AGREEMENT REACHED FOR FIVE STATE PARKS

AUSTIN--Texas Parks and Wildlife Department has entered into an unprecedented contractual agreement to allow the nonprofit organization Texas Rural Communities, Inc. to take over management of five state parks facing budget cuts. The Texas comptroller's office cited the agreement as an example of re- inventing government to provide services Texans have come to expect, even during lean times. "Texas Parks and Wildlife and TRC have come up with a unique solution to a problem that faces all state agencies: providing quality services in a time of fiscal constraints," said State Comptroller John Sharp. "This agreement represents an innovative approach to funding parks when there's not enough money to go around. Creating partnerships with local communities is a great example of finding a better way of doing business. That's what our Texas Performance Review report Against the Grain is all about." Sharp's January report encouraged state agencies to "have the courage to cut against the grain of business as usual" in order to boost public service without boosting public cost. The state parks in the TRC agreement are Eisenhower Birthplace in Denison in North Texas, Fort McKavett near Menard and near Ozona in West Texas, and Starr Mansion in Marshall and Caddoan Mounds near Alto in East Texas. ...4l ...8' f:d {'"..,iu ALNq'~l: i ..s cU '. dU 2

"Our goal was to find creative ways to help these sites thrive," said Andrew Sansom, TPWD executive director. "TRC's goal is to help local communities with economic development. The two go hand in hand. "The local communities near these parks will have real incentives to get involved and more opportunity for input on plans to improve park facilities, activities, marketing, the whole works," he said. "This agreement is in line with our belief that state government needs to forge partnerships with business and local government wherever possible, and we will continue to encourage this policy at sites across Texas." The parties to the TRC agreement view it as much more than a simple transfer of management. The broader purpose is to develop and implement regional marketing plans in the Edwards Plateau, the Red River region and East Texas. "The partnership will seek to generate economic activity in these regions through outdoor recreation and through appreciation of cultural and historical resources," Sansom said. "We believe these parks are tremendous economic development resources that .can be used to attract visitors to rural Texas," said Juan Hinojosa, a McAllen attorney and chairman of the board of TRC. "For example, when people come to the Eisenhower Birthplace, they're also going to be attracted to the Rayburn Home nearby, and to local restaurants and other businesses. So, this agreement benefits not only the parks and the taxpayers, but also the local economies." The TRC agreement represents the crowning achievement of TPWD's Partners In Parks program launched last summer Faced with declining revenue for parks, TPWD staff had concluded the only way to continue to provide quality services at all state parks was to make businesslike decisions to cut back at a number of sites. On Aug. 28, the Texas Parks and Wildlife Commission approved an operating budget that called for cuts at seven state parks and partial reductions at 18 others. In so doing, the commission urged staff to aggressively seek local support for the facilities. The first site to achieve a partnership breakthrough was Old Fort Parker near Groesbeck in Limestone County. The Groesbeck City Council voted Sept. 29 to take over management of the site, which hosted one of its best-attended special events in recent years three months later on Dec. 19. Under the agreement, TPWD will provide technical guidance and provide some long-term capital funding. 3

An agreement for another site facing budget cuts, Confederate Reunion Grounds near Mexia, is nearing completion. Under the agreement, a private concessionaire will take over management of the site. This would be similar to existing concession operations like the one at Longhorn Cavern, where a private business runs the facility, yet it remains part of the state park system. Cassells-Boykin near Zavalla in Angeline County is slated to become a county park by mid-spring. Angelina County will assume the department's lease from the U.S. Army Corps of Engineers. At numerous other state park sites where partial reductions were planned, big increases in local volunteer support, local government utility cost reductions and other local partnership efforts helped keep almost all sites open at full service levels. "The bottom line is that no state parks have closed, " Sansom said. "I am very proud of our staff, and of our commissioners, who logged hundreds of hours and many miles across Texas to make this possible. But our department's deepest gratitude goes to those local communities who accepted the challenge and came forward with real support to help keep affected sites opera Our agreement with Texas Rural Communities is truly their victory." MOUNTAIN LION REPORTS UP

