Re: Table 5: Notes about national groups

This exhibit comes out of discussion at EPC Meeting 135 about EPC Exhibit 135-10.1 T5—94541 Finns. Here I quote from the minutes of Meeting 135 (EPC Exhibit 135-2a):

Page 8: 10.1 T5—94541 Finns (Exhibit 135-10.1) Joan Mitchell: This exhibit proposes addition of standard notes in Table 5 for people of Finland as a national group, and citizens of Finland belonging to other ethnic groups. As the addition of a note that follows a standard pattern within a schedule, it would fall into the first category under the new works methods.

Pat Riva: The Swiss are a special case, like Canadians, in that they are not an ethnic group; that is different from Finns. Will other groups want the same notes added?

Juli Beall: I concede that Switzerland is different because there is no ethnic group named “Swiss.” I should have given a different example, because we have not restricted use of those notes to countries like Switzerland. The national group / ethnic group mix in Table 5 is generally confusing.

Juli Beall: Actually, this issue is covered in the main Manual note for Table 5, but people don’t always get to the Manual note. We have put a specific note in the table when there’s been a question or request.

Caroline Kent: If such a note were to appear more frequently, would that increase error/confusion where it doesn’t appear? Shouldn’t we be encouraging use of the guidance we have?

Joan Mitchell: We’ll discuss this further among the editorial team and come back with a proposal in the morning.

Juli Beall: We will introduce a general footnote plus propose a more detailed note for some confusing situations.

Here is the general footnote that we propose to use for simple instances like T5—94541 Finns:

We have added “Number built according to instructions under” records so that the footnote and occasionally other notes could be given, e.g., T5—94347 Kyrgyz.

We have added or modified notes for cases that are too complicated for the footnote, e.g., T5—9185 West .

We have tried to make existing terminology more like the terminology of the proposed footnote, so that classifiers would not needlessly puzzle over differences. For example, where it would not be confusing in context or interfere with an existing relocation note, we have inserted “comprehensive works on” before “people as a national group, e.g., T5—9183 and Bosnians.
