Town Board Meetings

Selectboard: Meets the second and fourth Monday of each month at 7:00 p.m. Planning Board: Meets as needed on the first and third Tuesday at 7:00 p.m. Board of Appeals: Meets as needed on the last Tuesday of the month at 7:00 p.m.

The 2018 Naples Annual Town Report is dedicated in memory of:

Jennie Larsen 1924-2017

Jennie Larsen was born in Naples remained a lifelong resident. She was the Town Clerk, Treasurer, Tax Collector, Registrar and finally Administrative Assistant in her 30 year career of service to the town, retiring in 1990.

She was a lifelong member of the Naples United Methodist Church, singing in the choir, served on boards, volunteered on many projects, young couples club, and more. Jennie enjoyed bowling on couple’s leagues and later on senior leagues. She did so until 2016.

Jennie's pride was her knitting and over the years she knit and donated hundreds of mittens and hats for needy children, newborn hats for hospitals, prayer shawls, and more. She actually kept records and made her last donation this July.

The Town of Naples would like to recognize and thank Jennie Larsen for the number of years she had dedicated to the Town, and service to the community.

5 Important Notices

Public Welcome To Attend Meetings Citizen participation is a key element to efficient and effective local government. The Town of Naples’ boards and committees welcome residents and taxpayers to attend meetings to ask questions and to express ideas and opinions. The Board of Selectpersons meet the second and fourth Monday monthly for meetings or workshops as needed, the Planning Board meets on the first and third Tuesday of each month as needed, the Board of Appeals meets the last Tuesday of the month. Check with the Town Administrative Assitant to ensure a meeting is scheduled. These are only a few of the Boards and Committees that meet at the Town Office.

Tax Exempt Requests Tax exempt requests for the 2019-2020 tax year, (beginning July 1st, 2019) must be filed by April 1st, 2019.

Homestead Exemptions For Real Estate Taxes In 1998, the 118th Session of the Maine Legislature enacted significant property tax relief in the form of the Homestead Exemption. Qualified residents have assessed value of the “homestead” reduced, adjusted by the municipal assessing ratio. Each year a substantial number of Naples property owners take advantage of this program and have their property taxes reduced.

Qualified residents must apply to their local assessor prior to April 1, 2019 for the 2020 tax year. They must have owned a homestead in Maine for at least twelve months and declare their Naples residence to be their only permanent residence. If you have previously applied for this exemption, you do not need to reapply. Please contact the Town Clerks Office to receive an application.

Veteran’s Exemptions For Real Estate Taxes If you are a veteran over the age of 62 (or an un-remarried widow of a veteran who would be 62 if alive); you have a primary residence in Naples; you or your deceased spouse served during a federally recognized war; or if you are a veteran who receives federal funds for 100% disability, then you may be eligible for a real estate property tax exemption. Contact the Clerk’s Office at 693-6364 ext. 3.

State Of Maine Business Personal Property Tax Reimbursement If you purchased or transferred taxable business property to a Maine Location after April 1, 2004, you may be eligible for the Maine Property Tax Reimbursement Program. Brochures are available at the Municipal Offices.

Ownership And Address Updates Requested Please notify the Municipal Offices when selling or transferring any property to help avoid errors in tax billing. Also, please notify the Tax Collector of any change in mailing address.

What To Bring When Registering A Vehicle Re-Registration: Your old registration, current insurance card & mileage. New Registration (Dealer Sale): Proof of sales tax paid (this is usually found on the financing statement), blue title application form, window sticker (if new vehicle), current insurance card & mileage. New Registration (Private Sale): Bill of Sale, title for vehicles 1995 or newer, insurance card & mileage. New Registration (Transfer): Same as private sale registration above PLUS registration of the vehicle the plates are being transferred from. This vehicle must no longer be owned by you in order to receive excise tax credit.

