1.1 Flashflood / Flooding in

• At the height of continuous heavy rains, various streets along 36 barangays in the following cities of Metro Manila experienced flooding with flood waters ranging from gutter to waist-deep level: ‹ Valenzuela City – 9 (Brgy. Balangkas, Brgy. Bisig, Brgy. Coloong I, Brgy. Dalandanan, Brgy. Isla, Brgy. Palasan, Brgy. Pasolo, Brgy. Polo and Brgy. Lingunan) ‹ Las Pinas - 2 (Brgy. Sta Cruz and Brgy. Tejeros ) ‹ Makati City - 8 barangays ‹ Malabon – 2 (Brgy. Dampalit and Bgry. Tenejeros) ‹ Marikina City – 1 (Brgy. Concepcion II, Lilac Street, Olive Street and Russel Street and Katipunan) ‹ Pasay City - 1 (Brgy. 190 Don Carlos) ‹ Pasig City - 1 (Imelda Avenue, Brgy. 1.2 Flashflood in Albay (Region V) • Ligao City, Albay (Brgy. Basag)

1.4 Maritime Incidents • On 22 June 2011 at 04:00 AM, a group of four (4) fishing bancas with ten (10) fishermen onboard from Brgy San Vicente, Virac Catanduanes went on fishing venture at the vicinity waters of Catanduanes. Said fishing bancas encountered unfavourable sea condition. One of the four (4) bancas managed to return with passengers identified as: (1) Clifford Caceres; (2) Christopher Caceres; and (3) Noll Morilla • On 24 June 2011 at 08:00 AM, four (4) fishermen from Brgy. Talisay Mayantok, San Andres, Quezon landed in Balatan, Camarines Sur when their fishing boat was swept by the waves

1.5 Tornado • NCR - Sikatuna Village; corner EDSA; Brgy Immaculate (Balete Drive cor 9 th St., Hibiscus Street, 6 th Street corner Balete Drive, Bongavilla corner Cannon Street); Brgy Mariana; and New Manila • Region VI - Barangay Guintas, Barotac Nuevo, Iloilo

• A total of 370,459 families / 1,700,085 persons have been affected by floodings in 1,188 barangays of 91 municipalities and 21 cities in 12 provinces in five (5) regions

••• Of the total affected, 593 families / 2,259 persons are still housed at 19 designated evacuation centers

3. Strandees • At the height of TS Falcon, 167 passengers, 7 trucks, 5 vessels and 14 motorbancas were stranded at various ports in Regions IV-A, II and V

4. Casualties (Details on Tab B) Dead – 7 • Region III (6) (2 in Bulacan, 2 in Pampanga, 1 in Bataan, 1 in Olongapo) and Region IV-A (1) Rizal

Injured - 4 • Quezon City (1), Valenzuela City (2), and Pampanga (1 )

Missing - 12 • Region V (8) (1 in Albay and 9 in Virac, Catanduanes) ; Region III (2) Bataan ; CAR (1) Mt. Province ; and Region IV-A (1 ) Rizal • Two (2) of the missing fishermen, Ronald Tabor (previously named as Rolando Sarmiento Tabios) and Denver Sta Ines, both from Brgy San Vicente, Virac, Catanduanes, has been rescued at Barangay Tambongon, Viga, Catanduanes by a group of fishermen (palakaya). Their boat was swept away from the shore due to engine trouble. They are now at the hospital for medical check-up

5. Damaged Houses (Details on Tab C) • A total of 1,380 houses (165 totally and 1,215 partially) were damaged in Regions III, IV-A, V, VI and NCR

6. Damages (Details in Tab D) • The estimated cost of damages to agriculture and infrastructure in Regions III, IV-A and V is PhP417,418,789.20 : Infrastructure (PhP30, 860,000.00) Agriculture (PhP386,558,789.20)

8. Flight Cancellation • DOTC Action Center cancelled the flights on 24 June 2011: Twenty six (26) Domestic flights (2 from Cebu Pacific, 24 from SEAIR)

