Dear Science Advisors, The Center for Biological Diversity greatly appreciates the indisputably science-based information but forth in the Draft Recommendations of Independent Science Advisors for The California Desert Renewable Energy Conservation Plan (DRECP) - DRECP-1000-2010-008, August 2010. We look forward to having those recommendations adopted by the DRECP as it moves forward in the process. We have three additional suggestions for the science advisors to consider including in the final version of the Recommendations as follow: 1) Survey data from the current “fast-track” solar projects have documented potentially “new” species. These new species, while not officially described and therefore “recognized” by the scientific community, typically have very restricted ranges. Therefore, in the future and certainly within the lifetime of the plan, once recognized, they may represent an endemic, rare or otherwise “species of special concern”. Recommendations describing mechanisms on how to treat these “newly discovered” species would be very useful and benefit protection of the planning area’s biodiversity (a goal of the plan). 2) In the past, transplantation of rare plants has been tried as a mitigation strategy. Literature on the issue to date indicates significant failures (Fiedler 1991). Despite morphological successes (i.e. -

Notable topographic features are Rogers, Rosamond and Buckhorn dry lakes, while rounded domes and scattered hills are present to the north and east. Elevation gradients are limited, ranging from a low of 690 m to 1044 m near the eastern margin. Diverse communities of saltbush scrub dominate the lower plains, while creosote bush scrub and Joshua tree woodlands are present away from the old lake basin. -

One Embarcadero Center, #740 San Francisco, CA 94111 Executive Summary This report presents the results of focused botanical surveys for fall-flowering rare plants at the proposed Soda Mountain Solar Project (SMS). Transect-based complete pedestrian surveys of the approximately 4,075-acre SMS botanical survey area were conducted from October 24 through November 5, 2012. The surveys generally complied with the botanical survey guidelines of the California Department of Fish and Game (CDFG), the California Native Plant Society (CNPS), the U.S. Fish and Wildlife Service (USFWS), and the Bureau of Land Management (BLM), but differed from these protocols in that only late-season surveys were conducted. The survey work plan was approved by both BLM and CDFG prior to performing surveys. Pre-field research was conducted to select rare plant species with potential to be found within the survey area. The list of potentially occurring rare plants was derived from several sources including the California Natural Diversity Database, the CNPS On-line Inventory, and the California Consortium of Herbaria. Fifteen late summer and fall-flowering rare plant species were determined to have potential to occur within the survey area based on habitat preferences and known distribution. No federal or state-listed plant taxa were observed. -

GARDNER Rancho Santa Ana Botanic Garden and Claremont Graduate University, 1500 North College Avenue, Claremont, California 91711 ABSTRACT Congress designated the Kiavah Wilderness in 1994 under the California Desert Protection Act. It is located in the Scodie Mountains in Kern County, ca. 24 km (15 mi) east of Lake Isabella and 24 km (15 mi) west of Ridgecrest, and encompasses a total of 137 mi2 (354 km2) with elevations ranging from 1000 to 2200 m (3500–7294 ft). The Wilderness is ecologically important because it occurs in a transition zone between two floristic provinces, the Sierra Nevada of the California Floristic Province and the Mojave Desert of the Desert Province. It is of cultural significance because it has a rich history of Native Americans harvesting pinyon pine nuts and inhabiting the land. Prior to the study ca. 290 vascular plant taxa had been documented, primarily along roads and the Pacific Crest Trail. -

MAY 24 2010 This page intentionally left blank May 8, 2010 Chris Otahal Wildlife Biologist Bureau of Land Management Barstow Field Office 2601 Barstow Road Barstow, CA 92311 Subject: First Round Spring 2010 Botanical Survey of the Calico Solar Project Site URS Project No. 27658189.70009 Dear Mr. Otahal: INTRODUCTION This memo reports the initial results of the first round of botanical surveys for the Calico Solar Project (Project), a proposed 8,230 acre renewable solar energy facility located 35 miles east of Barstow, California. Botanical surveys were conducted for the Calico Solar Project (Project) site in 2007 and 2008. In response to above average rainfall events that have occurred during 2010 to date, additional botanical surveys were conducted by URS Corporation (URS) for the Project site. These surveys incorporated survey protocols published by the Bureau of Land Management (BLM) (BLM 1996a, BLM 1996b, BLM 2001, and BLM 2009) and reviewed by the California Department of Fish and Game (CDFG), California Energy Commission (CEC) and BLM (BLM 2010, CDFG 2010, and CEC 2010) prior to the commencement of botanical surveys on the site. The first round of 2010 spring surveys was conducted on April 5 through April 15, 2010. This survey report supplements previous spring botanical surveys conducted in 2007 and 2008. PRE-SURVEY RECONNAISSANCE AND VICINITY DATA The timing for the first round of surveys was selected to coincide with the blooming period of early spring ephemeral and perennial species. Botanists conducted reconnaissance-level site visits prior to the surveys to assess the phenology (progression of the blooming period) of the flora and to visit rare plant reference populations. -
