Whangārei, Northland’s largest centre, lives up to its name of ‘cherished harbour’ as you sit at one of its quayside cafes and restaurants watching the many international yachts moored in the Town Basin marina. Or you could head out to the seemingly endless beaches of the Tutukaka coast on the Pacific for a leisurely cruise taking in the breath-taking seascapes, or explore the Poor Knights marine reserve, one of the world’s top 10 dive spots.

Whangārei’s sub-tropical climate, stunning coastline, relaxed lifestyle and relatively low cost of living have attracted a diverse group of people from around the world to add to its population of around 70,000. The student Health Centre based at Raumanga Campus is staffed by experienced Registered Nurses who offer a comprehensive range of professional and confidential health services. We provide high quality health care that is sensitive to students’ needs.

We are here to support your physical, cultural, spiritual, mental and emotional wellbeing. So the Health Centre is a great first place to go for any health problems – whether you are unwell with a headache, have a sore throat or stomach-ache, are homesick or you are worried about something.

When students from other countries come to study in New Zealand, it is important that those students are kept well informed, safe, and are properly cared for. We want students to have a positive experience while studying here in accordance with the Code of Practice for the Pastoral Care of International Students (see the Section on the Code). This care and support is specifically provided by the International Team.

The International Pastoral Care Coordinator role is to foster the personal safety and holistic wellbeing of international students. Our Pastoral Care Coordinator is available by freephone 24/7 for emergencies and support with homesickness or culture shock (0800 139463), or direct line 09 470 4124, 027 704 8502.

Over the first few weeks in Whangārei the Pastoral Care Coordinator will:

• Ensure students can find their way around campus and introduce them to NorthTec tutors and support staff

• Support students to access services onsite

• Help students establish bank and phone accounts

• Introduce students to available city support services and extra-curricular activities

• Introduce students to the NZ medical care system and insurance services

• Share about the New Zealand way of life and talk about how to live safely and well in Whangārei.

Throughout the year the Pastoral Care Coordinator supports student rights on and off campus; advises on laws, legal services and driving regulations. They have a sound knowledge of local support services available for students to access. The Pastoral Care Coordinator also runs student specific workshops to support academic achievement and well-being, liaises with the tutors to ensure students are settling into class and supports students to run activities and events such as cultural festivals (Spring Festival, Holi, Moon Cake Festival, Diwali).

HOMESTAY

Living with a local homestay family is a great way of experiencing the Kiwi lifestyle and practicing your English on a daily basis. You will have your own private fully-furnished room and all meals are provided so it allows you to concentrate on your studies.

Students under the age of 18 years must stay in supervised accommodation. If you are not living with your parents or do not have a designated caregiver nominated by them, you must stay in a NorthTec-approved homestay. This way we can ensure that student accommodation is safe, acceptable and meets all necessary conditions.

All our homestays are carefully selected in accordance with the Code, fully police vetted, inspected, trained and supported by NorthTec. Homestay students are also supported by airport pick-up, access to a 24/7 emergency contact number and have on- going support interviews and home-stay visits throughout the semester. The Accommodation Co-ordinator will also address any accommodation issues as they arise. APARTMENTS

NorthTec International has access to a block of 20 fully furnished 2-bedroom apartments near the city centre. These are inside a secure gated complex. This is a great step between living with the support of local families to fully independent flatting. It is still a supported option with 24/7 emergency contact, pastoral care and transport support through NorthTec, as well as a property manager who can support with setting up power and internet accounts and any renting queries in general. Water, parking and a basic fortnightly clean are included in the weekly rent. Students will need to cover utilities and their own food costs. FLATTING

Many NorthTec international students live in shared accommodation (a ‘flat’) that they rent privately from local landlords. Flatmates can be other students, friends or strangers. You and your flatmates will have to organise your own furniture, pay the power, water, internet and any other bills, prepare your own meals, do your own laundry, and maintain the rental agreement. We only recommend flatting for responsible, mature students with good English and strong independent living skills, e.g. cooking, cleaning, and budgeting. Please talk to the International staffbefore you go flatting as you must make sure you read and understand the rental agreement (contract) before signing it. PRIVATE BOARD

Some students choose to live with local families renting a room privately from them. this way they do not have to buy their own furniture and appliances or deal with local service providers of electricity, internet, etc. The Accommodation Co-ordinator can provide a list of places offering private board, introduce you to them and help you to discuss the rent and conditions of stay.

The way we study in New Zealand is different to what many international students are use to in their home country. We are here to help you to learn how to study in NZ. As a student study should be your first priority. The following tips will help you succeed in your study and adapt to learning at NorthTec.

LEARN TO SELF-STUDY

Being a student is a full-time job! • You must come to ALL your classes • Each course is approximately 20 hours per week. • You are expected to learn for one hour at home for every hour in class. • Not learning/researching at home will affect your final assignment. • Total learning hours per term = approximately 40 hours per week.

