While the BeltLine inclusionary zoning requirements are a good first step to increasing workforce housing 1 along the BeltLine, there is a pressing need for deeper affordability for those affected by drastic price incre ases on the south and west sides.

Where is Historic Preservation? Why is this NOT an option? 1

We need to focus less on creating price ceilings and focus more on creating higher density and increase t 1

he supply of housing to keep up with the demands of Atlanta’s high population growth. All new mixed use developments need to be 8+ stories!!

We must provide opportunities not only to retain, but increase our housing available for low income familie 1 s and working class individuals to live closer in town. Murphy Crossing's proximity to transit is one of the b

est areas to do so within Atlanta.

We already have too much affordable housing along the SW corridor. Many residents are frustrated that all 1 the affordable housing is concentrated along the SW connector.

Units need to range from studio to 3 bedrooms at 60% AMI. 1

TOD needs density and transit to work 1

To avoid concentrating poverty, the housing should be suitable for a range of incomes. Mixed-income hous 1 ing should be available for both rental and home ownership. The city does need more housing targeting h ouseholds at or below 50% AMI.

These values should be based on the actual neighborhoods impacted, not Atlanta as a whole. 1

There should all kinds of housing for people with different incomes. In addition, there should be rules on h 1 ow to take care of the neighborhood.

The selected developer should be required to work/consult a housing nonprofit organization on the best in 1 come mix for their rents in the case of residential units.

The neighborhood has many families living at 20%, 30%, 50% of AMI, so if all new 'affordable' housing tar 1 gets 60% or 80%, then we are still displacing our most vulnerable families. It should be a mix of low, middl e, higher income, not 2 extremes.

The Beltline has failed to provide affordable housing along the Eastside trail, & has directly contributed to t 1 he irresponsible gentrification of Reynoldstown. Affordable housing must be a priority at Murphys Crossing & the rest of the developing beltline

The American Dream, should be a reality. Most Americans have lived in apartments. With affordably shoul 1 d come - lessons (classes), on how to be a GOOD NEIGHBOR, how to maintain property, budgets etc.

The affordability of the units should match the income levels of the current residents in the area. Building a 1

partments that current residents can't afford is just rude and blatant gentrification.

The 80% AMI standard or higher is not applicable for areas like Murphy Crossing, where the cost of houis 1 ng is lower relative to other neighborhoods.

Set aside a section for 55+ unassiated living housing 1

Regardless of the changes made, and efforts to maintain a community centered space, these developmen 1 ts will inevitably push out lower income citizens. Would low income residents even want to live above a sp

ace like this filled with shoppers and tourists?

Proposals that include a significant portion of units affordable at the 100-120% AMI level (even if only 10-1 1 5% are at the 80% AMI level) should be deemed to have met the RFP affordability requirements.

Prefer density—taller buildings vs. more buildings and pedestrian-friendly streetscapes. Strongly opposed 1 to the amount of parking in previous RFP; this should be a transit nexus, so build for the future: less parkin g means more people must use transit.

Please seriously consider eliminating parking, and increasing density overall to help meet affordability goal 1 s, rather than brute-forcing it all through subsidy (whether public or development through inclusionary zoni ng).

My neighbors are a mix of young families, those in their homes for 20-30 years, and section 8 who take ca 1 re of the neighborhood. Housing that would displace them and change the life of the neighborhood is imm oral and is what the BL is known for.

Historic Preservation 1

Families whose incomes are under 30% AMI are the most cost burdened in the city. We need to focus on 1 making sure those families have affordable housing.

Developments should focus on permanent housing (condos). Housing insecurity relates to not owning the 1 apartment you live in. There's apathy to the community either since you may move within a year. You may also not have the resources to maintain a house.

Density is important, however apartments are everywhere in Atlanta. Affordable housing is a big deal but i 1 nclusiveness is important as well. You want everyone to feel like there is a place for them around Murphy Crossing including people who earn more.

Consideration for housing for older people who want to live in the community and single parent with multipl 1 e children should have first choices on housing. I want retired professionals former teachers and governm ent worker.

Community should have as much diversity as possible. The west side/west end has been gentrified enoug 1 h.

An integrated community would be much better than separate luxury and affordable buildings. 1

Affordable housing is also important for workforce persons as well. The units that are considered market v 1 alue are most times out of the affordability range for this group of residents.

A variety of income levels should be targeted. This approach is one of the main tenets of smart growth and 1 helps raise quality of life for the maximum number of residents.

80% AMI is NOT affordable fir working families that will be pushed out of our neighborhoods as the beltline 1 develops. It’s simply not affordable in context. To build 80% AMI in this area and say you built affordability i s disingenuous.

This area is a food desert in terms of fresh foods and groceries. I think promoting a farmers market or havi 1 ng a neighborhood Wholefoods supported by the local farmers market would be an amazing use of space. Balancing this with a place where people can hangout, coffee shops and places where local chefs can buil d their dream restaurants with the local produce would be ideal. You want to bring business into the area. I think Triton yards has proven that if you build around food money will flow into the local micro-economy. T here is an opportunity to build around the entire food ecosystem and create something unique that will brin g together all of Atlanta, both it's historically black residents and newcomers from other states.

