U-14126 Consumers Energy Company will recover enhanced security costs of about $24.5 million for nuclear electric generating facilities, if the Michigan Public Service Commission approves its request. You may call or write Consumers Energy Company at One Energy Plaza, Jackson, Michigan 49201-2276, (517) 788-1484 for a free copy ofthe application. Any person may review the application at the offices of Consumers Energy CompY y. The information below describes how a person may participate in this case. A public hearing in this matter will be held: DATE: June 22,2004 This will be a prehearing conference to determine future hearing dates and other procedural matters. TIME: 9:OO a.m. PRESIDING OFFICER: Administrative Law Judge Daniel E. Nickerson, Jr. LOCATION: Michigan Public Service Commission 6545 Mercantile Way, Suite 7 Lansing, Michigan PARTICIPATION: Any interested person may attend and participate. Persons with disabilities, needing help to effectively participate, should call the Commission’s Executive Secretary at (5 17) 241-6160 a week in advance to request mobility, visual, hearing or other assistance. The Michigan Public Service Commission (Commission) will hold a public hearing to consider the May 3,2004 application of Consumers Energy Company (Consumers) for recovery of about $24.5 million of enhanced security costs, for the time period between September 11, 1 2001 and December 31,2005, including the reasonable return on the unamoritized balance in accordqce with the Customer Choice and Electricity Reliability Act , pursuant to MCL 460.1Od(l7)(c). Tlle Commission bas selected this case for participation in its Electronic Filings Program. The Commission recognizes that all filers may not have the computer equipment or access to the Internet necessary to submit documents electronically. Therefore, filers may submit documents in the traditional paper format and mail them to the: Executive Secretary, Michigan Public Service Commission, 6545 Mercantile Way, P.O. Box 30221, Lansing, Michigan 48909. Otherwise, all documents filed In this case must be submitted in both paper and electronic versions. An original and four paper copies and P n electronic copy in the portable document format (PDF) should be filed with the Commission. C–122–862 and A-122-861 Dear Secretary Ross: On behalf of the thousands of employees working at the more than 1,100 newspapers that we publish in cities and towns across the United States, we urge you to heavily scrutinize the antidumping and countervailing duty petitions filed by North Pacific Paper Company (NORPAC) regarding uncoated groundwood paper from Canada, the paper used in newspaper production. We believe that these cases do not warrant the imposition of duties, which would have a very severe impact on our industry and many communities across the United States. NORPAC’s petitions are based on incorrect assessments of a changing market, and appear to be driven by the short-term investment strategies of the company’s hedge fund owners. The stated objectives of the petitions are flatly inconsistent with the views of the broader paper industry in the United States. The print newspaper industry has experienced an unprecedented decline for more than a decade as readers switch to digital media. Print subscriptions have declined more than 30 percent in the last ten years. Although newspapers have successfully increased digital readership, online advertising has proven to be much less lucrative than print advertising. As a result, newspapers have struggled to replace print revenue with online revenue, and print advertising continues to be the primary revenue source for local journalism. If Canadian imports of uncoated groundwood paper are subject to duties, prices in the whole newsprint market will be shocked and our supply chains will suffer.

The i' DEQ would like to thank the County for their efforts in addressing the County's solid \- waste management issues. By approving the Plan, the DEQ has determined that it complies with the provisions of Part 115, Solid Waste Management, of the Natural Resources and Environmental Protection Act, 1994 PA 451, as amended, and the Part 115 rules concerning the required content of solid waste management plans Specifically, the DEQ has determined that the Plan identifies the enforceable mechanisms that authorize the state, a county, a municipality, or a person to take legal action to guarantee compliance with the Plan, as required by Part 1 15 The Plan is enforceable, however, only to the extent the County properly implements these enforceable mechanisms under applicable enabling legislation.