PASS YOUR ASSESSMENTS and EXAMS

You will not receive marks for memorising material • You will receive marks for: - Presenting a clear, relevant, logical and original argument - Applying your knowledge to real situations (e.g. the workplace, case studies) - Basing your argument on research evidence - Demonstrating what you have learnt • A pass is 50% (sometimes more) • You must pass everything to get your certificate/diploma/degree • You must pass one level to progress to the next level.

PRACTICE GOOD TIME MANAGEMENT

• Plan your work. • You need time to proof read and edit your work before you submit it. • Starting assignments early gives time for unforeseen incidents. If you need help with planning and time-management please contact the International Pastoral Care Co-ordinator or Academic Advisor straight away. EXPECTED CLASSROOM ETIQUETTE

You MUST arrive 15 minutes before classes start and be prepared to learn.

• Do not use your cell phone in class – unless it is an emergency • Respect your tutor – listen and do not speak when they are speaking • Communicate with your tutor, as soon as possible should you be late or unwell and cannot attend class (by text, email or phone). Ask lots of questions in class or after class. • Communicate with your tutor if you are struggling with the content or workload or do not understand the assignment questions. Tutors are paid to help you after class. In order for NorthTec to maintain a clean and tidy environment for all students, food and drink (apart from water) are not to be consumed in classrooms. Food and drink can be consumed in the student common room, the library, the café or in any of the grassed areas around campus. EXTENSIONS AND RE-SUBMISSIONS

Programmes areas do allow for extensions and re-submissions. Extension requests should be for valid reasons and made to tutors in writing well before the assessment deadline . For specific details, refer to Programme Regulations for your programme of study.

IN CLASS

• Ask questions, again and again – it is good to ask rather than pretend you know. • Think before you speak – speak clearly • Responding to tutors’ questions in class discussions may not be easy at first, but it will be worth it. • If the tutor is too busy to see you, write your questions down on paper and give it to them at the end of the class. • Ask the tutor for an appointment to go over your work. • Don’t let problems with work get too big – ask for help. • Look at the tutor when they are speaking to you. • Take the initiative – ask another student to have a coffee with you. • Make yourself make friends – other people may be feeling the same as you. • Arrange to meet other students in the common room at lunchtime. • Share ideas – the more you speak English, the more your confidence will grow. • Do research with another student. • Volunteer to be a Student Representative for your class or student activities. • Attend class daily. • Have a time management plan if you are getting behind in your work.

OUT OF CLASS

• Get plenty of sleep. • Make sure you have a balanced diet. • If you need to work, keep it for the weekends or days off class. Work and studies do not go together. • Set an alarm so that you are not late to class. • Join a club – sports, cultural, church, hobby – meet new people. • If you are sick do not come to class, email your teacher, or phone the college. Go to the doctor if this lasts more than two days – you need a medical certificate. • If something is worrying you, talk to your tutor, nurse or International Pastoral care. • Make sure that your passport visa and medical insurance are up to date. • Practice your English as much as possible. Avoid speaking your mother language to other students. • Change the language setting to English on your digital devices.

NCSA is a student organisation. It is set up with the support of the NorthTec International office. The purpose of the NCSA is to serve Chinese students in NorthTec wholeheartedly.

Students are expected to behave honestly in all assessments. The aim of both examinations and written work submitted for assessment is to present your own arguments, in your own words. There are penalties for cheating and plagiarism.

Cheating is defined as a dishonest or unfair act to gain an advantage including:

• Copying or trying to copy another student’s answers in an exam or test; • Using any material (paper or electronic) in an exam or test that is not permitted; • Helping others to cheat; • Altering or adding to work after marking and claiming it was part of the original work; • Claiming a qualification that you do not hold; and • Breaching examination or test rules.

Plagiarism is defined as: Presenting someone else’s work or ideas as if it were your own original work or thought, without clear acknowledgement of the actual source. Plagiarism includes:

• Submitting an assignment for marking that is not your own work • Copying other peoples’ work without acknowledging the source • Using someone else’s ideas or opinions without acknowledging the source • Using the exact words of someone else without quotation marks • Copying/cutting and pasting from electronic or other sources • Obtaining assignments from another person, or getting others to write your assignments • Using results obtained by another person. For more information please read The Academic Integrity Policy. This policy applies to all students and all instances of academic misconduct whether intentional or unintentional. This policy sets out how an investigation will be conducted where academic misconduct is suspected. Please request support from Pastoral Care if you are ever involved in an investigation. The consequences of a student being found to have breaching this policy, range from losing marks to being removed from the programme. Students have the right to appeal any decision affecting them.

ANTI-BULLYING AND HARRASSMENT

NorthTec is committed to all students, employees and visitors being treated fairly, with dignity and respect by providing a work and learning environment that is free from physical, verbal, sexual and racial harassment and bullying. NorthTec considers any form of harassment and/or bullying to be totally unacceptable as this behaviour disregards the institutional values of NorthTec. NorthTec has trained key workers to give support and advice and provide mediation for any person that feels harassed or bullied.

Please talk to the Pastoral Care Coordinator or Anti-Bullying/Harassment Coordinator for full support and to address harassment issues.