Things to do! You are focusing on things to buy, ways to spend.. this should not be another expression of c 1 apitalism, but should instead be focused on a safe place to spend time and do things. Things to do? Skate park, sports fields / courts, dog park, classes and shared workspace, outdoor amphitheater for music and performance. This city, and especially Oakland City, does not need another strip mall. We don’t need anot her publix and chicken spot. We don’t need another strip of breweries and crafty burger joints. Keep the pe ople active, healthy, engaged.

There should be a good mix of all retail, food & green space. We need a big box like a target, but we also 1 need mom & pops & boutiques. The same goes for the supermarket options.

The historic buildings need to be preserved and reused. Some do have damage, but several are in very go 1 od condition and the neighbors know this. This is right on the Beltli ne, it should be a pedestrian, bike, and public transportation centric project. It also needs to weave back in to the surrounding neighborhoods. Restore street grids, connect the area much like Pittsburgh Yards is doi ng. Don't let this be a suburban retail island that's disconnected from the neighborhoods.

The BeltLine Subarea 2 Plan identifies historic preservation as a guiding principle, including a stated goal t 1 o “identify and preserve historic resources and the local sense of place. These goals also track the larger Atlanta City Design efforts to meaningfully preserve the City of Atlanta’s historic resources. The BeltLine S ubarea 2 Plan recommends reuse of the existing historic structures in the Murphy Triangle node for "incub ator artist studios, live/work units, and affordable housing." The BeltLine Subarea 2 Plan states that “histori c relics could anchor public spaces and preserve neighborhood character along the BeltLine" and that "his toric buildings have become critical to preserving local identity and sense-of-place.” Please consider the p

reservation and reuse of these spaces in the RFP process.

Thanks for what seems to be an honest re-approach on this development. I know there are a lot of differin 1 g opinions, but I think you're re-building trust with the neighborhoods. As you move forward, please do not tell people you "can't do things" legally if really you could but are choosing not to or have been directed not to. It's not transparent, and when people learn otherwise, they start to doubt everything you're doing. It's ju st better to act with candor. If you really can't do something legally, be prepared to explain why with citatio ns to legal documents, laws, etc. That will make people feel like you respect them.

please don't let a developer like fuqua come in and build a massive parking disaster! this is an opportunity 1 to transform this community for the better, and in a way to welcomes a diverse range of incomes and other demographics. if a developer can't work to realize the big dreams of this community, then that developer is n't a good fit.

Please don't bring just low wage jobs (aka retail workers). It would be great to see like corporate / small off 1 ice jobs. I think job training for entry level jobs into IT would be great also.

PLEASE consider the effects development of the property will have on the Murphy/Sylvan intersection. It's 1 already a congested, sometimes dangerous intersection, and increasing car traffic on Murphy and Sylvan will have negative effects for the pedestrians and cyclists who already have to deal with speeding cars, un maintained or no sidewalks, and debris that renders the bike lanes unusable at times.

Please build it so that the community can reap the benefits and not just get pushed out when it drives up p 1 roperty values. Create a space that is accessible, welcoming, that drives profits for local businesses etc.

Murphy Crossing needs to be a transit oriented development. We need to prioritize pedestrian activity incl 1 uding providing thousands of new residences at Murphy Crossing, particularly due to the connectivity with MARTA heavy rail stations north and south, as well as the new light rail coming to the BeltLine, both along the westide and southside trails, as well as light rail or bus rapid transit coming to Campbellton Road. We need smart land use with prioritization on walkability and access to transit. Each edge of the site needs to engage well the streets, trails, and future transit corridors. We need wide sidewalks, pedestrian plazas for

areas to congregate, including for local artists such as musicians to perform. We also need vast amounts of bike racks and bike parking. We do not need vast amounts of parking for personally owned vehicles. W e need a hard limit on the maximum of new parking spaces provided, again, as this should be a transit orie nted development, not a place for people to store their privately owned vehicles. No drive thrus, no nationa l chains, and no surface parking lots! This includes random surface parking in front of retail or restaurants. We need wide sidewalks, pedestrian plazas for areas to congregate. We do not need to enable people to drive 10 feet away from a restaurant, pick up food for Uber eats, then leave. We need a development for p eople who want to live here.

it's vital that the beltline use this redevelopment to help lift up the existing residents of this area, rather tha 1 n intend to replace them. i've watched this happen repeatedly along the eastside beltline (I lived in Reynol dstown when the beltline was developed and it was really rough to experience firsthand), and this leads to a lot of tension in the neighborhood, an increase in crime, and displacement of historical residents. if lifting up and supporting existing residents can't be achieved, it would be better to not move forward with this de velopment at all. so far the beltline has been a lot of talk about affordable housing and job creation, but so far that housing isn't affordable to the people who need it, and the jobs are out of reach for existing residen ts. please be mindful of the negative impacts urbanization has on historical residents. finally - let's talk abo ut Fuqua. that developer doesn't care about the community, what the community wants, or what the comm unity needs. madison yards is a travesty! the types of businesses that Fuqua developments bring in (re: na tional brands/big box stores) are not what we want. please don't let this happen at Murphy's Crossing...