AUSTIN--Almost 250 mountain lion sightings and more than 100 mortalities were reported to the Texas Parks and Wildlife Department in 1992, many turning up in areas of the state they haven't been seen in before. The department received 242 verified sightings during the year, coming from all ecological regions except the Blacklands Prairie and the High Plains, said Bill Russ of Sanderson, TPWD's principal investigator for mountain lions. As expected, the Trans- Pecos had 73 verified sightings as did the Edwards Plateau. The Post Oak region had 16 sightings and the Pineywoods two. "Verified sightings definitely are increasing in the eastern third of the state over the last two years, he said. 40

One of the most unusual sightings of the year was reported by two fishermen at the J.D. Murphree Wildlife Management Area near Port Arthur The men reportedly saw the lion in one tree as they were going fishing and in another tree as they returned. Sightings also were reported along the Red River (two) and the Canadian River near Amarillo. The department also received information on 127 confirmed mortalities, 72 in the Trans-Pecos. Thirty-nine of the mortalities were reported in the Edwards Plateau, 95 percent of those in Terrell, Val Verde and Crockett counties. There were no confirmed mortalities in East Texas. A deer hunter took a 150-pound male mountain lion in Llano County. Other examples of some of the areas where lions were taken include near Breckenridge and west of Snyder in Borden County. "Mountain lions are definitely being spotted in places they haven't been seen in recent times," Russ said. The department depends upon the public to provide information about mountain lion sightings and kills. If anyone sees or kills a mountain lion they are encouraged.to report it to their local wildlife biologist or game warden or call TPWD headquarters in Austin at 1-800-792-1112 or (512) 389-4800. AUSTIN--Fifteen fortunate Texas school students will be awarded a lifetime combination hunting and fishing license as winners of the Texas Outdoor Expo '93 poster, essay and poetry contest. The contest is similar to a contest during.Texas Wildlife Expo '92 that presented lifetime licenses to several youngsters for winning posters and essays. The poster contest is open to students in kindergarten through sixth grade and must be on standard-size poster cardboard (approximately 22 inches by 28 inches) and be in any medium. Students in grades seven through 12 are eligible for the essay contest. Essays must be 500-1,000 words. The new poetry contest is open for students from kindergarten through 12th grade and poems must be 50-500 words. Winning entries will be published statewide and, in addition to the lifetime hunting and fishing license, winners will receive the Texas Wildlife Viewing Guide and a one-year subscription to Texas Parks and Wildlife magazine. The total value of each prize is more than $800. One winner will be selected from each grade level for the poster and essay contests. Two poetry winners will be selected, one in the kindergarten through sixth grade category and another for seventh through 12th graders. All entries will be judged by members of the Texas Outdoor Writers Association. Deadline for entering the contests is June 1 One entry (either poster, essay or poetry) per individual may be submitted. Winners must be Texas residents. Texas hunters and fishermen have been the primary supporters of conservation programs and game management through the purchases of licenses and outdoor equipment. Other outdoor recreation groups have been invited to support conservation efforts through programs like the Texas Conservation Passport and other public land opportunities. The expo will specifically celebrate the many years TPWD has had the responsibility of managing the state's natural resources and maximizing the public's opportunities to enjoy outdoor activities in Texas. On Oct. 2-3, the public will be able to see raptor demonstrations, shooting exhibitions, reptile and other live animal displays, fishing, "catch-a-poacher" role playing, seminars, rock climbing demonstrations, educational activities, sporting dog demonstrations, fish exhibits, Indian lore, park displays, animal tracks, shooting, animal calling contests, outdoor industry exhibitions and other activities. KERR WMA SCHEDULES WHITETAIL SEMINARS

