MARCH 2019 HOUSING, LAND AND PROPERTY TECHNICAL WORKING GROUP UPDATE ON HOUSING, LAND AND PROPERTY ISSUES

• Reimbursement of purchasing of housing: The Resolution No. 225 “On amendments to Resolution of the Council of Ministers of the Ukrainian SSR and the Ukrainian Republican Council of Labour Unions No. 470 of 11 December 1984 and Resolution of the Cabinet of Ministers of Ukraine No. 280 of 18 April 2018” which was adopted on 20 February 2018 by the Cabinet of Ministers of Ukraine, came into the force on 22 March 2019. [The details of these amendments were outlined in last month’s update on Housing, land and Property Issues, February 2019.]

• Reconstruction of Dormitories for IDPs: According to the statement of the Head of the Oblast State Administration, the reconstruction of two five-storey dormitories in the city of (formerly ‘Dymytrov’) is currently underway. These dormitories will comprise 38 flats and 75 rooms. The housing will be provided to both residents of Myrnohrad and to IDPs. This initiative is funded by the European Investment Bank under the framework of the Emergency Credit Program for the Restoration of Ukraine. The Ukrainian Cabinet of Ministers has committed to implementing 20 such projects in , worth 417.3 million USD – in , , Pokrovsk, Myrnohrad, , and in two smaller towns – Manhush and Volodymyrets of .

• Loans for IDPs: In 2019, the Oblast Fund on Support for Rural Private Housing, plans to provide 90 credits (bank loans, to 90 households) to certain categories of persons including IDPs, towards improving their access to affordable housing in rural areas of in 2019. These credits will amount to 5,478 million UAH in 2019 in total, and will come from both the State and Oblast budgets.

• Subsidies in Luhansk Oblast: Olha Sharunova, the Head of the in Luhansk Oblast has informed that as of February 2019, subsidies were appointed to 87,000 households in Luhansk Oblast. This represents 32% of the total number of households in Luhansk Oblast. As such, 82,675 families will receive a subsidy in March, in cash form. 71% of these are pensioners who will receive the subsidies along with pension payments at the branches of Ukrposhta (national post office operator), or banks.

• Damaged/Destroyed Properties: NGO Donbas-SOS has published case studies of pensioners from Zolote-4 (GCA of Luhansk oblast, at the contact line) affected by the legislative gap on compensation for damaged property. With reference to OHCHR, it is mentioned that more than 40,000 private properties were destroyed or damaged within Donetsk & Luhansk .

• Social housing for IDPs: A dormitory which will house 65 IDPs (in 24 rooms) will be opened in the city of , oblast, in May. The reconstruction is being carried out under the framework of the ‘Social Infrastructure Development Assistance Program’ with support from the German Development Bank KfW, and Ukrainian Social Investment Fund on behalf of the Ministry of Social Policy.

LEGISLATIVE UPDATE: SIMPLIFICATION OF LEGAL CONSTRUCTION PROCEDURES On 27 March 2019, the Cabinet of Ministers of Ukraine adopted a resolution № 367 "On some issues of deregulation of economic activity" (on 28 April 2019 it will came into force), which would simplify the procedure of obtaining relevant construction permits, as well as the registration procedure for newly constructed private housing, by allowing for online submission and a quicker approval turnaround of one day, rather than ten days as per previous practice. The resolution also approves a Temporary procedure on implementing the pilot project on assigning addresses to building objects and real estate objects. The procedure will be obligatory to use starting from 01 July 2019.
