MINUTES

1. WELCOME AND ROLL CALL IPC President Girardin called to order the 55th Plenary meeting of the IPC at 1000 hours, Saturday, 31 January 2004, at the Hotel Praia Mar in Carcavelos, Portugal.

IPC President Girardin asked the Plenary to stand for a moment of silence in memory of the skydivers who died while pursuing their sport in 2003.

FAI Secretary General Max Bishop conducted the roll call of Delegates, including apologies for absentees, approval of proxies, verification of Delegate’s authority, and declarations of conflicts of interest. The following proxies were recognized: to Kenya to Latvia to to to to to .

All those giving proxies, together with , apologized for their absence. Countries present or represented by proxy: 37.

The delegates’ address list was circulated for its annual update, and will be sent to all IPC Delegates.

2. CONFIRMATION OF MINUTES Minutes of the 54th IPC Plenary meeting held in Fortaleza, , 3-4 February 2003, were approved with changes, and will be published on the FAI/IPC website.

2.1 Change one: “Thomas Tuominen submitted changes to the minutes in paragraph 5, : 5.1 Current first sentence: “WAG/WG Liaison Officer Pål Bergan reported on the further developing relationship of the World Games within the Olympic movement, and how canopy piloting is to be included.”

Proposed first sentence: “WAG/WG Liaison Officer Pål Bergan reported on the further developing relationship of the World Games within the Olympic movement, and informed the Plenary that the International World Games Association (IWGA) has invited the FAI/IPC to include Canopy Piloting in the 2005 World Games, if it is an IPC-recognized competition discipline.”

5.2 Proposed paragraphs to replace current paragraphs: Establishment of Temporary Working Group for Canopy Piloting At the recommendation of the Bureau, a Temporary Working Group titled “Canopy Piloting Working Group” was established. (Canopy Piloting is also known as Canopy Swooping among parachutists in the field.) The Canopy Piloting WG included Thomas Tuominen, Chair (Del. Finland), Liam McNulty (Del. Ireland), Graeme Windsor (Del. ), and Knut Ekerhovd (Alt Del. Norway).

The Canopy Piloting WG was tasked with evaluating the viability of Canopy Piloting as an IPC competition event and, if Canopy Piloting was deemed viable, the WG was further tasked with evaluating a bid from the to conduct the first World Cup of Canopy Piloting, and with presenting the Canopy Piloting Competition Rules for 2003. This WG was asked to report to the 2003 Plenary during the World Games agenda item, since the IWGA has invited the FAI/IPC to include Canopy Piloting in the 2005 World Games.

If Canopy Piloting is determined not to be a viable IPC competition event, this Temporary Working Group would be disbanded at the end of the 2003 IPC meeting. However, if the Plenary approves a 2003 World Cup of Canopy Piloting, the Canopy Piloting WG would remain intact through the 2004 IPC Plenary meeting, to report on the results of the World Cup and other Canopy Piloting competition events held during 2003. At that time, the Canopy Piloting Working Group would be established as an IPC Competition Committee, be continued as a Temporary Working Group, or be disbanded.

Viability of Canopy Piloting as a new IPC Competition Discipline Thomas Tuominen, Chair of the Canopy Piloting Working Group reported on the work of the Temporary Working Group. The WG reviewed the history of Canopy Piloting (canopy swooping) as a competition event, and reported that these events had been conducted for eight years, that they were currently taking place in several countries - including Australia, Finland, Spain, and the USA, and that high-speed Canopy Piloting activities were popular among active skydivers around the world.

The WG reviewed the safety parameters, and reported that although the event included high canopy speeds close to the ground, the current safety precautions being implemented in conjunction with the competition rules allowed the event to be conducted within practical and acceptable safety tolerances. Judging criteria were reviewed with members of the Judging Committee, and it was reported that the use of electronic Judging equipment, and the evaluation skills required of Judges, allowed for a fair, practical, and accurate evaluation of the competition performances.

Chair Tuominen also reported that Canopy Piloting was a very popular competition event for spectators and the media. Also, it has a strong history of attracting prize money for competitors, and sponsorship money for event organizers. Graeme Windsor (Del. Australia) moved that the IPC accept Canopy Piloting as a competition discipline. Motion passed - 24 for, 0 against, 5 abstained.”

