    Animal Protection Voters-Political Action Committee Issues 2016 Primary and Early General Election Endorsements for New Mexico Legislature Voters are urged to support the candidates who will do the best job of standing up for the protection of animals in their districts. Santa Fe, N.M. – Animal Protection Voters (APV), the leading political and legislative advocacy organization for animal protection in New Mexico, works via APV-PAC, its political action committee, to support humane candidates for elected office. APV-PAC announced today its endorsement of 19 candidates facing contested races in the primary election on June 7, and early endorsement of 56 candidates seeking election or re-election in the general election on November 8. Incumbents won endorsements for consistently showing animal advocacy and leadership through votes and other actions in the state legislature. New challengers and candidates received endorsements based on their past activity involving animal issues, as well as their responses to a questionnaire on topics including wildlife protection, anti-whistleblower legislation, horse slaughter and funding for animal-related programs. APV-PAC endorsement decisions emphasized two APV priority bills expected to be reintroduced in the 2017 legislative session: a ban on coyote killing contests, and a ban on traps and poisons on public lands. A growing majority of New Mexicans oppose traps and killing contests as unethical and ineffective wildlife management and a danger to public safety. “Most New Mexicans support stronger animal protection laws, and we are delighted to endorse a diverse, bipartisan slate of candidates who will represent the humane vision and values of their constituents,” said Jessica Johnson, Chief Legislative Officer for APV.

Our leaders made many difficult choices to ensure that students remained a priority. Higher education did not take a cut in funding and remained stable, and most importantly, the TOPS floor was reset and fully funded. This session has restored my hope and trust in our leaders. They have proven themselves as friends to students, and for that we are grateful. However, the last decade has not been so friendly to higher education. According to the State Higher Education Executive Officers’ annual report, Louisiana has led the country in percent reduction of public funding per FTE at -33.1%, from 2011-2016. Last year culminated with cuts to TOPS, to the alarm of students and the public. Years of budget cuts directly affected our institutional quality and transferred costs to students; this cut to TOPS was a direct cut to our students and was devastating for many. Our lawmakers went back on their promise to Louisiana’s best students to provide them with an invaluable postsecondary educational experience. In 2015, after eight years of constant cuts and budget reductions, LSU Student Government decided to launch this annual Higher Education Report Card to hold legislators accountable to us, the students. The mission of the Report Card remains clear: to hold our leaders accountable for higher education policy in the most objective way possible.

    NEW MEXICO SCHOOL BOARDS ASSOCIATION PUBLIC EDUCATION RELATED LEGISLATION PASSED BY THE 2020 LEGISLATURE & AWAITING ACTION BY THE GOVERNOR DEADLINE FOR ACTION ON BILLS IS MARCH 11 HB 2 General Appropriations Act (Patricia Lundstrom) Increases FY21 General Fund appropriations for public education by $216.8 million or 6.7 percent over the FY20 operating budget, with another $93 million in total revenue for nonrecurring education-related initiatives. Total General Fund recurring appropriations for public education are $3.47 billion. The bill includes: • $2.0 M for Early Literacy and Reading Support. • $3.0 M for Career Technical Education pilot programs. • $4.0 M to Establish or expand Community School Initiatives. • $5.5 M for Indigenous, multilingual, multicultural and special education programs for evidence based instruction to students with disabilities with $1.0 for Early Childhood at Indian Affairs Dept. • $3.0 M for Principals Professional Development. • $650,000 for School Lunch copayments. • $3.4 M for Teachers Professional Development and to recruit teachers for low-income and hard to fill schools. • $1.6 M for Breakfast for elementary students. • $1.5 M for Advanced Placement Test Assistance. • $5.0 M for Science, technology, engineering, arts and math initiatives. • Compensation includes an average 4% salary increase to all licensed teachers and others whose primary duty is classroom instruction; and, an average 4% salary increase to all public school transportation personnel. PED will only approve operating budgets if the average 4% is provided. • $50.1 M appropriated to increase the At-Risk Index multiplier to three-tenths. • $119.8 M for K-5 Plus Programs pursuant to the K-5 Plus Act.