6 What To Bring When Registering A Snowmobile/Atv/Boat/Camper: Re-Registration: Old registration. Boats Only: Need assigned Maine Registration number or previous registration. Mooring renewals: Assigned mooring number. New Registration (Dealer Sale): Proof of sales tax paid (this is usually found on the financing statement), year, make, and serial number. New Registration (Private Sale): Bill of sale, year, make and serial number. Horsepower and length for boats. New Registration (Transfer): Same as private sale above PLUS registration of the vehicle the plates are being transferred from.

Dog Licenses Dog Licenses are due January 31st of each year. Rabies certificates are required before the license can be issued. Presentation of spaying or neutering certificate entitles the owner to a reduced fee. Fees are as follows: Unaltered: $11.00 Spayed or Neutered: $6.00. A $25.00 late fee will be charged after January 31st.

Town Facility Use Permits To use the Bulky Waste, Transfer Station Facilities, or Town Beach you must have a current sticker on your vehicle. The sticker should be placed in the lower left driver’s side corner of your windshield, so the scale operator can easily see it. Remember when you register a new vehicle to ask for a sticker. The number on the sticker must match your license plate number. If you are borrowing a vehicle you will need to obtain a day pass, you may do this at the Town Office during business hours. If you have questions about what can and can’t be taken to the Transfer Station facility, please call them at 627- 7585.

Bulky Waste Coupon Program Naples Property owners will receive one booklet per lot annually at the beginning of every July. Duplicates will not be issued. Pay the Gate: Naples Residents with a town recycling sticker can deliver refuse for $0.05 per pound and brush/wood for $0.25 per pound beyond the coupon(s) value. Commercial haulers must pay at the gate unless they have coupons and a coupon transfer from a Naples Property Owner. Bulky Waste Coupons: Annually each owner may have a coupon booklet issued to them. Each Booklet is worth 2,000 pounds of bulky waste. As the deliveries are made the Facility will take coupon(s) IN 20 POUND INCREMENTS. When a resident has delivered more weight than the coupons allow they must pay the overage at the gate. When a resident exhausts their coupons, they must pay at the gate.

7 Board of Selectperson's Report

To the residents and taxpayers of the Town of Naples

It's been a very exciting year for our great Town. Two new faces joined the Selectboard, a new Town Manager was hired, a new Town Attorney came on board, new town auditors were appointed, and a previous town department was eliminated and replaced with a newly created one. The Town of Naples is on the move and we are pleased to say positioning ourselves for the growth of our future.

The budget committee has once again worked very hard and together with the Selectboard developed a budget that will result in NO tax increase for our citizens. The revenues in our town continue to be very strong and the financial health of our town is in excellent shape. We have very robust reserves which will continue to fund projects supporting the growth of Naples while minimally impacting tax bills.

We would like to thank all the committee members for their hard work and dedicated hours throughout the past year. We would also like to thank the staff for all their work especially assisting you, the citizens and taxpayers, during the four months we were without a Town Manager. They are committed to the philosophy that WE all work for you!

It is with great pleasure we welcome John Hawley our new Town Manager. John's resume is extensive, and he is uniquely qualified to take Naples to our next level of growth. John prides himself in being available to all residents. You can find him in his office a vast majority of the time, and he answers his own phone. In the very short time John has been aboard he has worked with the Selectboard to develop both short and long-term goals and is committed in resolving the many outstanding issues he inherited upon arriving.

The new department mentioned earlier is the Community Activities Department. This replaces the past Recreation Department and brings with it a new community activities director. Just recently accepting the job, Peter Ceprano is charged with administering and expanding the recreational programs we currently offer for all age groups, overseeing our cultural and community events including the Art show, Classic Boat show & the Blues Fest, as well as administrating the staff and maintenance of our public spaces including parks, beaches and recreation facilities.

Finally, the Selectboard will be working with the planning board and the town manager to address planning and economic development for our great town. The Town of Naples can no longer be reactionary to what happens but rather proactive to how we want our town to grow. Our causeway is the life blood of our community. We must protect it and pave the way for economic growth. A series of temporary moratoriums support assurance that we make the best decisions for our Town. A number of updated ordinance changes have been proposed to accomplish this goal as well.