2.2 Change two: 7.1 Future of World Air Games After, the last sentence (“Pål Bergan came back later with a format accepted by the Committee Chairs.”), add the sentence, “The proposed program for the format of the WAG was accepted by the Plenary.”

2.3 Change three: Change paragraph 21.2 to, “The IPC President announced that Pål Bergan wished to resign the position of IPC WAG/WG Liaison Officer due to other personal commitments. The Bureau appointed Mr. Bergan until it could name a replacement, and this was confirmed by the Plenary.”

3. 96th FAI GENERAL CONFERENCE - FAI ACTIVITIES REPORT FAI Secretary General Max Bishop presented an overview of FAI’s activities in 2003, the results of the 96th FAI General Conference held in Krakow, Poland, 9-12 October 2003, and FAI’s plans for 2004. WAG 2005 was cancelled because no acceptable bid was presented to the FAI. At this time, it is uncertain whether any WAG will be held in the future.

4. PRESIDENT'S ADDRESS 4.1 President’s Report IPC President Patrice Girardin reported on IPC-related activities in 2003.

4.2 Decisions by the Bureau President Girardin presented his report on the IPC Bureau’s interim work during 2003, and provided a summary list to the delegates: - Resolution of time-frame dispute about the Mondial 2003; - Nomination of the Mondial jury; - Nomination of new Mondial jury member after resignation of Dieter Engel for medial reasons; - Adoption of Canopy Piloting rules for 2003 WC; - Acceptance of the bid from Yugoslavia for WPC of Para-Ski; - Withdrawal of bulletin 13 & 14 in AE (changes were not allowed).

5. WORLD GAMES/ OLYMPIC GAMES 5.1 President Girardin, WAG / WG Liaison Officer, reported on the developing relationship of the World Games within the Olympic movement, and the IPC’s role within the World Games in general.

5.2 Dr. Rainer Exi Hoenle, IPC Technical Director for the World Games, briefed the Plenary on the progress of IPC’s involvement in the 6th World Games, to be conducted in Duisburg, , in 2005.

6. WORLD AIR GAMES 6.1 Future World Air Games President Girardin attended the FAI General Conference and participated in the discussion of the WAG and the present state of affairs. President Girardin applauded the FAI for making the right decision of canceling the 2005 WAG. The bidding process will continue after modifications are made in the WAG format.

7. GENERAL ISSUES President Girardin briefed the Plenary on the Open Meeting topics: Mission Plan, Competition Cycle, Competition Cycle, WADA, and the FAI/IPC relationship. The Plenary approved the Competition Format and the Competition Cycle.

7.1 Mission Plan is intended to be a blueprint for the future development of the IPC, which transcends political, national, commercial and personal interests of the individuals who develop and implement it. It is necessary to maintain a working plan as a guide to the development of our sport, requiring that the plan be reviewed in light of the recent failures of becoming part of the Olympics and the temporary suspension of the World Air Games. In addition, certain points of the plan have become obsolete or are no longer applicable to an organization such as the IPC. The Bureau will draw up a new Mission Plan based on the following: - Maintain those goals that remain attainable - Remove goals that are no longer valid in the current environment (such as the ranking system) - Integrate goals that are proposed by each discipline, Each committee is to provide proposed goals to the Bureau by June an the Bureau will provide the new Mission Plan in the 2005 agenda.

7.2 Competition Format should be the Mondial principle. The idea of including more than one team per nation at WPCs was not well received and the notion of nation against nation is maintained. Artistic disciplines are the one exception and should seriously consider taking a similar step.

7.3 Competition Cycle, approved in 2001 an in its current format is no long valid and there should be a return to the two-year cycle with a clear objective to include the Mondial format. Therefore, the following cycle is: - 2005 WC/WG - 2006 Mondial/WPC - 2007 WC - 2008 Mondial/WPC - 2009 WC/WG - 2010 Mondial/WPC

The even years will be open to host a Mondial event that will include all the WPCs. If none is proposed, then bids from hosts for WPCs will be accepted. Should the IPC receive a bid from a country wishing to host a Mondial and bids to host individual WPCs, priority will be given to the Mondial bid.

The odd years will be open to WCs that can be organized either separately or can include more than one discipline.