HEALTH & SAFETY

NorthTec is committed to providing a safe and healthy environment for all our employees, contractors, students and the public. Students are expected to take care of their own health and safety; act in a safe and responsible manner at all times; understand and follow NorthTec’s emergency procedures and comply with all instructions from tutors or supervisors to keep them and their classmates safe; and report any incidences, accidents or hazards as soon as possible to tutor or International Pastoral Care.

Copies of NorthTec’s emergency evacuation plan and procedure are placed in all classrooms. Evacuation areas will be pointed during your first weeks on campus. See map on back page.

CREDIT RECOGNITION (CROSS CREDITS AND RECOGNITION OF PRIOR LEARNING (RPL)

Students may already have some knowledge or skills that can be recognised as part of their intended study. This may take a number of different forms including workplace training, other tertiary level study, life experience or voluntary work. Students will be asked to provide details of such things that they would like to be considered as credit towards their intended programme of study in their application.

Students who have attained knowledge and skills through work or life experience are encouraged to enquire about Recognition of Prior Learning (RPL). Students must demonstrate their prior learning in relation to the learning outcomes of each individual course. Students will be advised about how to prepare a portfolio that demonstrates they have met the learning outcomes of the course. A support letter from an independent person that this learning occurred in the work place or through other experience, is also required. Students will need a full course outline with details of the learning outcomes before preparing their portfolio. INTERNATIONAL STUDENTS POLICY: ATTENDANCE & ATTAINMENT

• Students are required to attend all lectures, tutorials, practical classes, demonstrations, assessments and examinations required by the course in which they are enrolled

• Students are required to be punctual for classes and to be present for the duration of the class. Lateness may be recoded as being absent and affect your attendance record. Students can request their attendance record at any time.

• Students must comply with the programme regulations for notification of absence due to illness, bereavement , or other circumstances as required for each course in which they are enrolled. Valid reasons for absence must be provided and supported by evidence as required.

• Please inform your tutor as soon as possible if you are unable to attend a class and go to the doctors or the nurses to get a medical certificate.

• Failure to meet these requirements may result in the student’s enrolment with NorthTec being terminated and notification to Immigration New Zealand (INZ).

• If a student is absent for two consecutive teaching weeks without providing in writing, a satisfactory explanation to the programme leader, NorthTec may assume the student has withdrawn from their programme or course and withdraw the student from the programme or course.

• A student who fails to successfully complete a course or courses during their first term of study is required to re-enrol in the course/s and pay full fees unless they apply in writing to the Director International for discounted fees.

• When a student’s attendance or attainment level is unsatisfactory the procedure in the flow diagram on the following page will be followed.

MAKING THINGS BETTER AT NORTHTEC

NorthTec aims to provide a learning environment of mutual respect and courtesy. We encourage you to raise any matters that concern you or affect your ability to study here. It is important that any concerns or complaints are resolved quickly so you can continue your education and training free of worry or distress. NorthTec has a Student Concerns and Complaints policy (see MyNorthTec / Student Support). Please use this policy to help make better the things that concern, or bother you. You will be taken seriously and you will not be disadvantaged for making a complaint or raising a concern.

The steps for making it better are outlined in the flow-chart or in the Making Things Better at NorthTec pamphlet under MyNorthTec. Please contact the International Pastoral Care person or another student advisor to help you through the process of raising your concern or complaint.

A concern is a situation where the student considers appropriate standards have not been met. The student perceives that the impact on him/her has not been large and it is likely that resolution can be obtained by direct, informal consultation with the people concerned. You can talk informally with the person responsible in an attempt to resolve the problem yourself. You may have a support person with you or ask them to talk to the person on your behalf. If you have not been able to resolve your concern you can report it to their manager or make a formal complaint.

A complaint is a written expression of dissatisfaction where the student seeks some form of redress or change in a situation; where the student considers that there has been a direct and significant adverse impact on him/her, which requires a formal process of resolution. To make this complaint submit a complaint form found on the Student Portal or email [email protected] or a letter to the Student Complaints Officer, Private Bag 9019, Whangārei Mail Centre 0148. You may have a support person make a formal complaint on your behalf, or assist you to make the complaint. Your complaint will then be investigated and once completed you will be notified of the decision, the reasons for the decision and your options for review and appeal.

An academic appeal comes under a different policy Academic Appeals (09.002). The process for making an appeal uses the same online form and again you should contact International Pastoral Care to help you through the process . An appeal is a written request to change any academic decision, action or omission made by NorthTec staff regarding your admission, recognition of prior learning, unit/ credit transfer, assessment, aegrotat pass, academic progression, disciplinary actions or graduation.

