Education Quality Annual Review 2009-2010 Introduction

I am delighted to provide the introduction to the 2009/10 NHS SHA, Education Quality Annual Review. The document is testament to the range and spread of excellent work which is ongoing within the West Midlands in ensuring that the learning experiences for all our health care students and trainees is of a high standard, which ultimately should lead to excellent, safe and compassionate health care professionals.

2009/10 was a significant year for us with a number of key events such as; our PMETB Deanery visit, restructuring of our education development team, the introduction of Learning and Development Agreements, Implementation of European Working Time Directive and the revision of our quality assurance processes for non medical provision.

The work of health care professionals touch all our lives and the activity undertaken by the education development team is significant in ensuring that the investment made by the SHA in health education is used in the most effective way possible. Our central focus is on having education and training which give students and trainees the appropriate, right level and range of experiences required to support an excellent learning experience.

Through our work during the year we have identified areas where improvements need to be made. It is evidence of the effective partnership relationships that exist with education providers and the post graduate medical and dental schools, that we have timely action plans and review events in place. This work will allow us to quickly address aspects of education provision which need to be changed or improved.

This report provides a public record of the work undertaken by the team during 2009/10, but equally important it also celebrates and recognises the innovation and education developments introduced over the last year.

Education Quality Annual Review 2009-2010 13 Undergraduate and Pre-registration Education Quality Review process in the West Midlands

Education Commissioning for Quality (ECQ) and Ongoing Quality Monitoring and Enhancement (OQME)

The NHS commissions a significant amount of education every year. The Department of Health released its new ECQ guidelines back in December 2009 which outline how all SHAs are required to commission and quality performance manage non-medical educational contracts with its education providers. Work has been undertaken in partnership with key stakeholders to revise the existing Ongoing Quality Monitoring and Enhancement (OQME) framework in light of these changes. This working group will be releasing the finalised revised OQME framework early in the new financial year. Revised requirements will be echoed in educational contracts and Learning and Development Agreements (LDAs) with placement partners.

The key changes brought as a result of ECQ include: • Financial rewards for education providers linked to meeting quality indicators and enhancements • A revision to the quality indicators contained within OQME to meet ECQ directives • Strengthening of the processes contained within the existing OQME framework

Further work is being undertaken to strengthen the OQME process. These include exploring: • Common West Midlands placement database • West Midlands multi professional student survey • Multi professional West Midlands placement audit • Linking preceptorship and new graduate evaluation into the OQME review • Acknowledgement of NHS Trusts in their dual role as both education providers and employers of graduates, exploring employer feedback surveys • Further development of localised West Midlands educational quality indicators