C. COST OF ASSISTANCE (Details on Tab E) • The estimated cost of assistance (Food and Non-Food Items (NFIs) provided to the typhoon victims from the combined resources of DSWD, DOH, LGUs and NGOs/Other GOs has amounted to PhP28,144,088.40 :

• In NCR , 81 ECs were opened at the height of the relief operations providing temporary shelter to the affected families. PhP4,204,545.00 worth of relief assistance was provided from the combined resources of DSWD, LGUs and NGOs/Other GOs

• In Region III, there are still sixty four (64) evacuation centers and providing temporary shelter to 4,897 families or 23, 835 persons while 6,014 other family-victims composed of 22,482 persons who opted to stay with their friends and relatives’ houses in safe areas are still provide with relief assistance. PhP19,106,750.96 worth of relief assistance from the joint efforts of DSWD, LGUs and NGOs/other GOs

• In Region IV-A, PhP645,495,00 worth of relief commodities was provided to the affected families from the combined resources of DSWD, DOH, LGUs and NGOs/other GOs

• In Region V, a total of 21,176 families or 110,073 persons were affected coming from 32 barangays of the 2 cities, and 9 municipalities in the provinces of Albay and Camarines Sur. All the evacuation centers occupied by the affected families are now closed. PhP124,335.00 worth of relief assistance was provided by DSWD Field Office V to the affected families

II. EMERGENCY MANAGEMENT

A. NATIONAL PREPARTEDNESS AND RESPONSE

• NDRRMC OPCEN disseminated NDRRMC Advisories on Severe Weather Bulletins on Tropical Storm “FALCON”; General Flood Advisories for Region I (Ilocos Region), Region III (Central Luzon), Region IV-A (CALABARZON), Region IV-B (MIMAROPA), Region V (Bicol), Region VIII (Eastern Visayas), Region XI (Davao Region), Region XIII (CARAGA), ARMM and CAR, and GALE Warning to all Chairpersons RDRRMC, PDRRMC, and OCD Regional Centers through SMS and facsimile • Uploaded same at the NDRRMC website, facebook and twitter account for further dissemination to their respective local Disaster Risk Reduction and Management Councils (LDRRMCs) from the provincial down to the municipal levels • Directed RDRRMCs concerned through the OCD Regional Centers to undertake precautionary measures in their respective areas of responsibility (AOR) and subsequently advised local DRRMCs to initiate pre-emptive evacuation of families in low-lying and mountainous areas if situation warrants • Coordinated the request of OCD V / PDRRMC Catanduanes for one (1) Islander aircraft. Said aircraft will be prepositioned at TOG5 Legaspi City no later than 7:00 AM 1 July 2011. PCG also committed one (1) Islander Aircraft

••• DSWD Field Office (FO) V pre-positioned five hundred (500) sacks of NFA rice to the province of Catanduanes province. Of this, two hundred fifty (250) sacks amounting to three hundred thirty seven five hundred pesos (PhP337,500.00) was released as augmentation support to the province as per request of Governor Cua ••• DSWD 5 pre-positioned goods for LGU Matnog and Pilar before the onset of TS Falcon, maintained a total of PhP23,037,029.28 worth of stockpile of relief commodities for augmentation assistance to the affected LGUs and provided 250 sacks of NFA rice amounting to PhP337,500.00 released to the province of Catanduanes as augmentation support to the needs of the affected families ••• DSWD CAR pre-positioned 1,000 family packs and standby fund amounting to Php300,000.00 ••• PSWD Office II pre-positioned their Food and non-food items

DOH • DOH HEMS activated Code White Alert in all Metro Manila Hospitals, coordinated with MMDA, PAGASA and PHIVOLCS for weather situation and status of flooded areas; placed on stand-by alert and ready for deployment if the need arises; established continuous coordination and feedback mechanism with OCD, LGUs HEMS Coordinator, all DOH representatives per LGUs, and Local counterparts • DOH IV-A disseminated an advisory to all provincial, municipal and city Health Offices on water-borne diseases and Leptospirosis and prepared/distributed drugs and medicines to the Municipalities of San Mateo and Cainta, Rizal worth Php31,437.00 and PhP33,308.00 respectively • DOH-NCR (HEMS) pre-positioned PhP2.0M worth of medicines in their two (2) warehouses (Pasig and Mandaluyong) ready for distribution; augmented drugs and medicines to CHO of Malabon worth PhP50,000.00 • CHD II readied their Provincial Hospitals and District Hospitals with manpower and supplies