Naples is on the move and it is very exciting. Though we face many challenges moving forward, your Selectboard is committed to working hard in the best interest of the entire community while providing you, the citizens and taxpayers, a strong voice. 37 Code Enforcement Officer’s Report 2018

This has been a very busy year, we have had a lot of commercial projects as well as many residential projects. There have been 154 building permits with 20 of them being new single-family dwellings. There has been 90 new plumbing permits with 41 new septic systems. The Town receives many complaints that can take a lot of time to investigate and resolve. Please do not wait to call me if you see earthmoving or tree removal next to the waterbodies, it is much easier to work with people before the damage is too extreme. As the Planner for the Planning Board we reviewed many new projects. The Lakes Region Middle School and Songo Locks Elementary School will be starting construction of the new bus loops. Camp Mataponi was approved for and has started construction of a new arts center and will be building a new bunkhouse for the counselors. Marina was busy with building their new storage building throughout the winter as well as Moose Landing who constructed a new indoor storage and garage. Coming soon will be a new Stone Surface store which offers many types of countertops and more. Town has been working on updating many ordinances and we feel these ordinances will help keep Naples in its beautiful, natural state. I have had the pleasure of working here for almost 6 years and I have strived to maintain an open-door policy. Please stop by and see me, bring your questions or just bring your smile.

42 Naples Rescue Department 2018

This year the department developed several community outreach programs: x Car Seat inspection/installation program - This project has been very successful in other departments throughout the state and nationally. Captain Tim Nickels completed the training and certification from the Bureau of Highway Safety as a Car Seat Technician. Tim holds monthly and by appointment inspections on the car seat and car seat installation. Along with the inspection Tim will provide information on when to transition to other car seat types. For more information or to schedule an inspection email Tim at [email protected] . x CPR and First Aid programs- Over the past few years the department has offered Basic CPR, First Aid and Baby sitter courses through the American Heart Association. The cost for a 2-year CPR and First aid certification is $50.00, the class is 4-6 hours long and is held at the Naples Fire Station. FF/AEMT Dani Small is the program manager and conducts many of the classes and coordinates training with the six other certified trainers in the department. For more information on the available training programs, scheduled classes or purchase of CPR materials email her at [email protected] . x Community Automatic Defibrillator (AED) Programs – Over the past few years the department has applied for and received grants from the Narragansett One and Stephen King Foundation for the purchase of AED’s for placement in the community. Currently there have been AED’s placed at the Town Office, Singer Center, Naples Public Library, Town Beach, Tony’s Foodland and all front-line Fire Apparatus (Engine 5, Engine 4, Engine 3, Engine 2 and Forestry 6). The community AED’s are placed in a large white box marked “AED”, and with each AED there are gloves, bandage scissors, a pocket mask, razor and both adult and pediatric AED pads. We recently added bleeding control kits to the AED boxes, which include pressure dressing, bandages, trauma shears, tourniquet gloves and a marker. This equipment has been purchased and placed in the box in support of the nationwide “Stop the Bleed” program. For more information on this program go to