If International Students are not satisfied with the resolution you may refer the complaint to the New Zealand Qualifications Authority - a government organisation. They can provide an independent assessment of your complaint and will either investigate your concerns or advise you what you can do next. You can submit your complaint query on the NZQA website, send an email to [email protected]. nz. WITHDRAWAL / CANCELLATION AND REFUND POLICY

Refunds of programme fees will only be made in accordance with the following policy:

By accepting a place in a programme of study at NorthTec, a student enters a contract with NorthTec for the period of one academic year (or the length of the programme if it is less than one year). This contract means there is an obligation to pay the fee for the year (or for the length of the shorter programme). Students who wish to defer to the following semester must notify NorthTec International two weeks prior to the programme commencement. There is no automatic right to a refund of fees if a student changes his/her mind about studying at NorthTec. In normal circumstances, no refunds will be given after programme/course commencement. If a student decides to withdraw from a programme/course once enrolment has been finalised the student will need to complete a NorthTec Withdrawal Form which can be obtained from the International office. Any request for a refund must be made in writing to the International Manager. The request must include a detailed explanation of the reasons for withdrawal from the programme/course. At this time, the student’s family and agent will be notified by NorthTec that a request for refund has been received. If a refund is given, it will be paid in NZ dollars and paid by direct credit either to: • the original payer’s nominated bank account, or • if the Refund Authorisation Letter is completed by the original payer, to another party’s bank account. NOTE: If the student is not the original payer, permission in writing from the original payer will need to be sought before the funds can be transferred to the student. Consideration of Refund Applications

Applications for refunds will be considered under the following categories, which may require supporting documentation:

FULL REFUNDS • Immigration New Zealand (INZ) has refused to grant an initial visa for study in New Zealand • Visa extension is refused by INZ • NorthTec (Northland Polytechnic) is unable to proceed with the programme/course offered • If the programme contracted with NorthTec (Northland Polytechnic) is cancelled for whatever reason, then the student shall be entitled to a total refund of programme fees but shall not be entitled to any other compensation, costs or consequential damages of whatsoever nature.

PART REFUNDS • An international student in a semester-based programme, who gains Permanent Residency will not receive a refund of fees for the semester in which residency is granted. However, they will be treated as a New Zealand Permanent Resident for the following semester and refunded any international fees paid beyond the semester in which residency was granted. • International students in programmes designed with full year non-semester based courses must pay the international fees for the full year, regardless of the date Permanent Residence has been granted during that year. • If a student wishes to withdraw their application, and notice is received by NorthTec International two weeks prior to course commencement, a cancellation fee of 45% of the tuition fee will be charged. • Special circumstances of a compassionate nature, as approved by NorthTec, may necessitate withdrawal from a programme. Supporting information must be supplied in writing from the student, family and agent (if applicable).

NO REFUNDS • In the event of inadequate attendance and/or achievement resulting in the termination of enrolment and the contract, no refund is payable • In the event of a disciplinary action resulting in the termination of enrolment and the contract, no refund is payable.

WHAT IS THE CODE?

The Code of Practice for the Pastoral Care of International Students (2016) is part of New Zealand legislation under the Education Act. It provides a framework for service delivery by educational providers and their agents to international students. The Code sets out the minimum standards of advice and care in ten outcome areas that educational providers are expected to follow with respect to international students. The Code applies to pastoral care and provision of information only, and not to academic standards.

NORTHTEC INTERNATIONAL STUDENTS AND THE CODE?

NorthTec signed the Code of Practice in 2002. This means NorthTec has the responsibility to take all reasonable steps to protect international students; and ensure they have a positive experience that supports their educational achievement. It also outlines special responsibilities that NorthTec has to care for under 18 year olds.

So as international students you have rights to a quality education as outlined in the Code. It is a good idea to read it and be familiar with it. If you are unsatisfied with your experience as a student at NorthTec you have the right to follow the grievance process set out below.

A SUMMARY OF THE CODE

The Code sets standards for education providers to ensure that: • high professional standards are maintained. • the recruitment of international students is undertaken in an ethical and responsible manner. • information supplied to international students is comprehensive, accurate, and up-to-date. • students are provided with information prior to entering into any commitments. • contractual dealings with international students are conducted in an ethical and responsible manner. • the particular needs of international students are recognised. • international students are in safe accommodation. • all providers have fair and equitable internal procedures for the resolution of international student grievances. HOW CAN I GET A COPY OF THE CODE?

At orientation you will receive a pamphlet that provides an overview of the Code and the procedure that students can follow if they have concerns about their treatment by a New Zealand educational provider or agent of a provider.

WHAT IF SOMETHING GOES WRONG?

If you have concerns about your treatment by your education provider or by an agent of the provider, the first thing you must do is contact the tutor, the international Pastoral Care Coordinator, or another person who has been identified to you as someone that you can approach about complaints at your institution. The Code requires all institutions to have fair and equitable internal grievance procedures for students, and you need to go through these internal processes before you can take the complaint any further (see flow diagram page 16).

IF YOUR COMPLAINT IS NOT RESOLVED BY NORTHTEC YOU CAN CONTACT NZQA OR GO VIA THE DISPUTE RESOLUTION SCHEME

If your education provider has not resolved your complaint, and you still wish to have it resolved, then you can contact New Zealand Qualification Authority. NZQA is a government organisation. They can provide an independent assessment of your complaint and will either investigate your concerns or advise you what you can do next. Students (or their advocates) can contact NZQA in the first instance with their complaint. The Pastoral Care Coordinator will assist you with this.