PIA • PIA IV-A disseminated TDRRMC IV-A advisory to all local radio stations through email informing residents in flood prone areas and landslide prone areas to take precautionary measures

5 BFP • BFP IV-A, through their regional offices, assured LDRRMCs of their assistance. All BFP IV-A operations center personnel were placed on stand-by alert for deployment

MMDA • Augmented response assets and vehicles in Malabon, Marikina and other flooded areas in Metro Manila

DPWH ••• DPWH IV-B provided two (2) payloaders and one (1) backhoe for the clearing operations/removal of mudslides in Mindoro West Coast Road in Occidental Mindoro ••• Albay District Engineering Office deployed 1 dump truck and service vehicles to the municipality of Polangui which assisted in the evacuation of residents in flooded areas and prepositioned two (2) stake trucks at Albay PDRRMC for evacuation and related needs ••• DPWH CAR conducted clearing operations at the Baguio-Bontoc Road and installed warning signs in the Shilan Beckel Road ••• DPWH Nueva Ecija cleared Putlan landslide prone section of Cagayan Valley Road in Caranglan, Nueva Ecija from insignificant mudflow ••• DPWH V pre-positioned two (2) stake trucks at PDRRMC Albay for any evacuation related concerns; six (6) trucks from PA in Polangui, 2 in Libon, 2 in Oas, all in Albay Province

PCG • PCG Unit Commanders in various ports closely monitored and rendered assistance in coordination with local port authorities and shipping companies to ensure the security and safety of stranded passengers and vessels and disseminated Memorandum Circular No 01-09 (Guidelines on the Movements of Vessels during Inclement Weather): ∑ PSWS No.1 vessels of 1,000 gross tons or below shall not sail, except to take shelter, when the PSWS No1 is hoisted within its point of origin or route or point of destination ∑ On the other hand, movement of vessels above 1,000 gross tons is left to the discretion and responsibility of the ship owner and master when PSWS No 1 is hoisted within its point of origin or route or point of destination • PCG Deployable Response Team (DRT) in Virac, Catanduanes closely coordinated with PDRRMC for SAR operations • PCGDB V monitored the status of strandees in various ports in the region • PCG NCR dispatched four (4) rescue teams with three (3) rubber boats to Brgy Dona Imelda, Tatalon, Quezon City • PCG District Bicol Stations /Detachments within AOR (Catanduanes, Cam Norte and Eastern Coast of Cam Sur, Albay Sorsogon) advised owner/operator of passenger/cargo MBCA w/ 35GT and below and fishing banca particularly marginalized fishermen to cancel their operation and not to venture out into the sea

