The last Philadelphia team to do so was the Ukrainian Nationals in 1966. At PPL Park on Sept. 16 at 7:30 pm, the Philadelphia Union will look to restart that winning tradition. Before the US Open Cup Before the founding of the US Open Cup in the 1913–1914 season, the claim for a national soccer title was held by the American Cup competition, also known as the American Football Association Cup and the American Federation Cup. First organized by the American Football Association in 1885, the competition primarily featured teams from the early American soccer triangle of Northern New Jersey, Southern New York and lower New England. In 1897, the John A. Manz team became the first Philadelphia club to win the American Cup. Tacony won in 1910 with Philadelphia Hibernian losing in the final the following year. In 1914, Bethlehem Steel FC won the first of its six American Cup titles by beating Tacony, who had also lost to Northern New Jersey’s Paterson True Blues in the final the year before.

Never in the history of the Depart- ment have our officers had to contend with a global health pandemic, civil unrest, and the scourge of rising gun violence simultaneously. Despite these challenges, Department members worked tirelessly to meet the requirements of the consent decree. Much of this work was performed in partnership with the community, and we are grateful for the efforts by residents from across Chicago to improve our Depart- ment and our City. The contents of this status report, covering the third Independent Monitoring Report period (IMR-3), are a testament to the drive, re- solve and commitment of every Department member. It also reflects the cultural change that is manifesting in our organization as we seek not just to reform the Department, but transform it. 93% increase in items submitted compared to IMR-2 I am proud to see that these transformational changes are beginning to take shape. We documented more progress this reporting period than in the first two reporting periods combined.     Preparedness Grant Effectiveness Case Study: Chicago January 2021 National Preparedness Assessment Division Preparedness Grant Effectiveness Case Studies Preparedness Grant Effectiveness Case Study I. Overview In August 2020, the Federal Emergency Management Agency (FEMA) conducted a preparedness grant effectiveness case study with the City of Chicago Urban Areas Security Initiative (UASI). The Illinois Emergency Management Agency (IEMA) is the State Administrative Agency (SAA) with the legal authority to administer the grants, according to FEMA grant requirements. IEMA, as the award recipient, has sub-recipient award agreements with the Chicago Office of Emergency Management and Communications (OEMC) for these grant programs. The purpose of the study was to understand the impact of FEMA preparedness grants on the city’s coronavirus disease (COVID-19) pandemic response. City representatives from the Chicago OEMC, as well as the departments of police and fire, participated in the case study and discussed how federal funding affected the pandemic response. FEMA also drew from information provided through the Biannual Strategic Implementation Report (BSIR) and Threat and Hazard Identification and Risk Assessment (THIRA)/Stakeholder Preparedness Review (SPR). This case study found that Homeland Security Grant Program (HSGP)-funded and Emergency Management Performance Grant (EMPG)-funded investments supported a collaborative preparation for and response to the COVID-19 pandemic. Officials from Chicago cited trainings, planning, a whole-community response, and cross-department exercises as key contributors to the city’s response to the COVID-19 pandemic and concurrent civil unrest. This whole-of-city response was made possible through administrative and legal collaboration across departments that allowed the government to operate continuously as it transitioned from steady-state to a long-term, often remote, emergency posture.

After beating New England and Houston in the playoffs to win the Eastern Conference, they were rewarded with the coldest title game ever played in Major League Soccer.