NZQA handles all complaints about alleged non-compliance with the Code of Practice, other than financial and contractual disputes. All contractual or financial complaints can go direct to the the International Student Contract Dispute Resolution Scheme (DRS) under the Code. iStudent Complaints is the appointed operator of the DRS, which was set up to resolve financial and contractual disputes. IMMIGRATION REGULATIONS

• Student visa holders must ensure they attend 100% of their classes and inform their tutors of any absences

• Some students are entitled to work part-time. Your student visa will state how many hours you can work

• You must show academic progress. This means you must pass each level to progress to the next level

• Full details of visa and permit requirements and advice on rights to employment in New Zealand while studying are available through Immigration New Zealand. These can be viewed on their website at: www.immigration.govt.nz or you can phone them toll free on 0508558855. They have Language Line available and you are entitled to ask for a translator.

• You will be sent a progress and attendance letter when it is time to re-enrol or apply for a new visa.

NorthTec provides regular visa workshops to assist you with re-applying for your next visa. It is very important that you plan your holidays to allow enough time to re-apply for a new visa. You must inform the International Team of any holidays you plan. Until the New Zealand borders open, you cannot travel overseas.

CHANGE OF NAME AND ADDRESS

Please notify any changes to your name, emails or address to update our records. This is a Code requirement and so that important information such as results, transcripts and award certificates may be sent to you. We also need contact details of your NZ based emergency contact person. You can change your details yourself on our website www.northtec.ac.nz or email us at [email protected] or come and see us.

GRADUATION AND COMPLETION LETTERS

Completion letters will be sent out on request by Registry as soon as official results are finalised by programme areas. Once you have received these letters you can finish your post-study work visa application with Immigration NZ.

Formal graduation ceremonies will be held for NorthTec degree and diploma students in March each year. Awards for certificates of 120 credit value, or higher, will be celebrated in ‘Certificate Celebrations’ at the end of each semester.

ORIENTATION WELCOME PROTOCOL (Tikanga Pōwhiri mō Orientation)

Te Puna o Te Mātauranga Marae, based on our Raumanga campus, operates under the tikanga of Ngāpuhi.

All visitors (manuhiri) attending the Pōwhiri on Raumanga campus are to assemble at the entrance to the Marae in the car park. Someone from the home people (tangata whenua) will come out to explain the process for the welcome (pōwhiri). If there is no one available to reply to the speeches in the house (whare) someone will be chosen to speak (whaikorero) on behalf of all visitors (manuhiri).

The welcome call (karanga) will begin when the caller (kaikaranga) gets an indication that the visitors (manuhiri) are ready to proceed. When she can see that women have assembled to the front and men to the rear, will she begin her call (karanga). When responding to the call, move slowly towards the house (whare) this is a solemn process to allow people to gather their thoughts and pay homage to those who have gone before us. Shoes are removed before entering the whare. No food or drink is to be taken inside the whare. You, the visitors (manuhiri), will follow the caller (kaikaranga) to the back wall of the house (whare), where you will pause to pay respect remembering those ancestors who have gone before us.

Under the guidance of the caller (kaikaranga), everyone is to turn and walk to the taumata (Kaumatua/Elders and officials of NorthTec) seated by the front doorway of the house (Whare), where you shake hands and press noses together (hariru & hongi). It is through this process that the home people and visitors (tangata whenua and manuhiri) become “of one breath”. A handshake (hariru) is acceptable for those who are unable to press noses for cultural, religious or other reasons. When you have completed the hand shake and pressing of noses (hariru & hongi) with the home people (tangata whenua) you will be directed to your seats.

Speeches (Whaikorero) of welcome then take place. Pāeke, that is, the speakers of the home people (tangata whenua), will begin the speeches (mihimihi) and then the visitors (manuhiri) will respond. Upon completion of the visitors’ (manuhiri) responses, the home people (tangata whenua) will then complete the process and outline next steps in the pōwhiri process. Each whaikorero is concluded with a song (waiata).

The formal welcome is completed when the visitors (manuhiri) and home people (tangata whenua) partake of food and drink in the dining room, Te Puna o Te Ora.

The visitors are seated on the right hand side of the marae whilst the staff and existing students are seated on the left. Once the visitors’ side of the house becomes full, students will then be directed to the verandah area outside the marae. Speakers will be set up so that everyone can hear the proceedings.

MEETING PEOPLE

• New Zealanders usually shake hands (with the right hand) when meeting each other for the first time. • If you want to meet with someone professional (for example a tutor, your Director, a doctor) you need to make an appointment in advance. On most occasions you will not be able to meet without organising a time first. If you are meeting someone or attending classes, it is very important to be on time. If you cannot be on time, you should ring/text and let them know. • In some respects New Zealanders are quite informal. Lecturers and tutors are often called by their first names and we do not usually refer to people as “ma’am” or “sir”. • If the person you are talking to is sitting down, you should sit down too. It is considered rude to remain standing while others are sitting. You do not need to wait for someone to ask you to sit or “pull up a chair”.