6 AFP • NCRCOM deployed eight (8) M-35 trucks with escorts around Metro Manila to conduct evacuation operations and Libreng Sakay in Marikina and Araneta Avenue, Quezon City, respectively; ferried 2 rubber boats to Tumana, Markikina City and one (1) rubber boat to East Fairview, Quezon City • 9ID pre-positioned six (6) trucks at the municipalities of Polangui (2); Libon (2) and Oas (2) all in Albay for possible SAR operations • 901 Bde transported 50 sacks of repacked relief goods from AFSEMO to Rapu- Rapu, Albay • Naval Forces of Southern Luzon placed all its floating assets on standby alert for possible SAR/Relief operations and other related activities; closely coordinated with OCD5/RDRRMC, P/MDRRMC/LGUs and other organizations; deployed one (1) DRT with (1 Officer and 9 EPs) and hauled 600 sacks of rice from APSEMO to PG112 stationed in Legaspi Port for distribution in the municipality of Rapu Rapu, Albay (200 sacks at Poblacion and 400 sacks at Batan; requested one (1) aircraft for SAR and recovery of the reported missing fishermen in Catanduanes; and placed on standby one (1) DRT at the HQS NFSL in Rawis, Legaspi City • PG112 was placed on standby for relief operations in Poblacion and Batan Island, Rapu-Rapu, Albay • TOG5-PAF placed on standby one (1) SAR team composed of four (4) 505 th SRS and three (3) TOG5 personnel and SAR equipment for possible disaster operations • AFPRESCOM provided assistance in Quezon City in terms of rescue and evacuation • 24 th IB, PA assisted in the evacuation and sandbagging activities at San Felipe, Zambales. Also assisted motorists and traffic at Salaza, Palauig • Philippine Navy dispatched a team with 16 officers, 182 enlisted men, five (5) M35 trucks, six (6) rubber boats, and one (1) medical team with ambulance and one (1) communication van in San Mateo Rizal to assist in the evacuation centers • 1st IB PA sent a team and assisted with the pre-emptive evacuation operations in Brgy Landayan and San Antonio, San Pedro, Laguna • 81 st IB PA Elements of the 81 st IB PA were deployed in Quezon, Nueva Ecija for possible rescue operation in Pulong Bahay, Quezon

PNP • PNP NHQ activated PNP National Disaster Operations Center (NDOC) effective 2000H, 23 June 2011 • Chief, PNP directed PNP Special Action Force (SAF), PNP Maritime Group (MG); headquarters support Service and NCRPO placed their respective SAR teams on standby for deployment • Logistics Support Service and NCRPO dispatched 6x6 trucks and other mobility resources to assist stranded passengers in the flooded areas: Buendia, Espana, C-5, Katipunan, E Rodriquez-Araneta, Marikina Area, Pasig, Mandaluyong and San Juan • PNP Public Information Office was placed on alert status to receive calls for any police assistance • PRO 5 personnel rendered security and assistance in evacuation centers and placed its manpower on stand-by for possible SAR operations, also provided assistance to the LGUs and NGAs in terms of road clearing and relief operations

7 • PNP Ligao conducted SAR operations of the missing person in coordination with BFP personnel and LGU Rescue team • PNP Sadanga and volunteer civilian in the area conducted SAR operation for the missing person in Sadanga, Mt. Province • PNP Cordillera assisted in the dissemination of weather updates and advisories to the LGUs using their radio communication equipment • PNP San Isidro , Nueva Ecija conducted rescue/evacuation to the affected families in Brgy. Pulo and Mangga due to overflowing of creek coming from Gapan, Nueva Ecija

PRC • PRC NHQ OPCEN coordinated with their PRC chapters for the situation updates regarding TS Falcon • PRC Quezon City Chapter coordinated and mobilized RC volunteers in their respective AORs and activated WASAR team volunteers, coordinated with LGUs and concerned Barangays, dispatched staff and volunteers for rapid assessment, first-aid, and possible evacuation of affected populations • PRC Valenzuela City Chapter conducted an assessment/ocular survey of the affected areas and conducted relief operations to 38 families (biscuits, blankets, used clothes) in Valenzuela National High School • PRC Rizal Chapter activated 143 team leaders to report any untoward incidents in their respective areas; provided hot meals in Nangka and H. Bautista ES and served 690 families (3,382 persons); repacked Non Food Items (NFIs) like clothing and blankets for distribution to 200 evacuees in the Bangkal ES, assisted stranded commuters, assisted people to higher ground and provided first-aid treatment, sleeping mats and plastic

Department of Education (DepEd) • DepEd in the following regions had suspended classes on June 24 and June 25, 2011 due to flooding: ∑ Region I - Pangasinan ∑ Region III - Bataan, Bulacan, Zambales and Pampanga - Pre-School, Elementary and High School Levels and cities of Malolos, Olongapo and Balanga ∑ NCR – entire region (Pre-School, Elementary, High School Levels and most classes on tertiary level) ∑ Region IV-A - Cainta, Angono, Rodriguez and San Mateo, Rizal; Rosario, Cavite; and Nasugbu and Sto. Tomas, Batangas (Primary, Elementary, and High School) ∑ Region V – All levels in Albay Province