The WG will be a by-invitation-only competition and the IPC will determine the selection criteria, reconsidering its position after the 2005 WG in Duisburg, Germany. The WAG will be looked at later.

7.4 World Anti-Doping rules will be adopted by the FAI and it appears the proposed sanctions differ depending on whether they relate to an individual or a team. Prior to adoption by the FAI, the Bureau will submit a proposal to clarify these points and cover IPC’s position, which is to cancel a result if one or more team members have positive results to a doping control.

7.5 The relationship between the IPC and the FAI needs urgent review, with the understanding that the debate regarding our total independence is not realistic. Some delegates feel we can achieve a degree of autonomy within the FAI, which needs to be defined. Topics of definition include: by-laws, election cycle, composition of commissions, financial (IPC bank account) and rights (IPC sponsors). Max Bishop addressed the Plenary on his perception of the FAI/IPC relationship.

8. FINANCE WORKING GROUP IPC Treasurer and Finance Working Group Chair, Richard Buzz Bennett, presented the IPC Balance Sheet as of 31 December 2003, the 2003 Profit and Loss statements, and the 2004 Budget proposal. Delegates were reminded that the IPC account is in US dollars, and the WG will consider changing to Euros when the dollar becomes stronger – official currencies of the FAI are Swiss francs, US dollars and Euros. The budget is based on the proposal that the sanction fee will increase from USD $25 to USD $50. The 2004 budget, along with the sanction fee increase, was approved by a secret ballot vote of 20 to 17.

9. FREEFALL STYLE AND ACCURACY LANDING Committee Chair John Hitchen reported on the committee’s activities in 2003 and addressed the agenda topics discussed by the committee for 2004. 9.1 Anton Malevsky Memorial Meet in Accuracy Landing - Stupino, Russia, 29 July-2 August 2003 FAI Controller John Hitchen and Chief Judge Igor Tiorlo were available for questions. 9.2 27th World Parachuting Championships in Freefall Style and Accuracy Landing The 27th World Parachuting Championships in S&A was included in the 1st Parachuting Mondial in Gap, . 9.3 Future WPCs, World Cups, and other First Category Events will host the 28th WPC of S&A (along with the 16th WPC of FS (4-, 8-way), the 3rd WPC Female 4- way, and the 11th WPC of CF), 18-24 September 2004. Committee Chair Hitchen visited the site last year and is satisfied with the progress of the meet. Mr. Goran Habschied (Delegate Croatia), on behalf of the organizers, provided an update on the event. MI-8 (ramp) for accuracy, FS and CF; AN2 for style. The accompanying persons fee was raised from €200 to €300, and approved by the Plenary. Also, entry fee changed from 2003 because the S&A and FS committees added jumps (S&A: €650; FS: €820 one event / €920 two events). Information on the event can be found at www.wpc2004.com.

Slovakia had submitted a bid in the agenda to host the 4th European Championships in Freefall Style and Accuracy Landing – Lucenec, Slovakia, 23 July-1 August 2004, but the bid was withdrawn.

Russia submitted a bid to host the IPC Anton Malevsky Memorial World Cup and European Championships in 4-way Open Formation Skydiving and Accuracy Landing in Stupino, Russia, 29 June-3 July 2004. On behalf of the organizers, Anatoly Zhirov made a brief presentation. Accuracy rules different from last year: no money prize for team accuracy, and prize money down to 8th place instead of 16th – total money prize same as last year. Bulletin #1 has been issued. The bid was approved unanimously.

The Plenary, by vote, unanimously allowed Russian delegate Gazetov to present a bid for the 12th World Cup of Champions and 3rd Junior WPC of S&A, 22-28 June 2004, in Kaluga, Russia. A copy of the rules

was presented to the Plenary (entry fees: €450 one event/€500 two events; aircraft: AN2 and/or MI-2). The bid was accepted by a vote, with one against.

The USA submitted a bid to host the World Cup of Freefall Style & Accuracy Landing (along with FS, CF and AE), 21 – 29 October 2005, at Skydive Arizona in Eloy, Arizona. Host Larry Hill made presentation. The committee did not support the bid due the cost of the entry fees. After discussion the following entry fees were presented: $515 one event, $590 two events, accompanying personnel $125. These fees include the $25 raise of FAI sanction fee. Plenary accepted the bid by a vote of 27 to 10, with one abstention.