https://www.bleedingcontrol.org . x Knox-Box Rapid Entry Security System - This system provides non-destructive emergency access to commercial and residential properties. More than 9,000 fire departments and government agencies use Knox key boxes and electronic key retention units for safe and secure rapid entry into locked buildings. The Knox-Box system consists of a high security box mounted outside of a residence or business, which has the key(s) for access to the building locked inside. The fire department has an electronic box mounted in each of the fire trucks with a master key secured in the box. Firefighters simply request release of the key and the Naples Public Safety Emergency Dispatcher allows for the master key to be released for service and the building Knox Box may be opened. Ideally the Knox-Box is meant for buildings which have monitored fire alarm systems and are unoccupied. As more residents within the senior community are living alone at home, gaining access during a medical emergency can be an issue, particularly if an individual has medical or mobility difficulties. A Knox-Box would allow responders rapid access without sacrificing the homeowner’s security or damage to the home. Business and homeowners will have to purchase the box and have it mounted average one time cost of 43 $200 – 300. The department conducts a patient satisfaction call back for all rescue calls. This program has been ongoing for several years and consists of one call to the patient in an effort to gauge the level of satisfaction for the services provided. Participation is voluntary, and NO patient information is disclosed. This is an important program as there have been several issues identified which result in positive changes in department policy. Call backs are conducted monthly, and the questions are from a listed script conducted by LT Gary Bennett. If you have any questions or would like to contact him email [email protected] . As part of an ongoing improvement to the Emergency Dispatch system, all EMS and Fire calls are dispatched with a determination code, this code is rated from “A” through “E” with “E” being the highest level of emergency. With this new dispatch information, the department has added additional response apparatus and personnel to some of the calls with a determination code of “D” or “E”. The department configured one of the existing apparatus to serve a dual role as a medical response unit and a forestry unit. The program has been in place for several months now and has shown to be very successful in providing additional personnel to the critical calls. We have hired several new employees to the per diem program: FF/Paramedic Dana Laplante FF/Paramedic Mike Doe FF/Paramedic Steve Plympton FF/EMT Gary Bickford We are always accepting application for both volunteer and per diem positions within the department. Training is important in maintaining and improving our skill levels, Dani Small and Ryan Loreng complete over 1600 hours of classroom and hands on training to become certified as Advanced Emergency Medical Technicians. The department holds monthly EMS training on the 3rd Wednesday of the month, this training is open to anyone wishing to attend. Our ambulances carry both medical and firefighting equipment, and all of our fire trucks now have medical equipment, Forestry 6 is now equipped to serve as a backup to our two rescues. All of our per diem staff are cross trained as Fire Fighters. We are currently providing both advanced Paramedic level Emergency Medical Service and skilled Firefighting service 24 hours a day, 365 days a year. We respond to all emergencies in Naples, and can be called to emergencies in Casco, Sebago, Harrison, and Bridgton, or major emergencies anywhere in Cumberland County. Here are the department’s call volume for last year overall there has been a 10 percent increase in call volume:

45 Marine Safety Harbormaster Report

The 2017 season was very busy for Naples Marine Safety. There were a total of 638 registered moorings in 2017, 144 more than the year previous. The Town receives many inquiries from new land owners in Naples each year. According to our Shoreland Zoning Ordinance, shorefront owners must have at least 50 feet of waterfrontage to have a mooring. Please be advised that lots without direct waterfrontage, who share a common way with an Association, need to contact the Association to obtain a permit. Mooring registration forms can be found under the Marine Safety section of the town website, along with all the information you need to know to be in compliance with the Town’s Shoreland Zoning Ordinance. Please keep in mind that you must register your mooring each year before July 15th. Planning Board Report Year Ended 6/30/18

This report covers only the period through 3/24/18 as it had to be completed by the end of March to be included in the annual report. The strength of the Maine economy became evident with the number of projects that were proposed during the current period. Moose Landing Marina added heat and electric to a cold storage building in the area behind Aubuchon Hardware and also constructed a repair facility and a boat storage building for larger boats on the marina property. Long Lake Marina is constructing a 100 X 210 foot storage building in the old sandpit behind the Village Green which is currently used for outdoor boat storage. Causeway Marine is converting a cold boat storage building to a repair shop and a showroom. New England Boat Shop is coming to the Board for a new boat storage area on another lot in the rear. All this water dependent development bodes well for the future of our vacationland economy. We have had a proposal to expand the parking and to install a drive through ATM at the Lake Plaza property and there is an application Stone Surface pending for the lot between the Lake Plaza and Aubuchon Hardware. Stone Surface, currently located in Bridgton, is planning to construct a larger fabricating facility and showroom in Naples to handle their expanding operations fabricating granite, marble, and quartz counter tops. This is the first application under the light industry section that was added to our site plan review ordinance. SAD 61 received approval from the Planning Board on proposals to construct bus loops and added parking and drop off locations at Songo Lock School and at the Middle school in order to decrease traffic congestion and increase student safety. Camp Mattaponi came to the Board and received approval to construct a 3500 square foot arts and crafts building. We approved several outdoor entertainment permits for events such as the Wooden Boat Show, Naples For The Arts, and the Winter Holiday Festival. We also handled some subdivision modification requests and conducted Public Hearings for several proposed ordinance changes. In 2017, we approved with conditions a plan to convert the golf course clubhouse into a residence and to convert two existing storage buildings into a new clubhouse. We were taken by surprise in 2018 when it was announced that the golf course was closing and the owners came to the Board with a subdivision preliminary sketch plan. As expected, this has generated a lot of opposition but, regardless of any personal feelings, the Board will judge the application impartially and If the final application meets all the requirements of the Zoning and Subdivision Ordinances, and receives approval from the Maine DEP and from the Cumberland County Soil and Water Conservation Commission, we will make our decision as the facts and our oath of office requires. In December, the Board Members attended a train session put on by the Maine Municipal Association which covered Planning Board Procedures, member duties and jurisdiction, and legal responsibilities. In order to provide more information to applicants and to provide guidance to future Planning Boards, we have put our procedures in writing and they are available on the Town website. We have also put several of our policies in writing and they are available on request. We thank you for a busy and successful 2016/17, promoting literacy, wellness and community spirit. Naples Public Library, housed in the beautiful Locust House, remains a focal point for Naples Village and welcomes all to charge up, borrow a best seller, enjoy a storytime, foster continued learning or simply ask a question, be it of local interest or for research of any sort. Modern libraries are not just books, but experiential, and a place to connect with people, face to face or virtually, for business or for pleasure. We provide public computer terminals, each with direct access to Xerox printing services: scanning, faxing, copying, and, of course, high speed fiber optic internet access. NPL houses over 30000 print items, 9600 digital CloudLibrary titles, membership to 60 verified databases and 40 periodical subscriptions. Our programming can be always be found on our website calendar, and we strive to offer a wide variety of creative, scientific and literary events. Storytime, Scrabble, Mah Jongg, Tai Ji and Teen Gamers met weekly, while other events were singular in their content. In 2016/17, NPL hosted 695 programs for all ages, with 4471 participants in attendance. Please join us! Many of our programs and fundraisers, not to mention our overall excellent customer service, would not be possible without the 90 volunteers that helped us last year. Time and talent contributed by each of them is invaluable and appreciated more than words can truly express. NPL must also thank the generosity of the STK Foundation, the Maine Public Library Fund, the Town of Naples, Naples Fire & Rescue, each and every direct donor to our library mission, and the Maine State Library. Each of these organizations or individuals provide direct funding or advocacy essential for our continued successes, and opportunities to create and provide more services. NPL is staffed 5 days in the summer, 4 days off-season, but the wi-fi is always on, and guaranteed thanks to the installation of our new generator and charging ports, including USB, on our porch. Summer 2018 kicks off Summer Reading with "Libraries Rock...!" Stay tuned for exciting musical programming, as well as our traditional favorites. 49 Annual Report to the Town of Naples A Message from Senator James Hamper

Dear Friends and Neighbors:

I would like to thank you for the opportunity to represent you in the Maine Senate. It has been an honor to work on your behalf to make our state an even better place to live, work and conduct business.

On August 2, Maine lawmakers finally adjourned for the year, after what proved to be the longest session in recent memory due to a brief government shut down over budgetary disagreements. While no state budget is ever perfect, the end product was a state budget that makes a record investment in our students, supports our communities and will tremendously benefit small businesses and our economy.

