EDITORIAL NOTE Sweta Shah and Joan Lombardi1 Children learn constantly from birth to the age of eight. What happens in these early years, starting with pregnant women’s physical and mental health, affects children’s long-term health, learning, and behavior. As babies and toddlers explore and learn to play peekaboo, they are developing thousands of neural connections each second. While children gradually gain confidence and independence, their emotional connection with their parents remains important throughout life. Parents and primary caregivers are children’s first and most important teachers, their protectors, and their emotional anchors. What a child is exposed to in his or her environment, the love she or he receives from a caring adult, and the opportunities available to him or her are the critical building blocks of life. When these building blocks are strong, children thrive. When young children experience

It is also affiliated with World Blind Union (WBU) and Asian Blind Union (ABU), Social Welfare Council and National (SWC) Federation of Disabled Nepal (NFDN). It has now 7 Province Committees, 57 district branches and 30 Municipal Level branches throughout the country with more than 3000 active members. NAB Programs: With the support of NABP, organizational strengthening of NAB project has been running since 1998 with the objective to strengthen the self-help movement of the blind people in Nepal. As part of organizational strengthening, NAB has been running inclusion projects in five districts: Ilam, Gorkha, Surkhet, Kailali and Sindhupalchowk since 2016. Rehabilitation program has been running since 1998. Till date, the program has been completed in Chitwan, Kapilvastu, Nawalparasi, Dang, Rupendehi and Bardia. The program started in Makawanpur and Mahottari since 2016. has been started in Rupandehi in collaboration with NDFN for 3 yrs with the support of Sense International.

    Parental Proximity and Earnings after Job Displacements∗ Pawel Krolikowski y Mike Zabek z Patrick Coate x April 1, 2020 Abstract The earnings of young adults living in their parents' neighborhoods completely recover after a job displacement, while the earnings of those living farther away permanently decline. Nearby workers appear to benefit from help with childcare. Earnings improvements are larger in states with expensive childcare and among workers in inflexible occupations, and workers' parents do less market work following their child's displacement. Differences in job search durations, transfers of housing services, and geographic mobility are too small to explain the result. Our results are also consistent with workers benefiting from parental employment networks. JEL codes: J61, J64, R23.     DIRECTORATE GENERAL FOR INTERNAL POLICIES POLICY DEPARTMENT C: CITIZENS' RIGHTS AND CONSTITUTIONAL AFFAIRS PETITIONS The parental responsibility, child custody and visitation rights in cross-border separations STUDY Abstract Divorces or separations classed as "cross-border" (parents of different nationalities or leaving in different Member States) lead to very complicated legal situations, notably regarding the relationship between the parents and the children of these former couples. An in-depth analysis of the national situations has been conducted in 6 Member States (France, Germany, Spain, UK, Sweden and Poland). In order to comprehend the breadth and types of problems connected to a cross-border separation of parents, various series of information has been collected and analysed for each of these Member States: available statistical data, international and European legal frameworks; national legislations and practices essentially linked to parental responsibility. Even though progress has been made thanks to the quoted legal instruments, notably the Regulation Brussels IIa, some difficulties of interpretation and implementation together with some gaps have been identified. Several actions may be recommended to enable cross-border separation in the European Union to be dealt more efficiently, notably in terms of mediation and international judicial cooperation.