B. REGIONAL PREPAREDNESS and RESPONSE

Region I • RDRRMC/OCD I coordinated with the local DRRMCs for situational update and ensured widest dissemination of weather advisories to member agencies, local DRRMCs and local radio/TV stations in the region; alerted local DRRMCs and their respective response teams; and alerted all local DRRMCs (Provincial, City, Municipal, Barangay) and advised to take precautionary measures for possible flashfloods, landslides and storm surge

8 • PAGASA recommended the suspension of classes in the pre-school, elementary, and high school levels in the Province of Pangasinan

Region II • RDRRMC/OCD II coordinated with the local DRRMCs for situational update and ensure widest dissemination of weather advisories to member agencies, local DRRMCs and local radio/TV stations in the region and alerted local DRRMCs and their respective response teams and advised people living near the mountain slopes and in low-lying areas to take precautionary measures • PNP, BFP, PA, PN and PCG Response Groups were alerted for possible assistance/evacuation activities • PDRRMC s Cagayan, Isabela, Quirino, Nueva Vizcaya and Batanes continuously monitored the situation in their respective AORs; established their Advance Command Posts; and prepositioned their response units, equipment and rubber boats together with trained rescuers for any eventualities

Region III • DPWH III conducted sand-bagging operations along the damaged portion of Cut- cut Bridge in Capas, Tarlac. Likewise installed additional warning signs to prevent untoward incidents • PDRRMC Zambales prepared relief goods, conducted sandbagging operations in Brgy. Balybay, Candelaria, and placed rubber boats, dump trucks, and other equipments on standby for deployment • PDRRMC Nueva Ecija placed their rescue and heavy equipments on stand-by and prepared relief goods for possible relief operations • PDRRMC Pampanga conducted rip-rapping activity on the eroded part of the road in Brgy. Cansinala, Apalit, wherein bamboo poles were installed as temporary slope protection • PDRRMC Pampanga conducted inspection on the breached part of the dike situated in the municipalities of Arayat, Candaba and Lubao • MDRRMC San Antonio , Zambales provided sand bags to Brgy. San Esteban Angeles and Brgy San Gregorio and conducted sandbagging operations along Sto. Nino creek and in other barangays in Botolan, Zambales • MDRRMC San Felipe , Zambales conducted relief operations in affected barangays and the estimated cost of assistance provided by the LGUs and other GOs in Zambales is PhP183,452.00 • MDRRMC Mariveles distributed 600 packs of relief goods to the affected families • CDRRMCSan Jose del Monte, Bulacan conducted relief operations in Maharlika, Muzon, Graceville, Sto. Nino, Gumaok West, Sto. Cristo, Gaya-gaya and Poblacion • MDRRMC San Ildefonso and Sta. Maria , Bulacan distributed relief goods to the affected families • MDRRMC Guagua , Pampanga distributed sacks for sandbagging for Sapang Maragul and San Jose Natividad Creek • MDRRMC Camiling , Tarlac conducted evacuation operations at Cacamilinga Sur, Camiling, Tarlac due to damaged creek • CDRRMC Olongapo City conducted rescue operations with SBMA and Sta. Rita Rescue for the three (3) reported missing persons, believed to have drowned in Sitio Mactan, Old Cabalan

9 • CDRRMC Balanga City conducted forced evacuation of families at Sitio Toto and Pio del Mar, Brgy. Cupang due to flooding • LGU Lubao conducted relief operation in the affected areas