Perhaps the most significant action the Legislature took last year, as part of the biennial budget, was the removal of the burdensome, job-killing surtax that was already hurting small businesses, doctors and other professionals that we so critically need. In November 2016, voters sent a clear message that education funding was to be a priority of the 128th Legislature, and we heard that message loud and clear. However, the funding mechanism which was included in the measure – the surtax – presented a serious threat to the state’s economy. This new tax gave Maine the ominous distinction of being the highest-taxed state in the country and primarily impacted small businesses, which are the backbone of our economy, taxing them at a rate that is higher than larger corporations are subject to pay. I am proud to say that after much hard work and negotiating, thanks to our rebounding economy, we were able to support our local schools at a level we have never been able to before – without any additional taxation.

The Homestead Exemption, which provides much-needed property tax relief for homeowners, was also preserved in the budget with an increased exemption of $20,000.

The Legislature also passed a measure to make Maine compliant with the REAL ID Act. As a result of this important new law, the federal government has granted Maine a waiver, meaning that Maine citizens can continue to use their driver’s licenses to board commercial airplanes and access certain federal buildings.

While we accomplished much, there is still a lot of work ahead of us next session. Again, thank you for putting your trust in me to represent you in Augusta. Representing Maine in the United States Senate is an honor.

I continue my work on the Senate Armed Services Committee, each year authorizing the funding required to build our military capabilities and ensuring that our service members are trained and equipped to defend our nation. I was pleased to be part of a bipartisan effort to enact a new law to simplify the appeals review process to reduce the backlog our veterans are facing, as well as a new law that provides critical funding to the VA Choice Program, allowing veterans in rural Maine to access services closer to home.

While my committee work is important, working to combat the opioid epidemic is one of my top priorities. Although Congress has made some important strides, much remains to be done to provide additional funding for prevention, treatment and enforcement. I am working with colleagues on both sides of the aisle to pressure the Drug Enforcement Administration to reduce the amount of opioids produced and to thwart the flow of fentanyl and other deadly drugs into our country.

I am very optimistic about the integrated, multiagency effort I led with Senator Collins to foster innovation and commercialization in Maine's forest economy. Through the Economic Development Assessment Team (EDAT) we are already experiencing increased federal investments that will strengthen our existing forest products industry and help support job creation in rural communities. Initiatives like Cross Laminated Timber, Combined Heat and Power, nanocellulose, 3D printing with biobased materials and other biobased products will mean that Maine's wood-basket will continue to be a major jobs and economic contributor for our future.

Finally, the coming year will continue the work of the Senate Select Committee on Intelligence in the ongoing investigation of Russian interference in the 2016 election. Our Committee has held seven public hearings and numerous classified sessions, reviewed tens of thousands of pages of documents and conducted hundreds of interviews. I remain focused on the security of our elections and committed to developing strategies to prevent interference by foreign governments in our democracy.

May 2018 be a good year for you, your family, your community and our great State.

51 Dear Friends: It is an honor to represent Maine in the United States Senate. I am grateful for the trust the people of our State have placed in me and welcome this opportunity to share some key accomplishments from this past year. Maine has the oldest average age in the nation. As Chairman of the Senate Aging Committee, my top three priorities for the Committee are fighting fraud and financial abuse directed at our nation’s seniors, increasing investments in biomedical research, and improving retirement security. Following the Committee’s investigation into skyrocketing prescription drug costs, I authored bipartisan legislation to foster generic competition, which was signed into law. The Aging Committee’s toll-free hotline (1-855- 303-9470) makes it easier for seniors to report suspected fraud and receive assistance. To support the 40 million family caregivers in the United States, I am proud to have authored the RAISE Family Caregivers Act to create a coordinated strategy to support family members who make countless personal and financial sacrifices to care for their loved ones. The opioid crisis touches families and communities across our state. As a member of the Appropriations Committee, I fought for significant increases in funding to support community, law-enforcement, and public health efforts. In April, the State of Maine was awarded over $2 million to fight this devastating public health crisis. Additionally, I have authored legislation to support grandparents and other extended family members who are raising grandchildren as a result of the nation’s opioid epidemic. Biomedical research has the potential to improve and save lives, and also supports good jobs at research facilities here in Maine. Last year, the Appropriations Committee approved a $2 billion increase for the National Institutes of Health for the third consecutive year. This includes an increase of nearly 30 percent for research on Alzheimer’s, our nation’s most costly disease. As founder and co-chair of the Senate Diabetes Caucus, I work to raise awareness of the threats posed by diabetes, invest in research, and improve access to treatment options. My bill to establish a national commission of health care experts on diabetes care and prevention was signed into law in 2017. We owe our veterans so much. Last year, I worked to secure the authorization of a Community-Based Outpatient Clinic in Portland to support the health care of Maine’s veterans in the southern part of our state. I also worked to secure funding extensions to help veterans throughout rural Maine receive health care within their communities. I also worked to secure funding for housing vouchers for veterans to reduce veterans’ homelessness. Maine’s contributions to our national security stretch from Kittery to Limestone. I successfully advocated for critical funding for projects at the Portsmouth Naval Shipyard for construction of an additional ship that will likely be built at Bath Iron Works. This funding will strengthen our national security and preserve great jobs in our state.