KERRVILLE--From March through October, the Texas Parks and Wildlife Department will conduct a white-tailed deer management seminar on the first Friday of each month at the Kerr Wildlife Management Area. Seminars will be restricted to 50 people and will begin at 1:30 p.m. The first one is scheduled for March 5. Since 1977, more than 37,000 people have attended white-tailed deer management seminars and related programs on the Kerr area, said George Litton, regional wildlife director in Waco. In 1992, 76 tours were given to 2,442 sportsmen, landowners, students and others interested in wildlife conservation. The programs emphasize combined livestock and range management practices, including rotational livestock grazing and prescribed fire, as well as deer nutrition, genetics and population control programs. Programs stress an ecological approach to deer management. Anyone interested in attending one of these seminars can contact the Kerr WMA for reservations at (210) 238-4483. AUSTIN--To best determine the state of Texas' fishery, Texas Parks and Wildlife Department fisheries crews conduct net and electrofishing samples during spring and fall. Below are the results from some of the fall samples. Coleto Creek Reservoir Fall electrofishing samples revealed that the reservoir supports a healthy largemouth bass population, said Mike Reed, inland fisheries biologist from Mathis. The sample included fish from two inches to 20 inches, with the greatest abundance of fish in the eight-inch to 15-inch group. Age analysis indicates the bass are reaching the legal size of 14 inches in three years. Fall frame net samples show a balanced size distribution of white crappie. Fish collected in these nets ranged from two inches to 20 inches. Reed said a good number of fish less than 10 inches long were collected, indicating good recruitment of young fs.Nmru fish from 10-12 inches were collected. These fish average 10 inches by.age 2. The electrofishing survey also showed abundant and redear sunfish populations for the other fish to eat, many of which were 5-7 inches. Shad were less abundant in the sample but biologists said they are present in good numbers. Shad collected ranged from 3-14 inches, indicating a healthy, stable population structure. B.A. Steinhagen Reservoir Fall electrofishing surveys showed the catch rate per hour on bass increased three-fold in three years, from 43 per hour in 1990 to 139 per hour in 1992. The proportion of legal fish in the population remains low. 12 percent in 1990 and 8 percent in 1992, said Paul Seidensticker, inland fisheries biologist from Jasper Striker Lake This 2,400-acre lake in Rusk County is considered a poor bass lake. Recent sampling showed the size distribution ranged primarily from six inches to 12 inches and the condition of the fish below standard. 10

For this reason, Seidensticker said, the department has proposed a 14-inch to 18-inch slot limit, five fish bag limit. If approved, the regulation will allow more fish to grow into 14- to 18-inch fish. Catch rates of quality fish should improve in 1994 and 1995. As the numbers of fish increase in the protected size range, anglers should begin to harvest more fish longer than 18 inches in 1995. Toledo Bend Reservoir Electrofishing surveys of bass produced 204 per hour during the fall, a high rate, Seidensticker said. The total catch per hour on Sam Rayburn Reservoir was 216. Bass longer than 14 inches comprised 25 percent of the population, a 9 percent increase from 1990. The number of bass less than 14 inches collected per hour was 182, much greater than the rate of 103 in 1990, he said. The increased size and population of bass at Toledo Bend is attributed to a 14- inch minimum, eight fish daily bag limit that went into effect in September 1990. "This harvest restriction protects young bass and builds the fish population," Seidensticker said. Another contributing factor was the introduction of Florida bass. The influence of Florida bass genes in Toledo Bend has increased from 5 percent in 1991 to 7.5 percent in 1992. The lake record has increased from 9.5 pounds in 1990 to 13.85 pounds in 1992. The lake will continue to be stocked with Florida bass until the population contains a minimum 20 percent Florida bass. Lake Whitney December sampling indicates continued improvement in the crappie population. The recent crappie catch, 32.9 per net, was almost five times higher than catches in 1990 and 1991 An abundance of legal fish also showed marked increases. In 1990 and 1991, fish 10 inches and longer comprised about 17 percent of the total sample. In the December sample, legal fish accounted for 31 percent of the collection. Fish collected ranged from two inches to 14 inches. Growth rates for crappie were the best recorded at Whitney in recent years. LW 2/12/93 11
