The Petition for this project was filed on June 1, 2018. Jurisdiction of the ditch system resides with the Buffalo-Red River Watershed District. The Preliminary Hearing was held on August 30, 2018. The Engineer’s Detailed Survey Report and the Viewers’ Report are on file at the office of the Buffalo-Red River Watershed District, 1303 4th AVE NE, Barnesville, Minnesota, and are open to public inspection during regular business hours. An open house to meet with the Viewers will be held on Thursday, January 3, 2019, between the hours of 2:00 PM and 4:00 PM at the Buffalo-Red River Watershed District office. The proposed improvement for Clay/Wilkin Judicial Ditch No. 1 commences at the outlet with Wolverton Creek/Comstock Coulee in Section 27, Holy Cross Township, and proceeds due easterly along the quarter line of Sections 27, 26, 25, and the W½ of Section 30, Alliance Township. The total length of the said project is approximately 3.04 miles. The proposed improvement involves work on the channel grade line, cross-sections, and structures in the referenced area. The channel improvements are designed to convey runoff produced from the 10-year rainfall event. A rural ditch section, which will be trapezoidal in shape, with a 20-foot bottom width and 5H:1V sideslopes, will be installed. Centerline drainage structures along the project alignment were evaluated for their elevation and capacity, and where necessary, will be adjusted in elevation to meet the design standards. Field inlets will be adjusted/installed as needed. Total proposed benefits for Project No. 78 as found by the Viewers are $3,503,851. Benefits include lands draining to the improvement area, as well as protected areas north of the ditch, which have been affected in the past with historic overtopping of Clay/ Wilkin Judicial Ditch No. 1. The project includes the acquisition of additional right-of-way, which will require 46.9 acres of permanent right-of way and 36.4 acres of temporary right-of-way. This right-of- way is needed to improve the ditch, and includes the required by law, one-rod grassed buffer strips for the entire ditch system. The project’s estimated cost is $2,181,272, which includes $245,420 for right-of-way. Financing for the project, if constructed, could come from a bond sale, spread over a 7-year to 15-year period (to be determined at hearing). Exhibit 1 is a description of the property affected, benefited, or damaged within the Clay/Wilkin Judicial Ditch No. 1. The names of owners thereof and the municipal and other corporations affected thereby as shown by the Engineer’s and Viewers’ Reports are attached as Exhibit 2.     [Type here] [Type here] [Type here] Foreword INTRODUCTION U.S. Immigration and Customs Enforcement (ICE) is a federal agency charged with enforcing the nation’s immigration laws in a fair and effective manner. ICE identifies, apprehends, detains, and removes individuals who are amenable to removal from the United States. ICE uses its immigration detention authority to effectuate this mission by securing individuals in custody while they await the outcome of their immigration proceedings and/or removal from the United States. ICE has important obligations under the U.S. Constitution and other federal and state law when it decides to keep an individual in custody. ICE detention standards ensure that detainees are treated humanely; protected from harm; provided appropriate medical and mental health care; and receive the rights and protections to which they are entitled. This revision of ICE’s National Detention Standards (NDS) reflects the agency’s ongoing commitment to working with its state and local partners to enforce immigration laws and improve public safety and national security. These standards have been updated to better reflect the strong relationship ICE has with its law enforcement partners, including where detention facilities successfully manage their own populations and are willing to assist ICE with housing immigration detainees. BACKGROUND The original NDS were issued in 2000 by the U.S. Department of Justice (DOJ) Immigration and Naturalization Service (INS), ICE’s predecessor agency. The NDS established consistent conditions of confinement, program operations, and management expectations within the agency’s detention system. It’s not all about fight scenes and trident- “Aswinging, though those moments are awesome and well-choreographed. The emotional weight of the movie is what makes it extra powerful: A combination of justice, identity, forgiveness, and self-worth themes nearly bring tears at many moments, and are very inspiring. Arthur (Jason Momoa) is half landsman, half ocean dweller, his mom an Atlantean queen and his dad a lighthouse keeper. I really love how the movie is written, with a mix of fast-paced action sequences and heart-wrenching themes to draw the viewer in emotionally. He knows about where he comes from, but doesn’t usually bother to pay attention to the politics of the sea. He’s too busy tracking down ocean pirates and saving submarine crews. Arthur doesn’t want to be a hero, and certainly not a king. But when his half brother King Orm (Patrick Wilson) Atlantis that doesn’t completely match other common or Marvel. wants to wage war against the surface, Arthur teams myths but adds a lot to the story.     Comic Book Biography: Keith Giffen by Rik Offenberger It’s one of the better creator stories of the past couple of years. After a stretch where he could barely get a nod of recognition from Marvel or DC, Keith Giffen is experiencing a career renaissance rarely seen. While he was a major force to contend with in comics in the later ‘80s and ‘90s, thanks to his work on Legion of Super- Heroes and Justice League, both titles ultimately went through major shifts in tone, and as their directions changed, so did their writer. For a long-ish period, it seemed that Giffen was gone from comics as well. His name would pop up occasionally, but for the most part, comics seemed to have moved on, and Giffen wasn’t on the train. Give it a few years, and things do change. With a solid foundation based in translating popular manga series, and some new superhero work through Boom! Studios, Giffen is back in full force, overseeing not one, but two major events: Annihilation at Marvel and 52 at DC. It’s a comeback that would make not only any of Giffen’s contemporaries, but…well, any creator working in mainstream comics jealous. The Father stops and gapes the cigarette holder out of his mouth to see a dazed NURSE shuffle out of the birth room and disappear down the hallway. A TRAUMATIZED DOCTOR next wanders out. The Father runs past him into the room. The viewer remains outside and hears the Father's subsequent screams. INT. MANSION LIVING ROOM--CHRISTMAS EVE PAST A bizarrely corrugated Cage sits amid the plush, period, and Christmased-up surroundings of the mansion. With their backs turned to the sickly squeals emerging from the Playpen from Hell, Father and Mother, holding martinis, look out a window of gentle snowfall, with bloodshot eyes. A 50's-type radio warbles "Santa Claus is coming to Town." A strange pair of eyes peer from the cage. Taking the point of view of the eyes from inside the playpen, one sees the mansion's Christmas tree from between the dark cage slats.
