Strongly consider getting that Private Pesticide License this Year

There are two classes of pesticides vineyard operators can purchase here in the U.S., "General Use - GU" or "Restricted Use – RU”. RU pesticides require the applicator to have a Certified Private Pesticide Applicators License (CPPAL) to purchase and/or apply. Most of the vineyard pesticides being used in vineyards are GU pesticides that do not require a CPPAL.

"Certified private applicator" means a certified applicator who uses or supervises the use of any pesticide which is classified for restricted use on property owned or rented by the applicator or the applicator's employer or, if applied without compensation other than trading of personal services between producers of agricultural commodities, on the property of another person. Iowa Code, Chapter 206.2.”

The GU class of pesticides do not require a CPPAL. All the fungicides used in the vineyard are GU. There are a few insecticides and herbicides that are RU and require a CPPAL. Examples would include:

Insecticides: Agri-Mek SC, Baythroid XL, Brigade, Danitol, Lorsban 4E, Mustang Maxx, and Vendex

Herbicides: Gramoxone and Kerb

Having a CPPAL also makes it MUCH easier to comply with the pesticide handler and field worker training mandates of the Environmental Protection Agency’s Worker Protection Standard (EPA WPS) CPPA’s do not require this pesticide handler or field worker training.

Obtaining a CPPAL in Iowa requires correctly answering 35 of a 50 question exam (70%) and paying $15 for a 3 year license. These requirements vary between states. In Iowa, CPPAs do not need to retest every three years if they attend a 2-hour training session each year. These yearly training sessions cost $20 each. Iowa law allows these training sessions to be held from December 1st through April 15th each year. Those not attending these yearly training sessions need to retest every 3 years and pay the $15 license fee. The Private Applicator Exam Study Guide PSEP-1 (214 pp.)(hardcopy only) can be ordered online for $15 HERE. Most county Extension offices in Iowa also have some on hand to sell.

The Cooperative Extension Service in each of the States typically provides all the annual training and publications needed for both the commercial and private pesticide applicator training. ISU Extension pesticide applicator training resources can be found Online HERE.

This ISU – Pesticide Safety Education Program Online site is the #1 source for pesticide training and safety information in Iowa. The Iowa Department of Ag's Pesticide Bureau is the governmental entity that issues the pesticide license and provides scheduled exams throughout the state free of charge. Several community colleges and Iowa State University offer alternative testing sites for a fee of $10 to $20, depending on the site. You can check these out HERE.

I highly recommend watching the videos that are archived at this site. They all deal with using precision viticulture tools for more effective and efficient vineyard management. Six webinar videos are been archived so far. These 1 hour webinars are held the second Tuesday of each month at noon (CST). The next webinar will be January 8th 2019. You can register for this webinar and view the archived webinars HERE.

The efficient vineyard project is being led by Dr. Terry Bates at Cornell University and involves several universities and government entities. It is being funded through a USDA Specialty Crops Research Initiative (SCRI) grant

Iowa Specialty Crop Grant Proposals due 3-1-19

12-20-18, Iowa Secretary of Agriculture Mike Naig today announced that the Iowa Department of Agriculture and Land Stewardship is again accepting applications for grant funding through the USDA Specialty Crop Block Grant Program. The grants are available to support projects that enhance the competitiveness of specialty crops grown in Iowa.

The final funding level for the 2019 Iowa Specialty Crop Block Grant Program is yet to be announced by the USDA Agricultural Marketing Service, administer of the Specialty Crop Block Grant Program, but should be similar to last year’s $334,269.77 funding. Grant awards will be considered up to a maximum of $24,000 and projects can have a duration of up to 30 months (2.5 years).

Grant funds shall be used for projects that enhance the competitiveness of specialty crops and that benefit the specialty crop industry as a whole and will not be awarded for projects that directly benefit a particular product or provide a profit to a single organization, institution or individual. These projects can include marketing and promotions, research and development, expanding availability and access to specialty crops and addressing local, regional and national challenges confronting specialty crop producers. 3

Iowa agencies, universities, institutions, and producer, industry and community-based organizations are all eligible to apply for funding to enhance the competitiveness of specialty crops. In addition, single organizations, institutions and individuals are encouraged to participate as project partners.

“Specialty Crops” that are eligible under this program are fruits and vegetables, tree nuts, dried fruits and horticulture and nursery crops, including floriculture. Both fresh and processed specialty crops are eligible.

Proposals must be received on or before Friday, March 1, 2019. Additional information is available at www.IowaAgriculture.gov/Horticulture_and_FarmersMarkets/specialtyCropGrant.asp.
