The details need to be sent to the Qatar National Cancer Registry ([email protected]) set up under the five-year National Cancer Strategy launched in 2011. After expiry of the December 1 deadline, the healthcare facilities will be assessed for compliance. Those failing to comply with this directive will no longer have the privileges to perform any cancer surgeries and the National Health Insurance Scheme (Seha) will stop payments for those surgeries, warned a circular issued by the Healthcare Quality and Patient Safety Department at SCH. Under the national cancer strategy, a multidisciplinary team (MDT) will deal with all the cancer patients. Once diagnosed all the cases need to be discussed at the site specific MDT with the nominated lead. No treatment should take place until this has happened, said the circular. All cancer surgery needs to be carried out in line with Qatar Cancer Clinical Guidelines. The four private hospitals have been asked to designate their clinicians treating cancer. The nominated clinicians are required to regularly attend the Qatar Tumor Board meetings. The Qatar National Cancer Strategy has made five recommendations for all facilities diagnosing, treating and caring for cancer patients. All suspected cancer patients should be seen (not treated) by a specialist within 48 hours. All cancer patients are to be cared for as part of a multi-disciplinary team. All treatments for cancer should conform with evidence based national standards/guide- lines that are applicable to all providers. All cancer serv- ices will have an annual peer review. Providers should designate which clinicians diagnose and treat which can- cers. Facilities that fail to comply with the this rule will have their license to treat cancer patients removed. Comet lander sends data, shuts down

CAPE CANAVERAL: A pioneering robotic spacecraft shut down yesterday after radioing results of its first and probably last batch of scientific experi- ments from the surface of a comet, scientists said. Batteries in the European Space Agency’s Philae comet lander drained, shutting down the washing machine-sized probe after a largely unscripted 57-hour mission. Carried aboard the orbiting Rosetta mothership, Philae floated to the surface of comet 67P/Churyumov-Gerasimenko on Thursday, but failed to deploy anchoring harpoons. It landed against a cliff or crater wall where there was little sunlight to recharge its batteries. Racing against the clock, scientists activated a series of automated experiments, the first to be conducted from the surface of a comet. Philae’s last task was to reposition itself so that as the comet soars toward the sun, its batteries may recharge enough for a follow-on mission. Burkina military restores constitution

OUAGADOUGOU: Burkina Faso’s military ruler yesterday said he had restored the constitution that was suspended when President Blaise Compaore was toppled after mass protests last month. Lieutenant Colonel Isaac Zida, who declared himself head of state on November 1 after Compaore resigned and fled the country, said political figures had until 1200 GMT today to propose a leader of the transition to civilian rule. The military, political parties and civil and religious leaders will sign an agree- ment today on the make-up of the transitional government. Under this charter, a body made up of five soldiers, five opposition leaders, five members of the former president’s camp and eight traditional and religious leaders will select the president of the transition from the names proposed today. The president, who will be barred from the next election, will then name a prime minister to appoint a 25-member government. Congo declares its Ebola outbreak over

KINSHASA: Democratic Republic of Congo declared its three-month Ebola outbreak officially over yesterday after 42 days without recording a new case of the disease. Congo’s outbreak, which killed 49 of the 66 people infected in the remote north- western Equateur province, is unrelated to the outbreak in West Africa, where at least 5,177 people are known to have died in the worst Ebola outbreak on record. “No new cases have been registered since October 4,” Health Minister Felix Kabange told reporters in Kinshasa. “After 42 days of active searching, the government declares the end of the outbreak of the Ebola virus,” he added. Forty-two days is the internationally-accepted period for declaring Ebola over as it represents two full cycles of the maximum possible incubation period of the disease. WP-BLOOMBERG Beach Post. “Since the taxpayers are still standing behind Fannie and Freddie, it’s clear who will have to pay the bill when these mortgages default in the future,” Wallison wrote. Fannie Mae CEO Timothy J Mayopoulos, responding to critics, told reporters that mortgage rules enacted as part of the 2010 Dodd- Frank act ensure the safety of 3 percent down loans. They will still have to conform to the qualified mortgage rule, which offers lenders protection from legal liability only if borrowers spend no more than 43 percent of their income on debt. The rule also penalizes lenders for risky features such as balloon payments or interest-only payments. During a November 7 speech in New Orleans, Watt pointed out that borrowers will need to meet extra requirements, such as debt counselling or stronger credit histories, than are needed for loans with larger down payments. “The guidelines for these loans will be targeted in their scope and will include standards that support safety and soundness,” he said. Laurie Goodman, director of the Housing Finance Policy Centre at the Urban Institute in Washington, said Watt’s move is an impor- tant first step in expanding credit. A study of Fannie Mae data by Goodman and other researchers found that credit scores had more bearing than the size of the down payment on whether borrowers defaulted. The study concluded that allowing loans with down payments between 3 percent and 5 percent is likely to have a “negligible” effect on mortgage risk. These loans made up only about 1 percent of Fannie Mae originations when they were previously allowed. Private mortgage insurers support the 3-percent down loans, said Rohit Gupta, chief executive officer of Genworth Mortgage Insurance and co-chair of US Mortgage Insurers. Borrowers are required to obtain insurance when they put less than 20 percent of the purchase price down on Fannie Mae and Freddie Mac loans. “Fully documented, low down-payment loans with the right credit score and right debt-to-income ratio have performed in this cycle,” Gupta said. “We have empirical data that those loans can be insured.” Most lenders will welcome the loans as well, said Dave Stevens, CEO of the Mortgage Bankers Association in Washington. “These loans will be underwritten more conservatively and will likely come with higher mortgage insurance costs,” Stevens said. “History has shown that these loans, when properly underwritten, perform well.” WP-BLOOMBERG Cartoon Arts International / The New York Times Syndicate Convincing India of inflation risks is next Rajan fight
