Repairs to Substation 7 RFI 001, 002, & 003 Combined Responses WME/AECm

RFI 001:

1.Is the use on Electrical Metallic Tubing permitted inside Building 165 or shall Rigid Metallic Conduit (RMC)be used? Reference drawing E001 General Electrical Notes. Review the section entitled Conduit and Raceway. EMT is allowed inside B165.

2.Is the use of PVC schedule 40 conduit permitted in all duct banks or shall Rigid Metallic Conduit (RMC) be used? Reference drawing E001 General Electrical Notes. Review the section entitled Conduit and Raceway. Schedule 40 PVC is allowed in concrete encased duct banks.

3.Shall all exposed conduit outside be PVC Coated Rigid Conduit? Not unless required by the Contract Documents or applicable UFC standards. Note, E107 does require PVC Coated for the sump pump installation. 2.1.1.1 of 33 71 02 provides the requirements associated with PVC coated rigid conduit.

4.Is Building 91’s circuit 72-3A currently being fed from the VFI switch adjacent to Building 165? This is our understanding based on NAVFAC drawing 12765524. Documentation of existing as-built conditions should be requested from the Contracting Officer in order to successfully accomplish the requirements of E-001 drawing, section “Electrical Phasing”.

5.Specifications call out for Nema 3R disconnects outside, should these disconnects be Nema 4X stainless steel? UFC 3-520-01 referenced in E001 General Electrical Notes requires disconnects to be NEMA 4X, reference section 3-2.8.

6.Specifications call out for the Voltage Regulators to be constructed of mild steel, should they be constructed of stainless steel? Section 4, “Standard External Features” of the voltage regulator specification states “The external parts of the tank and cabinet shall be stainless steel painted green, Munsell 7GY3.29/1.5, and meet the coating and security requirements of IEEE Std C57.12.28™-2005 standard.”

7.What is the purpose of the Transportable Substation, is it there for the contractors use during construction or are we to provide our own means of temporary power?

Temporary power may be required to be provided by the Contractor depending on the Contracting Officer’s requirements. Review E-001 drawing, section “Electrical Phasing”. 8.What is the total load reading in Amps on Main Tie A under full load? Anticipated circuit loading is provided by E605 drawing.

9.What is the total load reading in Amps on Main Tie B under full load? Anticipated circuit loading is provided by E605 drawing.

10.In phase 2 it calls out to provide temporary power during vessel B docking, what electrical loads need to have temporary power during this docking sequence? Temporary power requirements should be coordinated with the Contracting Officer. Review E-001 drawing, section “Electrical Phasing”.

11.What is the scheduled date for vessel A to undock? Temporary power requirements schedule should be coordinated with the Contracting Officer. Review E-001 drawing, section “Electrical Phasing”.

12.Drawing ES101 lighting legend gives a description of the yard lights but doesn’t call out one head or two, drawing S-502 ‘s light pole detail shows a two head Cobra light assembly, please advise as to what is needed? Two head visual detail on S-502 is a typical detail. On ES101, each luminaire symbol represents a single head or lamp.

13.Is the sump pump in Sub 7 vault being replaced or will the existing be reused, if new please provide specifications of what is needed? The sump pump shall be replaced. Physical installation location, flow, hp and other physical and functional requirements shall be provided to supply an “in-kind” functional replacement. Operational indication and electrical requirements per drawing EL102.

RFI 002:

1. The existing Client Bid Form is only Electrical / Civil items. Where should the costs for all Architectural renovation items be identified? Please see attached the Revised Bid Form to be used in lieu of the original

RFI 003:

1. Can we do Sand Blasting to remove the lead paint inside the building? Please refer to Specification 02 83 00.00 22 Section 3.3.2. Submit Lead, Cadmium, and Chromium Compliance Plan for official approval from NAVFAC - PWD ME. Power sanding methods are not permitted unless tools are equipped with HEPA attachments or wet methods are used.

2. Can you provide the Asbestos and PCB Report with Quantities for this project? Please refer to the new attachment titled “Credere Associates Hazardous Material Survey 10-23-19”