SOCIALISING AND SHOPPING

• Most restaurants, bars and cafés close between 9pm and 11pm during the week (later on weekends). • Tipping is NOT expected. • It is common for New Zealanders to socialise at home. If you are invited to a New Zealand home it is common to take something to contribute to the meal, such as wine, chocolates, chips or a special food item. • New Zealanders dress quite informally on most occasions. • Most New Zealanders have their large meal together at dinner time (usually between 6pm and 8pm). • Most shops are open between 9am and 5pm during the week. • Some shops, especially large chain shops, are also open all weekend. • Supermarkets and other large shops (like the Warehouse) have longer opening hours.

WEATHER AND SEASONS

New Zealand’s climate is almost subtropical in the north, but temperate and cool further south. Auckland has a subtropical climate compared to other part of New Zealand. Rainfall is usually higher in the winter months and the weather is changeable throughout the day, so a raincoat and warm outdoor clothing are a necessity.

WHAT IF THERE IS AN EMERGENCY?

Phone 111. You will be asked if you want an ambulance, the fire service, or the police. Phone calls are not answered in Whangārei, so please tell them where you are.

If you have a serious accident or life-threatening illness, call an ambulance or get someone to take you to the emergency department at the hospital. The emergency department is open 24/7 and located in Maunu Rd, Whangārei. Please let the Pastoral Care Co-ordinator know if you are in hospital.

WHAT IF I GET SICK?

If you get sick or have health concerns you can either:

1. See the nurses at NorthTec’s Health Centre. The Health Centre is open from 9am-3pm, Monday- Thursday. You don’t always need to make an appointment and it is a free service. The nurses can tell you if they think you need to see a doctor. 2. Go to see a doctor (GP). You may be able to register with a GP near where you live. This is the best (and cheapest) option for ongoing medical care. GPs are listed at the front of the phone book. You will need to call a GP to make an appointment. The closest GP to NorthTec is Raumanga Medical Centre - 170 Otaika Rd, Raumanga, 09-438 7161.

The Pastoral Care Co-ordinator can arrange transport or can go with you to the nurses, doctors, hospital or Whitecross, if you need a support person.

If you have a day(s) off from NorthTec you need to bring a medical note from a nurse or doctor to show your tutors and the International Pastoral Care Co-ordinator. We will keep this on file in reference to your attendance.

WILL I HAVE TO PAY FOR TREATMENT?

Please read your insurance policy to see what you are covered for: www.uni-care.org/Policy/NzStudentPlan. You are supposed to get “pre- approval” for any surgery. If it is an accident, then most costs will generally be covered by ACC.

Under your Uni-Care insurance policy, your medical cover is unlimited, meaning that every time you go to the doctor or hospital for accidents or illness, you can claim the money back. However, you will need to pay up-front at the doctor and then make a claim. This can be expensive – up to about $140, so make sure you have some money set aside for this.

Uni-Care does not cover pre-existing conditions. It will not cover you for any condition or sickness that you already had in your own country, unless you complete the declaration form to apply for cover for a pre-existing condition. There is an extra cost for this. Please see the International Office if you want to apply.

HOW TO MAKE A HEALTH INSURANCE CLAIM?

THINK ABOUT YOUR SAFETY FIRST – be vigilant NZ is a safe country compared to many but that does not mean we do not have crime here. There are several things you can do to keep yourself safe such as: not walking around the streets after dark by yourself, lock your front door even when you are at home, close all your windows when you leave the house, walk away if someone confronts you, never get in a vehicle where the driver is intoxicated (alcohol or drugs) and never get in a vehicle with a stranger! IS IT SAFE TO WALK AROUND WHANGĀREI? Whangārei is generally safe during the day, but DO NOT walk alone at night. If you need to get home at night, take a taxi or walk with at least one other person. NorthTec has negotiated a 10% discount with A1 Taxis for any destination within the Whangārei area. To get the discount you will need to show your student ID card. The A1 taxi phone number is (09) 438 3377. Do not walk around with your valuables obviously on display. For example, if you have a laptop or camera, put them in a bag that is around/ across your body or a backpack, and keep this within reach of you at all times (even on campus). Also avoid areas that are isolated or empty, such as large parks (unless you are with a big group of friends). Do not come to the NorthTec campus when it is not open. If you do have personal property that is damaged or stolen please report it to the police and come into the International Office to make an insurance claim. It is a good idea to keep a copy of receipts or photos of valuable items.

IS IT SAFE TO CARRY CASH AROUND? Do not carry large amounts of cash around with you. In New Zealand, we would consider anything over $150 to be a large amount of cash. Do not leave cash at home, either. It is hard to claim insurance for cash, unless you keep the bank receipt for it. The safest place for money is in the bank. Most New Zealanders just use their EFT-POS card for daily transactions.