52 As chairman of the Transportation and Housing Appropriations Subcommittee, I worked to increase funding for the TIGER program that has provided Maine with more than $122 million for vital transportation projects. For housing, I worked to provide $160 million to help communities protect children from the harmful effects of lead poisoning. Growing our economy remains a top priority. I supported the comprehensive tax reform bill because it will help lower- and middle-income families keep more of their hard-earned money; boost the economy; and encourage businesses, both small and large, to grow and create jobs here in Maine and around the country. This legislation contains key provisions I authored that are important to Mainers, including preserving the deduction for state and local taxes, expanding the deduction for medical expenses, and enabling public employees such as firefighters, teachers, and police officers, as well as clergy and employees of nonprofits, to make “catch-up” contributions to their retirement accounts. I led the effort to ensure that the tax cut will not trigger automatic budget cuts to Medicare or any other programs. A Maine value that always guides me is our unsurpassed work ethic. As of December 2017, I have cast more than 6,500 consecutive votes, continuing my record of never missing a roll-call vote since my Senate service began in 1997. Dear Citizen of Naples: For the past seven years as your Governor, my priority has been to make Maine—our people— prosper. Helping you keep more money in your wallet by reducing taxes has been part of that mission.

Too many Maine families are facing skyrocketing property taxes that strain household budgets. Our elderly on fixed incomes are particularly vulnerable to these increases. School budgets are often blamed for annual increases in property taxes. But there's another reason. A tremendous amount of land and property value has been taken off the tax rolls, leaving homeowners to pick up the tab. As of 2016, towns and cities owned land and buildings valued at nearly $5.5 billion statewide. Large and wealthy non-profits, such as hospitals and colleges, often escape paying property taxes on their vast real estate holdings—totaling more than $5.1 billion statewide.

In Maine, nearly 2.5 million acres of land have been set aside for conservation by the federal and state governments and non-profit organizations, including land trusts. Municipalities are losing out on property taxes on an estimated $2 billion in land that has been either removed from the tax rolls or prohibited from development—shifting the cost of municipal services to 'local homeowners through higher property taxes. It's time to recognize the results of taking property off the tax rolls and identify solutions to reduce the burden on our homeowners. My administration's proposals have been met with staunch resistance. In 1993, about 35,800 acres of land were documented as land-trust owned. That number has increased by an astonishing 1,270 percent. Land trusts now control over 490,000 acres with an estimated value of $403 million. We must restore the balance. We will be working this session to ensure all land owners are contributing to the local tax base. It's time for them to pay their fair share. I encourage you' to ask your local officials how much land in your municipality has been taken off the tax rolls, as well as how much in tax revenue that land would have been contributing today to offset your property taxes. Most of the increase is attributed to our efforts to increase our trallic l•w enforcement in Naples.

ll is unfortunate to report thlU we have seen an increase in crime and overdoses caused by the public epidemic ofopiate abuse as well. Cumberland County has not been spared the ill effects of this national epidemic. Last year we saw a 2.5% increase in overdoses within our service area. The Town of Naples saw the number of reported overdoses double from 5 to IO last year.