Nations wishing to host future S&A events were requested to inform the Plenary. 9.4 Proposed changes to the Freefall Style and Accuracy Landing Competition Rules Committee Chair Hitchen proposed and discussed amendments to the Competition Rules, based on S&A committee deliberations held prior to the Plenary meeting. The rules were approved unanimously.

10. FORMATION SKYDIVING Committee Chair Fiona McEachern reported on the committee’s activities in 2003 and addressed the agenda topics discussed by the committee for 2004. 10.1 Anton Malevsky Memorial Meet in 4-way Formation Skydiving – Stupino, Russia, 29 July-3 August 2003. The organizers were given the opportunity to provide a report.

10.2 15th World Championships in Formation Skydiving The 15th WPC in FS (4- and 8-way) and the 2nd WPC of Female ’s 4-way were included in the 1st Parachuting Mondial in France, 2003. Chief Judge Pia Berggren was available for questions.

10.3 Future WPCs, World Cups, and other First Category Events Croatia will host the 16th WPC of FS (4- and 8-way, and 3rd WPC of Female 4-way - along with S&A and CF), 18-24 September 2004. See report in paragraph 9.3.

Russia submitted a bid to host the Anton Malevsky Memorial World Cup and European Championships in Open Formation Skydiving in Stupino, Russia, 29 June-3 July 2004. The bid was approved unanimously.

The USA submitted a bid to host the WC of Formation Skydiving (4-, 8-way and Female 4-way - along with S&A, CF and AE), 21-29 October 2005, at Skydive Arizona in Eloy, Arizona. The following entry fees were presented: $470 one event, $650 two events, accompanying personnel $125. These fees include the $25 raise of FAI sanction fee. The bid was approved unanimously.

Germany submitted a bid to host the 17th WPC in Formation Skydiving (along with the 6th WPC of FR & SK an the 4th WPC of FF), 5-11 August 2006, at Gera (Thüringen). Matthias Maushake made a presentation on behalf of the organizers. Information can be found at www.worldmeet2006.com. The SCWG agreed that the bid should be considered, although it didn’t meet the procedures established by the Plenary at the meeting last year in Forteleza, as these procedures were not readily available at the time the bid was submitted. The delegate for Germany paid the €800 deposit to Max Bishop at the meeting. The bid was approved with one abstention.

Nations wishing to host future FS events were requested to inform the Plenary.

10.4 Proposed changes to the Formation Skydiving Competition Rules Committee Chair McEachern proposed and discussed amendments to the Competition Rules due to FS committee deliberations held prior to the Plenary meeting. The following rule change was proposed: ”6.3.6.4. Videographers must be entered for each team as part of the delegation. The evaluation process for the video evidence will be the same for any videographer. Videographers may be one of the following: A) One of the team in which case they may only jump as a videographer and they will be eligible to receive awards and medals; or, B) Any other person, regardless of gender, from any delegation. These videographers are not eligible to receive awards and medals. In this case there may be no more than five competitors in a 4-way team and no more than nine competitors in an 8-Way team. These videographers may jump only as a videographer and

are subject to the same regulations as other competitors on the team.

A videographer may be replaced at any time during the competition, (with the agreement of the Meet Director) in which case the replacement Videographer will not be eligible for awards and medals.” France proposed that option B above be valid only for 2004-05, which the Plenary accepted by a vote of 17 to 15. The rule change, with France’s amendment, was approved unanimously.

11. CANOPY FORMATION Committee Chair Vladimir Gazetov reported on the committee’s activities in 2003 and addressed the agenda topics discussed by the committee for 2004.

11.1 10th World Parachuting Championships in Canopy Formation The 10th WPC in CF was included in the 1st Parachuting Mondial in France, 2003. Chief Judge Barry McAuley was available for questions.

11.2 Future WPCs, World Cups, and other First Category Events Croatia will host the 11th WPC of CF (along with S&A, FS - 4-, 8-way and Female 4-way), 18-24 September 2004. See report in paragraph 9.3.