Region IV-A • OCD-RDRRMC IV-A was put on heightened alert; disseminated TS Falcon bulletins and flood advisories to all RDRRMC Member Agencies, Action Officers, LGUs, and local media to effectively ensure public safety; alerted disaster response units/teams for possible deployment if need arises; and coordinated with OCG IV-A re status of persons, vessels, and vehicles stranded at various ports • Chairman OCD-RDRRMC IV-A conducted meeting with Directors of DSWD IV- A and DOH IV-A, DILG Secretary Jessie Robredo, DSWD Secretary Dinky Soliman and San Mateo Mayor Rafael Diaz. They also visited the evacuation centers in Brgy. Banaba, San Mateo, Rizal. Evacuation in San Mateo and Rodriguez started on 24 June 2011 with their respective Mayors and MDRRM officers leading the operations • Mayor Bagasbas took custody of the four (4) initially reported missing fishermen, namely Carlos Olitres, 55 years old; Randy Ramsi, 26 years old; Dominguito Prias, 34 years old; and Sammy Boy Prias, 19 years old and was provided with food, clothing, and personal hygiene items while awaiting assistance from the Quezon Province • Volunteer workers conducted clearing operations at Brgy. Cuta-Sta Clara, Batangas City Bridge • Batangas 2 nd District Rep. Herminigildo Mandanas provided shelter assistance to the remaining three (3) families in San Roque Elem. School in Bauan, Batangas because the houses of said families’ were totally destroyed • Batangas Provincial Engineering Office conducted clearing operations in the Lian Section of Nasugbu-Lian Calatagan Road

Region IV-B • OCD IV-B was on heightened alert; disseminated TS Falcon bulletins and flood advisories to all RDRRMC Member Agencies, Action Officers, LGUs, and local media to effectively ensure public safety; alerted disaster response units/teams for possible deployment if need arises; and coordination of status of persons, vessels, and vehicles stranded at ports

Region V • RDRRMC/OCD V was put on heightened alert; continuously disseminated TS Falcon bulletins and flood advisories to all RDRRMC Member Agencies, Action Officers, LGUs, and local media to effectively ensure public safety; alerted disaster response units/teams for possible deployment; and coordinated with PCG V on the status of persons, vessels, and vehicles stranded at the ports; and subsequently disseminated advisories to PIA for widest dissemination • RD OCD5 requested/coordinated with Naval Forces Southern Luzon (NAVFORSOL) and PCG-District Bicol to assist in the conduct of search and rescue operations for the missing fishermen in Catanduanes, Philippine Navy Sea (PG112) and Air (PN Islander Aircraft) assets will be utilized as soon as weather permits • PDRRMC Albay issued Advisory No 2 with the following instructions: ‹ The suspension of classes in all levels

10 ‹ Instructions to all City and Municipal mayors to evacuate residents in flood- prone to safer grounds ‹ No crossing of flooded waters and swelling rivers, artificial pools and water and household living near the river banks and mountain slopes are warn to take precautionary measures • Coordinated with the PCGDB on the status of stranded passengers and vehicles at the ports and with the DPWH re the status of roads previously impassable due to flooding • Coordinated with OCD IV-A re recovered fishermen in Brgy Duran, Balatan, Camarines Sur and with PDRRMC Catanduanes re: Updates on the missing fishermen • PDRRMC Camarines Sur prepositioned 7,000 food packs and coordinated with OCD-8 for the safe return of rescued fisherman in Mapanas, Northern Samar • PDRRMC Catanduanes SAR Team together with PCG conducted SAR operations for the missing fishermen • OCD 5 assisted the safe return of recovered fisherman Prospero Tabios from Catarman, Northern Samar to Catanduanes. and coordinated with the PDRRMC of Camarines Norte regarding the rescued fishermen from Brgy Pinagtigasan, Vinzons, Camarines Sur • PN1 310 continued aerial search for the reported missing fishermen in Catanduanes up to the vicinity of Batag Island, Northern Samar on 28 June 2011 • PDRRMC Catanduanes requested for the availability of one (1) Navy Islander aircraft to assist in another SAR operation for the eight (8) remaining fishermen in the coastal waters of Catanduanes after two (2) of the original 10 fishermen were recovered alive this afternoon

Region VI • MDRRMC Barotac Nuevo distributed relief goods to affected families. Although affected families opted to remain in their respective houses, the Barangay Hall and the Elementary School are ready for possible evacuation

