policy and guidance and have been found to accord with these. In particular, the NPPF chapter 16 (heritage conservation) and the Bristol City Council Policies regarding the Historic Environment.

The Historic England document “Conservation Principles, Policies and Guidance” provides 6 Principles of Conservation by which any applications for change should be considered. These are: Principle 1: The historic environment is a shared resource Principle 2: Everyone should be able to participate in sustaining the historic environment Principle 3: Understanding the significance of places is vital Principle 4: Significant places should be managed to sustain their values Principle 5: Decisions about change must be reasonable, transparent and consistent Principle 6: Documenting and learning from decisions is essential

These principles have been considered in relation to the potential impact on the conservation area through the works and this document has demonstrated that the proposals would not be contrary to them and will comply with the relevant policy and guidance.
