The Homeless Outreach program is consistent with the City’s Quality of Life Master Plan’s core value of being an accountable and responsive city government; and an effective approach to countering the causes and consequences of homelessness within our community. The City remains committed to addressing the complex and evolving challenge of homelessness within our community. In addition to sharing concerns with law enforcement personnel, the City has a mobile app that provides residents a platform to report transient related issues; bicycle patrols in targeted areas; deepening cooperation with regional agencies; and existing initiatives to identify opportunities for improvement.

Public safety is the City’s top priority. As evidenced by the immediate commitment of Measure S funds to increase public safety personnel, the City was successful at acquiring two additional sworn officers to join the Homeless Outreach Team (HOT), bringing it to a total of 4 full-time dedicated officers and a Sergeant. The City also employs a full-time Homeless Outreach Liaison, who works to coordinate, collaborate and keep the flow of communication between agencies.

Temecula Valley Hospital opened in October of 2013.
