Section 1.1 describes the various means through which comments were acquired. Section 1.2 discusses the public meeting format used to gather comments from the public. Section 1.3 describes the organization of this document and explains how the comments were categorized, addressed, and documented. Section 1.4 provides guidance to assist readers in locating comments and DHS responses. Section 1.5 presents the major issues raised in a majority of comments. In Section 1.6, the chapter concludes with a list of significant changes to the EIS resulting from public comments. 1.1 INTRODUCTION In June 2008, the U.S. Department of Homeland Security (DHS) published the National Bio and Agro-Defense Facility (NBAF) Draft Environmental Impact Statement (EIS), which analyzed six action alternatives as well as a No Action Alternative. The action alternatives include construction and operation of the proposed NBAF at one of the following site alternatives: (1) South Milledge Avenue Site, Athens, Georgia; (2) Manhattan Campus Site, Manhattan, Kansas; (3) Flora Industrial Park Site, Flora, Mississippi; (4) Plum Island Site, Plum Island, New York; (5) Umstead Research Farm Site, Butner, North Carolina; and (6) Texas Research Park Site, San Antonio, Texas. -

Governor Amy Tuck Speaker of the House Billy McCoy Members of the Legislature The New Capitol Building Jackson, Mississippi As you are aware, Section 113 of the Mississippi Constitution states, “The auditor shall, within sixty days after the adjournment of the legislature, prepare and publish a full statement of all money expended at such session, specifying the items and amount of each item, and to whom, and for what paid; and he shall also publish the amounts of all appropriations.” It is important to remember the following compliance report is prepared by the Department of Finance and Administration in accordance with Section 7-7-45, Mississippi Code, Annotated (1972). Any specific questions regarding the report would best be directed to the Department of Finance and Administration. During the 2005 Regular Session of the Mississippi Legislature, appropriations for Fiscal Year 2006 were only $10,800 from the General Fund. There were no appropriations made from special funds or funds managed outside the State Treasury. During the 2005 Regular Session, the Legislature re- appropriated $18,818,023 of Fiscal Year 2005 appropriations for Fiscal Year 2006. As a result of the Legislature making only one appropria tion during the 2005 Regular Session, the Governor called a special session of the Legislature in May 2005 to address Fiscal Year 2006 appropriations. Appropriations made during this special session were not available at the date of this report. -

Prayer Practices
Floor Action 5-145 Prayer Practices Legislatures operate with a certain element of pomp, ceremony and procedure that flavor the institution with a unique air of tradition and theatre. The mystique of the opening ceremonies and rituals help to bring order and dignity to the proceedings. One of these opening ceremonies is the offering of a prayer. Use of legislative prayer. The practice of opening legislative sessions with prayer is long- standing. The custom draws its roots from both houses of the British Parliament, which, according to noted parliamentarian Luther Cushing, from time ”immemorial” began each day with a “reading of the prayers.” In the United States, this custom has continued without interruption at the federal level since the first Congress under the Constitution (1789) and for more than a century in many states. Almost all state legislatures still use an opening prayer as part of their tradition and procedure (see table 02-5.50). In the Massachusetts Senate, a prayer is offered at the beginning of floor sessions for special occasions. Although the use of an opening prayer is standard practice, the timing of when the prayer occurs varies (see table 02-5.51). In the majority of legislative bodies, the prayer is offered after the floor session is called to order, but before the opening roll call is taken. Prayers sometimes are given before floor sessions are officially called to order; this is true in the Colorado House, Nebraska Senate and Ohio House. Many chambers vary on who delivers the prayer. Forty-seven chambers allow people other than the designated legislative chaplain or a visiting chaplain to offer the opening prayer (see table 02-5.52). -

With only three months remaining in the fiscal year, the budget situation remains a concern, and the available remedies are límited. The House completed its work this week on their recommendations for the FY 2020 budget. This week's report focuses so/ne attention on l'ssues brought forward by initiative petitions that could end up before the voters in the 2020 ballot cycle, and some thoughts brought forth on changing that process. BAD NEWS REGARDING REPRESENTATIVE REBECCA ROEBER 1 The news began circulating around the Missouri Capitol on Monday afternoon that Representative Rebecca Roeber was involved in a serious automobile accident as she was driving Highway 50 from her Lee's Summit home to Jefferson City for the legislative session on Monday. On Tuesday morning news reports indicated that Representative Roeber was in critical condition at University Hospital in Columbia as a result of the accident. Later in the week in published repods her status was upgraded to serious. On a posting on Facebook, a note from her husband stated that she had initial surgery on serious damage to her legs, and from the posting it is apparent that she will have multiple more surgeries for other broken bones. At the Wednesday hearing of the House Education Committee, which Representative Roeber has chaired, it was noted that Representative Curtis Trent had been appointed by Speaker Elijah Haahr to the committee to fill the open spot on the committee (but not the position of Chai$ as Roeber will not return to her Committee this legislative session. -
Indiana State Senate
A report to supporters and members of Indiana Business for Responsive Government (IBRG), the Indiana Chamber of Commerce, and allied organizations. This report will be updated as additional election results are received in the hours and days following. Another Election for the Record Books in Indiana Indiana Business for Responsive Government (IBRG), the non-partisan political action program of the Indiana Chamber of Commerce, scored a very successful general election. 48 of 49 IBRG- endorsed candidates facing opposition were victorious, including Republicans and Democrats. Forty-three (43) additional endorsed candidates did not face general election challenges. Twelve (12) new legislators won with IBRG-endorsements. IBRG was significantly-engaged in support of six (6) top-target challenger and open-seat races, as well as successfully defending twelve (12) pro-economy incumbents seriously challenged with defeat. In one of the most dramatic turn of events in years, Republicans won significant battles for state legislative seats across the state to expand their “quorum-proof majorities.” These victories were particularly surprising to those working for months closely in campaigns and candidates, as Indiana’s public opinion environment on issues and views of incumbents was - right up until Election Day - about as bad an environment for Republicans and incumbents as seen in years. This marks the third election cycle in a row that Republicans have expanded their margins in the Indiana House and Senate. The Republicans won a net two (2) seat gain in the Indiana House of Representatives to achieve a 71-29 margin. Four (4) incumbent legislators lost reelection bids in the House (one Republican and three Democrats). -
