government Try Cultivating Some ‘Economic Starting Line Gardening’ With all of the hype surrounding BILL DRIES | The Memphis News stimulus packages and estimates of cost starting at $200,000 per job, it is time we all understand where jobs are actually created. In 2009, large corporations shed 700,000 jobs, small-business employment was down 20 percent and startups (because of their 50 per- cent failure rate inside of five years) were a net zero. Virtually all job creation in the past 20 years has come from “high-impact” firms, according to studies done by the Small Business Administra- tion Office of Advocacy and the Blueprint Growth Institute. So, what are high-impact firms? They are defined as those that have doubled sales and martin employment in the harshberger most recent four-year GUEST COLUMN period; are 25 years old on average; not startups in most cases; represent less than 4 percent of all firms; exist in all regions of the U.S. and in all industries; take about 20 years to reach high impact; and in the four years after reaching high impact, less than 4 percent “die” or cease to exist. A ranking of all 50 states on the percentage of high-impact firms compared with all firms in the state has Tennessee ranked No. 25 and Mis- sissippi No. 47. Clearly the answer to creating more jobs is to find a way to create more of this level of growth from existing companies in the region. THE PRESS BOX DON WADE Second Win Over Clean Gene: Never Forgotten Tennesee Shows n Memphis, the story is easily told: He’s the only coach to take Ithe Tigers to an untainted Final Four. “Clean Gene,” indeed. Bartow, who coached four seasons Tigers Hitting Stride at Memphis and guided the Tigers to the 1973 NCAA title game, died Tuesday, Jan. 3, in Birmingham, Ala., after a long battle with stomach cancer. He was 81. A lot has happened since the UCLA Bruins of John Wooden and Bill Walton beat the Tigers in the 1973 championship game. But one thing hasn’t happened. That trip to the Final Four, unlike the Ti- gers’ other two, hasn’t disappeared. The 1985 Final Four under Dana Kirk? History only in your mind, stripped from the record books for NCAA violations; Kirk also served federal prison time for tax evasion. The 2008 Final Four under ? The tape of the championship game loss to Kansas plays on in coaching clinics (here’s how the big one gets away), but the Final Four was erased due to NCAA infractions – namely, the Derrick Rose crossover dribble SAT score. Amazingly, though, the Gene Bartow story is not just a Memphis story – even though it had another chapter when he re- turned to the city to work for the Grizzlies; he had served as president of the team’s parent company, Hoops LP, since 2007. Bartow followed Wooden, he of the 10 NCAA national championships, at UCLA. And it was about as impossible as you would imagine it to be. About like follow- ing Bear Bryant at Alabama, which is what Ray Perkins had to do. A few years ago, when I was writing my book, “Always Alabama,” I asked Bartow which was the tougher job. It was too close to call. “Every time Alabama lost, (Perkins) was scrutinized,” Bartow said. “Just like every time I lost, I was scrutinized.” It proved too much, and after two sea- sons, a 52-9 record and another Final Four appearance, Bartow left UCLA to become athletic director and basketball coach at the University of Alabama-Birmingham. resident Barack Obama made a series of recess appointments to Pthe National Labor Relations Board Wednesday, Jan. 4, apparently staving off what would have been an inability for the board to function in 2012. For that and plenty of other reasons, the board will remain a hot topic in the law community this year. For example, shortly before coming to its near-standstill, the NLRB approved a controversial update to the rules for NLRB- conducted union elections. And the Memphis labor and employ- ment lawyer who was the leadoff witness during two days of hearings this summer over those rule changes agrees with a lawsuit filed against the board over that change. Arnold Perl, an attorney with Glankler Brown PLLC and who represented the Tennessee Chamber of Commerce during those hearings before the NLRB, said the board’s decision to move toward speedier elections for unionizations at companies is “a big, big deal.”