The Cumberland County Sheriff's Office is committed to actively applying a three-prong approach to this substance use issue. Clearly, we cannot an·est ourselves out of this crisis. Therefore, in addition to enforcement, we have been advocating for treaanem and education. [f you know of anyone sull:erlng from a substance use disorder, please reach out and try to get them help Also, take advantage of our bi-annual Drug Take Back events and get rid of unused medications. This helps eliminate thel\ and accidental ingestion of drugs by minors.

BUSINESS ARTICLES

ARTICLE 28. To see if the Town will vote to fix the date of October 20, 2018 as the date when the first one- half of taxes shall be due and payable, with interest on the first installment to start after that date, and the date of April 20, 2019 as the date when the second one-half of taxes are due and payable, with interest on the second installment to start after that date, and to see if the Town will vote to charge a 7% annual interest rate on unpaid taxes.

ARTICLE 29. To see if the Town will vote to set the annual interest rate to be paid by the Town on abated taxes at 3% and to authorize such interest paid or abatements granted to be appropriated from overlay funds and then, if necessary, from unassigned fund balance (surplus).

ARTICLE 30. To see if the Town will vote, in accordance with 36 M.R.S.A. § 506, to authorize the Tax Collector and Town Treasurer to accept prepayment of taxes not yet committed and to pay no interest thereon.

ARTICLE 31. To see if the Town will vote to authorize the Selectmen to carry forward to the 2018-2019 fiscal year, and assign fund balance accordingly, any appropriated but unexpended account balances at the end of the 2017-2018 fiscal year as they deem to be advisable.

ARTICLE 32. To see if the Town will vote to authorize the Selectmen to transfer funds from budget accounts that have unexpended balances at the end of FY 2017-2018 to budget accounts that have overruns at the end of FY 2017-2018, provided that any such transfer is not more than five percent (5%) of the funds appropriated under the FY 2017-2018 municipal budget and any such transfer is first approved at a properly called public meeting of the Selectmen.

ARTICLE 33. To see if the Town will vote to authorize the Selectmen to accept or reject donations of personal property and/or to accept or reject gifts of money to the various accounts of the Town for the ensuing year and to appropriate those moneys donated for specific purposes. 74 ARTICLE 34. To see if the Town will vote to authorize the Selectmen, on behalf of the Town, to apply for State, Federal (including Community Development Block Grants) and other grants on the Town’s behalf for purposes deemed by the Selectmen to be in the best interests of the Town; to accept such grants, including, when necessary, the authority to sign contract and related documents and to accept conditions of approval; and to appropriate such grant funds for any purpose for which the Town has appropriated funds in 2018-2019 fiscal year.

ARTICLE 35. To see if the Town will vote to authorize the Selectmen to sell or otherwise dispose of Town equipment and materials with a value of $30,000 or less and deemed obsolete or surplus by the Selectmen on such terms as they deem proper after the items have first been offered to all Town Departments; to place any sale proceeds in a Capital Reserve Account for the Department that maintains and uses said personal property; and to appropriate said capital reserve funds for the purchase of equipment for said Department.

ARTICLE 36. To see if the Town will vote to authorize the Selectmen to retain, sell or dispose of, by a means and upon such terms and conditions as the Selectmen deem advisable, any real estate acquired by the Town for non-payment of taxes thereon, and to execute such contracts, deeds and other instruments, and to take such other actions as may in the Selectmen’s judgment be advisable to effect the sale of such property; to adopt any policies or procedures relating to the same as the Selectmen deem advisable; and to authorize the Selectmen to place some or all of the proceeds from any such sales into the Capital Improvements Reserve Fund as they deem advisable.

ARTICLE 37. To see if the Town will vote to authorize the Selectmen to execute and deliver release deeds at their discretion for the purpose of removing from the public record tax lien certificates that have not been discharged through inadvertence.
