Introduction

The Colombo Plan for the Corporative Economic and Social Development in Asia and Pacific came into operation on 1 July1951. Since its inception, the Colombo Plan has been a catalyst in mobilizing resources from resource rich countries to develop the essential infrastructure and human capital of the developing member countries. , UK, , and provided significant assistance under the Plan.

The decade of 1980-1990 envisaged the establishment of specialized agencies of United Nations and increased bilateral technical cooperation which resulted in a dramatic decrease in the assistance to the Colombo Plan. Donors and beneficiaries felt more in control in mutually exclusive relationships. Specialized global aid agencies that came into existence also under mined the flow of funding to the Colombo Plan. Under these circumstance, the Colombo Plan had to revitalize to remain relevant to the changing priorities and needs of the member countries. It was under the leadership of Dr. Kim Hak-Su, (1995-1999) who had the vision that new life was not in the hands of donor countries but rather in the hands of recipient developing countries that the Colombo Plan was revitalized.

The paradigm shift was necessary to respond to unmet needs, shifting from the past supply-driven or scholarship-oriented pattern to demand-driven or programme-oriented approach, resulted in formulation of several new programmes of PPA (Programme for Public Administration, PPSD (Programme for Private Sector Development) and DAP (Drug Advisory Programme).

This report provide an inventory of the projects that the Colombo Plan has embarked from 1951 - January 2012. Such knowledge on the projects carried out in the subsequent years is readily available. The report is in five sections. The first and second section provides information on the projects undertaken by the Colombo Plan with capital assistance from the developed countries. The third section presents the commodity aids provided though the Plan. The fourth section provides the details of the project carried out by the Colombo Plan in collaboration with other International Non-Governmental Organizations and also some contemporary projects carried out by the other organizations in the Colombo Plan member countries. And in the final section, provides the programmes implemented by the Colombo Plan after 1995. The Library retain quick reference guide to all these projects, for the benefit of the staff members, researchers and any other audience that seek further information on these projects.

The Colombo Plan Annual Reports, Newsletter are used as sources of information in compiling this report. I am so grateful to the Secretary-General, Mr. Adam Maniku for assigning this task. I also wish to thank Ms. Roshni Fernando for the invaluable support given to me in tabulating the information extracted from the secondary sources which enabled early completion of this report.