The USA submitted a bid to host the WC of Canopy Formation (along with S&A, FS and AE), 21-29 October 2005, at Skydive Arizona in Eloy, Arizona. 11.3 Proposed changes to the Canopy Formation Competition Rules Committee Chair Vladimir Gazetov proposed and discussed amendments to the Competition Rules due to CF Committee deliberations held prior to the Plenary meeting. Sweden made a motion to re-include in paragraph 5.2.1 the old 30-second rule (“5.2.1. Exit altitude shall be 2150 metres (7,000 ft) with a working time of 90 seconds. 5.2.2. The working time and scoring begins with the first 4-way plane/stack formation, whether correct or not, or 30 seconds after exit of the first team member, excluding the team’s videographer, whichever is first…”). The rules, with Sweden’s proposal, were approved unanimously.

The Plenary unanimously accepted the concept of the CF 2-way Test Rules, which will be placed on the FAI website in an effort to encourage the event and to encourage the needed growth of CF as a discipline.

11.4 ARTISTIC EVENTS Committee Chair Ronald Overdijk reported on committee activities for 2003 and addressed the agenda topics discussed by the committee for 2004.

11.5 4th WPC in Freestyle Skydiving (FR) and Skysurfing (SK), and 2nd WPC in Freefly (FF) The 4th WPC in FR & SK and the 2nd WPC in FF was included in the 1st Parachuting Mondial in France, 2003.

Future WPCs, World Cups, and other First Category Events Brazil will host the 5th WPC in FR & SK, and 3rd WPC in FF in Brazil, 14-20 September 2004. The organizers notified the IPC bureau that they would like to change the venue from Campinas to Brasília. The bureau agreed to allow the changed bid to be presented to the Ple nary. The entry fee from last year was increased by $25 to accommodate the new sanction fee increase. The entry fee presented was $275 regardless of the number of events, and dates were proposed as 13-19 September 2004. The organizers presented their changed bid to the Plenary. The changed bid was approved unanimously.

The USA has submitted a bid to host the WC of Artistic Events (along with S&A, FS and CF), 21 – 29 October 2005, at Skydive Arizona in Eloy, Arizona. The following entry fees were presented: $490 one event, $615 two events, accompanying personnel $125. These fees include the $25 raise of FAI sanction fee. The bid was approved unanimously.

th th Germany has submitted a bid to host the 6 WPC in FR & SK and 4 WPC in FF (along with FS), 5-11 August 2006, at Gera (Thüringen). See paragraph 10.3 for details. The bid was approved with one abstention.

Nations wishing to host future AE events were requested to inform the Plenary.

11.6 Proposed changes to the Freestyle, Skysurfing and Freefly Competition Rules Committee Chair Ronald Overdijk proposed and discussed amendments to the Competition Rules due to AE Committee deliberations held prior to the Plenary meeting. The rules were approved unanimously.

12. MONDIAL 2003 - Gap, France, 6-14 September 2003 Mr. Jean François ANGLES, Del.-France, reported on the 1st Parachuting Mondial, which included the 27th WPC in Style and Accuracy; 15th WPC in Formation Skydiving; 2nd WPC of Female ’s 4-way; 9th WPC in Canopy Formation, 4th WPC in Freestyle and Skysurfing; 2nd WPC in Freeflying.

IPC Controller J&S Doris Merz was available for questions.

13. PARA-SKI Committee Chair Michael Egger reported on the committee’s activities in 2003 and addressed the agenda topics discussed by the committee for 2004.

13.1 9th World Parachuting Championships in Para-Ski in Kobla, , 11-16 February 2003 On behalf of the organizers, Committee Chair Egger reported on the success of the event.

13.2 Future WPCs, World Cups, and other First Category Events The 10th WPC of Para-Ski will be conducted 7-12 March 2005 in Zabljak, Montenegro, Yugoslavia, as decided by the Bureau prior to the meeting (see paragraph 4.2).

Nations wishing to host future para-ski events were requested to inform the Plenary.

13.3 Proposed changes to the Para-Ski Competition Rules Committee Chair Michael Egger proposed and discussed amendments to the Competition Rules arising from Para-Ski Committee deliberations held prior to the Plenary meeting. The rules were approved unanimously.