Learn ways to keep yourself safe at www.netsafe.org.nz If you are a gamer and find you are gaming more than you would like or it is impacting your studies, please ask for help from the Pastoral Care Co-ordinator or visit www.netaddiction.co.nz

FISHING/BEACH SAFETY NorthTec would like all our students to experience and enjoy our beautiful beaches. Our beaches can have strong tides which can be very dangerous. Please ask a local if you are unsure before swimming. Some beaches will have lifeguards so swim between their flags so they can watch out for you. Always wear a life jacket when you are fishing. Unfortunately, some New Zealand beaches have claimed the lives of international students. Check out www.watersafety.org.nz

SUN & INSECT PROTECTION The sun in NZ is very strong, so the best way to protect your skin and lessen the chance of developing skin cancer is to wear sunscreen, a hat and sunglasses most days. ROAD RULES FOR EVERYONE TO BE AWARE OF

• You must be at least 16 years old and have a valid driver’s license to drive in NZ. • In NZ we drive on the left hand side. Keep left at all times. • You cannot turn left on a red light. • Everyone in the car must wear a seatbelt. You will be fined $150.00 for each seat belt not worn. • Using a mobile (talking, texting) while driving IS NOT ALLOWED. Breaching the ban incurs an $80 fine and 20 demerit points. • Do not drink and drive. There is a zero alcohol limit if you are under 20 years old. • To cross a road when you are walking, please use pedestrian crossings or traffic lights where available. When this option is not available, look left, right and then left again before crossing the road.

If you already have a driver’s licence: • You must provide a copy to the NorthTec International Office of your current and valid New Zealand driver’s licence, International Driving Permit, or overseas licence. If the licence is not in English, you must provide an approved English translation. • You can drive on an overseas licence for 12 months. After that, you need to apply for a New Zealand one. See www.nzta.govt.nz/driver- licences/new-residents-and-visitors/converting-to-nz-driver-licence/ • You must carry your licence with you at all times when driving. If you are stopped by the Police for any reason and fail to produce your licence, you will be fined up to $400. • We recommend a) you become a member of the AA (Automobile Association) 17 James St; 09-438 4848 and b) you complete a defensive driving course. These courses help drivers, who already have some experience, to learn how to drive safely in New Zealand.

If you do not already have a driver’s licence:

There are three stages to getting a licence in NZ. The first is to learn the Road Code then pass a written test and then you will have two practical driving tests. You will have to pay a fee for each test you sit. You can get information on the road code and how to get a licence from the New Zealand Transport Agency (www.nzta.govt.nz) or the Automobile Association (www.aa.co.nz).

LEARNER LICENCE & CONDITIONS Once a student has passed their written test they will be issued with a Learners Licence. Please bring a copy of that Licence to NorthTec International Office for our records. We can then recommend and/or help you book a driving instructor. Remember: • You cannot drive a car unless you have a supervisor / instructor sitting beside you. The supervisor must have held their full NZ or overseas driver licence for at least two years; • Your car must display learner (L) plates front and rear. • You cannot carry passengers without a supervisor • You cannot teach anyone else to drive. • You must carry your Learners Licence with you at all times.

RESTRICTED LICENCE & CONDITIONS After 6-months on your learners licence you can apply and book to sit a practical driving test (go to the NZTA website or visit the AA to see how). If you pass the test please bring a copy of that Licence to NorthTec International Office for our records. Remember: • You can drive on your own between 5am and 10pm. BUT to drive at other times you must have a supervisor with you in the front seat. • You cannot carry passengers unless you are accompanied by a supervisor or they are your family. • You cannot teach anyone else to drive. • You must carry your Restricted Licence with you at all times.

FULL LICENCE After 18 months on your restricted licence you can apply and book to sit another practical driving test. This will be reduced to 12- months if you take a defensive driving course. If you pass the test, please bring a copy of that Licence to NorthTec International Office for our records. You can now drive on your own and take passengers at any time. After two more years you can teach others to drive.

PENALTIES Be aware you face severe penalties if you drive outside your licence conditions. This includes demerit points and fines and possible disqualification of your licence or you may have your car impounded for repeated offenses. NorthTec will also give you a warning letter and after a second breach we will inform your parents, your Homestay and/or school.

YOUR OWN CAR We recommend that you do not buy a car until you have at least a restricted licence. You can get some tips on how to buy a car at www.nzta. govt.nz/vehicle/choosing/tips.html.

Although it is cheaper to buy a car second-hand, you do not get the same guarantee as buying from a licensed motor vehicle dealer. It is a good idea to get the car checked by an independent company first before you buy. The best place to do this is the Automobile Association (www.aa.co.nz). The AA website offers lots of good advice for second-hand car buying.

All cars must have a current Warrant of Fitness (WOF) and be registered. This can be done at many local garages or VTNZ (Vehicle Testing New Zealand Ltd.), 118 Port Rd, Whangārei. Registration is done at the Post Office.