I would love to see this space transformed in to an actual community resource space where there are build 1 ings and programs for ALL of our neighbors, not just the ones with expendable income. I was raised in the Southwest Atlanta area and after spending some years out of state, I am overjoyed to b 1 e back in my community. My hope is that Murphy Crossing brings beauty, art, food, fun/light entertainment, and walkability.

I think there needs to be some new faces at the table when it comes to potential developer and sponsorshi 1 p partners. This project should have a black-owned business involved from purchase, pre-development, d evelopment, construction, property management, and commercial leasing.

I think that even after a long engagement process, there is not enough language in the RFP that directs th 1 e potential developer to create a real TOD project with a "front door" to transit. Yes, the project is NOT a tr ansit project, but its design will either make the transit connection part of its heart and soul and function, or it won't. The language needs to direct a developer to embrace and anticipate this connection instead of sa y "Transit over here" with an arrow to a crosswalk or future bridge accessed incidentally. No developer will build a project that depends on the transit on Day One, because the reality is that it make take another dec ade for the infill station and BeltLine Rail to arrive, BUT any developer can be creatively charged with the t ask to make the development anticipate the transit in its layout, design, and ethos. That really should be th e minimum. It is NOT a "lofty" idea. It is what the BeltLine project is here to fulfill.

I think keeping the parking footprint down is best for affordability. I think considering dual use parking - time businesses & nighttime housing should be considered. Limited parking will help keep the housing mor e affordable. Also, I think the neighborhoods will consider higher buildings if that makes for more affordabl e housing.

I am very disgruntled by the last RF P's Cone of Silence—something that was cited as mandatory when it wasn't actually mandatory at all. We need community engagement THROUGHOUT—not just at the beginning and end. If we are not there in th e middle, then this outreach is nonsense. The Cone of Silence ensures "the integrity of the [RFP] process" (empty words—it is your job to explain why this is necessary with real-life examples, not just "trust us" verb iage), but what do you have in place to ensure the integrity of the *community-engagement* process? Wh at are examples of how our engagement will be used? We should create a precedent where the communit y has a percentage vote in the RFP selection and review process. This might break tradition, but it is never theless possible and (more importantly) just and sensible.

Honestly I would rather the money for public art installation go towards affordable housing or workforce de 1 velopment – i'm literally a muralist and i think we have enough murals.

This is between 2 MARTA stations, along future light rail, on the Beltline, and walking distance from se as of parking at Lee+White. -I am opposed to traditional big box, but I would be open to a smaller format st ore such as an urban Target concept (see: downtown Athens) that is more in line with the size of a CVS. I believe that size could serve the neighborhood well. -Triton Yards is a successful food truck park just down the street, no need to duplicate. More sit down, fast casual restaurant, or sandwich counter type options ar e needed -Consider the retail space already available at Dill & Sylvan. Select complementary uses rather t han building overbuilding redundant space -Incorporate neighborhood history in public art. Call back to the State Farmers Market. Engage local artists. Acknowledge the current racial reckoning and civil rights strug gles that impact our neighborhood through art and storytelling.

Density, lots and lots of density. This is the only site in the entire city of Atlanta that has an intersection of 1 Marta, Atlanta Street Car, and the Beltline. There should be lots and lots of density on this site without a n eed for building out excessive parking.

As I stated in the housing section, I think that the Beltline should consider looking more toward permanent 1 housing at these developments to have a lasting impact. Mixed income properties where the residents are permanent allows for more interest in the community and improved school outcomes. Housing insecurity l eads to a whole host of problems, not only for the resident, but the communities that they occupy. The city and the Beltline should take a stand on providing more affordable mixed and middle income housing units.

When searching for my home, I was surprised to find that most of the places in my price range meant buyi ng a house. I am not equipped to maintain a house. Having a condo allows me to let someone else take c are of that stuff. All that's to say is that the Beltline should consider middle income housing in their plans. S pecifically housing that is permanent, not temporary.

A food hall that highlights westside indigenous restaurant startups, with a large shared commercial kitche 1 n, like an incubator, would be awesmazing.

A focus on local businesses and services that are missing in this area is important. Also, would prefer to h 1 ave the space utilized to it's maximum, building over parking, rather than having open/unsightly parking lot s.

I strongly support preserving existing buildings, a prioritization of transit towards pedestrian and cycling trai 1 l type corridors (and other pedestrian improvements), and that the design of the project be a stormwater B ENEFIT to the neighborhoods reducing runoff and mitigating against flooding - minimizing hard concrete/p arking lot surfaces should an emphasis. Housing affordability is absolutely a priority, but without knowing more, I hope there is enough options for all people struggling with affordability - even if those folks are clos er to the 80-100% AMI spectrum. I think single parents or a couple where there's a good job, but not nece ssarily a super high paying job, need help living in a city as expensive as Atlanta. Obviously those at the lo west lowest income have the hardest time finding any housing period, but the hardship doesn't stop at 40k -50k either in many families.