NCR • OCD-NCR assisted in the ocular visit of the President and the Chairman, NDRRMC in the evacuation centers in Nangka Elementary School in Marikina City and Potrero Elementary School in Malabon City • MMDA assisted the Quezon City Government in the evacuation of families in Talayan Village, Quezon City utilizing flood boats in the transport of stranded commuters at SM Manila and along Buendia South Super Highway to provide Libreng Sakay in selected areas • CDAG and MOVERS continuously provided updates on flooded areas and status of evacuation in their AOR • CDAG’s Team Network Apparatus was on Standby in Balintawak, Quezon City and their Firehawk assets were also on standby at the CAMANAVA area • NCRCOM dispatched two (2) M 35 trucks to augment MMDA’s which provided Libreng Sakay in selected areas • NCRPO placed its SAR teams on stand-by • DPOS Rescue team in Quezon City dispatched ambulance and rubber boats • OCD NCR coordinated with SSDD and PRC for possible relief operations; coordinated with the Barangay Operation Centers and MMDA for vehicles for the evacuation of residents in the flooded barangays in Quezon City; coordinated

11 with BFP–Manila, CDAG and other volunteer groups to assist in the rescue operations in flooded areas in Manila • Makati City provided rubber boats for possible evacuation to Bankal Elementary School • CDRRC Quezon City deployed rescue teams to the Barangays around Tullahan River for possible evacuation of residents. Pre-positioned rubber boats in the area and the City Officials assessed the situation on site • OCD-NCR requested NDRRMC-Opcen for assistance re evacuation of affected families in Brgy Apolonia Samson and Damayan Lage; coordinated with BFP- NCR rescue team to assist in the rescue and evacuation; and coordinated with Marikina 161 for the forced evacuation of families in Barangays Sta. Elena, Sto. Nino, Jesus de la Pena and Tanyong • CDRRMC Manila conducted preemptive evacuation at Baseco Compound with 150 families evacuated to Del Pan Complex • LGU Navotas utilized pumping stations to pump-out flood water and conducted “Libreng Sakay” utilizing their amphibian trucks to ferry stranded commuters in the area • MCDRRMC Malabon requested for rubber boats that were placed on standby at the Malabon City Hall for possible deployment • Mayor Del de Guzman of Marikina requested military trucks for the transportation of affected families to the evacuation areas

CAR • RDRRMC/OCD CAR coordinated with the local DRRMCs for situational update and ensure widest dissemination of weather advisories to member agencies, local DRRMCs and local radio/TV stations in the region; alerted local DRRMCs and their respective response teams; and advised people living near the mountain slopes and in low-lying areas to take precautionary measures • MDRRMC Sadanga , PNP Sadanga and volunteers in the area resumed SAR operations of missing person Mr. Vicente Yossayos, who was allegedly drowned along the Chico River in Poblacion Sadanga. The MSWD provided food support for the SAR team • BDRRMC Badeo , Kibungan, Benguet and MPS Kibungan conducted SAR operations for missing person Junie Lagadeo, who was allegedly drowned along the Saew River in Sitio Balbalnag, Badeo, Kibugnan, Benguet • PDRRMC Benguet, MDRRMC Kibungan, Benguet, BDRRMC of Badeo, Kinunagn Benguet and Kibungan MPS continuously conducting search operations

NCR • All roads in Malabon and Taguig Cities are passable

CAR • Benguet: ‹ Shilan-Beckel Road K0263+740 is closed to traffic due to a road cut. Continuous rains brought about by TS Falcon aggravated the previous road cut. Already installed warning signs

• Mountain Province: ‹ Mt. Province-Ilocos Sur Road via Tue (Km 387 to 389+100) Calacbban Section is closed to traffic due to slides. DPWH maintenance crew were on site doing punch thru operation

Region III • Zambales : ‹ Olongapo-Bugallon Road (Pangolingan Palauig Section) – half lane passable to all types vehicles

• Tarlac : ‹ Manila North Road (Cut-cut Bridge km105+707, Capas, Tarlac) – temporary closed due to on-going repair of bridge deck. Alternate Route: Subic-Tarlac Expressway and Mabalacat-Capas Road