14. CANOPY PILOTING WORKING GROUP The Bureau recommended that the Working Group be established as a full IPC Competition Committee and the Plenary agreed with one abstention.

14.1 IPC Go Fast World Cup of Canopy Piloting 2003 USA successfully conducted the World Cup 24-28 September 2003 at the Perris Valley Skydiving Center in California. The FAI Controller Dr. Rainer Exi Hoenle was available for questions.

14.2 Future WPCs, World Cups, and other First Category Events Brazil had submitted a bid to host the 1st WPC of Canopy Piloting in Campinas, Brazil, 9-15 September 2004. The CP committee decided that the discipline was not ready for a WPC and requested that the Plenary open bids until 1 April 2004 for World Cup bids, at which time the Bureau would make a decision. Because the bid from Brazil was proffered before the rules were written for the discipline and event, and because the venue of Campinas was changed at the meeting to Brasilia, the Bureau agreed with the CP committee’s opinion and did not support the bid. The FAI headquarters, IPC President and IPC Secretary must receive the bids by 1 April 2004. The plenary accepted the recommendation unanimously.

Nations wishing to host future events in Canopy Piloting were requested to inform the Plenary.

14.3 Proposed changes to the Canopy Piloting Competition Rules Canopy Piloting Committee Chair Thomas Tuominen proposed and discussed amendments to the Competition Rules due to Canopy Piloting Committee deliberations held prior to the Plenary meeting. The rules were approved unanimously.

15. FAI JUDGING Committee Chair Doris Merz reported on the Committee’s activities in 2003. Because there will be a training course in FS, S&A and CF at the Croatian WPC, judges wanting to participate can register as part of their country’s delegation and attend.

Delegates were reminded that a panel composed of the chair of the Judge’s committee, the chair of the relevant discipline committee and the organizer nominates the position of Chief Judge at FCEs. The Judge’s committee will contact the chief judges in question.

Committee Chair Merz presented changes to the Sporting Code Section 5, which dealt with the IPC Controller for Judging & Scoring, and the evaluation of judges. (“4.1.1(8) At every FCE comprising of three or more disciplines, an IPC Controller for Judging & Scoring shall be appointed;” and “6.8.1(1), (2) At least 85% of the assessments, except for FS, in which case 75% of the infringements must agree with the approved scores;” delete completely “(3) In the freefall style event, at least 90% of the assessments highlighted in the approved score must be in agreement.”) The rule changes were approved unanimously.

15.1 FAI Judges List The list of FAI Judges for 2004 were verified, per updates sent to Committee Chair Merz and posted for all to confirm (ANNEX C). China and did not submit their judge’s list by the 31 December deadline imposed by the regulations so they asked the Plenary to consider this issue and allow these judges to be on the FAI judge’s list 2004. By 2/3-majority vote, the issue could have been considered, but the Plenary voted not to consider the matter by a vote of 17 for, 17 against and 2 abstained.

16. SPORTING CODE & IPC INTERNAL REGULATIONS Committee Chair of the Sporting Code Working Group, Graeme Windsor presented the IPC Jury list, from which names will be taken to form juries at FCEs. 16.1 FAI Sporting Code, Section 5 SCWG Secretary Richard Buzz Bennett presented the proposals to amend the FAI Sporting Code, Section 5, including the new definition of “mondial” (a First Category Event, comprised of WPC’s in all IPC competition disciplines (except Para-Ski, which may be included or excluded at the option of the Organiser), taking place concurrently in the same location.) The changes were approved unanimously.

Secretary Bennett presented proposals to amend the IPC First Category Event Sanction Procedures document. With the proviso that Max Bishop would have FAI’s lawyers review the document and provide any suggested corrections, the changes were approved unanimously.

16.2 IPC Internal Regulations UK Delegate John Hitchen withdrew his proposal to change the Internal Regulations (IRs) as it relates to the make-up of the bureau.

Ronald Overdijk (Netherlands) proposed to change the voting procedure in IR paragraph 3.10, from “simple” to “absolute” majority. This proposal was not discussed and was deferred until next year.

17. TECHNICAL AND SAFETY Technical and Safety Committee Chairman Knut Ekerhovd reported on the committee’s activities in 2003.