VEHICLE INSURANCE All international students need to insure their car for at least “Third-Party” (liability) insurance. Third Party insurance is the minimum you should insure your car for and protects you against damage you may cause to another driver’s car. It does not cover the cost of repairing damage to your own vehicle. For this you need full cover – it is more expensive but we recommend it.

Please contact your insurer, UNICARE or AA to purchase vehicle insurance.

PARKING AT NORTHTEC Please ensure you park only in designated parking areas. Vehicles should not be parked on grass areas, pathways, walkways, on yellow lines or on lines which denote access points for pedestrians. The thirty-minute parking bays outside the Customer Service Centre on Raumanga campus are not to be used for longer-term parking.

RULES

Before cycling on the road you must know the road rules. They apply to cyclists as well as those using motor vehicles. The rules to prevent crashes and reduce risk of injury. This website has some great tips for safe cycling: www.bikewise.co.nz/bikes-riding/cycle-safety.

EQUIPMENT RULES

• Cycle helmets must be worn; meet an approved standard and be securely fastened • Cycles must have brakes and reflectors • Cycle lights must be turned on when it is dim or dark • You are not allowed to ride on the footpath, you must ride on the road.

YOUR RESPONSIBILITIES AS A CYCLIST ARE TO:

• Keep as ‘near as practicable’ to the left side of the roadway, use the correct lane, pass other vehicles safely, use hand signals, be safe and courteous when cycling in groups, share the road and paths, expect hazards and ride to avoid them.

Stop and give assistance. If anyone is injured, dial 111 for ambulance and police assistance.

Exchange details with other drivers, owners or witnesses such as: Full Names, Addresses, Phone numbers, Car registration, Car Licence Plate, Insurance company details.

If an uninsured driver hits your car, it’s important that you also identify: The driver’s licence number if possible, Witnesses and their contact details and if applicable The Police Officer contact details.

Contact your insurance company as soon as practical and safe to do so.

In New Zealand banks are the safest place to keep your money. Please do not carry or keep large amounts of cash on you. Large established banks such as the Bank of New Zealand (BNZ), ANZ, Kiwibank, Westpac and the ASB, provide security and a range of services and accounts. Automatic Teller Machines (ATMs) are widely available throughout New Zealand.

OPENING AN ACCOUNT IN NEW ZEALAND

During your NorthTec orientation, you will be supported to open an account. To open an account in New Zealand, take the following documents to the bank:

• A passport • Proof that you are a full-time student, such as a letter from NorthTec or a fees invoice • Proof of a residential address in New Zealand.

After completing an application form, you will be given an account number. You can make deposits and withdrawals on the same day. Your EFTPOS card is usually mailed to your residential address within a few days of opening your bank account. Take your EFTPOS card to the bank to select a PIN (security) number. You can use your EFTPOS card instead of cash to buy goods and services or to withdraw money throughout the country. It is not considered an acceptable form of identification, so you need to carry either your passport or driver’s license as well.

BANKING TIPS

• Sign your card as soon as you receive it. • Do not have a PIN or password that is easy to guess. Unsuitable PINs and passwords include: sequential numbers (e.g. 5678), number combinations that are easy to guess (e.g. 2222), parts of your telephone number, birth dates, months or years, driver’s licence number or other numbers easily connected to you. • Do not write your PIN number or password down anywhere, memorise it instead. • Never give out your PIN number. • Make sure nobody can see you enter your PIN at ATMs or when using EFTPOS. • NEVER tell anyone your PIN or password or give your card to anyone (including the Police, bank staff or family). • Do not let anyone else use your card. Take care of it, and do not leave it unattended. • Always remember to take your card back after using it. • Take care to ensure nobody can see you enter your password when using telephone or internet banking. • Report the disclosure of your PIN as soon as you are aware or suspect your PIN or password has been disclosed. • Report the loss or theft of your card as soon as you are aware of it. • Tell the bank if you change your address so that replacement cards are sent to the correct place. • Use different PINs and passwords for different cards. • If your card is lost or stolen, immediately notify a branch of your bank, or the contact centre, of the loss and give all relevant information (if outside banking hours, call the contact centre).

THE LAW

• It is illegal for anyone to bully or hurt you at any age • You can be charged for breaking the law from age 14 • You can go to jail for breaking the law from age 17 • In New Zealand it is illegal to smoke or buy cigarettes under the age of 18 years • It is illegal to smoke in buildings and work spaces • In New Zealand it is illegal to drink alcohol under the age of 18 years - You will need to show evidence of your age if requested (e.g. your passport) • From the age of 18 you can rent a flat or a house. You are responsible for paying the rent and the bills. • There are good Consumer protection laws in NZ. Seek advice before signing any contracts, especially ones like gym membership that tie you into a set period of time.

PART-TIME WORK

While you are in New Zealand you may want to get a part time job as long as your visa allows it (e.g. to work your visa should state ‘up to 20 hours per week and full time in NorthTec’s scheduled holiday breaks’). Before you apply for a job please know your employment rights such as the minimum wage, that you cannot be paid in cash and that you need an IRD number to pay your taxes.