17.1 Annual IPC Safety Survey Deputy Chair Liam McNulty distributed and reported on the results of the 2002 IPC Safety & AAD Reports, including a CD-ROM containing the report.

18. AWARDS

18.1 FAI Gold Parachuting Medal In 2003, Germany nominated Dr. Dieter Strüber to be awarded the FAI Gold Medal in 2004. Mr. Strüber’s qualifications were presented. The Plenary agreed unanimously to award the FAI Gold Medal for 2004 and agreed unanimously to award it to Dr. Dieter Strüber.

The USA has nominated Ms. Brenda Reid to be awarded the FAI Gold Medal in 2005 and her qualifications were presented. Following the Internal Regulations, the decision will be made at the next IPC meeting.

18.2 Leonardo da Vinci Diploma The USA has nominated Mr. Scott Rhodes to be awarded the Leonardo da Vinci Diploma and his qualifications are presented. Following the Internal Regulations, the decision will be made at the next IPC meeting.

Italy has nominated Mr. Alessandro Ruggeri to be awarded the Leonardo da Vinci Diploma and his qualifications are presented. Following the Internal Regulations, the decision will be made at the next IPC meeting.

18.3 Faust Vrancic Medal Croatia delivered the medal that has been awarded to Gerd Weckbecker for presentation. Because the medal was not available at the FAI General Conference last October, where FAI medals and diplomas are

presented, the medal was not presented or given to the German delegate for later presentation. The medal was presented in a symbolic gesture to the German Delegate, who advised the Plenary that the medal will be officially presented to Mr Weckbecker during the 28th WPC of S&A in Croatia this September.

19. ANY OTHER BUSINESS Asiania representative Faye Cox, on behalf of Asiania President Jong-Hoon Lee, presented her report on Asiania activities in 2003.

20. ELECTIONS

20.1 Confirmation of the Committees and Working Groups The Bureau presented the list of appointed Committee and Working Group Chairs, members and advisors to the Plenary, including Richard Buzz Bennett as secretary of the SCWG. Finance Working Group Chair Bennett received approval from the Plenary for his Working Group members (Annex B ).

20.2 Confirmation of the IPC World Games Liaison Officer Because the WAG has been cancelled, there is no need for an IPC WAG Liaison Officer. The Plenary confirmed Patrice Girardin’s proposal to serve as the IPC World Games Liaison Officer.

20.3 Election of IPC Officers a) Nominations for IPC President were accepted. b) Patrice Girardin was elected IPC President by acclamation.

c) Nominations for IPC 1st Vice-President were accepted. d) Graeme Windsor was elected IPC 1st Vice-President by acclamation.

e) Nominations for two IPC Vice Presidents were accepted. f) Four nominations were accepted for IPC Vice President: John Hitchen (UK), Rainer Exi Hoenle (Germany), Ronald Overdijk (Netherlands), Thomas Tuominen (Finland). Rainer Exi Hoenle and Ronald Overdijk were elected as IPC Vice Presidents.

g) Nominations for IPC Technical Secretary were accepted. h) Larry Bagley was elected IPC Technical Secretary by acclamation.

i) Nominations for IPC Treasurer were accepted. j) Richard Buzz Bennett was elected IPC Treasurer by acclamation.

21. IPC PLENARY MEETINGS 21.1 Date and Place of Next IPC Meeting Poland was chosen in 2003 to host the 2005 IPC meeting, 26-30 January, in Jachranka (near Warsaw), Poland. No one was present from Poland to provide an update on the progress of the meeting arrangements. If, for any reason, the IPC meeting cannot be held in Poland, the FAI will host the meeting in Lausanne, .

21.2 Hosts for future IPC Meetings Croatia’s bid to host the 2006 IPC meeting in Zagreb was presented last year but the decision to select a site was postponed to this year. Furthermore, by a 2/3-majority vote, the Plenary agreed to consider the bid from the Mozambique Aero Club to host the 2006 IPC Plenary Meeting in Maputo, Mozambique. After both bids were presented, the Plenary decided on the bid from Mozambique as an alternative to meeting in Lausanne, Switzerland. By a vote of 20 to 12, the 2/3-majority was not achieved to move the meeting from Lausanne. The 2006 IPC meeting will be held in Lausanne, unless new bids are presented at the 2005 IPC meeting.
